Stocks battered as index plummets 846 points in intra-day trading - Salman Siddiqui
KARACHI: Stocks were hammered on Friday as the KSE-100 index plunged 846 points in intra-day trading, slipping below the 37,600 mark. Participants reacted to the sharp dip in the foreign exchange reserves held by the central bank, which had slipped by $101 million to settle at $8.3 billion. One must not forget that the SBP has "Borrowed" US$ 5.80 Billion from the Terroristani Commercial Banks. Thus SBP Reserves are ONLY US$ 2.5 Billion. The Commercial Banks also show this figure in their Reserves. “This is clearly double counting of $5.8 billion. In principle, it should have excluded this sum from the commercial banks’ reserves,” Dr Ashfaque Hasan Khan is on record saying “This is clearly double counting of $5.8 billion. IMF cautions Pakistan against increasing Chinese involvement in economy
The foreign exchange reserves have been on a downward path for seven successive weeks.
The KSE-100 index, a benchmark for market performance, was down 846.23 points or 2.20% hovering at 37,552.07 before the market took a mid-day break.
Commenting on the situation, Arif Habib Limited Head of Research Saad bin Ahmed told The Express Tribune, “Foreign selling on specific counters is of course a leading reason behind the current downturn.”
Besides, local financial institutions are also seen offloading a part of their holdings across the board.
He said that heavy selling by foreign and local financial institutions was seen mainly in auto, banks and cement stocks.
“They are in the phase of resetting their portfolios on negative economic outlook for two years,” Ahmed added.
IMF mission to arrive in coming weeks for bailout talks
In an earlier development, Pakistan has also formally approached the International Monetary Fund (IMF) for a bailout. IMF Managing Director Christine Lagarde announced on Thursday that she would send a mission to Pakistan for bailout negotiations amid emphasis on full disclosure of the debt Pakistan has acquired including from China.
The analyst pointed out, “Every one is foreseeing rebound in the market any moment. But at the same time everyone is selling as well to repurchase stocks at lower levels.”
The confusion on IMF bailout as to the amount of loan Pakistan has applied for has also remained a confusion in the market.
Earlier, there were talks that Pakistan would apply for $8-12 billion in bailout. Now market talks suggest the amount would be around $6-7 billion.
“If Pakistan receives low amount in bailout, the problem of current account balances may remain there in the medium run.”

Pakistan Film Producers Association demands complete ban on Indian films
Pakistan Film Producers Association (PFPA) has demanded a ban on the release of all Indian films in the country.
Senior representative PFPA, Chaudhry Ejaz Kamran, told The Express Tribune, “If Indian stake holders and organisations can take a stand and do everything for the welfare of their industry, then why can’t we? They have banned our artists and films in the past so what’s stopping us?”
The association believes that, for the sake of our local film industry, the government should impose the said ban. If this is not carried out, local cinema owners will continue to prioritise Bollywood films over local ones.
PFPA has previously been active in persuading past government tenures for the implementation of the same ban. However, its efforts have not always been fruitful.
It is pertinent to mention here that Pakistan has two groups of people, in terms of audiences. While there are many in favour of local films, others prefer Indian ones. The latter also include stakeholders of digital cinemas within Pakistan and according to them, a ban on Bollywood movies will disturb their business and discourage investors, resulting in decreasing revenue. Therefore, they disagree with the ban and oppose PFPA’s idea.
PFPA should accept the reality and instead of writing letters to Imran Khan, they should take positive steps for the revival of the industry and the production of more films

Pakistan seeks Azerbaijan investment in oil, gas
ISLAMABAD: Pakistan has invited Azerbaijan to invest in the country’s oil, gas, mineral and petrochemical sectors as it wants to develop these areas and curtail imports, which are a very burden on the foreign currency reserves. I heard that Terroristanis speak 400% Better English than Indians!
The investment was sought in the second session of the Joint Working Group on trade cooperation between Azerbaijan and Pakistan held on Thursday in Islamabad.
The Azerbaijan delegation was headed by Deputy Minister of Economy Rufat Mammadov whereas the Pakistani side was led by Commerce Secretary Mohammad Younus Dagha.
Azerbaijan offers Pakistan open oil credit facility
The two countries agreed to ink a mutual recognition agreement to enhance bilateral trade in agricultural commodities, prepare trade promotion plans, enhance customs cooperation, facilitate business visas and make efforts for running direct flights between the two destinations.
They exchanged views on current cooperation in different fields and underlined the potential for enhancing bilateral trade and economic relations.
The Azerbaijan delegation highlighted the economic reforms being undertaken in the Central Asian state, especially in the non-oil sector and manufacturing of non-oil products. It also outlined the potential of “Made in Azerbaijan” brand.
Trade deficit narrows to $8.9b in first quarter
The discussions centered around enhancement in bilateral trade and strengthening relations through exchange of information about laws and regulations for imports and exports.
Meeting participants encouraged visits by business communities of both sides as well as participation in each other’s trade fairs and exhibitions.

