Women lawmakers suggest ‘sterilisation of men’ to control population - Hafeez Tunio

KARACHI: The women lawmakers in Sindh Assembly demanded “sterilisation of men” as a measure to control growing population of the country. During the debate on a resolution “to control population and launch of awareness campaign,” all political parties except lawmakers from religious parties, Muttahida Majlis-e-Amal (MMA) and Tehreek-e-Labbaik Pakistan (TLP), supported the resolution in the provincial assembly.

Federal Minister for Planning Makhdum Khusro Bakhtyar conceded that the PTI government would have to revise downward its plan for providing 10 million jobs envisaged under proposed upcoming 12th Five Year Plan in the wake of expected revision for finalisation of the GDP growth figure for last fiscal year.

“We will share details of complete breakup of all those sectors where these 10 million jobs will be created, including exporting labour-force abroad through upcoming 12th Five Year Plan from 2018-19 to 2022-23,” Federal Minister for Planning Khusro Bakhtyar told reporters

When asked about dip in export of human resource development, the Planning Commission’s Macroeconomic chief Zafar Ul Hassan Almas replied that total export of labour-force stood at 3.6 million in last five year, but there was slight dip in it owing to sacking of workforce from some Gulf countries

FDI plunges 19.2 percent in July-December

Pakistan’s foreign direct investment (FDI) fell 19.2 percent to $1.319 billion in the first six months of 2018/19 fiscal year, figures from the State Bank of Pakistan showed on Wednesday.

Dried up Chinese inflows were the main cause of the slump

The investments from other countries remained insignificant. The country attracted $760 million in FDI from China in July-December FY19, down from $1.104 billion in the same period of last year.

Money going into electricity generation projects from the Chinese Independent Power Producers (IPPs) dropped 67 percent to $201.9 million.

The latest data posted by the SBP on its website showed that other key sectors such as construction, financial business and the telecommunications saw drops and outflows. Direct investment in the construction sector fell to $287.8 million from $350.9 million.

Money going into financial business dropped to $203.4 million from $276.1 million. Telecommunications sector saw an outflow of $135.1 million, compared with $15.3 million last year.

Overall the picture of FDI was gloomy and the prospect was not so much optimistic, according to analysts.

A rendition of the Qaseeda Burda Sharif, a popular Islamic hymn, will be played while passengers board PIA airplanes for all domestic and international flights

The hymn will also be played during taxiing — but only on flights heading to the Saudi cities of Jeddah and Madina.

PIA flights traditionally also commence with a recitation of the Islamic prayer said at the start of a journey.

To make things easier the co-pilot should be a madrassa pass out, with high level expertise in halal sacrifices.

The Chairman Pakistan Cricket Control Board, Ehsan Mani, has confirmed that an Indian company has signed deal with the PCB for the rights to produce,broadcast and live stream the Pakistan Super League matches.

The production deal of the PSL is worth $5.1 million.

The Indian company has already begun preparations for the event in Pakistan.

I hope the Indian company demanded payment upfront. PCCB is broke.

PSL franchise's cheque returned due to insufficient funds - Saleem Khaliq

Board has not disclosed name of the franchise

A cheque issued by a Pakistan Super League (PSL) franchise to the Pakistan Cricket Board (PCB) has bounced, it has been revealed.

According to Daily Express, during a Governing Council meeting convened in Lahore, a few days ago, PCB had revealed about a cheque being returned which was issued by a PSL franchise.

The board also said that it reserves the right to take legal action against the offence.

All franchises representatives requested the board from any proceedings since the step would bring a bad name to the league.

It must be noted that three to ten years punishment is levied on such an offence.

According to a source, the PCB has informed the franchises representatives that the name of the team would not be disclosed however, all the franchises must pay the dues at earliest.

Also only one franchise has paid 50% of the players fee while others await reliefs in taxes despite the fact that the government has not shown a positive response regarding the matter.

At least three franchises owe a fraction of the fee to the board. One franchise has submitted a bank guarantee; hence the authorities do not fear bank’s bankruptcy but the two others have deposited postdated cheques.

The law requires the franchises to pay half-fees to the board after a draft.

FIFA suspends funding to cash-starved PFF

After the Asian Football Confederation (AFC) confirmed last week that it had suspended funding to the PFF in the wake of a newly-elected body led by Ashfaq taking over its Pakistan affiliate on the orders of the Supreme Court at the turn of the year, global football body FIFA said on Tuesday that it has done the same.

“Due to the current situation at the PFF, FIFA can confirm that funding from the FIFA Forward programme has currently been suspended,” a FIFA spokesperson told Dawn. “We have no further comment on the matter and that any further updates will be communicated in due course.”

