Let us be happy that USA will let us "make" / assemble F 414 jet engines in India
Let us stop ALL discussions on TOT. No sensible jet engine manufacturer will ever give TOT and definitely not for critical items in hot section nor for turbine (single crystal nickel) blades.
I think there should be a seperate company, maybe in joint private/public sector, to make these engines. Ths new entity may absorb and learn the new technologies at least in production engineering. HAL may learn nothing !!!

At 18:47 in the video, Karan Thapar asks the following question to Ashley Tellis;
Q. Now these deals both the Predator deal and the GE engine data happening at a time when there are serious question marks about Russia's ability to supply weapons and arms to India. Infact the S-400 is already delayed, we don't know how badly delayed, but delayed we know it is. Do you see India buying more of its high-end weaponry from America rather than Russia?
A. Well I think India is going to accelerate its efforts at diversifying uh procurement especially of Advanced Technologies but I'm not persuaded that the United States will be the perfect one for one replacement uh of Russian origin equipment and the reason for that is twofold;
* One, American Equipment is generally much costlier then it's Russian counterparts and for a country like India which has constrained defense budgets, the unit cost of equipment is an important consideration.
* Second is American Technology is often over sophisticated. I mean it is designed for the United States which is you know a capital intensive military and so the capabilities in American Technology are exquisite and those capabilities are often not what India needs. So my expectation is that as India diversifies, of course the United States will continue to be a an important source of supply. But India would look really to intermediate suppliers like France, like Israel, like the UK, like Germany rather than the United States as its for first Port of Call and that is really defined by the circumstances that India finds itself in and that should not be a problem for us. I mean if India is diversifying by reaching out to other Western Partners, you know that is in American interests.

I don't know which part of that answer to highlight, because hypocrisy screams out in every word above.
After spending well over a decade (and more) trying to engage/coerce/force India to purchase an American fighter, comes the realization that India will likely go to other sources. Will then rationalize it by stating that American weaponry is too expensive for India, too sophisticated for India's needs and it is OK if India purchases weaponry from "other" Western nations. That was not his argument all these years.

Issue is the hypocrisy. His viewpoint is largely reflective of the US Govt.
When they were peddling the F-15, F-16 and F-18SH....did they not realize that their equipment was;
a) Too expensive for India to purchase

Or is this something that they just realized, after getting rejected in the MMRCA 1.0 contest, the SE fighter contest, possibly the MRCBF contest and perhaps (in the future) in the MRFA contest as well.
Or is Tellis talking through his hat? Those arguments that he puts forth are quite frankly hilarious. Purchasing the F-16 (and F-18) in lieu of the Rafale, would more or less be around the same.
This is the same India that purchased and operates the C-17, C-130, AH-64, CH-47, P-8I, etc. Were those purchase exorbitantly expensive and too sophisticated for India to operate? His ego is hurt and these are the excuses he is providing. This is the reality that Ashley or no one else in the US Govt will readily admit to....

No he quoted the tweet. All this is from a couple of chaps in the US IBC. Right until the end, the authors never say there is work going on to create exemptions in itar or capability development assistance in anything bigger than startups who in the Indian context are smaller players for now.

The western powers will gang up eventually to not let India fight where she wants to fight. So domestic fighter with phoren engines is the way to go for now. There will come a time when engines are also domestic. At that point, based on geopolitical climate, we might go from indian fighter+indian engine to phoren fighter with indian engines/subsystems used by Indian military!! Not very different from su30-MKI+indian engines

Over the next few days, the Ministry of Defence is expected to receive the Letter of Acceptance (LoA) from the Biden administration for the delivery of 31 MQ-9B Sea Guardian drones to India.

It is just not the price tag of USD3B alone. It is in the interests of the US too to sell these to India to keep a watch on IOR for Chinese maritime activities which are increasing by the day. The Gaza-inspired activities in the Arabian Sea as well by the Iranians, the Houthis and the opportunistic Somali pirates are wreaking a havoc. Both P8-I and MQ-9B are operated from INS Rajali where extensive infrastructure including simulators have been setup for MQ-9B and they feed into the Indian Fusion Centre at Gurugram for Maritime Domain Awareness, where a US liaison officer is posted as well.