IMF projects inflation rate to hit 14% by June - Shahbaz Rana
ISLAMABAD: The International Monetary Fund (IMF) has projected that the average inflation rate in Pakistan might hit 14% by June next year – a level that if reached could result in interest rates peaking to 15% and economy drastically slowing down, government sources say.
Such a high level inflation would also carry implications for Prime Minister Imran Khan’s most ambitious flagship programme of constructing five-million low-cost housing units. The banks lend money over and above the policy rate, which will reduce the government’s options to give subsidy on housing loans.
The sources said due to stabilisation measures, the IMF is also projecting economic growth rate of below 3% for fiscal year 2018-19. These assessments were shared with Pakistan during September 27 to October 4 staff level visit.
Although the IMF has not mentioned the inflation projections in its handout, it did internally share the assessment of average 14% inflation in fiscal year 2018-19 with the Finance Ministry, said sources who negotiated with the IMF.
The issue of inflation and the Gross Domestic Product (GDP) also came up for discussions during the closing meeting between Finance Minister Asad Umar and IMF team. The meeting was held in Q-Block on last Thursday. In its handout issued on the same day, the IMF underlined that “economic growth will likely slow significantly, and inflation will rise”.

The average inflation in the first quarter of this fiscal year was 5.86%, according to the Pakistan Bureau of Statistics (PBS). The Sensitive Price Index-based inflation has already jumped to 6.5% this week over the same time of the last year, according to the PBS. The State Bank of Pakistan (SBP) has also raised its average inflation projection to 8% but it is still far lower than the IMF’s assessment.
The sources said the IMF’s assessment of average 14% inflation was based on at least four assumptions. These were increase in prices of gas (already notified up to 143%), increase in power tariffs, devaluation of rupee against the US dollar that will affect almost every consumable item and increase in prices of petroleum products due to devaluation and global crude oil prices.
“According to our model, the average inflation in the fiscal year 2018-19 will be between 13% and 15%,” said Dr Hafiz Pasha, former finance minister, while affirming the IMF’s assumptions for higher inflation.

Once the inflation hits the roof, it would be impossible for the SBP to keep the real interest rates negative. In such a scenario, the IMF would push Pakistan to hike the key interest rates to a level, which should be slightly higher than the inflation levels.
The IMF has already announced to send its team to Pakistan in the coming weeks after Finance Minister Asad Umar formally requested the IMF managing director for a bailout package.
The SBP has recently increased the interest rates to 8.5% – 2.75% increase since January this year. The sources said the IMF demanded 12.5% interest rate in the short term.
The IMF has long been advocating tight monetary and fiscal policies to cut the aggregate demand aimed at restoring macroeconomic stability in Pakistan. The country booked $18 billion current account deficit in the last fiscal year but its official foreign currency reserves are not sufficient to finance the deficit.
The SBP’s official foreign currency reserves decreased to $8.3 billion – hardly sufficient to give cover to 1.5 months imports. The month of November will be critical, as the authorities are expecting that the current account deficit will start narrowing down, imports will be drastically curtailed due to previous rounds of devaluation and the exports will pick up.
In case this does not happen, the SBP might be asked to take the interest rates to double digits and let the rupee further devalue. The sources said the due to the stabilisation measures the IMF has also projected economic growth rate of below 3% as against 5.8% in the last fiscal year.
A senior official of the Finance Ministry, who was also involved in negotiations with the IMF, said Pakistan did not agree to the IMF’s assessment of 14% inflation and below 3% economic growth rate.
But Dr Pasha said in addition to stabilisation measures, the output of major crops would be a determining factor in estimating economic growth rate. He said if the major crops output dipped, the economic growth rate will be in the range of 3.2% to 3.5%. “If the agriculture sector performs well, the economic growth rate could be around 4.2%,” said Dr Pasha.
The IMF’s latest World Economic Outlook report said the macroeconomic stability gains in Pakistan have been eroding, putting the outlook at risk. The economic growth rate is expected to moderate to 4% in 2019, and slow to about 3% by 2023.
This suggests that Pakistan’s economic conditions will remain precarious for years to come, contrary to the PM’s promise with the nation that he would overpower the situation in six months.

