It would be very interesting to see how CSL compresses the time to build from nearly 13 years in case of the first ship to 5 years for the second.

The CSL is saying that they can build the sister ship of Vikrant in 5 years.

What we don't know in terms Indian ship building program is as follows.
1) how much tim does it take the ship yard from laying the keel to putting her in the water.
2) how much time does the ship spend waiting for Navy supplied materials after she is in the water.
Because, i am quite confident that the shipyard launching the ship is competitive with the most competitive shipyards in the world.
It's the navy supplied materials which delay the commissioning of the ship.

Work on the ship's design began in 1999, and the keel was laid in February 2009. It won't take ten years to design unlesss the customer changed their requirements/ mind numerous times. Turns out to be the case.
So many IN inputs and changes to requirements in those ten years. But no one faults IN. Only CSL is to blame.In 1999, Defence Minister George Fernandes authorised the development and construction of an aircraft carrier, 'INS Vikrant', under the Project 71 Air Defence Ship (ADS).[22] By that time, given the ageing Sea Harrier fleet, the letter of intent called for a carrier that would carry more modern jet fighters. In 2001, Cochin Shipyard Limited (CSL) released a graphic illustration showing a 32,000-ton STOBAR (Short Take-Off But Arrested Recovery) design with a pronounced ski jump.[23] The aircraft carrier project finally received formal government approval in January 2003. By then, design updates called for a 37,500-ton carrier to operate the Mikoyan MiG-29K. India opted for a three-carrier fleet consisting of one carrier battle group stationed on each seaboard, and a third carrier held in reserve, in order to continuously protect both its flanks, to protect economic interests and mercantile traffic, and to provide humanitarian platforms in times of disasters, since a carrier can provide a self-generating supply of fresh water, medical assistance or engineering expertise to populations in need for assistance.[24]
In August 2006, Chief of the Naval Staff Admiral Arun Prakash stated that the designation for the vessel had been changed from Air Defence Ship (ADS) to Indigenous Aircraft Carrier (IAC). The euphemistic ADS had been adopted in planning stages to ward off concerns about a naval build-up. Final revisions to the design increased the displacement of the carrier from 37,500 tons to over 40,000 tons. The length of the ship also increased from 252 metres (827 ft) to 262 metres (860 ft).[25]
Now lets look at the timespan frm keel to commissioning
the keel was laid in February 2009.[/b] The carrier was floated out of its dry dock on 29 December 2011[16] and was launched on 12 August 2013.[17] The basin trials were completed in December 2020,[18] and the ship started sea trials in August 2021.[19] Vikrant is scheduled to be commissioned into service by August 2022,
So the seven-year gap between launch to basin trials was for fitting naval equipment furnished by IN.
And even after the ship is commissioned in 2022, flight trials will take another year as IN has not allocated aircraft and has this drama of Naval Aircraft procurement.
So can tally the seven-plus one year to IN account.
We can split the difference in the design phase as a learning experience. ie. decade/2 equals five years.
So IN contribution to delay is 5+7+1 equal 13 years.
And who is accountable for this slip and subsequent cost growth!

The ship was floated out of the dry dock in an incomplete state to finish some other project. After the other project had been completed.
The hulk was returned to the dry dock for for finishing up the rest of the work.

Navy completes final sea trials of indigenous aircraft carrier, warship to be commissioned next month.
The fourth phase of sea trials for indigenous aircraft carrier (IAC) has been successfully completed on Sunday, said Indian Navy.
During the exercise, integrated trials of the majority of equipment and systems onboard including some of the Aviation Facilities Complex
equipment were undertaken.
The ship's delivery is being targeted by the end of this month followed by the ship's commissioning in August to commemorate 'Azadi ka Amrit
Mahotsav'.
The indigenous design and construction of aircraft carrier by the Indian Navy and Cochin Shipyard Ltd is a shining example in the Nation's quest for 'Aatma Nirbhar Bharat' and 'Make in India Initiative' with more than 76 per cent indigenous content.
This has led to growth in indigenous design and construction capabilities, besides the development of a large number of ancillary industries, with employment opportunities for over 2,000 CSL personnel and about 12,000 employees in ancillary industries.
Maiden sea trials of IAC were successfully completed in August last year. This was followed by the second and third phases of sea trials in October and January respectively. I think not.
It's a wireframe 1:1 scale model of the aircraft, it was also seen loaded to the ship when she was sailing out. The objective of this was stated to assist in deck spotting of aircrafts without putting an actual aircraft on deck.

Quite possibly. They are gearing for an Aug 15th commissioning date to coincide with the 75th anniversary of Indian Independence. A/ The flight trials and combat capability of Vikrant are initially planned to be proven with the Navy’s light combat aircraft Tejas and MiG-29K. Vikrant is also capable of operating modern fighter jets like the French Rafale M and American F-16s* with modifications. Each aircraft carrier is a military tool with tremendous operational capabilities and can be categorised depending on factors such as propulsion machinery, type of launch and recovery of fighters, number of aircraft it can carry, sortie generation rate, to name a few. Vikrant has modern sensors and equipment, which have supplemented its long reach and maritime air power projection capabilities.
Q/ How many aircraft can Vikrant carry? What are its distinct advantages?
A/ The design of the ship caters for a carrying capacity of 30 aircraft. That includes different variants of fighters and helicopters. However, the actual numbers carried will depend on the type of mission and operational scenario.
Q/ How different is Vikrant from Vikramaditya, which is considered the most potent warship with the Indian Navy?
A/ Vikrant is indigenously designed by Indian Navy’s Naval Design Bureau and built by Cochin Shipyard Ltd, whereas Vikramaditya is a Kiev class aircraft carrier modified in Russia. Apart from minor differences in the dimensions, the differences in the type of propulsion, the weapon and sensors package, length of take-off and landing runways, and the position of the service aircraft lifts, make Vikrant a potent platform. Both these carriers will play equally important roles as warships for the Indian Navy.

Totally off beat comment, but for anyone wishing to immigrate out of India...I truly believe that you are better off at home.
India has truly arrived. A really great moment for the country. She will serve the country well and make the country proud.

A diplomatic and strong gesture which will be heard loud and clearIn a move that will significantly bolster India's position in the Indian Ocean Region (IOR), Prime Minister Narendra Modi will commission the country's first indigenously-built aircraft carrier (IAC) Vikrant on September 2, PTI reported. The Indian Navy took delivery of the warship, built at a cost of over Rs 20,000 crore, from Cochin Shipyard Limited (CSL) in Kochi in July.
PM Modi will officially induct IAC Vikrant, whose construction began in 2009, to the Indian Navy at a specially arranged venue inside the Cochin Shipyard Limited, officials told PTI.
