The lawmakers in the National Assembly on Monday vehemently condemned the derogatory remarks of India’s ruling party spokesperson against Prophet Muhammad (PBUH), with many demanding of the government to go beyond mere “lip-service” condemnations and take aggressive steps, including expelling the Indian ambassador within 24 hours and boycotting Indian products.
Speaking on the floor to condemn the BJP leaders’ abominable remarks as the lower house debated the matter, Minister for Religious Affairs Mufti Abdul Shakoor urged the government to take practical steps and not limit itself to merely passing resolutions in the National Assembly. It must take the matter up with the Organization of Islamic Conference (OIC) and the UN.
“The government should sever ties with India and expel the ambassador within 24 hours,” he stressed and criticised international human rights organisations over their “unfortunate silence” on the important issue.
He said Pakistan would invite members from all Muslim countries to the Rehmat Ul Alameen Conference during which a strategy would be devised to prevent insulting remarks against the Holy Prophet (PBUH) in the entire world.

Two teenage Hindu sisters raped at gunpoint in Pakistan's Punjab province

The two sisters, aged 16 and 17, left their house in Bahawalnagar, Fort Abbas, some 300 km from Lahore on the morning of June 5 to attend the nature’s call in a nearby field when two men allegedly held them at gun point, area police official Irshad Yaqoob told PTI.
The men identified as Umair Ashfaq and Kashif Ali allegedly raped them and fled the scene, the official said.
The medical test of the two girls confirmed that they were raped, the police official said.
Police registered the case after a three-day delay as some influential people of the area reportedly wanted to settle the matter with the victims’ family amicably.
One suspected rapist Kashif reportedly belongs to an influential family of the area.
Yaqoob said an FIR has been registered against the suspects on the complaint of the girls’ father. The police official further said that alleged rapist Umair has been arrested while the other had secured a pre-arrest bail from the court.

Pakistan seeks US help to revive IMF deal

ISLAMABAD: Pakistan has sought the United States support for the revival of the International Monetary Fund programme, as the global lender has yet to agree to a staff level pact despite the government having taken many difficult steps.

The government’s economic team met with US Ambassador Donald Blome and sought Washington’s support and acknowledgement of the actions taken so far, at least two people familiar with the discussions told The Express Tribune. Blome was apprised about measures that have been taken to revive the programme and bring stability in the economy, they added.

Finance Minister Miftah Ismail and Minister of State for Finance Dr Aisha Pasha met with the US envoy. The US is the largest shareholder in the IMF and has in the past too played a role in helping Islamabad complete the fund’s programme reviews.

Pakistan will continue to be on the 'Grey List' of countries under increased monitoring of the Financial Action Task Force (FATF), a statement from the global money laundering and terrorist financing watchdog said on Friday.
The watchdog said the country may be removed from the list after an on-site visit to verify the implementation of Pakistan's reform on countering terror financing mechanisms.
'At its June 2022 Plenary, the FATF made the initial determination that Pakistan has substantially completed its two action plans, covering 34 items, and warrants an on-site visit to verify that the implementation of Pakistan's AML/CFT reforms has begun and is being sustained and that the necessary political commitment remains in place to sustain implementation and improvement in the future,' it said.

FO issues clarification on Bilawal's remarks about India

In response to some media queries and press reports about remarks made by Foreign Minister Bilawal Bhutto-Zardari regarding relations with India in his address at the Institute of Strategic Studies Islamabad (ISSI), the foreign office spokesperson stated that the statements were being "interpreted out of context and portrayed incorrectly."

"There is no change in Pakistan’s policy on India on which there is a national consensus. Pakistan has always desired cooperative relations with all its neighbours, including India. We have consistently advocated constructive engagement and result-oriented dialogue to resolve all outstanding issues, including the core Jammu and Kashmir dispute," the statement said.

It added that India’s unabated hostility and retrogressive steps, however, have vitiated the environment and impeded the prospects of peace and cooperation.

TSP is still on the grey list. There is to be a formal visit next month by the watchdog before they will be officially delisted. Pakis are claiming that they have completed all items on the checklist and this is only a formality. But jou never know..

Afghan Taliban confirm Pakistan-TTP 'indefinite' ceasefire

KARACHI: The Afghan Taliban on Saturday confirmed that the Pakistani government and the Tehreek-e-Taliban Pakistan (TTP) have reached an agreement on an "indefinite" ceasefire during ongoing peace talks in Kabul.

In an email response to questions from a group of Pakistani journalists, Afghanistan's interim Deputy Information Minister Zabihullah Mujahid expects "bright chances" for the fragile talks to succeed.

"The Islamic Emirates is playing a mediatory role in the ongoing talks between the two sides. Our greatest desire and effort is to bring about long-term peace and reconciliation between the two sides," Mujahid, who also serves as the interim Taliban administration's spokesman, stated.