The month of November will be critical, as the authorities are expecting that the current account deficit will start narrowing down, imports will be drastically curtailed due to previous rounds of devaluation and the exports will pick up.
In case this does not happen, the SBP might be asked to take the interest rates to double digits and let the rupee further devalue. The sources said the due to the stabilisation measures the IMF has also projected economic growth rate of below 3% as against 5.8% in the last fiscal year.
A senior official of the Finance Ministry, who was also involved in negotiations with the IMF, said Pakistan did not agree to the IMF’s assessment of 14% inflation and below 3% economic growth rate.
But Dr Pasha said in addition to stabilisation measures, the output of major crops would be a determining factor in estimating economic growth rate. He said if the major crops output dipped, the economic growth rate will be in the range of 3.2% to 3.5%. “If the agriculture sector performs well, the economic growth rate could be around 4.2%,” said Dr Pasha.
The IMF’s latest World Economic Outlook report said the macroeconomic stability gains in Pakistan have been eroding, putting the outlook at risk. The economic growth rate is expected to moderate to 4% in 2019, and slow to about 3% by 2023.
This suggests that Pakistan’s economic conditions will remain precarious for years to come, contrary to the PM’s promise with the nation that he would overpower the situation in six months.

The federal government plans to form a parliamentary commission to identify people who are responsible for Pakistan's current economic crisis.
The commission will investigate the causes of the economic crisis and identify those responsible behind it in a month’s time, sources said.
After identifying the people responsible for the country’s financial woes, the commission will present recommendations to the government to take an appropriate action.
And, just like that, all the problems will be over and holes in the paki economy will be plugged in one month's time.

LAHORE: The Tehreek-i-Labbaik Pakistan (TLP) has warned of paralysing the country within hours if the Supreme Court sets Aasia Bibi, a Christian woman sentenced to death for blasphemy, free. The TLP directed its local leaders ( including Bushra Pirni who is a confirmed Barelvi ) across the country on Friday to start holding sit-ins within hours without waiting for a decision by the central leadership, if she is freed.
Blasphemy is a very "hot issue" in Pakiland. Doubt that even CJP Saquib has the "guts" to confront these radical Mullahs !“Judges’ remarks have sown doubt among the party leaders and fears that she would be released soon,” Pir Afzal Qadri, patron-in-chief of the TLP, said while addressing a rally taken out to protest the possible acquittal of Aasia Bibi.
No one can doubt the "street power" of these bearded ones , nurtured by the Deep State to keep Imran in check .Reading out a four-point resolution approved by the party leadership, he said the possible acquittal would be deemed an attack on Islam, the Constitution and blasphemy law. Responsibility for the subsequent law and order situation would rest with the judges, the government and all institutions supposed to protect the Constitution, he warned.
“The central leadership has already decided about a countrywide protest and local leaders should not wait for any message from the central leadership ( decentralized power, in this day and age of social media !) and start their sit-ins immediately,” Mr Qadri said, adding that these “nationwide sit-ins should continue till all those responsible for [Aasia Bibi’s] release are punished, even if the central leadership is incarcerated or killed”.
A number of TLP workers gathered on The Mall in Lahore and other major cities in the country, including Karachi, Multan and Gujranwala, to “pre-empt the acquittal”. Police, unlike previous rallies, did not block Charing Cross till the last moment and even when the rally arrived at the venue, the road was blocked by the party workers who dragged barriers put up to block access to the Punjab Assembly building and encircled the crossing.
Doubt that anyone can beat the Rizvi in a debate on this "hot" topicAddressing the rally later, firebrand TLP chief Khadim Hussain Rizvi not only seconded the decisions announced by Mr Qadri but also took on the judiciary, inviting the judges to a debate on the blasphemy law and its violations on television.
He concluded his speech by asking the workers to be ready for nationwide sit-ins. “Stay ready and wait for Tuesday when another important announcement would be made,” he said.
In Karachi, the TLP held a big rally warning the government against showing any flexibility in cases pertaining to blasphemy. The participants of the rally demanded the execution of Aasia Bibi and action against those pursuing a campaign in her favour.Hundreds of participants marched from Hasan Square to Numaish intersection where leaders of the party addressed the rally. Traffic on main University Road and then on M.A. Jinnah Road remained badly affected.
A TLP statement said the rally was part of its countrywide movement against the “possible acquittal of blasphemy convict Aasia Bibi”.“There is a growing campaign for the release of Aasia Bibi and the recent steps coupled with statements from the people of the ruling party suggest that the government is considering a kind of relief for Aasia Bibi,” said Allama Razi Hussaini while addressing the rally.