Last week, Ashfaq disclosed at a news conference that the PFF was faced with a cash crisis since taking control from Hayat, alleging that his predecessor had returned funds amounting to $530,000 back to FIFA and AFC.

Well-placed sources had told Dawn that the PFF had received $1,880,000 from FIFA and $750,000 from the AFC since March last year, when the Supreme Court restored Hayat as PFF chief whilst also ordering him to hold fresh elections following a dispute that began in 2015.

Out of that amount, the PFF had spent $2,100,000 till the end of last year, sources claimed. Ashfaq had called Hayat returning the amount to FIFA and AFC as a “criminal move” as he’d been ordered by the SC to give an account of every financial transaction by the PFF.

Economic confidence falls sharply: survey

KARACHI: Pakistan’s economic confidence fell sharply in the final quarter of 2018 as it continues to struggle with macroeconomic imbalances, according to the Global Economic Conditions Survey (GECS).

The latest edition of GECS from the Association of Chartered Certified Accountants (ACCA) and Institute of Management Accountants (IMA) through a global poll of 3,800 accountants found Pakistan’s economy to be amongst the lowest in the South Asian region.

Other regions recorded a negative confidence score with signs of growth weakening in the world’s three biggest economies - the US, China and the Eurozone.

Global economic confidence fell for the third consecutive quarter in Q42018, ending the year at an all-time low.

Commenting on the findings, Head of ACCA Pakistan Sajjeed Aslam, said, “Despite the overall confidence in South Asia holding up better than elsewhere in the world, economic sentiment in Pakistan is now at its second-lowest level since the GECS series began in 2009.”

Pakistan’s slump in confidence reflects a poor outlook for the economy, which is experiencing a balance-of-payments crisis — the current account deficit is around 6 per cent of GDP — and a large fiscal deficit in excess of 6pc of GDP.

The World Bank recently downgraded our GDP growth forecast for fiscal year 2018-19 to 3.7pc from 4.8pc previously.

Globally, the survey reveals respondents to be pessimistic about the outlook ahead, with the lowest scores recorded in the Western Europe and the Caribbean.

The least pessimistic part of the global economy was again South Asia, followed by Africa and North America.

Narayanan Vaidyanathan, head of business insights at ACCA said that economic confidence over 2018 has been turbulent, with end of calendar year results downbeat compared to the start of 2018.

It has been interesting to look back at the GECS from the start of 2018, when we recorded economic confidence at its highest since the first survey was issued assessing Q12009.

Last year was clearly a roller-coaster ride and the outlook for 2019 is also uncertain.

Vice President of Research and Policy IMA, Raef Lawson commenting on the US perspective, added, “The US economic confidence is now at an all-time low with signs that domestic demand is starting to slow, owing to a combination of higher interest rates and the waning impact of the recent fiscal stimulus.”

But the job market remains extremely buoyant which will underpin the robust consumer spending in coming months.

Women's bicycle rally in Peshawar cancelled after protest threat by religious parties

The first women's bicycle rally scheduled to take place in Peshawar on January 19 was cancelled after religious parties on Friday threatened to protest against the event, officials said.

According to the event's organiser, Wafa Wazir, at least 35 women were slated to participate in the rally and they had also invited people from the transgender community.

But the Jamiat Ulema-e-Islam – Fazl (JUI-F), Jamaat-i-Islami, and other religious parties on Friday announced they would stage a protest against the rally at the Bagh-e-Naran in Hayatabad.

Are Punjabi Muslims martial? Do they have a history of war and conquest or at least of resistance to conquest? I ask because there’s no evidence of their martial character in our history. No general, no subedar, no thanedar, no wazir, no bakhshi of the Mughal empire was a Punjabi Muslim so far as I know.

I might be wrong about this but there are only two Punjabi Muslims named in Mughal texts. The first is Kamaal Khan Gakkhar, who submitted (without fighting) to Akbar in 1576, according to Akbarnama. The second is Jalal Khan Gakkhar, an old man named among the victims by Jahangir in a skirmish with Afghans in 1620. A third reference is indirect, the name of the author of Shah Jahan’s Padishahnama is Shaikh Abdul Hamid “Lahori”. The Ain-e-Akbari has one joint reference to Janjuas and Awans, calling them tribes conquered by Afghans. There are of course Punjabi Hindus (mainly Khatris) who fought for the Mughals with distinction. Like Todar Mal, who led the sapping at the siege of Chittorgarh against the Sisodiya Rajputs, and also settled the revenue system for Akbar. Maathir ul Umara says Todar Mal was born in Lahore, though British scholars thought this was Laharpur in Awadh.

