Hey, big lender

A new study tracks the surge in Chinese loans to poor countries

Nearly half of China’s credit is hidden, and much of it goes to vulnerable borrowers

Image

Loan talks with Belarus; funding for bridges in Liberia; a possible gas project in Timor-Leste; accusations of exploitation in Tanzania; a corporate dispute in India; pledges to support the Rwandan private sector. And that was just the past few weeks. Such is the frenetic pace of China’s overseas lending that its outstanding loans have risen from almost nothing in 2000 to more than $700bn today. It is the world’s largest official creditor, more than twice as big as the World Bank and imf combined. Yet tracking the money is hard because of limited transparency in its disclosures.

A new study by Sebastian Horn and Christoph Trebesch of the Kiel Institute for the World Economy and Carmen Reinhart of Harvard University offers the most comprehensive picture yet of China’s official credit flows (including state-owned banks). It adds to concern about whether China has sowed the seeds for debt problems abroad. They find that nearly half of China’s lending to developing countries is “hidden”, in that neither the World Bank nor the imf has data on it.

The problem is most severe for the most vulnerable borrowers: the authors conclude that in its reporting to the Bank for International Settlements, an organisation of central banks, China has disclosed no loans to Iran, Venezuela or Zimbabwe, despite giving them plenty in the past 15 years. They speculate that China avoids cross-border claims by disbursing loans directly to Chinese contractors, so that recipient governments will not misuse funds.

According to the authors, the 50 biggest recipients now have debts with China worth about 17% of their gdp on average (see map), up from 1% in 2005. Strikingly, many were granted debt relief by wealthy creditors in the early 2000s after a wave of defaults. But thanks to China’s largesse they are now on track to reach the same level of debt that they had before the crisis.

Whereas the norm for other official creditors is to lend at concessional terms, about 60% of Chinese loans are extended at higher interest rates and shorter maturities. They often have commodity revenues as collateral. China has started to talk about making its loans more sustainable, but there is little evidence of that so far.

Though China is often depicted as an unforgiving lender, the study finds that it has engaged in at least 140 restructurings and write-offs of external debt since 2000. Moreover, the boom could soon tail off. Chinese economic growth and capital outflows are closely correlated. As China slows its lending floodwaters might recede.

Twitter has really gone too far in becoming mouthpiece of the Rogue Modi govt! They sent a notice to our President! In bad taste and simply ridiculous.

Pakistanis furious after Dubai official calls them 'dangerous threat' and Indians disciplined

Pakistanis are pissed at a senior Dubai official who advised people in his country to not hire Pakistanis, as they are a "dangerous threat to Gulf societies", and prefer Indians instead.

New Delhi

HIGHLIGHTS
Top security official in Dubai compared Pakistanis to Indians.
He said that while Pakistanis are a "dangerous threat to Gulf societies", Indians were "disciplined".

He also attacked Bangladesh at the same time.

Pakistanis are livid. Of all the things they could've been called, a top security official in Dubai compared Pakistanis to Indians and said that while Pakistanis are a "dangerous threat to Gulf societies", Indians were "disciplined".

Dubai's Head of General Security Dhahi Khalfan, in the light of a drug racket raid in Dubai, put out a series of tweets in Arabic accusing Pakistanis of bringing drugs into Gulf countries.

Khalfan, who is a former Dubai Police Force chief, advised people in his country to "not hire Pakistanis". He said it should be their "national duty" to stop hiring Pakistanis.

To make matters worse, Khalfan said that Indians are disciplined and should be prefered for employment instead (ouch!).

(@Dhahi_Khalfan) April 1, 2018
Attacking Bangladesh at the same time, Khalfan said that Pakistanis should face similar extensive security check-ups as Bangladeshis do 'because of their criminal tendencies'.

Retaliating to this attack, a report in Pakistani newspaper Dawn said that there are no government data readily available that prove the involvement of Pakistanis in "certain crimes in UAE more than immigrants belonging to other countries".

