Roadside bomb kills two soldiers in NW Pakistan
ISLAMABAD (AP) — A roadside bomb exploded in northwest Pakistan, killing two soldiers who were traveling in their vehicle, the military said. The Pakistani Taliban claimed responsibility for the attack.
The banned Tehreek-e-Taliban Pakistan gave a higher death toll in Saturday’s attack in Khyber Pakhtunkhwa province, saying eight soldiers died. There was no immediate explanation for the discrepancy.
The TTP also claimed responsibility for a hand grenade attack on a police van in the Swabi area of the province that killed a police officer and injured two others on Saturday.

Policemen among four martyred in Quetta blasts
QUETTA: Two blasts rocked Quetta on Monday evening, killing at least four people, including two policemen, and leaving scores injured.
The first blast occurred in the city's Kandahari Bazar area, where terrorists had planted an improvised explosive device (IED) in a motorcycle parked near a police vehicle. The target of the blast was the police vehicle, according to Zohaib Mohsin, a senior police officer in Quetta.

Parliament rushes through bill trimming CJP’s powers
ISLAMABAD: The joint sitting of parliament passed on Monday the Supreme Court (Practice and Procedure) Bill, 2023, with amendments days after President Dr Arif Alvi returned the bill seeking to curtail the Chief Justice of Pakistan’s (CJP) powers to initiate suo motu and constitute benches amid protest by the PTI senators.
Also, the joint session adopted a resolution emphasising on holding general elections of the national and the provincial assemblies at the same time across the country to strengthen the federation and to prevent polls from being influenced with results in Punjab first.
The parliament passed the bill amid an ongoing tussle between the government and the judiciary on the Punjab polls case.

Coming judicial anarchy
PAKISTAN was already in the midst of a state and societal implosion as a consequence of economic, political, security and narrative chaos (ie a state of total confusion regarding even the basic factual narratives/truths as exemplified by the dangerously wild and unproven public allegations against various state institutions, politicians, judges, military chiefs, intelligence officials etc).
Now adding to this four-headed monstrous chaos is the rapid development of constitutional chaos and judicial chaos. The constitutional chaos has been caused by the PDM government, state officials and institutions such as the Election Commission, for example, by openly defying the clear constitutional provisions to hold the Punjab Assembly and KP Assembly elections within 90 days of their dissolution. This is not a mere crisis but constitutional chaos, because a country which cannot even hold timely elections nullifies the very essence of democracy and constitutionalism.
However, the most dangerous of these various forms of chaos is judicial chaos which is evident from the cold war, and now virtual civil war, between the chief justice of Pakistan and other, dissenting judges of the SC. It is not merely a judicial crisis but judicial chaos, when nearly half the judges of the SC openly criticise the CJP through judicial orders or when the CJP is reluctant to constitute a full court because of the fear of judicial dissent against him, and as a result, a sitting government openly defies the implementation of SC orders by relying on the divide in court.
Disastrous outcomes: In the next few months, this judicial anarchy might reach its zenith. If the Supreme Court (Practice and Procedure) Act, 2023, (which provides for the constitution of benches by a committee comprising the CJP and two senior judges and provides an appeal against the orders under Article 184(3) to a larger bench) is not implemented or is judicially suspended, then the present dissenting judges may consider not sitting on the benches or further rival orders may be passed by judges against each other, leading to the existence of virtually two SCs.
Also, the sword of complaints of judicial misconduct or audio leaks against judges might be used to harass some judges. This might lead to two possibly disastrous outcomes. One group of judges will prevail over the other, not because they are necessarily constitutionally correct but because they implemented a better strategy to prevail over their fellow judges. Sadly, judges will be reduced to playing strategic games. Or, unlike 1997, there will be a complete deadlock between the CJP and the dissenting judges with the danger of civil unrest, but with the government and parliament being too weak to resolve this issue. This will pave the way for direct or indirect intervention by the deep state (like the one by COAS Ashfaq Kayani for the restoration of judges in 2009) to resolve this deadlock but with unforeseen consequences for constitutional democracy and judicial independence in Pakistan.
Can this judicial anarchy be prevented now? The buck stops with CJP Umar Ata Bandial as he has the ultimate power and responsibility to save the SC from this anarchy. The solution is simple: call a full court administrative meeting to discuss and resolve the key disputes regarding the constitution of benches and the fixation of political and important constitutional cases before benches which are non-controversial. Furthermore, fix all judicial cases arising out of the KP Assembly and Punjab Assembly election disputes before a full court. Will this happen? Sadly, recent judicial events show that such a consensus-based solution is unlikely to be adopted.
But, as the philosopher Walter Benjamin, said “It is only for those without hope that hope is given”.

