Was Imran’s visit to China a failure? Yes. Here’s why - Adnan Rasool
As Prime Minister Imran Khan returns from his trip to China, one thing is becoming glaringly clear; the Pakistani state is completely clueless regarding the larger objectives of the Belt and Road Initiative (BRI).
To say that the prime minister’s trip was successful would be a flat out lie at this stage. What happened on this trip is a learning moment for the government of Pakistan that I fear will be forgotten.
The purpose of this article is not to simply point out the ineptness of our government but to analyse exactly what happened, what the problems are, the harsh realities and then detailing what needs to be done to address them.
CheersIn that spirit, we need to understand exactly happened in China on this visit vis-à-vis what the prime minister had claimed before leaving.

Finance Minister Asad Umar on Tuesday claimed that Pakistan's "balance of payment crisis is over" and assured that China is committed to providing short-term relief to Pakistan as well — the modalities of which, he said, will be discussed in a new round of discussions in Beijing on Friday.
In this regard, we have received a commitment from the highest level.
"So this curiosity that the people have will also be resolved soon. We had told you about the $12bn financing gap, of which $6bn have come from Saudi Arabia, and the rest has come from China so the immediate balance of payment crisis of Pakistan has ended. I want to make that clear in unequivocal terms. We do not have any balance of payment crisis now. "
A decision in principle has been taken, but to discuss its modalities our contingent is going to Beijing on the 9th.

Data from 'almost all' Pakistani banks stolen, says FIA cyber-crime chief
ISLAMABAD: The Federal Investigation Agency’s (FIA) cyber-crime chief set off alarm bells on Tuesday when he revealed that customers’ data from "almost all major Pakistani banks" was stolen in a recent security breach.
"Almost all [Pakistani] banks' data has been breached. According to the reports that we have, most of the banks have been affected," Director of FIA Cyber-Crimes wing Captain (retd) Mohammad Shoaib told Geo News.
The FIA official's comments follow a recent report from Group-IB, a global cyber security firm, that hackers had released a new dump of Pakistani credit and debit cards on dark web forums.
By the end of last week, at least six Pakistani banks had suspended usage of their debit cards outside the country and blocked all international transactions on their cards.
Concerns about a breach of credit and debit card data spread in the banking circles, after a cyber attack on Bank Islami last week that siphoned off at least Rs2.6 million from its accounts.
The cyber-crime chief did not reveal exactly when the security breach took place that had affected most Pakistani banks.
“More than 100 cases [of cyber-attack] have been registered with the FIA and are under investigation. We have made several arrests in the case, including that of an international gang [last month],” Capt (retd) Shoaib said.
He said the FIA has written to the banks in question and is summoning the banks’ representatives to discuss the situation.
The official pointed out that banks are responsible for ensuring security of their clients’ data. If a bank’s security infrastructure is weak then the bank is to be held responsible for any breach, he added.
The cyber-crime chief further informed that a group of hackers was recently arrested which used to disguise themselves to con people.

China and Saudi 'bailing out' Pakistan instead of the IMF is great news for anybody who wants to see Pakistan go further down the drain. The IMF and their conditions mandating genuine reform may have resulted in a genuine improvement in the structural elements of their economy. With the Saudi and Chini largesse it will be more of the same behaviour that resulted in them being in the current mess.

Pakistan to begin talks with IMF over yet another bailout
ISLAMABAD: Pakistan is set to begin nearly two weeks of talks with the International Monetary Fund (IMF) on Wednesday over what would be the country’s 13th IMF bailout since the 1980s to help it end a spiralling current account crisis.
Finance Minister Asad Umar says $12 billion is required immediately, a large chunk of which is expected to be drawn from the IMF.
“The initial three to four days (of the talks) are for technical discussions,” finance ministry spokesman Noor Ahmed told Reuters. “Thereafter, there will be policy dialogue on the specific contents of the programme.”
Pakistan announced last month a $6 billion assistance package from Saudi Arabia, split into $3 billion in foreign currency support and a further loan worth $3 billion in deferred payments for oil.

The announcement followed Prime Minister Imran Khan’s visit to Riyadh last month for an investment conference that was boycotted by several other leaders following the killing of a Saudi journalist at the country’s consulate in Istanbul.

