Governing policies are established by legislation passed, executive branch agency operational guidelines, executive orders, memos and lastly political party platforms. Statements only carry weight when backed by policy. In this instance of the incumbent executive branch, at this time as policy, they have only issued executive orders, agency guidelines as stated in senate confirmation hearings, and party platform. From the nominees and selected for agency heads, it very much demonstrates a commitment to political party platform and statements made in the recent past. The parallel to past behavior is a legitimate comparison, and to assume individuals will not operate as they've stated is flawed reasoning and not hyperbole.

Indira used to group people like KHAM (Kashtrya, Harijan, Adivasi, Muslim coalition) or AHIR blah blah ... where perverse caste coalitions were conjured up to fool people/divide them by castes, create quota within quotas fragmenting the society into bunch of competing caste coalitions. The cynical game of Blacks, colored, Hispanic, Hispanic white, South Asian, Brown, college educated whites etc. is all the same game on how to pit one group against another. So what? Please stop being so bigoted, this is not fake science, this is the path to true science. Testosterone suppression may not undo certain biological advantages that "men" possess. The solution however is not to give up on the process, but to perform more scientific research to truly undo those advantages. Scientific progress must not be stopped owing to these regressive notions that people might have carried over from previous centuries. An individual's self-identification is paramount and sacred, the aim of science is to serve and enable it, not to introduce minor quibbles and excuses such as the above. It is just the logical continuation of the process of having technology on beck-and-call to make up for any problems which might arise from unbridled enjoyment. Child sensors to detect children in the back seat, so that parents can focus on the truly important cell phones, without having to worry about liabilities arising from leaving that pesky child locked in a hot car. Driverless cars to allow uninterrupted cell phone access. Science progresses to enable enjoyment, after all.

What America's Forever Wars Will Look Like Under Biden
Many Trumpsters, and some libertarians, foresee disaster: that the man who, as a leading senator facilitated and cheered on the disastrous Iraq War, will surely escalate American adventurism abroad. On the other hand, establishment Democrats and most liberals, who are desperately (and understandably) relieved to see Donald Trump go, find that prediction preposterous. Clearly, Biden must have learned from past mistakes, changed his tune, and should responsibly bring US wars to a close, even if at a time still to be determined.
In a sense, both may prove right—and in another sense, both wrong. The guess of this long-time war-watcher (and one-time war fighter) reading the tea leaves: Expect Biden to both eschew big new wars and avoid fully ending existing ones. At the margins (think Iran), he may improve matters some; in certain rather risky areas (Russian relations, for instance), he could worsen them; but in most cases (the rest of the Greater Middle East, Africa, and China), he’s likely to remain squarely on the status-quo spectrum. And mind you, there’s nothing reassuring about that.
It hardly requires clairvoyance to offer such guesswork. That’s because Biden basically is who he says he is and who he’s always been, and the man’s simply never been transformational. One need look no further than his long and generally interventionist past record or the nature of his current national-security picks to know that the safe money is on more of the same. Whether the issues are war, race, crime, or economics, Uncle Joe has made a career of bending with the prevailing political winds and it’s unlikely this old dog can truly learn any new tricks. Furthermore, he’s filled his foreign policy squad with Obama-Clinton retreads, a number of whom were architects of—if not the initial Iraq and Afghan debacles—then disasters in Libya, Syria, West Africa, Yemen, and the Afghan surge of 2009. In other words, Biden is putting the former arsonists in charge of the forever-war fire brigade.
There’s further reason to fear that he may even reject Trump’s “If Obama was for it, I’m against it” brand of war-on-terror policy-making and thereby reverse The Donald’s very late, very modest troop withdrawals in Afghanistan, Iraq, and Somalia. Yet even if this new old hand of a president evades potentially existential escalation with nuclear Russia or China and offers only an Obama reboot when it comes to persistent low-intensity warfare, what he does will still matter—most of all to the global citizens who are too often its victims.
Historically, foreign-policy paradigm shifts are exceedingly rare, especially when they tack toward peace. Such pivots appear almost impossible once the immense power of America’s military-industrial complex, invested in every way in endless war, as well as endless preparations for future Cold Wars, has reached today’s grotesque level. This is especially so when each and every one of Biden’s archetypal national security nominees has, metaphorically speaking, had his or her mortgage paid by some offshoot of that war industry. In other words, as the muckraking novelist Upton Sinclair used to say, “It is difficult to get a man to understand something when his salary depends upon his not understanding it!”
Count on tactics including drones, commandos, CIA spooks, and a mostly amenable media to help the Biden administration make war yet more invisible—at least to Americans. Most Trump-detesting and domestically focused citizens will find that just dandy, even if exhausted troopers, military families, and bombed or blockaded foreigners won’t. More than anything, Biden wishes to avoid overseas embarrassments like unexpected American casualties or scandalous volumes of foreign civilian deaths—anything, that is, that might derail his domestic agenda or hoped-for restorative leadership legacy.
That, unfortunately, may prove to be a pipe dream and leads me to two final predictions: Formulaic forever war will never cease boomeranging back home to rot our republican institutions, and neither a celestial God nor secular History will judge Biden the war president kindly.

