What surprises me is that people like PC and others who seem somehow compromised big time by that Paki-China cabal, wonder if they have some Compromat on these guys or as some people allege have used D gang and EyeYesEye links for money laundering

Now, any Indian citizen can buy land in Jammu & Kashmir, Ladakh
NEW DELHI: The ministry of home affairs (MHA) on Tuesday notified new laws for the Union territories of Jammu and Kashmir and Ladakh.
The Centre has repealed or substituted 26 state laws.
As per the notification, any Indian citizen can buy land in J&K and in Ladakh.
The Centre has omitted "being a permanent resident of the state" as a precondition to buy land in J&K and in Ladakh.
The MHA notification will come into force with immediate effect.
Reacting to the MHA notification, National Conference leader Omar Abdullah said that J&K is now up for sale.
"Unacceptable amendments to the land ownership laws of J&K. Even the tokenism of domicile has been done away with when purchasing non-agricultural land & transfer of agricultural land has been made easier. J&K is now up for sale & the poorer small land holding owners will suffer," Omar Abdullah said in a tweet.

Would this include the properties of KP's which were occupied and taken over by their KM neighbors after they were thrown out? To take back the land would involve evicting these people who have basically squatted there for nearly 30 years now. Might be easier said than done.

Interestingly the first version of the act only legalized the land grabs till before 1990. Subsequent amendments brought that forward to 2004 and further. That would include all of the KP's lost property I imagine. Reminds me of the repeated legalization of illegal constructions in Mumbai. Every few years they used to bring the cut-off date forward and everyone knew it. So no one was ever in danger of actually losing their illegally constructed structures.

They are going to avoid any discussions about KP. KP's do not want to move back in numbers, and any policy aimed at bringing them back can be used against the government (not easy to evict people who have been living there for 30-40 years).

With all that land the government gets a golden chance to make available land for industrial use, which invite people from all over India.

Even if KP's do not wish to move back they are entitled to sell their lost homes and get monetary compensation for them.

Even the other illegally occupied land will have people who must have built houses or businesses on it. That is why they took it in the first place. If no one is evicted, then the government isn't getting back any land and any plans to monetize it or provide it to industries will have to be canceled.

when you can have a member of one of the ex j&k cm's immediate family running a car dealership in madras city since a long time, along with thousands of jehadi cashmiris settled in bangalore, madras and other places, and also owning property locally, how fast is really fast :mrgreen:

New J&K land laws seem to be more like Himachal. Agricultural land can't be bought or it's use changed.

Recent news about cancellation of land allocation was related to cases of 'land jihad' in which muslims from Kashmir and other parts were allotted huge plots of forest and other govt land for virtually free in Jammu.

KP properties is a civil matter and govt doesn't need to get involved directly. KPs by themselves demand everything without bothering to do anything themselves. Most of them wouldn't even call out their former muslim neighbours for their bigotry. They wouldn't go back to their houses in Kashmir and demand free land, houses elsewhere with round the clock security even as they call KMs their brothers. Most of them have made a life outside Kashmir, but there are still a large number who can go back but wouldn't. This is community will go extinct in 1-2 generations.

Yes. Two terrorists were neutralized but we lost 4 brave souls, it may have been an ambush . I know SOPs are routinely reviewed and updated but it is very painful when we lose precious soldiers and officers this way.

Data extracted out of global positioning sets, wireless handheld sets and receivers from the bodies reveals that the four Jaish attackers were trained in commando warfare as they walked nearly 30 km from the JeM camp at Shakargah to the Samba border and then to the pick-up point at Jatwal, which is six kilometres from Samba to Kathua. This means the attackers walked through the moonless light to the pick-up point and then moved towards Jammu and Kashmir.

“The approximate pick-up point is 8.7 km aerial distance from the international border and the JeM Shakargarh camp is 30 km from Jatwal. The probable infiltration route was through Mawa village in Samba sector, which is between Ramgarh and Hiranagar sector. There are various kaccha tracks near Nonath nalla, which reaches upto international border from the pick-up point. The nala merges into Bein nala near Pakistani village of Chak Jaimal. It is estimated that the terrorists walked the total distance between 2.5 to 3 hours depending on the various routes,” said a senior official.

There is evidence to indicate that they boarded a truck (JK01AL 1055) between 2.30 and 3 am in the night and were seen crossing Sarore toll plaza towards Jammu at 3.44 am. The truck then moved towards Kashmir using the Narwal bypass route with the security forces intercepting it around 4.45 am at Ban toll plaza.


suicide attackers
According to senior security officials, the slain terrorists were suicide attackers as their groin area was shaved as has been witnessed in case of jihadists in the past incidents. Besides assault rifles, under barrel rocket launchers and pistols, the four were also carrying 6.5 kilograms of nitrocellulose mixed with fuel oil, an explosive used in shaped charges.