Pakistan’s current account deficit widened 43% to $18 billion in the fiscal year that ended in June, while the fiscal deficit has ballooned to 6.6% of gross domestic product.

Khan appealed to “friendly countries” for assistance in an effort to avoid going to the IMF, or at least reduce the size of any bailout package.

I would go one step further and guess that he is a Chinese lifafa. The arguments he makes so forcefully are exactly what the Chinese would advise the higher-ups in Pakistan - know your place... work hard in obeisance to China as big bro... drink off the big fountain etc... no paki media or the military can get in the way of Chinese messaging especially after last week’s dressing down of Immy. Imran Khan is back from his first official visit to China. Imran's nervousness was apparent in his first interview to the Chinese media in which he repeated himself several times over, and he certainly did not come across as the head of a sovereign state. For a person of Imran Khan’s temperament, a visit primarily structured around a begging bowl couldn't have been all that pleasant. For that is what it was in reality. Worse still, it was something which could hardly be hidden from the public gaze.
First, in the matter of the urgent need to get financial assistance, his meeting with Premier Li Keqiang was not propitious. Xinhua quoted him at a press conference as saying that China was willing to provide assistance to Pakistan “within our capability”, a statement unlikely to provide any relief to his guest. The same tone echoed in the following meeting with vice-foreign minister Kong Xuanyou where it was said that China had “made it clear in principle that (it) will provide necessary support and assistance to Pakistan in tiding over the current economic difficulties".
It was also made clear that the actual amount of "assistance" will be discussed in subsequent meetings. Not a word about the rumoured $6 billion package, which was doing the rounds in the Pakistan media.
The mood in Beijing was well encapsulated by Cheng Xiaohe, deputy director of the Centre for International Strategic Studies at Renmin University in the South China Morning Post. He rather tartly noted while China was willing to assist Pakistan, it was finally Islamabad’s responsibility to take care of its own people. Coming to the crux of the matter, he observed that China had a liquidity problem due to its trade war with the US. Therefore Pakistan “must seek all kinds of assistance”. That’s as crisp as it gets.
Second is the issue of the nature and goals of Chinese loans and project assistance. Imran is no fool, and even before his election to the top post, the newly-elected prime minister had been stressing that Chinese assistance must also address the basic concerns of the people in terms of cheap housing, basic utilities and other aspects. In this he may get some reprieve.
The joint statement stated "Chinese assistance will also be directed towards agriculture, education, health, poverty alleviation, safe drinking water, and vocational training". Even that quote has unwieldy strings attached. The "agriculture" aspect is entirely aimed at achieving Chinese goals. Remember the "CPEC Master Plan" leaked mid last year, which indicated that Chinese enterprises would operate their own farms across thousands of acres in Pakistan, with an end to end plan ranging from seeds, logistics and market. That's not assistance. That's a take over.
Third, is the most ticklish aspect of a "re-negotiation" of Chinese loans that Imran and his team have been batting for. Nothing at all emerged on that front, and presumably, is going to be part of future discussions. The boiler plate joint statement did have some effusive language on Pakistan’s search for peace, and appreciated Pakistan’s “engagement” and “adherence” to the guidelines of the Nuclear Suppliers Group. No promise of membership as claimed by Indian media. Worse, the rest of the statement essentially commits Pakistan to the Chinese view on the Iran-US nuclear deal, and demanded ( as before ) a greater Chinese role in SAARC. None of this addresses Pakistan’s immediate concerns.
In conclusion therefore, Imran returned home empty handed. As the The Dawn observed, it is surprising that a prime minister should visit an important ally with expectations that were clearly belied by reality. Normally, a dozen preparatory meetings should have laid the ground for such a visit and its expected outcomes. Instead, it appeared that the prime minister was negotiating his own way out of debt, that too at a time when his country was virtually on fire due to the antics of an extreme right wing group bent on violence. Somewhere, somebody blundered.
For India or for anyone with an interest in South Asian stability, there are some aspects of interest. One aspect is that US-China trade confrontation has led to a state where China is reluctant to extend even minimal aid ( not assistance, which has conditions) to a valuable ally. Trade sanctions are therefore clearly biting. That’s interesting to say the least.
A second aspect is that Pakistan will have now have to rely on the IMF for its largest ever loan package. While this is certain to bite, it is less dangerous than a Pakistan virtually bought up by China. That’s not in anyone’s best interests, least of all Islamabad itself. A third aspect is that the “higher than a mountain, and deeper than the seas” friendship between the two countries seems to have come up against the earthy taste of reality.
Beijing is clearly not falling over itself to oblige Pakistan in terms of generous aid or social projects to any great degree. That last aspect will play itself out to the full only in the coming months. Wait and watch. This is only likely to get more interesting.