Pakistanis have also come on Twitter in response:

Pakistanis pose a threat to Gulf communities, says Dubai security chief. Welcome to #MyDubai where the Security Chief is a racist. @HHShkMohd from construction to cricket to military you forgot how Pakistan and Pakistanis have contributed to the UAE

M. Jibran Nasir (@MJibranNasir) April 3, 2018
Pakistan's foreign affairs office must take note and register a strong protest. Surely, the drugs were not smuggled without the handlers present on their soil. Btw, Dubai has one of the worst labour laws in the world. They treat them like slaves.https://t.co/6Q96GJI7sq

zeebahashmi (@zeebahashmi) April 3, 2018
The recent statement is inconsolable for every single Pakistani Citizen. I myself being a Pakistani Citizen always loved and supported UAE and i will. Generalizing a whole community for the mistakes of few is not farsightedness.

Noob Question, If Pak is actually planning to engage India militarily, what could they be hoping to achieve (except for world powers rushing in). Paste once out of the tube now can never be pushed back and there is that added risk of Pak losing PoK instead as taking back PoK would be next logical step for GoI.

So what gives except for fake bravado by Paki Heera-Mandi minister.

X-Post:

Indian Troops in Jammu & Kashmir

For a long time, Pakistan has peddled that Indian has 700,000 troops in Kashmir.

However, after the recent abrogation of Article 370 and GOI inducting more CAPF into J&K, absolutely rubbish numbers about strenght of Indian security forces have started appearing in Indian and foreign press.

One Indian journalist writing in Deccan Chronicle and Asian Age claimed that India has 1 million soldiers in J&K!

Others like The Wire, after initially claiming the same number as above, dialed it down to 'half a million'. Foreign press, including worthies like Al Jazeera, Guardian and Forbes are all claiming 'half a million' troops in J&K.

To bust this propaganda, I've done a detailed analysis on the number of Indian security personnel in J&K.

No one talks about deployment of Pakistan Army in AJK and Gilgit-Baltistan. And how Indian Army has to maintain troops in J&K to meet threats from Pakistan as well as China.

In the analysis I've done a detailed assessment of the deployment of Pakistan Army to brigade level. And the kind of numbers Indian Army has to maintain to counter this threat.

Doing this separates the troops strength from numbers deployed for actual Counter Insurgency Ops (CI Ops) - For CI Ops, I've done an assessment of the RR, CRPF, Army (in CI Ops) and other CAPF.

Please have a look and do share so that we can bust this propaganda:

Hello! Boss, we will have not have any taxis to go around, assuming you account for Pashtuns as awam (coz they sure don't anymore).

Just look what happened to Arif Naqvi, from economic advisor to Im the dim to fugitive locked up in Luton awaiting extradition to US. He sold almost all of the companies within the Abraaj umbrella and is wanted for bounced cheques worth millions.

Pak tests its Ghaznavi 300km BM. Sabre-rattling as usual. However the hysterical statements emanating from Islam-a-Bad , eerily reminiscent of that infamous statement by one Gen.Yahya Khan-" I may be fighting a war...", indicates that the lessons of '48,'65,'71,'71,Kargil and Balakot have not been learnt by the Paki establishment.Another thrashing and setting fire to the backsides of the Paki generals is in order.

Nevertheless, something is in the devil's workshop in the land of Puke.Reports by intel that a large number of jihadis are back at their launchpads with the support of Paki regulars indicates that ia major terror push into Kashmir is on the cards, along with regular troops. The Pakis imagine that a surprise attack and ingress into the state will bring the Kashmiris out in the streets supporting its " invasion".Grabbing some territory and hoping for the international community to intervene, by simultaneously testing another N -device , scaring everyone that a nuclear exchange between both countries is around the corner it hopes will alarm the global bigwigs to exert pressure upon India to accept a ceasefire and UN political intervention. This blackmailing tactic it hopes will give it enough " fuel" for a few more years of sabre- rattling existence and more moolah for its begging bowl so Capt.Khan can pay his PMO's electricity bills !

The timeframe for this " Operation Jackass", may be just before or during Diwali when the countty is otherwise engaged in festive preparation and celebrations, hoping to catch us on the hop like Sadat caught the Israelis by surprise in the Yom Kippur war. Therefore we must keep our powder very dry and even contemplate pre-emptive strikes at jihadi centres and targets of opportunity.Urgent logistic supplies reqd. for an imminent spat must be obtained as of yesterday. Our PM's meeting with Pres. Putin should bear fruit, ripened in haste- if you get my drift.

