Brigadier General Mohammad Pakpour of Irans Revolutionary Guards says the suicide bomber who carried out a car bomb attack targeting the Revolutionary Guard on February 13th was a citizen of the Mohammadden Terrorism Fomenting Islamic Republic of Pakistan by name of Hafiz Mohammad Ali:

China's opposition to mentioning of terrorism delayed UNSC statement on Pulwama – PTI

NEW DELHI: China's lone opposition in the 15-member UN Security Council to any mention of terrorism resulted in a delay of nearly one week in issuance of a statement by the powerful body on the dastardly Pulwama terror attack, official sources said here on Friday.

However, the US assiduously worked as "pen holder" making various adjustments to get the approval by all other members of the Council, the sources told PTI.

While China was trying to water down the UNSC statement on Pulwama Pakistan , worked against issuance of any statement. Pakistan's Permanent representative at the UN Maleeha Lodhi even met the president of Security Council but her efforts did not bear any fruit, they said.

The UN Security Council comprising 15 permanent and non-permanent members on Thursday condemned in the "strongest terms" the "heinous and cowardly" terror attack perpetrated by Pakistan-based terror group Jaish-e-Mohammed (JeM) on February 14.

Sharing details of diplomatic wranglings on the matter, the sources said the UNSC statement on Pulwama was to be issued on the evening of February 15 but China repeatedly sought extension of timing.

China requested extension till Feb 18 when 14 member countries were ready to issue it on February 15 itself," they said, adding China broke "silence" procedure two times suggesting multiple amendments aiming to "derail" the effort.

Even after UNSC condemned the Pulwama strike as "terrorism" China continued to oppose any mention of terrorism in the statement, said a person familiar with the diplomatic parleys on the issue at the UN headquarters.

However, notwithstanding hectic Chinese and Pakistani efforts, the UNSC agreed to issue the first statement in its history regarding an attack on Indian troops in Jammu and Kashmir, the sources said.

India has mounted a diplomatic offensive to isolate Pakistan in the international community for its support to terror groups and cross border terrorism.

Official sources said the UNSC statement contained specific language proposed by India through its partner countries including naming of JeM, and calling for bringing the perpetrators of the crime to justice.

In the statement, the UNSC also reaffirmed that terrorism in all its forms and manifestations constitutes one of the most serious threats to international peace and security and underlined the need to hold perpetrators, organisers, financiers and sponsors of these reprehensible acts of terrorism accountable and bring them to justice.

The UNSC also urged all States, in accordance with their obligations under international law and relevant Security Council resolutions, to cooperate actively with India and all other relevant authorities to bring perpetrators of the Pulwama attack to justice.

It also reiterated that any acts of terrorism are criminal and unjustifiable, regardless of their motivation, wherever, whenever and by whomsoever committed.

The following Security Council press statement was issued today by Council President Anatolio Ndong Mba (Equatorial Guinea):

The members of the Security Council condemned in the strongest terms the heinous and cowardly suicide bombing in Jammu and Kashmir, which resulted in over 40 Indian paramilitary forces dead and dozens wounded on 14 February 2019, for which Jaish-e-Mohammed has claimed responsibility.

The members of the Security Council expressed their deepest sympathy and condolences to the families of the victims, as well as to the Indian people and the Government of India, and wished a speedy and full recovery to those who were injured.

The members of the Security Council reaffirmed that terrorism in all its forms and manifestations constitutes one of the most serious threats to international peace and security.

A: I will need to correct you. China has not vetoed anything relating to this matter. We put a hold on the application and voiced a different view in the sanctions committee. It's something completely different from a veto in the Security Council.

Follow-up: You are saying that China has never blocked actions to add Azhar to the sanctions blacklist?

A: You are referring to the 1267 Committee. That and the Security Council, to which your original question is related, are two different levels.

Follow-up: Can you then just comment on this draft resolution to the UN Security Council?

A: The request to designate Masood a global terrorist was put forward to the Security Council 1267 Committee not long ago. China has put a technical hold on the application as more time is needed for a comprehensive and thorough assessment. This is in line with the rules of procedure of the 1267 Committee and there are many such precedents.