JK Police gets new high tech command vehicle for counter-terrorism operations.

The J&K Police has gone hi-tech with one of its kind “Command Vehicle” – a customised Ashok Leyland Medium Bullet Proof Vehicle (MBPV). On Thursday morning, IG Jammu Mukesh Singh was seen inside this special vehicle holding a public address system, asking four Pakistani Jaish terrorists to surrender. Shortly after, the terrorists were neutralised as they opened indiscriminate fire at the security forces.

The vehicle is fully air-conditioned, fireproof, equipped with 10 CCTV cameras and PTZ Camera with adjustable height which gives 360 degrees view of the surroundings, with a camera clarity of 2.5 kilometre.

It is also equipped with a public address system, flashlights, an advanced medical kit and other security systems.

In addition, the vehicle also has a bombproof blanket, to use it on bombs found close to the vehicle and sliding bulletproof windows, to use weapons against the enemy.

Monitoring visuals on LED, using a computer with a link to Police HQ, control of drones from inside are some of the facets of the vehicle.

“The vehicle has multiple uses, but it has especially been built for encounters. It is bulletproof and fireproof. It gives JK Police a full and clear view of the encounter site,” JK Police DGP Dilbagh Singh said.

The vehicle can be converted into a tent house and is also suitable for the stay of officers/officials during the time of operation. It can be used in cases of militant surrender as well.

The Command Vehicle has a three-level power supply system which can sustain for one week and the provision has been made to connect the vehicle with outside AC power supply as well. Additional trolley house, toilet, washroom, powerhouse and storage are the other features of the Command Vehicle.

An Amritsar-based company has been roped to customise the vehicle at a cost of Rs 35 Lakh. Ravneet Singh, CEO of the Amritsar-based company dealing in armouring of vehicles said, “This vehicle may not be like the ones seen with the NSG, but we tried to build a hi-tech vehicle with a minimum budget.”

An earlier version was built for Kashmir valley but the new vehicle is the only one in Jammu and is an upgraded version. The company says they have more customised orders in the pipeline.

Reliable sources in the Revenue Department, who shared the details of probe said, “the private residence of the Farooq Abdullah had been built on State/forest land”, adding, “in 1998 Abdullah had bought three kanals of land from different owners, on a private khasra number 21 situated at different locations in village Sunjwan, Jammu. However, the senior leader instead of taking possession of over three kanals of this private land encroached upon more than seven kanals of nearby prime state and forest land. “.
The probe further revealed that subsequently several high-profile politicians, who were close to power circles also managed to encroach land in the vicinity of residence of NC patriarch thereby creating a cluster of illegal encroachers.
The probe revealed, “these encroachers included another National Conference leader, Syed Ali Akhoon, who allegedly illegally occupied one kanal of Government land and Ashfaq Ahmed Mir, son of former retired High Court Judge Ali Mohammad Mir, who also occupied one kanal of State land”.
Other influential persons, who allegedly encroached land in the vicinity included former Advocate General Aslam Goni (one kanal), ex-Chairman of J&K Bank, M Y Khan (1.5 kanal) and famous hotelier Mushtaq Chaya (1.5 kanal). “In all these cluster of encroachers, the land had been physically encroached but not shown in revenue records”, sources pointed out.
The name of the top leadership of National Conference comes close on the heels of another list of Roshni Act beneficiaries, which included the offices of National Conference in the twin capital cities.
The list had revealed the party had raised its party headquarters ‘Nawai-e-Subah’ on State land of three kanal in Kothibagh, Srinagar and even the Jammu office ‘Sher-e-Kashmir’ Bhawan located at Vir Marg had been built on land acquired by National Conference’s leader late Sheikh Nazir Ahmed under the Roshni Scheme. Rights of both these land were transferred by paying less than one-fourth of the cost calculated by the Price-Fixation Committee.
Sources also said, “Suraiya Mattoo, wife of Dr Ali Mattoo and sister of Dr Farooq Abdullah had also applied for regularisation of 3 kanals and 12 marlas of land, but later didn’t deposit the amount of Rs 1 crore required for regularisation and mutation attestation of the said land”.