The cornered Paki bandicoots are going wild and insane as they've yet to find an escape route from their Kashmir political debacle after Art.370 was scrapped. The clampdown has stifled unrest by quisling Kashmiris unable to coordinate protests called for by their Paki handlers. Thus the deranged Paki establishment headed by their army look to war to win a few crumbs in Kashmir anx claim an infamous victory of internationalising thr issue and teaching India a lesson.

Rohit I read your piece on the site. While you have made diligent effort to answer the propaganda.

I have different take on the issue.

I believe that we should multiply what ever number published by outlets by billions.

Eg if someone says 700000. We should say 700000 billion Indian troops as a correction.

My point is BS claims have to be dismissed for the BD they are. As the amount of energy required to refute bs is an order of magnitude greater than the amount of energy required to produce it.

It is irritating to hear that India will take back PoK.
Imho, taking back PoK doesnt give us anything. It does not give us access to Afghanistan, most importantly.

We need to liberate Balochistan for that. Liberating PoK must be lower in the priority.

Pakis do something stupid, land amphibious troops in Gwadar region. Take over the port. Use it as a base to supply divisions there. Get Balochis to declare freedom. Get a referendum done as Crimea, Kosovo. Fence the new country. Keep squeezing the Pakis from every side thereafter.

US Congressional Research Service Report
Historically, constitutionalism and parliamentary democracy have fared poorly in Pakistan, marked by
tripartite power struggles among presidents, prime ministers, and army chiefs. The country has endured direct
military rule for nearly half of its 71 years of independence—most recently from 1999 to 2008—
interspersed with periods of generally weak civilian governance. Pakistan has had five Constitutions, the most
recent being ratified in 1973 (and significantly modified several times since). The military, usually acting in tandem
with the president, has engaged in three outright seizures of power from civilian-led governments: by Army Chiefs
General Ayub Khan in 1958, General Zia ul-Haq in 1977, and General Pervez Musharraf in 1999. After 1970, five
successive governments were voted into power, but not until 2013 was a government voted out of power—all
previous were removed by the army through explicit or implicit presidential orders.
Many analysts contend that Pakistan’s security services covertly manipulated the country’s
domestic politics before and during the election with a central motive of (again) removing Nawaz Sharif from
power and otherwise weakening his incumbent party. A purported “military-judiciary nexus” allegedly came to
favor Khan’s PTI. Election observers and human rights groups issued statements pointing to sometimes “severe”
abuses of democratic norms, and the unprecedented participation of small parties with links to banned Islamist
terrorist groups was seen to embolden militants (Islamist parties won a combined 10% of the national vote in 2018).

More absurd comedy from Sheikh Rasheed, but noted and interesting data point - he says that all 138 trains that run daily in Pakistan will stop for a minute to protest Kashmir or whatever.

Wiki says that Indian Railways runs 20,000 trains per day! Another situation where 1 TFTA train = 200 SDRE trains hain?

You are right. We can't directly invade them and appear as invader in world view to be violator of sovereignty of other nation. But
PoK rhetoric should continue (whether we really intent to take all of it or partially as it suits our strategic goals) as it is the next logical argument after 370, to bring the legitimacy to our actions politically. It will also keep the pressure on pakis to be on their toes. Everyday they have to wait and be prepared expecting an attack, leading to attrition. It is a hell of a punishment, payback for their K policy for past 70 years. :rotfl:

They can't bear it for long, so soon they will end up doing something stupid. That is the time when India should be prepared with a robust plan on how to break it into pieces to achieve a long term peace in the region. That will give us the world support and also legitimacy in history.

I too was curious and checking maps, but not sure about the road connectivity it gives to Afg, or central asia through GB.
The shortest rout appears to be via Gilgit and NWFP areas of Pak only. So even we get Pok and GB, that may solve Kashmir problem politically, but strategically do we still need to depend on Pak for land rout ?? If so it would be a must for us to break Pak in order to get connectivity directly with Afg for long term strategic goals.

