WASHINGTON: India seeks status as a global power, the Pentagon's top intelligence chief told US lawmakers on Tuesday, adding that as such New Delhi perceives its strategic forces as necessary elements to achieve that goal.
India has put its first domestically-built nuclear submarine, the INS Arihant, into service, and is set to take delivery of its second nuclear sub, the INS Arighat, in 2018, Lt Gen Robert Ashley, Director, Defense Intelligence Agency told members of the Senate Armed Services Committee.
"New Delhi seeks status as a global power and perceives its strategic forces as necessary elements to achieve that goal," Ashley said.
He said India continues to modernise its military to better posture itself to defend its interests at home and in the broader Indian Ocean region while reinforcing its diplomatic and economic outreach across Asia.
"Continued exchange of heavy fire between Indian and Pakistani forces along the Line of Control poses a risk of inadvertent or gradual escalation of hostilities," he said.
In 2017, the lengthy Doklam stand-off between Indian and Chinese forces along the Bhutan-China border heightened tension between India and China and prompted both sides to increase their forces near the Line of Actual Control, he added.
"We expect that both sides will maintain this elevated force posture along disputed border areas through the remainder of 2018," Ashley said.
On Pakistan, he said Islamabad is likely to proceed with its counterinsurgency operations and border management efforts along its western border while sustaining counterterrorism and paramilitary operations throughout the country.
These efforts have had some success in reducing violence from militant, sectarian, terrorist, and separatist groups, but Pakistan will look to the US and the Afghan government for support against anti-Pakistan fighters in Afghanistan, he added.
"Pakistan is increasing its nuclear stockpile and developing tactical nuclear weapons and new ballistic missile systems. In January 2017, Pakistan conducted the first test launch of its nuclear-capable Ababeel ballistic missile, demonstrating South Asia's first MIRV payload, and in early July, Pakistan demonstrated an expanded-range Nasr CRBM," Ashley said.
He said Chinese military forces continue to develop capabilities to dissuade, deter, or defeat potential third party intervention during a large-scale theatre campaign, such as a Taiwan contingency.
China's military modernisation plan includes the development of capabilities to conduct long-range attacks against adversary forces that might deploy or operate in the western Pacific Ocean.
These capabilities, spanning the air, maritime, space, electromagnetic, and information domains, are most robust within the first island chain, but China is rapidly extending capabilities farther into the Pacific Ocean.
According to Ashley, China's expanding global footprint and international interests are reflected in its Belt and Road Initiative of economic, commercial, and infrastructure projects in Asia, Africa, the Middle East, and Europe.
"Beijing's military modernisation programme is expanding in concert with this initiative to include investments and infrastructure to support a range of missions beyond China's periphery, including power projection, sea lane security, counterpiracy, peacekeeping, and humanitarian assistance and disaster relief," he said.
China's most recent white papers and doctrinal writings emphasise the requirement for an army to be able to secure expanding Chinese national interests overseas, including a growing emphasis on the importance of the maritime domain, offensive air operations, long-distance mobility operations, space operations, and cyber-operations.
"In August, following more than a year of construction, China officially opened a military base in Djibouti and deployed a company of marines and equipment to the facility. China probably will seek to establish additional military logistics facilities in countries with which it has longstanding, friendly relationships and similar strategic interests," he said.

PASNI: Personnel of the Pakistan Navy in north Charbandan on Sunday set the nets of the local fishermen on fire. Speaking to the media, a resident of Charbandan and local fisherman Nakhuda Ashraf told that the personnel of the Pakistan Navy were setting up a camp in the Rudsar area.“We had taken it as a good omen thinking that the navy would be there to protect us from any dangers, but instead they have started setting our nets on fire,” he added. Baluchistan essentially is under a kind of unofficial occupation. The locals do not trust the outsiders mainly Pakjabis who migrate here for work. And the Paki Fauj do not trust the locals for fear of getting killed by the rebels
Ashraf further told that he and other fishermen on March 4 had sailed to the sea for fishing when the navy personnel lighted up the nets. “My nets worth Rs450,000 were reduced to ashes,” he said and added that the navy personnel could have let him know in case the nets were a problem for them.
“I could’ve taken them away, but they just burnt them all,” said Ashraf while adding that he was a poor fisherman who earned a living through fishing.“I have submitted an application to the Pasni assistant commissioner and informed him about the incident,” he said while demanding from the Pakistan Navy high-ups and officials of other state institutions to probe the matter and compensate for his loss. Essentially they are alienating the locals. And that too, just after the Army Chief was in the region last week to celebrate Balochistan Culture Day !

