Absolutely correct.

GOI has been burnt many times with scientist proposals for large fabs run by them. Need to ensure its viable.

I did read the initial report and the scientists are credible. Maybe they need some one to run the business end while they concentrate on technology of this fab facility.

Sir, this proposal is in the 'study' phase for 3 years. Anyone who has even the most cursory of looks at the Chinese attempts into semiconductors would cry. In an earlier report, these same guys/sources said GaN is untested technology and were wondering if it should be funded at all. So pardon my skepticism. If they do go ahead and fund it, either 200 or 2000 crores, we'd gain for sure.

For once GOI want to do due diligence and then will fund it appropriately.

When Kalam saab went to MoD with IGMP they increased the asking money and wanted an Integrated development plan.

#JustIn MoD has enhanced the powers of @DRDO_India Chairman. He/She can now sanction projects and for procurements up from Rs 75 Cr to Rs 150 Cr. Powers of DGs enhanced from Rs 50 Cr to R. 75 Crore.
Good move. Hope to see action now in terms of deliverables!!

MoD Enhances Financial Powers of DRDO

To enhance efficiency and effectiveness of Defence Research establishments, Raksha Mantri Smt Nirmala Sitharaman has decided to delegate greater financial powers to various authorities. This wind of change in Defence Research and Development (R&D) is intended to neutralise the ill-effects of over-centralisation and facilitate quicker decision making. This is in line with similar financial delegations made to Armed Forces in the last one year. The delegated powers now stands enhanced as under:-

Powers of Secretary, Defence R&D to sanction projects and for procurements enhanced from Rs. 75 Crore to Rs. 150 Crore and for the Directors General (DG) enhanced from Rs. 50 Crore to Rs. 75 Crore
Enhancement of powers for Proprietary Article Certificate (PAC) cases
From Rs. 50 Crore. to Rs. 150 Crore for Secretary Defence (R&D);
From Rs. 25 Crore to Rs. 75 Crore to DGs;
From Rs. 2 Crore to Rs. 5 Crore for Lab Directors.
Enhancement of powers for Single Tender cases
From Rs. 50 Crore to Rs. 75 Crore for Secretary Defence (R&D);
From Rs. 25 Crore to Rs. 37.5 Crore for DGs;
From Rs. 1 Crore to Rs. 2.5 Crore for Lab Directors.
All Competent Financial Authority empowered to reallocate funds, reduce and enhance costs of projects/programmes within their delegated powers.
The powers of Director General (DG) have been enhanced from Rs. 3 Crore to Rs. 5 Crore for sanctioning Research projects to Universities, Technological Institutions and to Indigenous Defence Industry under the Technology Development Fund Scheme of DRDO.
Powers of post-contract management and maintenance support in respect of contracts for which CFA is the Ministry of Defence, have been delegated to Directors General of DRDO in line with the delegations already made to the Armed Forces.
Delegations for Hygiene and Maintenance Contracts, training expenses, miscellaneous and contingent activities have been rationalized and enhanced to ensure that sanctions are given at the Director and DG levels with minimal flow of files to DRDO HQ.
Consequently, the powers for sanctioning of projects and for procurements that were hitherto with the Secretary Defence R&D have now been delegated to the Directors General of DRDO and the delegation to the Secretary, Defence R&D has been doubled, A number of powers relating to day-to-day functioning that were centralized at DRDO HQ have now been delegated to the DGs and Lab Directors. The delegations also bring flexibility in Universities and by indigenous defence industry. All the delegations that had been made in respect of the services have also been extended to the DRDO.

The Director Generals of DRDO has expressed their satisfaction at this major initiative by the Government and have opined that these forward-looking measures would ensure that majority of the decisions relating to implementation and functioning would largely be taken within the technology clusters whereas policy issues would primarily come to the Government. Given the geographically dispersed Clusters and Laboratories, this will be greatly reduce file movements to and from the DRDO HQ at New Delhi and facilitate faster decision-making.

India really needs to hurry on the AI front.
China is making huge strides in this area and investing a lot in it.
Only by engaging private industry to do AI projects for the military can India hope to at least not fall far behind.

Relying on DRDO for AI innovation is a dead end.
It's literally at a point where US is beginning to wonder if it might lose it's edge in AI to China.
Worrisome to say the least!

Anyway AI is domain specific. The work in gene research is in a general way applicable to other areas only if there are domain experts to create the techniques.

The GOI should've had the successor to Dr.C selected well in advance.You don't find this happening with service chiefs so why should it happen here? The problem is babudom wanting to choose its favourite. Waiting to choose the vital position of head of the DRDO after the current chief has retired is v.bad practice.

Secondly, in many countries brilliant scientists and institution heads with a proven track record are kept on either with extensions or as consultants so that their expertise isn't abandoned. The MOD should utilise such
scientists of repute post retirement in some form or the other, where they can concentrate upon areas of research without the burden of institutional management and administration.

IA is looking heavily for solutions in light weight bunkers for border areas. Suggestion on composites instead of RCC.

Based on the document, we seem to be pretty ok (Private orgs) with land system, software and integration, wireless system etc.

The one missing piece of the puzzle is the core sensor modules, which are been imported. So fundamentally the gap in Material science.

Another important aspect is the need for funding. There are good ideas, specially from Univs and they need funding for PoC. This is a golden opportunity to drive local R&D and Production.

Bunkers also mean shelter from shelling.

Composites are very fracture prone.

This issue of Tech Focus is dedicated to materials development division (MDD) testing lab and the equipment. 'Looks very SOTA lab with all sorts of right equipment for metals and composites.

They have a variety of testing equipment. The spectrometers are older and have been upgraded.
One gap I find is FFT IR spectroscope. This is very essential for non-metallic material investigations.

Maybe one of their instruments does this but is not clearly stated.

All in all a very good lab.

DRDO looks to engage firms for border surveillance system

Two prototypes of the system, developed by DRDO’s Dehradun-based Instruments Research and Development Establishment, were deployed in Ladakh for trials for over a year, sources said. Following requisite modifications and upgrading, the DRDO now wants it operationalised.

“Since DRDO is not a production agency, we are looking at transferring the technology to interested parties, both in private and public sector that can manufacture the system,” a senior DRDO scientist said. “We are willing to engage up to three firms for the project,” he added.

BOSS can be deployed at unmanned observation posts for remote controlled all-weather day-and-night monitoring of designated areas. It consists of a battlefield surveillance radar along with electro-optical sensors like camera, infrared, thermal imager, laser ranger and GPS mounted on a pan-tilt unit.

It can detect a light vehicle at a distance of 10-12 km and a group of persons at 8-10 km while operating in temperatures from minus 30 to 55°C. Real time data and video can be transmitted over a distance of 20 km to a command post through wireless optic fiber link for up to 14 days.

Very good news. Question- was this done totally indigenously i.e by Indians all by themselves, or was there significant Russian input in the effort? Commendable anyway, but even more so if OFB or DRDO did it without foreign assistance.

Q is was it not being *full produced* in India before? The tanks were in production from a long time back. Was a part of the engine assembly being imported till now?

Q also, Did the fully indiginization happen only yesterday or is this news floated every couple of year as new development to satisfy the political masters? I do recall a recent case where an old development was passed off "again" as a new development.

In any case, the while the claim might not be false wrt the word "develops" but it borders on falsehood and does not sit well with me.