Taliban Khan on teetar
I want all Pakistanis to come out tomorrow 12 noon -12.30 pm to show solidarity with the Kashmiri people and send the Kashmiris in IOK a clear message that the entire Pakistani nation stands in solidarity with them & against Indian fascist oppression, the inhumane 24-day curfew, the daily injuring & killing of Kashmiri civilians, incl women & children - all part of the ethnic cleansing agenda of the Modi Govt. & it's illegal annexation of IOK. The plan to change demography of IOK is a war crime under 4th Geneva Convention. We must send a strong message to Kashmiris that our nation stands resolutely behind them. So I am asking all Pakistanis for half an hour tomorrow stop whatever you are doing & come out on the road to show solidarity with the Kashmiri people.
Awam toh already road pe hai.

Check the terrain. Its the Himalayas.
The Paki jokers keep talking of the Karakoram highway as if it were NH34. Lets not turn into Paki fools.
Just because map shows some part touching some other part doesnt mean it is motorable or could be used.
We will need to invest billions and billions of dollars and still wont get an all weather road.
With one tenth of effort and money we should sort out the shit in the West through the Balochistan way.

Dirty business: Sindh’s faecal matter is making its children dumber - Sameer Mandhro

Image
KARACHI: Open defecation is effectively impeding the intellectual capacity of over half of the province’s population. The only solution, say, health experts, is that people stop urinating and defecating in the open. Unless this happens, over half the next generation will be stunted, they warn.
In 2017, the Sindh government finalised the sanitation policy with the motto, ‘Saaf Suthro Sindh’, which translates as ‘Neat and Clean Sindh’. The provincial government promised to eradicate open defecation by 2025.
But the implementation of the policy remains a serious challenge, with the people working with rural communities not too confident about the prospects. They feel it is a daunting task to eradicate the centuries-old practice completely.

Pakistan security services covertly manipulated politics to remove Sharif from power: US report – PTI

HIGHLIGHTS

- Many analysts contend that Pakistan's security services covertly manipulated the country's domestic politics before and during the election: Report

- "Most analysts see Pakistan's military establishment continuing to retain dominant influence over foreign and security policies," it added

WASHINGTON: Pakistan's security services favoured Imran Khan and covertly manipulated the country's domestic politics before and during the 2018 election with a central motive of removing Nawaz Sharif and his party PMLN from power, a US Congressional report said, citing analysts.

The report prepared for US lawmakers by the bi-partisan Congressional Research Service (CRS) said Khan had no governance experience prior to winning his current office and analysts contend that a purported "military-judiciary nexus allegedly came to favour" his Pakistan Tehreek-e-Insaaf party.

"Many analysts contend that Pakistan's security services covertly manipulated the country's domestic politics before and during the election with a central motive of (again) removing Sharif from power and otherwise weakening his incumbent party, " the report said.

"Election observers and human rights groups issued statements pointing to sometimes 'severe' abuses of democratic norms, and the unprecedented participation of small parties with links to banned Islamist terrorist groups was seen to embolden militants (Islamist parties won a combined 10 per cent of the national vote in 2018), " it said.

Khan's 'Naya Pakistan' vision - which appeared to animate many younger, urban, middle-class voters - emphasizes anti-corruption and creation of a "welfare state" that provides better education and healthcare, but his effort has foundered due to the country's acute financial crisis, and a need for new foreign borrowing and government austerity, the report said.

"Most analysts see Pakistan's military establishment continuing to retain dominant influence over foreign and security policies, " it added.

The powerful army, which has ruled Pakistan for more than half of its 70 plus years of existence, has hitherto wielded considerable power in the matters of security and foreign policy. But now, the military will play a greater role in the economic affairs of Pakistan as the government grapples with serious financial woes.

The CRS is an independent research wing of the US Congress, which prepares periodic reports on issues of interest for lawmakers. Its report are for meant for US lawmakers to make informed decision and not considered as an official report of the US Congress.