Former finance minister Ishaq Dar on Wednesday lamented that he has not been treated well for serving the country.Dar, speaking in a Geo News programme, said a fake case has been registered against him and any independent auditor can check his financial records. He added the case against him is based on ill intentions. This "guy" is a London trained Chartered Accountant. IMO, it is beyond a Paki auditor's expertise to unearth the gol-mal that he and his brother -in-law (Nawaz) did to enrich themselves in the process![]()

Referring to his election to the Senate, ( Ganja's proxy in the Senate) Dar said the Constitution allows the oath to be taken from any location and he does not need to be present in Pakistan to do so.

On both local and international media Krishna Kumari Kohli is being lauded as the ‘first Dalit woman’ to become a Senator in Pakistan. In fact, she was earlier erroneously called the first female Hindu Senator, but has been duly corrected, since Ratna Bhagwandas Chawla was elected in 2006.
But the change has been made to ‘first Dalit woman’, which not only gives the publications the ‘feel good’ story that often sells well, but for Pakistani media this was an opportunity to do one over their counterparts in India, where Dalits are a persecuted community.![]()
However, in this race to go first nobody bothered to check whether the ‘feel good’ story actually made Krishna Kohli feel any good.
For the record, both she and her fellow Hindu activists have reaffirmed that Pakistani Hindus do not like being earmarked as the ‘scheduled caste’ – as they are across the border. In fact, for many of them it is an ‘Indian thing’ that has nothing to do with Pakistani Hindus, who are the indigenous people of this country. Not sure if she will be treated as an equal to a Paki Mard in the Senate. And secondly her patriotism is not questioned because of her religion !
For the community, being called Dalits is to establish them on the lowest echelon of the orthodox Hindu caste hierarchy. The Pakistani Constitution and law does not distinguish between the different Hindu castes, and hence one should exercise caution in using these loaded terms, especially when the person in question does not accept that label. But the Pakistan Constitution does discriminates in favour of the "Followers Of The Green Book" !
Even so, while the Constitution doesn’t discriminate between Hindu castes, it happens to do so in Islamic sects. The Second Amendment to the Constitution in 1974 decided who is and isn’t Muslim, in turn excommunicating the entire Ahmadiyya sect. A decade later the Ahmadis were even barred from ‘posing as Muslims’ following the Ordinance XX added to the Pakistan Penal Code. The Shias are not "formally" discriminated against, but Pakistan is slowly and surely is becoming a Sunni State like Saudia![]()
Ahmadis are often referred to as ‘Qadianis’ everywhere including in the mainstream media. ‘Qadiani’ is a derogatory term for the community, both designed to eradicate their ideological affiliation with ‘mainstream Islam’ and also to further other them as inhabitants of Qadian, which is a town in Gurdaspur district and not in Pakistan.
Last Monday an Islamabad High Court (IHC) bench directed the National Database Registration Authority (NADRA) to furnish a report on 10,205 Ahmadis who had changed their religious status from Muslim to ‘Qadiani’ in their ID cards. On orders of Islamic Brigade and Deep State !
Next day, the IHC bench asked the Federal Investigation Agency (FIA) to provide travel details of 6,001 persons who changed their religious status from Muslim to ‘Qadiani’.
However, the eradication of discrimination should never be misconceived as the elimination of differences. A progressive pluralistic society embraces its groups, by celebrating the differences and by not using them as tools for marginalisation.But it is very important to embrace those labels for others that they’ve chosen for themselves through self-identification. And for that, like any other tolerant democratic state, Pakistan must give its citizens the right to self-identify as enshrined in the constitution as a basic human right.Therefore, labels such as ‘Dalits’ or ‘Qadianis’ should not be used if the communities in question do not endorse them.