Will this kind of measure stop PIA staff from smuggling I Phones and such devices smuggled from UK , Canada and USAPakistan Telecommunication Authority (PTA) will block all mobile phones whose International Mobile Equipment Identity (IMEI) number is not registered with it until the final deadline of 20th of October.To eradicate illegal mobile phone smuggling the regulatory authority has launched a verification system called ‘Device Identification, Registration and Blocking System’ (DIRBS). This system will make sure that the technological ecosystem of Pakistan is growing safely.Earlier, a notification had been sent to nearly all mobile users asking them to register their mobile devices with PTA. The last date, after getting postponed, is now the 20th of October. The authority is taking serious steps to make sure that every device that will be used in Pakistan is legally bought.

Two officers from the 201 Selab Military Corps in eastern Nangarhar province were on Tuesday sentenced to 20 years in prison each after being found guilty of spying for Pakistan's Inter-Services Intelligence (ISI) agency. The primary court said evidence showed that Colonel Shah Mahmoud and Captain Nazir Ahmad were spies for ISI. According to the court, Mahmoud was commander of a battalion of the second regiment of the military corps and Nazirullah was commander of a battalion squadron in the province. “Based on article 158 of the Penal Code, you are sentenced to 20 years imprisonment,” Judge Mujiburrahman Nadim said while passing sentence.
Colonel Shah Mahmoud and Captain Nazirullah took off from their unit and using the opportunity went to Pakistan. In Peshawar city they met with ISI agents,” Noor Mohammad Saqib, the state prosecutor said.
Footage presented in court showed the two men confessing to having spied for ISI. The two officers denied the charges against them and said they had not been spies for the ISI.“A healthy man with no mental problems will not testify against himself? We made the confession under pressure,” said Mahmoud. However, the presiding judge said the two officers can appeal their sentences.

ISLAMABAD – A senior retired official of Pakistan Army was allegedly kidnapped from Sector G-10, an area in the capital city.A son of Brigadier (retd) Raja Rizwan Ali filed a complaint with Ramna police station about the alleged abduction of his father. Police have registered a case under section 365 of the PPC and started investigation into the matter, Express news reported.
According to the complainant, his father wen to Street 17 of sector G-10 to take tea along with her driver on October 10 but he did not came back. “I received news about missing of his father from driver on mobile phone,” he added.
Nothing mentioned about the Brigadier's background . ! Working for Deep StateThe son of the former army official said that they earlier tried to find the father but all in vein, adding that the cell phone of Brigadier Rizwan is also switched off. He feared that his father has been kidnapped by unknown person, on which, the police registered an First Investigation Report.

FAISALABAD – The Federal Investigation Agency (FIA) has arrested a young man and his father on the charges of human smuggling and recovered dozens of passports from them.
An FIA spokesman said on Saturday that on a tip-off, a team conducted a raid near Airport Chowk Jhang Road and nabbed Asad Hayat and his father Shaukat Ali, along with 25 passports.

THE right decision has been made, but perhaps not be for the right reasons. Applied to superior court judges, the right decision made for the wrong reasons could send the wrong signal to the judiciary and undermine confidence in the judicial institution.
Shaukat Aziz Siddiqui, a justice of the Islamabad High Court until he was stripped of his position by the Supreme Judicial Council on Thursday, was manifestly unsuited and unqualified to be a superior court judge. Mr Siddiqui had demonstrated he did not have the temperament, a necessary respect for the law or even basic decency and humanity to be a superior court judge.
The term ought not be used lightly, but Mr Siddiqui is the textbook definition of a religious bigot and he used his high office to strike terror into the hearts of some Pakistani citizens. It is right that he no longer holds high judicial office in Pakistan; indeed, the ousted judge has through his hateful actions likely disqualified himself from holding any public office in the country.
Yet, the manner in which Mr Siddiqui has been dismissed and the reasons given for why he is unfit to hold judicial office have raised a fresh set of questions about judicial independence, the rule of law and the role of state institutions.
Real reason he was removed !Mr Siddiqui was initially referred to the SJC for conduct unrelated to the charges on which he has been dismissed. Before the original allegations against Mr Siddiqui could be adjudicated on by the SJC, he gave a speech in which he made sensational allegations against a military-run intelligence agency
Who doubts that the Premiere Institution does NOT meddle in the all matters related to Pakistan ?While it is arguable that he made the speech to try and save his judicial career and his purpose was to stir controversy rather than shed light on alleged unsavoury behaviour by elements within the state, the allegations should have been transparently investigated. An investigation could have helped dispel the doubt that Mr Siddiqui may have cynically tried to create in the first place.
. Now, he will start his own political party ( like Iftikhar Chaudri ) or join the Ganja Party !Now, there is the reality of a high court judge dismissed from service and the public not necessarily knowing if there is any merit to the claims for which he has been dismissed. The SJC acts exceedingly sparingly; the negative opinion against Mr Siddiqui is reportedly the first since the regime of Gen Ayub Khan.Judicial accountability is welcome and necessary, but it must be transparent and fair.