A Congress leader has been arrested by the Jammu and Kashmir Police on Thursday for ferrying terrorists in Shopian district of South Kashmir. According to reports, Congress leader Gowhar Ahmed Wani of Imamsahab Shopian was caught transporting terrorists on December 7. The Congress member has now been arrested and booked under stringent sections of UAPA.
Speaking to the media after the arrest, a senior police officer said that a case under UAPA has been registered at police station Imamsahab, Shopian and they have also obtained 7 days remand from a local court.
Army personnel intercepted the car ferrying terrorists in Kashmir, Congress leader escaped.

Seems like these elections went off well, with the BJP picking up 74/280 seats in the BDC elections. A real democratic process has been started under a framework of laws fully consistent with the Constitution of India. The seat distribution among the parties seems less important. This is a huge victory for Bharat Ganrajya.

The Jammu and Kashmir Police on Sunday said it has arrested three Pakistan-linked militant associates and recovered six grenades from them, foiling a terror plot to attack a temple in the border district of Poonch and disturb communal harmony.
Poonch senior superintendent of police Ramesh Kumar Angral said the arrested persons were planning to carry out a grenade attack on a temple at the behest of their Pakistani handler to disturb peace and communal amity in the district.
The officer told reporters in Poonch that the ploy was revealed after Special Operations Group of the local police along with troops of the 49 Rashtriya Rifles detained two brothers -- Mustafa Iqbal Khan and Murtaza Iqbal of Galhuta village -- from their vehicle near Basooni in Mendhar sector at around 8 pm on Saturday. He said their interrogation was conducted at the 49 Rashtriya Rifles Battalion headquarters, Basooni, and it was found that Mustafa had received a call from a Pakistani number and was directed to execute the grenade attack. "On being questioned further, he admitted to have been tasked with throwing a grenade at a temple in Ari village. A video on how to use a grenade was also found in his phone," the SSP said.

A citizen granted domicile was shot dead by terrorists today and I'm not sure that the establishment has taken this seriously enough. If they are serious about making the UT truly secular like the rest of the country, then these acts just cannot happen. It shows that terrorists still have a foothold in the state and with the support of local population no less.

Perhaps an Isreal type approach with huge guarded settlement is required to actively change what needs to be changed. The settlements should be provided foc to the family members of those who lost their lives in CT ops across the state.

A concrete resettlement policy should also be framed, not just for those wanting to settle in the state but even for those who have sold their land and wish to move elsewhere.

Satpal Nischal had come to Srinagar as a young boy with his father. He worked as a goldsmith, living as a tenant, and worked his way up to build a house in upscale Indira Nagar. His family lived amicably with their Muslim neighbours for over four decades.
Then, at 65, he got his domicile as a resident of Kashmir after the Narendra Modi government scrapped Article 370 and Article 35A.
He could own land in Kashmir now. He was also a marked man.
Terrorists shot him at his shop last week. The Resistance Front (TRF), purportedly a Lashkar-e-Taiba front, took responsibility for the attack. It warned all “outsiders” like Nischal who had received domicile certificates: “We know your names, we know where you live and we know what you do. We are coming for you.”
Why such a vicious reprisal?
Pakistan, the vanguard and sponsor of terror in the subcontinent, has been nervous ever since the first official missile was fired against nearly a millennium of Islamist demographic takeover by scrapping Kashmir's special status. The new Jammu and Kashmir grant of domicile certificate procedure rules, 2020, has turned that nervousness into panic.
More than 25,000 individuals (“outsiders”, as separatists call them) reportedly got domicile under the new rules.
Domicile replaces the previously bigoted norms under which women, LGBTQIA individuals, Dalits and labourers settled for decades in the state and refugees were denied land rights in some form or the other. The new law extends domicile to persons who have lived in Jammu and Kashmir for 15 years, or have studied for seven years, or appeared in Class 10 or Class 12 exams, and refugees from west Pakistan.

Connecting Kashmir: Banihal-Qazigund Tunnel along Jammu-Srinagar National Highway likely to complete by March.

Banihal-Qazigund tunnel project: The work is nearing completion on the double tube 8.5-km-long Banihal-Qazigund tunnel along the 270-km-long Jammu-Srinagar NH and is expected to be thrown open to the public in the month of March. The work on the project, worth Rs 2100 crore started in June 2011 by the Navyuga engineering firm. On completion of the project, it would reduce the road distance between Banihal in Jammu province and Qazigund in south Kashmir by a distance of 16 km from the present 35 km. It will bypass Jawahar Tunnel as well as Shaitan Nalla, which is prone to heavy snowfall and slippery conditions during the winter season, according to a PTI report.