The Masood designation issue involves a series of complicated factors. China has noted that relevant parties have expressed willingness to conduct dialogue and consultation. China has also been promoting proper settlement of the issue through dialogue. Under current circumstances, the Security Council should act prudently and play a constructive role by allowing time and space for dialogue and consultation between parties concerned.

The US is bypassing the 1267 Committee by putting forward its draft resolution directly to the Security Council. Such an act will do nothing to facilitate a solution through consultation and will only lead to further complication of the issue. It has undermined the authority of the 1267 Committee as a main counter-terrorism agency at the Security Council and is not conducive to upholding the unity of the Security Council.

China urges the US to respect the will and efforts of parties to the issue and observe traditions of the Security Council to safeguard the 1267 Committee's authority and the Security Council's unity. We hope the US will by all means exercise prudence and refrain from forceful actions.

Xinjiang has taken preventive measures by setting up the vocational and educational training centers for counter-terrorism and de-radicalization purposes. Such lawful measures have been endorsed by people of all ethnic groups and delivered social benefits.

Facts speak volumes that the vocational and educational training centers are by no means the so-called "reeducation camps" painted by the US and other Western countries. China deplores and firmly opposes the absurd remarks made by some US individuals on Xinjiang, which constitute gross interference in China's internal affairs. We have made stern representations to the US side.

China never accepts the false accusations and slanders made by the US against the Chinese government and its Xinjiang policies. Once again we urge the US to respect the facts, abandon bias, exercise prudence in its words and deeds, stop tarnishing and making unfounded accusations against China and using Xinjiang-related affairs as tools to interfere in China's internal affairs, and make efforts to enhance China-US cooperation and mutual trust instead of the contrary.

Q: I've got a short one. This has been repeatedly brought up in recent days. China is accused of shielding terrorists for putting on hold the request to blacklist Masood in the UN Security Council 1267 Committee. I wonder what is your response?

A: Putting a technical hold is consistent with the 1267 Committee rules. It is not China that has put more technical holds than any other country in recent years in the committee. If China is accused of shielding terrorists, all countries having put technical holds must receive the same sentence. Following that logic, won't the country that has put more technical holds than any other country be called the top protector of terrorism?

China has put a technical hold on the relevant request in the 1267 Committee not long ago to get more time for a comprehensive and thorough review and to allow time and space for dialogue and consultation between relevant parties.

China has been in close contact with the parties concerned for a proper solution through dialogue. We hope all Security Council members can work together to this end.

Q: A follow-up on the 1267 Committee. When China put a technical hold in February, it had actually sought time to explain the rationale behind this move. Have you prepared your response regarding the rationale for your putting a technical hold on the proposal?

A: China has been in close contact with the relevant parties. Like we said, we will continue to play a responsible and constructive role in the 1267 Committee discussions. We also hope all relevant parties can work together for a proper solution.

Q: One very important aspect in all the four technical holds China put up on this particular issue is about providing evidence and the discussions between the two parties. Now whatever evidence India has provided like in the previous cases, Pakistan always came back to say that it is not enough. Don't you think it is also incumbent on the particular country which is facing the allegations to also probe and and provide evidence and those countries which are supporting the particular country to also take interest in that?

A: The 1267 Committee has clear criteria for the listing procedures. What China did conforms with Security Council resolutions and the 1267 Committee's rules of procedure.

As we have continuously emphasized, we will continue to play a responsible, constructive role and maintain communication with the relevant parties for a proper solution.

Q: My media organizations have interviewed Uygurs in Turkey claiming they have been tortured in " re-education camps" in Xinjiang. What is your response to these allegations? Second, when will international journalists and observers be allowed to visit these camps in Xinjiang that you say are training facilities?

A: You haven't been around lately, have you? I have answered many similar questions.

I do wonder why some journalists choose to believe the made-up stories of a handful of individuals overseas. Are you so sure they are telling the truth? Why on earth would you believe certain individuals' fake stories over the official statements of a responsible government? Truly, your judgment is beyond me.

As to visits to vocational education and training centers in Xinjiang, any follower of latest news or our press conferences will have noted that China has organized many such trips for foreign diplomats in China, foreign media and other foreign delegations. After seeing for themselves Xinjiang's social stability and people's sense of fulfillment, many of them commended China's Xinjiang policies. You may look for the wide news coverage of that online.

Masood Azhar designated as global terrorist by UN.