Where are the Punjabi Muslims? The fact is that the Punjabi Muslim is a convert mainly from the peasantry (Jat) which is not martial. General Ashfaq Parvez Kayani is Gakkhar, a caste that claims Rajput ancestry. The second Rohtas fort was built by Sher Khan Suri to pacify the Gakkhars. In his Tuzuk, Jahangir makes the remark in passing that the Gakkhars are warlike, but adds that they only fight among themselves. Meanwhile Rajput, Afghan, Maratha, Sikh, Jat (Hindu) and tribal Hindu generals all fought for and against Mughal armies. Rajputs had to be continually submitted by force, except for the loyal Kachwahas of Ambar (Jaipur). Right down to Aurangzeb, according to Maasir-e-Alamgiri, Mewar’s Sisodiyas and Marwar’s Rathors resisted the emperor. I clarify here that Muslims other than Punjabis fought the Mughals, and some very well.
Uttar Pradesh’s Rohilla Afghans were enemies of the Mughals and one of them (Najibud Daulah) ruled from Mughal Delhi for 10 years. Turkish-speaking Turani Sunnis and Farsi-speaking Irani Shias were the most important parties in the Mughal court. The former ranked as better fighters than the latter, who were better administrators. The fiercest Indian-origin Muslims were Shias, the Syeds of Barha (in Uttar Pradesh). The Maratha light cavalry was devastating and ended Muslim rule over India. The Sikhs captured Punjab and raided west up to Kabul and east up to the Doab. The Jats south of Delhi made life miserable for the later Mughals. Even the Baniya general Hemu showed martial character, almost ending Mughal rule before falling at the second battle of Panipat.

What exactly did the Punjabi Muslim do? Invaders who got past Peshawar could then only be stopped at Karnal or Panipat because they went through Punjab undisturbed. It is true that the armies of both Nadir Shah and Ahmed Shah Abdali were harassed in Punjab on their return with Mughal booty, but their attackers were Sikhs, not Muslims. Punjab was a quiet state. Punjabi Muslims neither rebelled against Mughal Delhi nor fought any invader whether Afghan or Persian. Was this because the Punjabi did not want to fight other Muslims? Not really, because he did not even resist being conquered easily by Sikhs.

It is the Englishman who 150 years ago gave the Punjabi Muslim a rifle and taught him how to use it. But this did not require any martial background. The British Bengal army was full of UP Brahmins (like Mangal Pandey). It is only after this formation of the modern regiments, that Punjabi Muslims are called martial by writers like GF MacMunn. After the English left, the record of Punjabi Muslims at war under their own generals is not sterling. I count one draw and one loss and I’m being charitable. Against the Pashtun Talib the record is not encouraging, despite the thousands of martyrs. Nadir Shah said of Indian Muslims after the battle of Karnal that they “know how to die, but not how to fight”.

This is fine and many states of India are not martial. Few soldiers were produced by Bengal’s Hindus for instance, and not many by Gujarat even today. But they don’t have the militant bombast of the Punjabi Muslim (who apparently equals 10 Hindus). I’m just wondering what this bombast is based on because I cannot figure it out.

How long will Pakistan's economy stay dependent on halva from other countries?

Basically....we have only kept afloat as a result of regular dollops of manna from heaven.

This first took the shape of the evacuee property scam that surfaced in Pakistan very soon after Partition. In that period, thousands of refugees from India arrived with property documents, and little else. Claiming equivalent property that had belonged to Hindus who had fled to India was a cumbersome process, and the desperate refugees sold their claims and documents to opportunists who then acquired prime property for peanuts. Thus were many early fortunes made.

Our next stroke of luck came with the distant Korean War that began in 1950. Suddenly, there was a huge demand for jute from East Pakistan for the sandbags needed by UN forces. Needless to say, most of this bonanza went to industrialists in West Pakistan who owned the jute mills.

Soon after the Korean War ended, Pakistan signed up to Cento and Seato, two American-led anti-communist pacts. This gave us access to modern American arms worth millions of dollars, and encouraged our leaders to think that they could defeat India.

After the disastrous 1965 and 1971 wars came the sharp rise in oil prices that fuelled a demand for construction workers in the Middle East.

Then came the Afghan war begun in 1979 with the Soviet invasion of our neighbour. President Carter’s offer of $2 billion in aid was rejected by Gen Zia as ‘peanuts’, but when Ronald Regan became president, he loosened the purse-strings, and billions flowed in, together with new weaponry.

The 9/11 attacks against America saved our economy from collapse, and the manna fell from heaven as never before.

America was being taken for a ride.

Now we seek other sources of halva, but China and Saudi Arabia are proving tougher patrons (Johns?).

So while we think of China’s CPEC initiative as a windfall, the fact is that loans will have to be repaid, and Chinese private investors will demand their pound of flesh.

So let’s wait for the next regional crisis to grab some more free halva.

So, in a nutshell, Halvanomics posits that pakis only thrive on regular international crises to fill their reserves which directly supports their non-existent economy. If none is forthcoming, pakis will manufacture one (e.g., 9/11). AoA!