The announcement comes at a time when the government is set to spend expansively on efforts to defeat COVID-19, and after a period during which vulnerabilities in the U.S. supply chain were exposed as state and local governments resorted to foreign manufacturers to obtain desperately-needed personal protective equipment.
The federal government spends about $600 billion on contracting per year, and there are already rules in place governing how taxpayer dollars can be spent, how much foreign products can be purchased, and how many foreign components can be brought to the U.S. and assembled here. However, waivers and loopholes allow even more foreign product to be purchased than the rules state.
Biden’s executive order will aim to close those loopholes and cut down on the waivers, as well as order an increase in domestic content. It will also redefine what can count as domestic content, create a public website so U.S. companies can more easily see government contract business and determine whether they could make a more competitive bid for it.
The executive order will also create a new senior role at the Office of Management and Budget to oversee the implementation of these new efforts.
“The goal is to make sure that companies can't undermine or get around the purpose of the Made in America rules by importing largely foreign made products, making modest changes or tweaks on shore that add little value for American workers or American industry, don't actually utilize America's manufacturing capabilities, and will also close loopholes so that content rules drive new opportunities for American businesses and workers,” a senior administration official said on a call with reporters.
President Donald Trump also signed an executive order in April 2017 instructing the government to review federal contracts and minimize waivers to “Buy American” requirements. But the Trump administration did not significantly increase purchases of U.S.-made goods, and a senior Biden administration official criticized the failure:
“... when you look at the outcome, there was no real material change in either the way in which domestic content was measured, the stringency of the domestic content requirements, or the utilization of waivers to the Buy America provisions. So, you know, in practice, nothing happened," the official said.
Much of Biden’s executive order closely echoes the “Buy American” portion of his Build Back Better policy launched during the general election campaign. Biden pledged to crack down on false advertising on made in America products, use of waivers and sought to support small businesses in particular to apply for contracts for procurement needs.
When pressed, however, for a specific target increase in U.S.-made purchasing the administration is hoping to achieve, administration officials did not yet have an answer. It’s up to the Foreign Acquisition Regulation Council to determine how much foreign content is allowable, and how much domestic purchasing is mandatory.
The Biden administration is pitching the “Buy American” plan as an effort to not only help U.S. businesses during the pandemic, but to begin addressing structural inequality in our economy.
“[Monday], he’s going to take a major step toward his goal of rebuilding the backbone of America, manufacturing, unions and the middle class, and it’s based on his that, making sure that we are making things in America and all of America is core to our economic strategy,” a senior administration official said.

Lifting the unpopular stay-at-home orders is a way for him to try and appease those that are looking to depose him. I don't think it'll help him, but he is trying to take some of the heat off.

In effect, the President is putting a date on a return of a semblance of normal life -- with no guarantee that he can deliver.

Should he fall short, the credibility of his new presidency will take a serious hit, that would not only prolong the crisis into another fall and winter but would also hamper his ambitious program on other key issues.

IMO, "India stance" is not something top US government officials take, analogous to "Russia stance" or "China stance" or "Israel stance." India is not a primary factor. So, I think it would be hard to answer your question directly. It is not as though people like Shanti Kalathil sit around and formulate plans and schemes on, "let's see, how can I harm that bleddy yindoo SDRE country India?" or "Lets see, how can I divert everything in my job to help dear motherland India?" We can draw some indirect inferences: Simple Google search shows that she was the honchette for National Endowment for Democracy, which is a well-funded Reagan-era cold war tool for interfering in other countries in the name of democracy. It also shows that they have "projects" in Sri Lanka (probably having to do with supporting LTTE) and Bangladesh (probably related to supporting poor old Khaleda Zia and her Islamist outfits). And Myanmar, getting revenge on Aung San Suu Kyi for taking the Nobel Prize and then giving them the finger. Etc.
Could a woman with such a resume' potentially push for intervention against India in the name of Democracy for Seeeks, Chrischuns, Mose-lems, Cash-meeries, Dull-eets and what have you? Sure. Will she? Probably not because her bosses in the Biden government probably don't care that much about India, so it's not a way to get performance points. If something changes and she tries to get involved in India, will India lie supine and let her? Don't know, but probably not because GoI and its time-serving bureaucrats, under whichever party government, have seen such a movie many many times before.