The possible return to Pakistan of its former president Pervez Musharraf for the first time since he left the country in 2016 has reopened a bitter debate about the military dictatorship he led for more than a decade.
Musharraf came to power in a coup in 1999 that toppled Nawaz Sharif’s government, and went on to hold the presidency from 2001 to 2008, when he resigned to avoid impeachment. Since then he has spent most of his time in self-imposed exile in the UK and the Middle East.
A key ally of the US in the aftermath of the 9/11 attacks, his time in power became notorious for oppression and rampant human rights abuses, especially in its latter years. In 2007 he suspended the constitution, imposed martial law, sacked the chief justice of the supreme court and arrested activists and lawyers, prompting mass protests.
The 78-year-old is suffering from amyloidosis, a rare disease that occurs when an abnormal protein builds up in organs and interferes with normal functions. He has been in hospital in the UAE for the past few weeks and his family say he is not expected to make a recovery. Local media reported that he has expressed a desire to spend the “rest of his life” in his home country, and on Tuesday a military spokesperson said this wish should granted.
Raza Rabbani, a former chairman of the senate, said he was strongly against allowing the ailing former president to return, describing the Musharraf era as “a saga of oppression in Pakistan’.
Rabbani told the Guardian that Musharraf had left a trail of institutions weakened by his attempts to “rewrite civil-military relations in favour of the military”. He also accused him of overseeing political murders and of “selling and bartering away Pakistanis to America and capitulating Pakistan’s interests [to the US] after 9/11”.
Musharraf once infamously said in an interview: “I think the constitution is just a piece of paper to be thrown in the dustbin.”

Terrorist attacks against Pakistan: India blocks UN listing of Indian national

UNITED NATIONS: In a blatant misuse of Its UN Security Council’s membership, India has blocked a proposal to proscribe an Indian national, Gobinda Patnaik Duggivalasa, by a 15-member body’s panel, known as the 1267 Sanctions Committee, according to the informed sources.

The Committee procedures require consent of all Council members to accept a listing request. The proposal for listing of Gobinda Patnaik Duggivalasa was tabled in the Committee because of his role in financing and supporting terrorist attacks against Pakistan, including the 13 July 2018 suicide bomb attack in Mastung, Balochistan, that he planned, coordinated and executed. Over 160 individuals lost their lives and more than 200 were injured in that attack.

Duggivalasa was also involved in suicide attack on a bus carrying Chinese nationals in Dalbandin, Balochistan, on 11 August 2018, the sources said.

This individual is part of India’s state-sponsored terrorist network responsible for unifying various Tehrik-e Taliban Pakistan (TTP) factions in the past in Afghanistan, they said.

India’s blocking of the listing proposal, including by asserting political pressure on other members of the Committee, shows India’s “farcical” stance on terrorism as well as its misuse of the UN’s counter-terrorism mechanisms, the sources.

For there to be long-lasting peace in South Asia, the Kashmir issue needs to be resolved as per the wishes of the disputed region’s people, while anti-Muslim violence and prejudice at the state level in India must end immediately.

That is why if either country offers dialogue, there should be a positive reception from the other, instead of an arrogant reaction.

So for "peace" in South Asia, Pakistan's pet "issues" have to be resolved as per its wishes and to achieve this India should respond positively to Pakistan's offer of dialogue.

It is not the first time that Pakistan emerged out of the crisis as a strong nation. I am sure, most of us cannot forget March 03, 2009, a terrible day for Pakistan cricket, when terrorists attacked Sri Lankan cricket team and suddenly international cricket vanished from Pakistan. I remember the passion during the final of the second PSL held in Lahore on March 05, 2017, we decided to join Qaddafi Stadium to witness the return of cricket to Pakistan. We boarded the bus from Barkat Market for the stadium; Arham was almost four years old and I was educating him to cling around my chest if there is any blast ; everyone can imagine the uncertainty, the fear, and the panic surrounding cricketing events during those times. Then what happened, Pakistan the Champions Trophy winner, Babar Azam the number one batter of ODIs and T20Is, and several others among top five rankings.

Devastations of 2005 earthquake are in our memories with exemplary response of entire nation to extend every support to the victims. Extensive mobilization of resources from tents, blankets, medicines, and prefabricated houses by local artisans to the groceries, people donated abundantly for the restoration of normal life in affected areas. The response and the recovery from the floods during 2010 exemplify innate abilities of the nation to manage crisis effectively. Managing pandemics such as dengue, covid-19 and to the extent polio are also good examples of Country’s ability to successfully respond to the crisis. {When did TSP effectively manage polio?}

Pakistan has surprised the world with her abilities to counter terrorism. We suffered the most, we sacrificed the most, we lost the most but we arose as the most successful nation in combating the terrorism. Our skills, our abilities, our determination and probably above all our engagement with every component of the society from rebels to internally displaced people made it a model for other nations to follow. We achieved what remained impossible for an alliance of 30 countries.