Chief Manager, Navayuga Engineering Company, Muneeb Tak was quoted in the report saying that the work within and outside is in the final stage and it is likely to be thrown open for traffic in the last week of March. According to the report, the existing road tunnel below the Banihal pass has been a bottleneck on the approximately 265-km long highway, which is the only all weather road linking Kashmir with the rest of India, due to its elevation of 2,194 metres (7,198 ft) and limited traffic capacity.

The average elevation of the new tunnel is at 1,790 metres (5,870 ft), which is 400 metres lower than the elevation of the existing Jawahar tunnel. This would make it less prone to avalanches as well as fulfill the dream of expressway between Srinagar and Banihal. The tunnel is an engineering masterpiece and has been constructed from the Austrian tunneling method (ATM), Tak said.

The Banihal-Qazigund tunnel project has been developed on the Build Operate and Transfer Base System along with a state-of-the-art exhaust system in order to remove gas as well as bring in fresh air. As many as 126 jet fans, 234 CCTVs as well as a firefighting system are being installed in the tunnel’s both tubes for which the work is underway. According to Tak, a corridor between two tubes inside the tunnel after every 500 meters has been developed and this can be utilized in any emergency case in either tube.

In the last 10 years, the tunnel work was delayed due to several reasons and many project deadlines were missed because of unexpected land condition, alleged financial crisis in the construction firm as well as some issues related to local landlords and company staff, which resulted in a number of work shutdowns in the project, the report added.

Government clears 8 hydropower projects on Indus in Ladakh.

The government has cleared eight hydropower projects of 144 MW on the Indus river and its tributaries in Ladakh, the highest so far, sources in the Jal Shakti Ministry said on Thursday.

At present, there are several small projects, with a collective capacity of 113 MW on Indus in Ladakh, and the new projects will have much more capacity than those constructed so far, a senior official added.

The official said the new projects have been cleared by the Central Water Commission as well as the Indus Commissioner after a separate Union Territory of Ladakh was announced last year. These projects will come up in Kargil and Leh districts of Ladakh.

Because of its topography, it is not feasible to construct big hydropower projects in the Ladakh region.

Durbuk Shyok (19 MW), Shankoo (18.5 MW), Nimu Chilling (24 MW), Rongdo (12 MW), Ratan Nag (10.5 MW) hydropower projects have been cleared for Leh, while Mangdum Sangra (19 MW), Kargil Hunderman (25 MW) and Tamasha (12 MW) have been cleared for Kargil, the official added.

Many of the existing projects as small as 1 MW of capacity.

The construction of the new projects will begin after other mandatory clearances are obtained, the official said. "The designs of these projects have been certified as compliant with the Indus Waters Treaty by the Central Water Commission. The information on the design of these projects is being provided to Pakistan as per the provisions of the treaty," the official said.

"The development of projects on the Indus river has been slow, especially in the Ladakh region. Only two major projects have been constructed so far - Chutak project of 44 MW on Suru, a tributary of the Indus, and Nimoo Bazgo of 45 MW on the Indus," the official said.

Under the Indus Waters Treaty between New Delhi and Islamabad, the usage of water of Indus and its five tributaries flowing from India to Pakistan have been divided.

The treaty specifies that waters of three eastern rivers namely Ravi, Beas and Sutlej, have been reserved for India while that of western rivers, namely Indus, Chenab and Jhelum, are for Pakistan.

However, India claims it has unrestricted rights to develop hydroelectric power projects on the western rivers within the specified parameters of design. Of the total 168 million acre-feet, India's share of water from Ravi, Beas and Sutlej is 33 mcf, which is nearly 20%.

India uses nearly 93-94% of its share under the Indus Water Treaty. The rest of the water remains unutilised and goes to Pakistan. The efforts to tap that water through a number of projects like Ujh Multipurpose project, Shahpurkandi Dam project and the second Ravi Beas Link are being made, the official added.

Remembering the exodus of the Kashmiris [the only Kashmiris, in my view, are the Kashmiri dharmics - the Pandits and the Sikhs; the others are just Kashmiri speakers] thirty one years ago. Take a moment out today to reflect on their misery and what it means for the Indian state that dharmics can be driven out of parts of India where they are in a minority.

A vast majority of them wouldn't even call out muslims for the sustained genocide and persecution because of "kashmiriyat" fiction, let alone fight. This community is as good as lost, whatever remains of it.

We cant do the 'Yankee Doodle Dandy' as we know how that ended with evacuation from the roof-top!!
Old fashioned 'Phosgene' a la WWII style or just 'booby-trap' the tunnels and waits for abduls to trigger and collapse them!!! but keep a beady eye just in case abduls manage to defuse them
