Is he not a foreign citizen? If yes, I don't think he can be placed into LS or RS. Mauni Baba (MMS) was parachuted into Rajya Sabha via a nomination from Assam, but he was an Indian citizen.

Why should the centre fund their freebies schemes, and if such a unwise precedent is set, then the floodgates will open, and every state will clamour for such funding from the centre and spend competitively in trying to bribe their vote banks, and have no money left for the governance of the state and the upkeep of infrastructure and social sector support processes.
This will directly affect incoming FDI and foreign investments and result in a brazil/venezuela like situation where every one gets screwed just because of some few incompetent politico jokers and their greedy cote banks

From what I understand from real local sources (Mannine magas). INC is trying all possible means including starting projects at Panchayath levels to siphon of funds. That could be even projects for which central govt may give aid (like Swach Bharath etc.). this govt will not fall for such tricks.
mumtaz bano has had even her MNREGA funds stopped by the centre because of irregularities in spending and more importantly, in accounting and auditing of the earlier disbursed funds and rendering the true and factual expenditure details to the centre.
Any way, the funds will always be disbursed in stages, with each stage requiring the fulfilment of set criteria to enable the next tranche to be disbursed.
It this is not done, there will be no "next" tranche going to the defaulting state.....
In the case of bengal and kerala, the audited expenditure reports are not being sent hence the centre is not releasing the next tranche of funds. These states are insisting that these expenditure reports are not necessary but the law says that they are and all other states are submitting such reports well within the required time frames
It is not surprising that it is mostly those states with a commie/woke/jihadi ideology that are causing these problems. All other states are in full compliance of these regulations
If any state defaults on repayment of loans taken etc, it can adversely affect India's sovereign credit ratings on a global stage, which Fitch currently affirms India at 'BBB-'; Outlook Stable
as soon as the election dates are announced, no funds can be transferred or no new schemes can be announced.

My guess on 'big decisions' is that they will relate to internal policies (i.e. not UNSC or external affairs). Maybe the constitution....
I have only one: reform judiciary such that cases that the common man faces gets resolved in a timely manner (weeks/months) and not years and decades. A court system that can deliver verdicts in a timely manner will change the nation in many ways (corruption, internal security, economy, GDP, you name it).

In Modiji 3.0 I would like to see the following:
1. Complete revamp of Judiciary system with computer automation for routine cases, Gen AI for judgement assistance, reduction in justices/officials/clerks etc. All rulings are final no appeals - 3 or 5 panel judges rule and it is final. All existing laws are fine tuned based on feedback from judiciary for ambiguous laws passed by politicos.
2. Complete revamp of IAS/IPS/IFS. These single exam pass wonder candidates don't cut it, we need experts in each domain who can deliver 10x or more results. Full automation, computerization, BPM workflows, etc to manage the admin chores. You submit a complaint/issue, it is tracked and decision is made in BPM flow in time monitored sequence.
3. We need modern infra in 6+ lakh villages. spend a few crores on each village and have basic roads, solar power, water storage, health care center, schools, etc. So the villagers get modern amenities and they enjoy village life. The investment could be 40-80 lakh crores spread over a period of 4-5 yrs.
4. Complete revamp of railways, tracks, all stations, signaling, trains.
5. Concerted effort in producing local Commercial aircrafts (you can pair up with other nations) to compete with Boeing/Airbus. Engines/airframes, the works.

2. Substantial increase in police force and SRP forces in terms of manpower, infrastructure and equipment to control any internal situation pan India.
3. Free temples from government control, and have Devotees Manage. Call religious institutions including temples, masks and churches must file tax returns even if they are considered not for profit organizations.
4. Must focus on PPP of rupee as it will be extremely impossible to employ 1 billion people. In order to balance home finance, family life and society, must create situations where a single owner in the house is able to provide for a comfortable living.
5. Implementing the judicial reform that were just passed S3 new laws to the fullest and as soon as possible.

Our biggest constraint as an economy in growing faster (i.e. > 8-9% p.a.) is actually the Current Account Deficit (CAD). So my wishlist for Modi III would be the following:
1. Massive hydrocarbons discovery program so that the imports of petroleum and petroleum products is minimized/ massive expansion of refinery capacity so that the CAD turns positive on this score
2. Our manufacturing still remains uncompetitive and we are still miniscule in the GVCs (global value chains), and the PLI is just a time bound crutch. Modi III should focus on correcting for the factor inputs which still remain out of whack – land, labour and power. So labour reforms (complete removal of any restrictions on hire and fire as they lead to perverse incentives and reduction in labour intensity of manufacturing), dedicated land banks for industry, and reduction in power charges for commercial and industrial establishments. He will certainly have the political capital to undertake these reforms in his third term
3. As people have already mentioned, judicial reforms and massive increase in judicial capacity. I would love for an All India Judicial Service to be instituted but likely states will not agree
4. Correcting the Constitution to formalize the local government tier, so that they are subject to regulator elections by the Election Commission, and that they can have direct resources share from GST collections in their areas
5. Focus on soft infrastructure in our habitats- after Swachch Bharat and Har Ghar Jal, we should have walkable cities and villages.. so clean, properly lit streets and footpaths, green spaces
6. Free our temples
7. And last, a contiguous track of forests across all of India… wildlife should have a green corridor all the way from Eravikulam to Kashmir

as i have argued before the government has the monopoly on violence, and the hindus put their troth in the government to exercise this right periodically in the path to justice, that system has clearly not worked, and it will not work in the future either with no party willing to setup a sustainable system, the solution as always is to negotiate with the government its assumed right to the aforementioned monopoly on the ground, this monopoly has to be diluted in certain areas, the system is not willing / able to provide security, the people must look to themselves for succor, there are many books/manuals available on the net on such armaments
president's rule - it will not matter if parties win 10k seats annually, if they are hesitant to exercise its power, the law and order in wb has been in news for much time, peaks during elections, even local panchayat ones, bombs, infiltrators, now loss of basic l&o, what is the point of the governor if he is only deployed to play pocket billiards all day long? why has the president not taken cognisance of this matter? the mylords could have uttered a verse here or there, but the above two constitutional posts are there to ensure that lawlessness is not the order of the day in territories of the country; the government is not held accountable by the governor/president system, the elite in kolkatta have selective blindness, the centre and the home ministry are focused on masterstrokes, instead of normal ones that have provisions in the constitution of india, the howling, leering masses will take and take further in these blind spaces where the dhitrasthras of power govern

Found indulging in ‘illegal activities inimical’ to the interests of India: Centre tells Delhi HC on Swain’s OCI cancellation
The Centre through the Ministry of Home Affairs in its response has said that it sought a report from security agencies and the Ministry of External Affairs in the matter.
The Centre has told the Delhi High Court that it cancelled Sweden-based professor Ashok Swain’s Overseas Citizen of India (OCI) registration after it was “satisfied” that he had been found indulging in “illegal activities inimical” to the interests of the sovereignty, integrity, and security of India.
The submission has been made in Centre’s response to Swain’s plea challenging a July 30, 2023, order of the Indian Embassy to Sweden and Latvia which cancelled his OCI registration.