Democracy in retreat
THE confrontation between the government and the Supreme Court has plunged the country into a more dangerous and unpredictable phase of the escalating political crisis. As widely expected, the SC ordered elections to the Punjab Assembly to be held on May 14, declaring unconstitutional and illegal the Election Commission’s decision to postpone the polls to October. It also instructed the government to provide funds to the ECP and assure security for the provincial poll. The SC judgement upheld the Constitution even if the procedure it adopted provoked controversy and criticism. The legal community generally welcomed the verdict while expressing dismay over the internal divisions exposed in the process.
The ECP moved to execute the SC order by issuing an election schedule. But the ruling coalition ‘rejected’ the verdict and vowed not to implement it. Prime Minister Shehbaz Sharif struck a defiant note in the National Assembly calling the judgement a “murder of justice”. The law minister warned it would worsen the political and constitutional crisis. PML-N called on the chief justice to resign. So did its alliance partner, PPP. Heads of the ruling coalition declared the apex court’s decision would be “resisted” in all forums including parliament. The assembly then adopted a resolution against the SC’s ruling and urged the prime minister not to comply with it. It also asserted that provincial and general elections should be held at the same time.
With the government’s declaration of non-compliance with the Supreme Court’s decision, the two are set on a collision course. This compounds the political chaos in the country and the already fraught situation created by institutional clashes — between the executive and presidency, between the SC and ECP and now both the executive and legislature at loggerheads with the judiciary. All this is a consequence of the fierce power struggle between the PML-N-led coalition and Imran Khan. Their confrontation has turned these institutions into political battlegrounds. Political disputes have assumed the form of legal battles. Issues, including the election date, that should have been resolved by dialogue and mutual accommodation between political leaders, landed in courts, placing them under unprecedented pressure. And when courts gave their rulings one or the other side accused them of bias and partisanship.
A bigger crisis with unpredictable consequences seems inevitable with the PDM government refusing to implement the Supreme Court decision. This is unprecedented in the country’s history. Growing public disquiet over the situation is reflected in an opinion poll conducted by the consultancy firm, IRIS communications. This finds over 70 per cent of respondents feel the country is going in the wrong direction. Meanwhile, Imran Khan has warned his supporters will take to the streets if the government doesn’t comply with the judicial order. This promises more unrest and instability ahead with greater damage to democracy. It also risks reducing democracy to a mere shell shorn of substance.

4 policemen dead in gunbattle with terrorists during Quetta operation
An intelligence-based operation in Quetta turned deadly in the early hours of Tuesday, with at least four police officers losing their lives in a gunbattle with terrorists, according to the police.
Senior Superintendent of Police (Operations) in Quetta Capt (retd) Zuhaib Moshin told Dawn.com that the operation was launched to neutralise terrorists who had been involved in past attacks on security forces in Kuchlak.
The operation was conducted in conjunction with Frontier Constabulary personnel.

Sweden closes its embassy in Islamabad for indefinite period
Sweden has closed its embassy in Islamabad indefinitely due to security concerns. According to the Swedish Embassy, it won’t be open to visitors and won’t be able to send any paperwork to its consulates, Gerry centres, or applicants’ homes. Although it apologizes for the inconvenience, the embassy has stated that giving its staff and visa applicants security comes first. The embassy refuses to tell when the mission will resume its work in Islamabad.
According to diplomatic sources, security concerns caused Sweden to close its embassy in Islamabad. They added that, aside from Sweden, applicants for visas have trouble getting their paperwork processed at missions of other European nations, such as Germany and Italy.

Taliban aim to boost anti-aircraft capacity to counter 'Pakistan threat'
KABUL: Defence has received the largest share of funds in Afghanistan's budget as the Taliban government aims to boost forces by a third and build anti-aircraft missile capacity, the army chief told Reuters in a rare interview to foreign media.
The defence ambitions of the Taliban, which took over in 2021, come in the face of strong international criticism of its policies, such as restrictions on work and education for women, that have hampered steps towards diplomatic recognition.
Fitrat said a major defence focus was securing Afghan airspace against drones and other incursions.
"Anti-aircraft missiles are the need of countries," he said, adding that all nations sought developed weapons to ensure the integrity of their territory and airspace, a problem Afghanistan also faced.
"There is no doubt that Afghanistan is trying, and doing its best, to have it."
But Fitrat declined to elaborate on where authorities were looking to procure anti-aircraft missiles from.
He also stopped short of naming Pakistan, against which the Taliban administration has regularly protested, accusing its neighbour of allowing drones to enter Afghanistan.
"We are doing our best to find a solution for protection of our airspace. We will work on it by using all our capability," Fitrat added.
"From where we will obtain it is confidential, but we should have it."
Pakistan's foreign ministry did not immediately respond to a request for comment.
Pakistan officials have not confirmed whether its airspace is used for drone access to Afghanistan.
"We have always tried, and will try, to solve the issue using diplomatic ways, and we have done our best to be patient regarding these cases," Fitrat said, but sounded a note of caution.
"Neighbouring countries should not let our patience be exhausted."
Ties between the neighbours have occasionally been tense as Pakistan has accused the Taliban administration of allowing Afghan territory to be used as a haven for militant groups.