Delay: SEZs unlikely to be ready for investment for two more years - Shahbaz Rana

ISLAMABAD: The prioritised Special Economic Zones (SEZs) being set up under the China-Pakistan Economic Corridor (CPEC) would not be ready for investment for at least two more years, suggesting that the country’s former rulers wasted the last four years and did not do the spadework.

The Board of Investment (BOI) and the Ministry of Planning and Development on Friday briefed Prime Minister Imran Khan about the implementation status of CPEC projects. The meeting also discussed Saudi Crown Prince Mohammad bin Salman’s next month visit to Pakistan.

The prime minister instructed the authorities to form the CPEC Business Advisory Council, consisting of leading Pakistani business executives to create an interface with the private sector. However, this will add another layer to an already complicated governance setup.

The BOI is the lead agency in implementation of the SEZ programme while the CPEC Business Council is expected to be stationed in the Ministry of Planning.

The PM is said to have taken the decision of setting up the council in less than a minute without discussing details of the relevant proposal. Imran's Perpendicularity has been IMMEDIATELY reduced to Horizontality!

SEZs

The PM was informed that at least two years would be required to ensure clean titles of land, provision of gas and electricity and guarantee security for establishing and making three prioritised zones operational, officials told The Express Tribune.

The three zones are planned to be set up in Rashakai, Khyber-Pakhtunkhwa; M3 Faisalabad, Punjab; and Dhabeji, Sindh.

An official statement said the PM directed the BOI chairman to present comprehensive recommendations for the speedy development of SEZs within four weeks.

SEZ initiative may prove to be double whammy for Pakistan’s economy

About nine prioritised SEZs had been planned to be established under CPEC to relocate dying industries from China to Pakistan. These zones will also be open for investment by other countries. Pakistan is eying to get a share in billions of dollars of investments and millions of new jobs as a result of relocation of Chinese industries to developing countries.

However, the lack of infrastructure development will delay the benefits. One of the reasons for slow progress on the SEZs is the lack of better coordination between federal and provincial governments.

A statement issued by the Prime Minister’s Office stated that the premier directed that a timeline-based policy on the provision of utilities to the SEZs should be prepared at the earliest.

“We need to quickly move towards developing an evidence-based plan to make the prioritised SEZs operational at the earliest,” remarked BOI Chairman Haroon Sharif while talking to The Express Tribune.

Despite these difficulties, the government wants to perform the groundbreaking of the SEZs in the first half of 2019.The prime minister directed the officials to make full use of Chinese investors’ visits this year, promote awareness amongst investors of Pakistan’s tax policies, market the SEZs along with their development and ensure ease of doing business.

Of the three prioritised zones, Punjab’s SEZ is moving ahead as it is being developed by the provincial government, which has also allocated funds in the budget.

Minister directs completion of SEZs

Although the K-P government has found a development partner, it has not yet been able to sign the concession agreement. The Dhabeji SEZ is the slowest among the three where the development partner has not yet been found by the provincial government.

The federal government would fast-track the provision of infrastructure and utilities to harness the full potential of industrial growth at the earliest, said Federal Minister for Planning Makhdoom Khusro Bakhtyar.

He said the government was considering providing the utilities through the Public Sector Development Programme (PSDP) as the setting up of new industries was very critical for sustainable economic growth. A lack of coordination between the federal and provincial governments, which is hampering the early development of the SEZs, is also reflected in the minutes of the 8th CPEC Joint Cooperation Committee (JCC) meeting.

“The Chinese side proposed that the BOI should coordinate and unite Pakistan’s land, energy, taxation, customs, law and other relevant departments to conduct research on the most critical issues, such as land prices, park development models, implementation of industrial projects, preferential tax policies and infrastructure support for all the SEZs, including Rashakai, Dhabeji and M3 SEZ in Faisalabad,” said the minutes.

The minutes underlined that it was important to frame preferential policies that could meet the needs of investment companies and promote the construction of SEZs as soon as possible, and actively attract more enterprises to invest and build factories, including the IT SEZ in Islamabad.

The PM directed that the Pakistani side should finalise a road map for promoting the agriculture sector, inviting Chinese companies to explore investment opportunities and leverage agro value chains.

The minutes of the 8th JCC meeting showed that the Pakistani side desired Chinese agriculture and food companies to explore investment opportunities in Pakistan for input supplies as well as food production, processing, logistics, marketing and exports in a vertically integrated way on their own or in joint ventures with Pakistani companies.

But there was no mention of the Chinese response to the proposal.

The prime minister also constituted a high-level committee, comprising ministers for planning, railway and finance, to finalise modalities of the Pakistan Railways’ ML-1 project – a strategic scheme of CPEC.