It is because of our exceptional abilities of crisis management as a nation. Our able professionals in every sphere of life from pure sciences to administrative and management sciences have always delivered their responsibilities religiously thus leading the nation to the achievements such as recent announcements by the MoS for foreign affairs.

Crisis management consists of four distinct stages. Identification of crisis and the preparedness, the whole life in Islam moves around the preparedness for the life hereafter, ‘the unseen’. To be prepared for the unseen is exactly according to the teachings, norms and centuries of practices of followers of Islamic way of life. Identifying what can lead to bitter outcomes in the life spreads over entire body of teachings in Islam. Is Pakistan ungovernable?

IS the country becoming ungovernable? Several factors seem to point in that direction. Governance problems have mounted in the first instance due to political discontinuities that have punctuated Pakistan’s turbulent history. But today, the challenge of governability is more imposing because of a number of other factors in addition to long-standing ones.

The current political polarisation is the obvious new factor. It is unprecedented despite Pakistan’s long tradition of divisive politics. Never before have people, society and families been so divided by their partisan preferences as they are today and resistant to accepting any view other than their own.

What has made governance more problematic is erosion in the state’s institutional capacity over the years and the resultant deterioration in delivery of public services, which increasingly fails to meet people’s expectations. Weakening of the instruments of governance has meant that even the most well-devised policy becomes harder to implement. Postponed reforms, piecemeal tinkering and lack of efforts to depoliticise the civil service have weakened the government machinery over time. It has undermined public confidence in government institutions and made governance more onerous.

The most important and recurring factor driving the country towards becoming ungovernable are dysfunctional economic policies that have long been pursued. Almost every government since the mid-1980s acted in a fiscally irresponsible way and left the economy in worse shape for its successor to deal with.

The chickens have now come home to roost. The country is in the throes of another financial crisis, foreign exchange reserves have depleted, inflation is at an all-time high, power shortages are placing an unbearable burden on people, and an IMF bailout is being sought to avert default.

The confluence of polarised politics and economic turmoil is now pushing Pakistan into the danger zone of becoming ungovernable.

Pakistan is not a failing state. Tragically, it is a failed state. Indeed, it is a twice failed state. The first state failure was when the Quaid’s Pakistan was unceremoniously buried in 1970. The second has been the ‘penchant’ of the security establishment for toppling democratically elected governments in defiance of the Constitution and decisions of the Supreme Court.

However, Pakistan is not a failed idea. It is rooted in the Muslim experience in India, especially after the British ended Muslim rule.

The foreign minister as a likely future prime minister, accordingly, must remain true to the promise he has eloquently displayed.

These people are delusional (typical of faiths based on blind belief). Pakistan's idea is based on hatred of non-believers and refusing to be treated as equals to them, not in any experience of Muslims. And British ended Maratha rule in India, not Muslim rule -- more than half of India was in control of Marathas in 18th century, and Mughal emperor was their pensioner.

ISLAMABAD: In a breakthrough, Pakistan and the International Monetary Fund (IMF) on Tuesday night reached an understanding on the federal budget for 2022-23, leading to revival of the extended fund facility (EFF) after authorities committed to generate Rs436 billion more taxes and increase petroleum levy gradually up to Rs50 per litre.

The understanding was reached during a meeting, held via video link, between the IMF staff mission and the Pakistani economic team, led by Finance Minister Miftah Ismail.

However while the AKs have been phyrring into the air the actual deal is yet to be signed.

The IMF mission will finalise monetary targets with the State Bank over the next couple of days and, in the meantime, share the draft of a Memorandum of Economic and Financial Policy (MEFP).

The MEFP would also contain certain prior actions that would be necessary for implementation before the IMF board takes up Pakistan’s case for approval and the subsequent disbursement of about $1bn next month.

Now comes the list of compromises made by TSP.

The IMF is also expected to issue a statement confirming substantial progress on the fiscal framework, the two sides agreed. Top government sources said that to win over the IMF mission, the Pakistani side had agreed to start charging on all POL products a petroleum development levy which will be gradually increased by Rs5 per month to reach a maximum of Rs50.

In yet another retreat, the government also agreed to impose 1pc poverty tax on firms earning Rs150 million, 2pc on those earning Rs200m, 3pc on over Rs250m and 4pc on Rs300m above. In the original budget, the government had set a 2pc poverty tax only on those earning Rs300m and above.

The government also agreed to do away with provisions for additional salaries and pensions, for which Rs200bn had been set aside as block allocation. Instead, a separate allocation of contingencies had been made but that would be strictly meant for emergencies likes floods and earthquake so that amount remains unspent.

Pakistan also committed to deliver a Rs152bn primary budget surplus, which means the revenues would finance all expenditures — other than interest payments — and still leave Rs152bn surplus in the national kitty.

The sources said the IMF team will now finalise targets for net international reserves and net domestic assets, but everything on part of the agreement had been settled. The IMF team would share its draft MEFP with the government on Friday, sources said.