In a major diplomatic victory for India, Jaish-e-Mohammad chief Masood Azhar was on May 1 listed as a "designated" global terrorist by the United Nations Security Council (UNSC) 1267 Al-Qaeda Sanctions Committee.

JeM had claimed responsibility for the deadly Pulwama terror attack that had martyred 40 of India's security personnel.

The listing comes after China lifted its technical hold, placed on March 13, on the move sponsored by the United States, United Kingdom and France.

A UNSC designation will subject Azhar to an assets freeze, travel ban and an arms embargo.

The US, the UK and France had, this time around, stepped up pressure on Beijing by taking the issue directly to the UNSC. Though China can exercise its veto power as a permanent member of the UNSC, Beijing had staunchly opposed the issue to be taken to the apex UN body as it had to publically explain its stand on its reservations to list Azhar, whose group JeM has already been designated as terror outfit by UN, before exercising its veto.

Diplomat and political adviser Achakzai revealed, in a series of tweets that, the issue of Maulana Masood Azhar is “almost resolved”. He indicated that a “compromise has been reached” and this compromise is “unprecedented”.

Mr. Achakzai went onto reveal that Islamabad has agreed to place Masood Azhar on the terrorist list as per the UN Committee terrorist listing in its “bid to prevent going to the UNSC”. He added that while Pakistan has agreed to this listing, it has chosen its own “timing.” Achakzai stated, “Pakistan is only suggesting appropriate time. It (Islamabad) says he should be put on the list after Indian Elections so PM Modi does not take advantage politically”.

It appears that Islamabad has agreed to designate Masood Azhar as a global terrorist; however, the timing must be such that it does not provide PM Modi the political advantage of scoring a win in the ongoing election (So much for your sense of timing, The UN showed pakistan the middle finger and designated Masood as a Global Terrorist immediately). Jan Achakzai added that the US and European Union is consulting Pakistan on the time it needs to see this listing through, and the proposed dates have been until mid-May or end of May when the Indian elections have ended. Achakzai deduced that Islamabad’s decision would also “save China the embarrassment” of having to put a hold on Azhar’s listing through its influential position in the UNSC. Jan Achakzai stressed that Pakistan is not “obliging to Indian demands” and Islamabad does not want to be seen to agreeing to list Masood Azhar as a terrorist due to any kind of international pressure, least of all New Delhi’s (It does not matter if pakistan agrees to list or not, UN will simply declare the pakistani as a global terrrorist).

A Pakistani doctor and former Mayo Clinic research coordinator was arrested Thursday in Minnesota on a terrorism charge, after prosecutors say he told paid FBI informants that he had pledged his allegiance to the Islamic State group and wanted to carry out lone wolf attacks in the United States. Muhammad Masood, 28, was arrested at the Minneapolis-St. Paul International Airport on Thursday by FBI agents and was charged with one count of attempting to provide material support to a foreign terrorist organization.

Prosecutors say Masood was in the US on a work visa. They allege that starting in January, Masood made several statements to paid informants — whom he believed were members of the Islamic State group — pledging his allegiance to the group and its leader. He also allegedly expressed his desire to travel to Syria to fight for ISIS and a desire to carry out lone wolf attacks in the US

At one point, Masood messaged an informant "there is so much I wanted to do here .. .lon wulf stuff you know ... but I realized I should be on the ground helping brothers sisters kids," according to an FBI affidavit.

Prosecutors say Masood bought a plane ticket on Feb. 21 to travel from Chicago to Amman, Jordan, and then planned to go to Syria from there. He had planned to leave at the end of March. But on March 16, he had to change his travel plans because Jordan closed its borders due to the coronavirus pandemic. Masood and one of the informants then developed a plan for him to fly from Minneapolis to Los Angeles to meet with that informant, whom Masood believed would help him travel in a cargo ship into Islamic State territory.

Masood was arrested Thursday at the airport after he checked in for his flight to Los Angeles. His attorney, Manny Atwal, had no immediate comment.

Court documents do not name the clinic where Masood worked, but a LinkedIn page for a man with the same name and work history says Masood has worked at the Mayo Clinic in Rochester, Minnesota, since February of 2018, first as a research trainee but has been a clinical research coordinator since May. A profile on researchgate.net says he has done research in cardiology;he was scheduled to present his research for the Mayo Clinic School of Continuous Professional Development in October 2018, according to an online calendar of the event.