Islamabad: Pakistan's state-run news channel has apologised after it ran "Begging" dateline instead of "Beijing" on screen during the live broadcast of Prime Minister Imran Khan's speech at the Central Party School of the ruling Communist Party of China.
Khan, who is on an official trip to China to secure an economic package for his cash-strapped country, was addressing a ceremony on Sunday at the Central Party School in Beijing which was shown live by the Pakistan Television Corporation (PTV).

During Khan's speech, PTV had written "Begging" instead of "Beijing" in the top left corner of the screen. The word remained on screen for 20 seconds and was then changed.
"Today, during a live address of the Prime Minister during his ongoing visit to China, a typographical error took place, which remained on screen for 20 seconds & later removed. This incident is regrettable. Strict action has been initiated under rules against concerned officials," the official twitter handle of PTV News tweeted.
According to the local media, the gaffe has become particularly ironic since Khan is in China to secure a package from Beijing to try and stall the impending economic crisis Pakistan is facing.
Information and Broadcasting Minister Fawad Chaudhry has ordered an inquiry into the widely criticised dateline slug displayed by the PTV, The News reported.
The PTV's gaffe came under criticism on social media with screenshots shared with #begging becoming a top trend on Twitter in Pakistan.
During his visit, Prime Minister Khan held talks with President Xi Jinping and Premier Li Keqiang mainly focussing on seeking China's loans to tide over serious financial crisis faced by Pakistan.
China while stating that it would extend necessary support to Pakistan reportedly committed $6 billion funding but did not so far officially confirmed it.

Asia Bibi, a Christian woman who was acquitted last week by Supreme Court in blasphemy case, has been freed from a women's prison in Multan.

It is my belief that the Pakis are enacting a big drama claiming that Saudis & Chinis are giving USD 6B each. This is to get less stringent terms from the IMF.

One indirect way the Chinese might help Pakistan is by postponing payments to them from Pakistan, allowing a grace period. The Chinese never part with cash. Even the Saudi money is spread over several years. These are not going to solve the balance of payments issue for the Pakis. They have to turn to the IMF. Anything else is false bravado. The IMF will see through the Paki game. They have exposed the Paki fraud a few times before.

Yes, China is also placed in a tough situation. You seek a friend like Pakistan, then you pay the price. It is time the Chinese start paying that price. But, even then, China wouldn't give hard money, especially when they themselves are facing heavy headwinds. There is a serious erosion to their mountainous reserves and their woes are just about starting.

And, the Chinese are going to extract another arm, a leg and a part of the torso for that. That's why they are saying that, "the actual amount of 'assistance' will be discussed in subsequent meetings". It would be interesting to see what it will be this time because Gwadar is already in the pocket. The coming weeks & months must be closely scrutinized here.

^Bakistan can send some mawalis to the forbidden city and some ajlafis to the deserts in the west. A well provisioned container can do the job. And that is the trump card bakistan has. Export restrictions put by Bakistan on such containers containing mawaalis and ajlafis in lieu of payments from the desert sands and the forbidden city will be a win-win situation for the troika.

Americans approached him for mediation between them and Taliban. I am not sure they bypassed ISI, but he appeared amicable to the idea. Given that he still has influence within Taliban ranks ISI would not want to create another channel of negotiation. It is their stand from the beginning that any negotiation happen with Taliban they should be the one facilitating it. I think Americans tried to bypass ISI and maulana paid the price.ArjunPandit wrote:what could be the motive?