Many  in that article. Like this.
. On Wednesday, the judge in the anti-narcotics court who was hearing a case against Rana Sanaullah, a member of the Pakistan Muslim League-Nawaz (PML-N), was asked to leave in the middle of hearing the case. His only fault was that he questioned the Anti-Narcotics Force about the evidence against Sanaullah and the ANF was not able to provide any. The ANF’s lawyers asked the judge to give them more time, upon which the judge said he would only give them one hour. During that one hour, the judge received a notification from the Law and Justice Ministry that his service was no longer required in the case and that he should report to another courtroom

Pakistan must solve Kashmir bilaterally - Imran Jan

The world is advising the Kashmir conflict between Pakistan and India to be resolved bilaterally. This is also India’s stance or rather excuse for never solving the Kashmir issue, because, in reality, they have already initiated what they call the final solution of Kashmir. So, what is to be done?

The nature of the conflict itself is such that when one state is aggressive against another, the aggressor goes to lengths justifying its move and convincing powers that matter, to avoid a reaction from the opposing state. Now, the aggressor state violates international law, then sits back and watches the state affected by its attack, plead with the international community to avoid the situation from spiralling into a crisis.

Lebanon was hit twice by Israel using a killer drone this week. The string of Israeli attacks also hit other Iranian backed targets across the Middle East. The Lebanese Prime Minister, Saad Hariri, told the UNSC that his government wanted international help to avoid “any slide toward a serious escalation”. When India annexed occupied Kashmir, it violated international laws and prohibitions against torture, including its own Constitution by abrogating Article 370.

What did Pakistan do, which claims to have a part of the real estate that India annexed? Firstly, it celebrated the UNSC talking about Kashmir for the first time in 50 years behind closed doors. Then Pakistan decided to take up the matter with the International Court of Justice (ICJ). Just like Hariri, PM Khan also worried about the prospects of a devastating war between Pakistan and India and asked the world community to play its role.

Hariri and Khan’s behaviour reminds me of a scene from the movie The Godfather where the mother of a young Vito Corleone pleads with the man who killed her husband and son, to make peace so her remaining son (Vito) would be spared. Khan is also pleading for Kashmir with the very world body that is partially responsible for the open-air prison IoK is. Khan should know that the man from that Godfather scene doesn’t agree to the peace offer from a helpless widow and attempts to kill her only remaining son, fearing that someday the little boy would become a vengeful man.

A civilised world, if something of the sorts existed, would respect international laws and adhere to them in all circumstances. Unfortunately, the stronger a nation becomes, the more rogue behaviour it exhibits. The elementary reason for the existence of law is to safeguard the weak from the aggression of the strong. Sadly, the law protects the aggressor and punishes the weak. Pakistan must stop expecting results. It must create them. The UN couldn’t prevent the US from invading Iraq. That was a textbook illustration of aggression based on total lies. Did we see Bush and Blair being prosecuted based on laws established at the Nuremberg Trials? We did, however, see Saddam hanging.

The world doesn’t punish war criminals otherwise, those two men would have been punished. The world punishes the weak. Therefore, we always see leaders of weak African nations prosecuted at the International Criminal Court (ICC) established by the Rome Statute. Going to the UN, at best, achieves calls for restraint and ritualistic condemnations as if both conflicting parties equally share the blame.

The world advises Pakistan bilateralism. Pakistan should adopt bilateralism by making war preparations with India. Only then would the world intervene. Pakistan should also advise the UN to find peace in Afghanistan bilaterally with the Afghans, and sit back and watch the drama play out. During Khan’s cricketing days, there used to be a cigarette ad that said: “Wills and cricket go together”. Khan should tweak it and tweet out “Afghanistan and Kashmir go together”.

Sauve qui peut - F.S. Aijazuddin
“WAR is starting soon. Be prepared.” The remark would have been innocuous in itself, had it not been made by a man in uniform to his relative, a civilian. The latter replied: “And how exactly do I prepare myself?” It made one reconsider our preparedness (or lack of it) at a non-military level in the event of war.
Traditionally, defence has been subcontracted to our armed forces. Half our annual budget goes to ensure that we civilians can sleep securely at night. Where do we as a nation stand, though, in the grey area of civil defence?