Mayo Clinic spokeswoman Ginger Plumbo said Masood formerly worked at the medical center, but "was not employed by Mayo Clinic at the time of his arrest." According to an affidavit supporting the criminal complaint, Masood said in February that he was going to notify his employer that his last day of work would be March 17.

The affidavit said the FBI began investigating in January, after learning that someone, later determined to be Masood, had posted messages on an encrypted social media platform indicating an intent to support ISIS.

On Jan. 24, Masood contacted one of the informants on the encrypted platform and said he was a medical doctor with a Pakistani passport and wanted to travel to Syria, Iraq or the northern region of Iran stretching to Afghanistan "to fight on the frontline as well as help the wounded brothers," the affidavit said.

He explained that he wanted to make the trip because he "hates smiling at the passing kuffar just to not make them suspicios." The affidavit said kuffar is an Arabic term meaning nonbeliever or non-Muslim. Masood also allegedly told the informant heand get killed ... and kill and get killed."

Myanmar uncovers Sino-Pak nexus in arms supply to two rebel groups in Rakhine.

The nexus has been revealed following arrests by the authorities of Thailand along the Thai-Myanmar border. The Thai authorities shared details of the investigation with Myanmar’s security establishment, ET has learnt. The revelations came to light close on the heels of Myanmar Army's top brass expressing public displeasure against China's role in fuelling insurgency in the country.

New Delhi: Myanmar is believed to have discovered an alleged Sino-Pak axis that is supplying China made arms to two rebel groups in the country’s restive Rakhine province to target Indian assets including Kaladan multi modal project.

The groups are also allegedly fuelling terror both in Myanmar and across the border in Bangladesh.

In late June, Thai security oicials intercepted a shipment of weapons in the town of Mae Sot across the border from Myawaddy in Myanmar’s Karen State. They seized a large cache of brand-new Chinese-made weapons and detained two Thai citizens, ET has reliably gathered.

The Thai authorities investigating the weapons shipment have since made additional arrests. The seized weapons were ultimately destined for Rakhine State bordering Bangladesh, persons familiar with the developments indicated to ET.

The Arakan Army (AA) in the Rakhine state had placed orders for the seized weapons, one of the persons quoted above informed. In Myanmar, the AA is designated as terrorist organizations.

Kaladan multi-modal project passes through the Rakhine state and AA has been targeting the project that can transform the region. The Kaladan project connects Kolkata with Sittwe port in Rakhine State by sea.

Besides the two Thai nationals, Pakistani nationals were also involved in procuring the weapons seized in Mae Sot. These men are believed to have previously lived in Cambodia before moving to Thailand, brining into larger underground networks and terrorism links in the region, according to a recent report in Myanmar’s leading English media The Irrawaddy. Thai security establishment is closely monitoring the activities of Pakistanis living in Mae Sot.

There are signicant dierences between the ARSA and the AA. The ARSA has been accused of having connections with foreign terrorist groups, according to The Irrawaddy report. Abdus Qadoos Burmi, a Pakistani of Rohingya descent based in Karachi who is considered the group’s mentor, has called for “jihad” in Myanmar and has well-documented links to the Lashkar-e-Taiba (LeT).

Burmi has even appeared at meetings with the LeT chief Haz Mohammed Syed in Pakistan and the ARSA has received donations and training from the broader Islamist terror networks in East Asia, according to The Irrawaddy. Its leader, Attah Ullah, was born in Pakistan and raised in Saudi Arabia.

The ARSA targeted minorities in Rakhine state in 2017 and over the past few years launched daring attacks on more than 30 police posts and an army base in Rakhine, resulting in the deaths of dozens of ARSA insurgents as well as security personnel, according to Myanmar authorities.

The ARSA is trying to procure additional arms as Myanmar Army has intensied operations in Rakhine state. Thai and Myanmar authorities have reportedly stepped up vigil to launch a crackdown on arms smuggling.

Pakistani national charged with alleged plot to assassinate Donald Trump

A Pakistani national with purported ties to Iran was arrested last month on charges he plotted to assassinate former President Donald Trump and multiple other public officials, according to a criminal complaint unsealed Tuesday in Brooklyn federal court.