LAHORE: The management of the national flag carrier – Pakistan International Airlines (PIA) has appointed inexperienced and junior officers to fill the posts at its foreign stations, Pakistan Today has learnt. The officers have been selected by the PIA’s Foreign Posting Board for its marketing department. These new selectees would be posted to important stations including London, Birmingham, Milan, Jeddah, Abu Dhabi, Paris, Barcelona, Bangkok and others. Not sure if the decrepit airline is allowed to fly ( due to not meeting international and EU standards !) to some of the mentioned European locations !

The management headed by Musharraf Rasool Cyan conducted the interviews three times; one time in Karachi, the second time in Islamabad and then in Lahore. The new management has now selected the most junior officers for these important positions. These officers are not only juniors but also lack field experience which is very important to control and run the station,” they said and added that the senior officers had their reservation over the posting of junior officers on senior posts.“Such unjustified and mala fide behaviour of the management towards its employees is the reason behind PIA’s failure,” they said.

PIA Spokesman Mashood Tajwar said that the board had posted all the officers on merit. Speaking to Pakistan Today he said that the process of posting to foreign stations was not carried out overnight, but it took a long time.
Tajwar cleared that there were many senior officers who only had job experience but were ‘not capable’ to hold the foreign stations’ posts while several juniors in the airlines were competent to run the foreign stations in a better way. Would be interesting to know if sons of senior fauji, hawai, or bahria were selected for the plum oversees jobs !

Risks to Pakistan's economic outlook have increased: IMF
ISLAMABAD: In an ominous warning, the International Monetary Fund (IMF) has said that risks pertaining to Pakistan’s economic and financial outlook have increased and its medium-term debt repayment capacity has weakened, urging Islamabad to take immediate corrective measures.
The IMF released the statement almost one and a half day after the conclusion of its Executive Board meeting that held the ‘first post-program monitoring discussions’ with Pakistan. The discussions were earlier also held in Islamabad in December to gauge Pakistan’s ability to repay the IMF loan.
The IMF’s projections over the current account and budget deficits are gloomy to say the least, and cast a huge question mark on the narrative presented by former finance minister Ishaq Dar at the time of unveiling the government’s fifth budget in June last year. The IMF has projected that the country’s current account deficit will stand at 4.8% of total national income, or $16.6 billion, which is a staggering 83% higher than the government’s official estimates.
The IMF has also predicted that Pakistan’s official gross foreign currency reserves could slip to $12.1 billion – barely enough to finance 10 weeks of imports.
The directors of the IMF also asked Pakistan to improve its anti-money laundering and counter-terrorism financing regimes. They also want the country’s managers to devalue the currency to minimise damages to the external sector, and levy more taxes to control the growing budget deficit.
With “rising external and fiscal financing needs and declining reserves, risks to Pakistan’s medium-term capacity to repay the Fund have increased since completion of the Extended Fund Facility (EFF) arrangement in September 2016”, noted the IMF in its handout released Wednesday morning.
It said Pakistan’s near-term outlook for economic growth is broadly favourable and real GDP growth is expected to grow by 5.6% in fiscal year 2017-18, supported by improved power supply, investment related to the China-Pakistan Economic Corridor (CPEC), strong consumption growth, and ongoing recovery in agriculture. Inflation has remained contained.
However, it added, continued erosion of macroeconomic resilience could put this outlook at risk.
The budget deficit is expected to widen to 5.5% of GDP this year, which is equal to almost Rs2 trillion and will be the highest in Pakistan’s history in absolute terms. The official target is 4.1% of the GDP or Rs1.48 trillion.
The IMF said that the deficit may even go higher due to upcoming general elections.
The Washington-based lender also said that surging imports have led to a widening current account deficit and a significant decline in international reserves despite higher external financing. FY 2017/18’s current account deficit could reach 4.8% of GDP, with gross international reserves further declining in the context of limited exchange rate flexibility. This is equal to $16.6 billion – and far higher than $12.1 billion deficit that Pakistan has booked last fiscal year.
The IMF directors “noted with concern the weakening of the macroeconomic situation, including a widening of external and fiscal imbalances, a decline in foreign exchange reserves, and increased risks to Pakistan’s economic and financial outlook and its medium term debt sustainability”.
Pakistan’s external debt and liabilities have already increased to $89 billion by the end of December and the figure is expected to significantly jump by the time the current fiscal year ends due to mounting external repayment and trade related obligations. The IMF sees no change in the country’s debt burden and said that the overall debt-to-GDP ratio would remain at 69.7% – even higher than the limit set by parliament for the government.
The directors welcomed the authorities’ move to allow some exchange rate adjustment last December, but “stressed the importance of greater exchange rate flexibility on a more permanent basis to preserve external buffers and improve competitiveness”.
The IMF also encouraged Pakistan to phase out administrative restrictions that it has placed on imports to contain its bill.
It noted that external sector pressures are in part linked to the fiscal deterioration during last year and an accommodative monetary policy stance, as well as the high imports related to CPEC projects.
They called on the authorities to strengthen fiscal discipline through additional revenue measures and efforts to contain current expenditure while protecting pro poor spending. Complementing the recent increase in the policy interest rate with further monetary tightening would be important to address inflationary risks and help reverse external imbalances.
The IMF directors also emphasised the need for prudent debt management and caution in phasing in new external liabilities, and the urgency of tackling rising fiscal risks stemming from continued losses in public sector enterprises.
“There is absence of political consensus in Pakistan, which remains an obstacle to deep structural reforms,” said Tokhir Mirzoev, the outgoing resident representative of the IMF. He said that politics must be separated from the country’s economic agenda.
“The economic future of Pakistan is the collective responsibility of all political parties, whether they are in the government or in the opposition,” said Mirzoev, who ends his three-year term in Pakistan this week.