Two troops martyred, eight terrorists killed in SW operation
RAWALPINDI: Two soldiers of the Pakistan Army were martyred while eight terrorists were killed in an intelligence-based operation (IBO) in South Waziristan on Saturday. According to the Inter-Services Public Relations (ISPR), security forces conducted an IBO in the general area of Zarmilan, South Waziristan district, based on intelligence reports.

A Chinese national, working at the Dasu Hydropower Project in Upper Kohistan, was taken into police custody on Sunday night after he was accused of blasphemy by labourers at the site.
Komila SHO Naseeruddin, while confirming the arrest, said that a first information report (FIR) has been registered against the accused.
The complaint, a copy of which is available with Dawn.com, invokes Section 295-C [use of derogatory remarks, etc., in respect of the Holy Prophet (Peace be Upon Him)] of the Pakistan Penal Code. It was registered on the complaint of Gulistan and Yasir — both of whom are heavy vehicle drivers.
The complaint, lodged at the Komila police station, said that on Sunday night police official Jehanzeb was informed about a mob trying to break into a Chinese camp near Barseen.
It stated that locals had staged a protest and damaged the camp’s site number 6.
“After receiving the information, a police party reached the site, took control of the area and safely shifted the accused to the Komila police station,” the complaint said.
However, it stated that in the early hours of Monday, a large number of people reached Komila and once again blocked the Karakoram Highway. They also shouted slogans.
The protesters opened the Karakoram Highway for traffic after the police assured them of the registration of the FIR. Local religious leaders also urged the demonstrators to call off the protest.

In February 2022, a middle-aged man was stoned to death by a mob over the alleged desecration of the Holy Quran in a remote village of Khanewal district.
The killing had come on the heels of an identical incident in Sialkot, where a Sri Lankan engineer was lynched by factory workers on Dec 3, 2021, on blasphemy charges.

According to the first information report (FIR) registered at the Nishatabad police station in Faisalabad, the police received information that a mob had gathered outside the woman’s residence.
Police personnel reached the location and learned that the accused was living in the house and claimed that her sister – who lives in a posh Lahore locality, claimed to be a 'prophet' and had 'revelations'.
The primary accused and her husband 'bore witness to the claims' and supported the woman.

Yes Sir, I do remember Dasu. The Pakistanis are not left with much of a choice. They will have to come up with a face saving option that will be in agreement with Sharia. If you remember the case when an American citizen had shot and killed two Pakistanis that were following him. Sharia approved blood money was given by the US to get him released. China has no history of paying blood money, so let us see what they come up with. Does the payment of money cover blasphemy? Who knows?

China will pay a facilitation fee to get him released, and they will recover 10x of that from the Pakis, no worry. The question is whether they pull out of the project altogether (and liabilities to stay), or they plant their own security force (for which again, Pakis will pay).

Ahmadi worship place in Pakistan's Punjab demolished by extremists: officials
Radical Islamists in Pakistan allegedly attacked and demolished an over 100-year-old worship place of the minority Ahmadi community in the Punjab province, the police said on Monday, Apri 17, 2023. The incident occurred on Sunday, April 16, 2023, at the 118-year-old Ahmadi worship place in the Sargodha district of the province.
"A good number of workers of Tehreek-i-Labbaik Pakistan (TLP) on Sunday gathered outside the worship place of the Ahmadi community in Ghooghiat in Sargodha district, some 200 kilometres from Lahore," a police official told PTI on Monday. "They chanted slogans against Ahmadis, venting out their anger for building minarets at their worship place," he added. According to the TLP, the Ahmadi worship place was built like a mosque, the official said. Members of the minority community present had to scale walls to save their lives, the official said.
The miscreants destroyed the 118-year-old worship place of Ahmadis, Jamaat-e-Ahmadiyya Punjab official Amir Mahmood told PTI. The Pakistani government does not consider Ahmadis to be Muslims, and the Ahmadis are not allowed to call themselves Muslims in Pakistan by a law passed in 1974.

The miscreants destroyed the 118-year-old worship place of Ahmadis, Jamaat-e-Ahmadiyya Punjab official Amir Mahmood told PTI. The Pakistani government does not consider Ahmadis to be Muslims, and the Ahmadis are not allowed to call themselves Muslims in Pakistan by a law passed in 1974.
Ahmadis were at the forefront of partition.

^^^^ Pathetic. Pak is 60% larger than Russia in terms of population. Referring to themselves as small is as pathetic as it is untrue. I am sure this wasn't lost on the Russians. Even in our worst economic states (in the 50s through 80s) we never thought of ourselves as "small".