ISLAMABAD: In an ominous warning, the International Monetary Fund (IMF) has said that risks pertaining to Pakistan’s economic and financial outlook have increased and its medium-term debt repayment capacity has weakened, urging Islamabad to take immediate corrective measures.
The IMF released the statement almost one and a half day after the conclusion of its Executive Board meeting that held the ‘first post-program monitoring discussions’ with Pakistan. The discussions were earlier also held in Islamabad in December to gauge Pakistan’s ability to repay the IMF loan.
The IMF’s projections over the current account and budget deficits are gloomy to say the least, and cast a huge question mark on the narrative presented by former finance minister Ishaq Dar at the time of unveiling the government’s fifth budget in June last year. The IMF has projected that the country’s current account deficit will stand at 4.8% of total national income, or $16.6 billion, which is a staggering 83% higher than the government’s official estimates.
The IMF has also predicted that Pakistan’s official gross foreign currency reserves could slip to $12.1 billion – barely enough to finance 10 weeks of imports.
The directors of the IMF also asked Pakistan to improve its anti-money laundering and counter-terrorism financing regimes. They also want the country’s managers to devalue the currency to minimise damages to the external sector, and levy more taxes to control the growing budget deficit.
With “rising external and fiscal financing needs and declining reserves, risks to Pakistan’s medium-term capacity to repay the Fund have increased since completion of the Extended Fund Facility (EFF) arrangement in September 2016”, noted the IMF in its handout released Wednesday morning.
It said Pakistan’s near-term outlook for economic growth is broadly favourable and real GDP growth is expected to grow by 5.6% in fiscal year 2017-18, supported by improved power supply, investment related to the China-Pakistan Economic Corridor (CPEC), strong consumption growth, and ongoing recovery in agriculture. Inflation has remained contained.
However, it added, continued erosion of macroeconomic resilience could put this outlook at risk.
The budget deficit is expected to widen to 5.5% of GDP this year, which is equal to almost Rs2 trillion and will be the highest in Pakistan’s history in absolute terms. The official target is 4.1% of the GDP or Rs1.48 trillion.
The IMF said that the deficit may even go higher due to upcoming general elections.
The Washington-based lender also said that surging imports have led to a widening current account deficit and a significant decline in international reserves despite higher external financing. FY 2017/18’s current account deficit could reach 4.8% of GDP, with gross international reserves further declining in the context of limited exchange rate flexibility. This is equal to $16.6 billion – and far higher than $12.1 billion deficit that Pakistan has booked last fiscal year.
The IMF directors “noted with concern the weakening of the macroeconomic situation, including a widening of external and fiscal imbalances, a decline in foreign exchange reserves, and increased risks to Pakistan’s economic and financial outlook and its medium term debt sustainability”.
Pakistan’s external debt and liabilities have already increased to $89 billion by the end of December and the figure is expected to significantly jump by the time the current fiscal year ends due to mounting external repayment and trade related obligations. Another story has surfaced regarding hidden cameras in rooms – this time the news comes from Vehari. (This is not Krachi, La-Whore or Isloo. This is "small town" Pakiland, in the heart of Pakjab !) Federal Investigation Agency (FIA) Islamabad’s cybercrime division has arrested a hotel owner for installing hidden cameras in guest’s rooms and blackmailing them for money and sexual favors.
Cybercrime wing of FIA took action after a woman complained about the hotel owner. The woman told that Amjad, the hotel owner, secretly recorded her videos and blackmailed her. He further threatened her that if she goes to the police or files a complaint against him, she will have to face severe consequences.
Upon the complaint, FIA conducted a raid at the hotel, situated in Vehari, and found several hidden cameras in changing rooms. The agency arrested the owner and is further investigating whether an organized network is involved or not.
This is not the first time that hidden cameras have been discovered in changing rooms. A few weeks ago customers found a hidden man at a Gul Ahmed outlet in Karachi as well.
This whole scandal caught media’s attention when hidden cameras were found in changing rooms of Levi’s store in Faisalabad. The minus side of globalization. PIA Kicks Two Female Passengers Off The Airplane After a Fight
Yesterday, a fight broke out between two female passengers onboard a Pakistan International Airlines (PIA) flight. Things got so heated that both the ladies, who were traveling on the business class flight, were removed from the plane following their scuffle.
According to eyewitness accounts and officials from ASF, one middle-aged woman, who was boarding the flight, started yelling at another young woman at the entrance of the plane. She then proceeded to attack the younger lady inside the plane. The reasons were not clear as to how the fight started.
According to people present in the plane, the middle-aged woman launched an assault and allegedly tore the clothes of the 20-year old victim. She beat her and horrifyingly enough, even got her hands on a glass object from a trolley in the plane, attacking the victim with it.
As per the eyewitnesses, a verbal argument broke out when both passengers were entering the plane. However, things turned messy inside the plane as the verbal spat turned into a fistfight. The victim was accompanied by her husband as well however he decided to refrain from getting involved in the matter.
According to ASF, the victim is believed to be a relative of her attacker as well as the pilot flying the airplane. After getting verbally abused, the victim tried to make her way to the cockpit but was stopped by the attacker as she beat up the victim again.
Due to this incident, the flight, which was bound to take off from Lahore, was delayed by 35 minutes.
PIA personnel removed both passengers from the plane and handed them over to the Airport Security Force (ASF). However, no charges were pressed against any of the arrested individuals by ASF. The discredited airline is a rich source of news for the Paki media . And just recently they launched a new advertising campaign for the purpose of "improving their image" !![]()

It is worthwhile for Pakistan to pay attention, especially bearing in mind that the Indian Ministry of External Affairs was the first to publicly congratulate China on getting the vice presidency of the Financial Action Task Force on that Friday when the rest of Pakistan was busy trying to figure out what exactly happened during those meetings.
More recently, the Indian government called on all its officials to refrain from attending a ‘Thank you India’ rally being organised by the Dalai Lama in Delhi, which is an annual affair and always sees attendance by high-level Indian officialdom, as well as searing rhetoric directed towards China during the speeches that take place there.

Ali had been serving Abbasi as a special assistant
Siddiqui is chairman of JS Bank Ltd and son of stockbroker-turned-banker Jahangir Siddiqui.
He has previously been a director in Airblue — which is also connected to the prime minister's family

Bus project causing health problems in Peshawar
The Bus Rapid Transit project in Peshawar has been causing psychological and physical diseases and hardships to the people, who are using the road, according to doctors and commuters.
“It causes mental problems to people when they cover a distance of 10 minutes in one hour. The problems become more severe when it becomes a daily routine for people to undergo hardship,” noted psychiatrist Mian Iftikhar Hussain told Dawn.
He said that people remained under tension when they left homes for schools, offices or business places and faced trauma when they got back to homes.
