a. Appoint a commission to rewrite the Constitution or better still no constitution like the UK - their laws on the book are the constitution.
b. As part of judiciary implement Panchayat system of Bharat. This would allow for justice at the lower level without the need for honorable judge and cunning lawyers. Most routine cases are disposed of by AI system and judgement written using Generative AI.
c. institute minimum standards i) for city/town/village roads and infra and municipal service ii) water and electricity availability 24x7 no disruption, constant voltage, constant purity for water iii) modern complaint system with service tickets issued and time limit for resolution as an interface for consumers iv) sewage, recycling and other civic functions - minimum standards.
d. for IAS/IPS and other Govt service full IT implementation using BPM and other modern systems. Politicos have dashboards, reports and other details at finger tips, no one needs to ask "What is status of X project", tis available instantly. Those lagging behind have a name/dept/group that is directly culpable for delays.
e. national certification for many things e.g. food sold to public, packaged goods and other consumer stuff. Automotive / scooters / vehicles - the manufacturer is directly responsible for disposing/recycling their products which will make them rethink their products.

1. Buy ATAGs, Pralay & Prithvi missiles, LUHs, increase MkIA (make it into MK1B tranch orders), arty shells, and other indigenous defense products in massive numbers as to generate scale of economy and able to compete with China in terms of wartime production so China does not beat us in industrial production during times of war.
2. Go all in on the Kaveri engine program and free us from the tyranny of American version of the damasocle sword of sanctions over India's head
3. Start a national priority program where the Indian semiconductor industry can catch up with the rest of the world and produce critical computer chips for its defense weapons and critical systems without having to rely on anyone else in the world.
4. Build 100 nuclear reactors and start a massive uranium mining program to produce enough uranium to power India's nuclear reactors for at least 100 years.
5. Build enough wind and solar power plants linked with GWH battery farms or at least 1GWH capacity energy storage facilities to massively offset the energy import balance and make our current account positive and increase our trade surplus
6. Go on a massive hospital/medical facilities building spree combined with increased medical schools to increase the medical coverage for nearly all of India's population.

#5 National mission on becoming energy independent - no more oil mafia dictating our economy. Focus on EVMs, Thorium based Nuclear energy, Streamline coal production and locally produced Solar/Wind/Tidal/Waste Energy solutions
#6 National mission on water conservation, distribution and flood water management. We should stop the cycle of floods during monsoons and draught during summer.
#7 Uniform Civil Code
#8 Bring back the farm reform and implement strict punishment on anti-nationals who want to thwart it for their own personal political gains.
#9 Reform our defense procurement process that puts more emphasis on buying, piloting and handholding indigenous products. Eliminate long running testing cycles for desi products. More private sector participation and elimination of corruption and waste.
#10 Education reform - remove the old curriculum standards that produces clerks. Improve the standards for teacher training/retraining, include Dharmik values and yoga into our education system. I want to add a few more things which would provide bang for the buck and establish Bharat direction:
1. create institutes for reclaiming the Indian narrative on Bharat's ancient knowledge base. This includes the Vedas, Bharat Math/Science, Bharat Medicine (much of it destroyed during invasions). Requires deep research/original works. India is the final authority on the matter. (Reminds me of Rajiv Malhotra who found out from Witzel (yes that bloke) a Dutch book on botany which was verbatim copy of the one from Kerala, India!).
2. certification and standards bodies for all consumer products. This would make sure that minimum standards are adhered and certification provides "peace of mind" for the consumer.
3. start tradesmen courses in many areas and provide certificates. Many tradesman jobs are specialized and having institutes that provide ongoing training and apprenticeships for the plethora of jobs make economic sense. ITI is there but needs to be enhanced big time.
4. for all temples of antiquity a perimeter around say 1000+ m is established similar to the one in Odisha Jagannath temple. Too much encroachment and rubbish near temples.

2. National ID system for electronic or any transaction - foundations already in place with Aadhar based KYC
2a) utilize this more thoroughly - marriage registration (eliminating fake names/religions/education), land registration, school registration, etc.
2b) allow utilization for commercial / online ids - replacing Google/Microsoft/other Identity Providers.
3. BharatOS
a) start with all Govt computers and mobiles phones as mandatory.
b) then encourage other usage by independent users
c) then start actively discouraging / putting certification burden on other OSs (Windows/Android/Mac)
4. Official email:
a) start with each person having one aadhar linked to one mobile and one Bhartiya email.
5. Cloud storage
a) started nascent steps with document storage - medical records, student education certificates - need to expand more.
This steps are required to eliminate the monopoly of BigTech and their data mining or future misuse.

This can be expanded across generations, if parents have availed of reservation benefit - progeny will come under "already benefited" category.

The biggest improvement we need to make is in the quality of life of the average person
1. Clean Air to breathe - Air pollution levels are alarming and have been for long, We desperately need to do better as this is harming and killing millions of Indians each year
2. Clean streets to walk, Even dirt poor countries in Africa and Central America have general cleanliness standards 100x ours. Now most of this is due to how the people treat their land but rule enforcement can be improved. Our own folk do a 180 and start being conscious after moving to US, UK because they know they will be fined heavily.
And if Indore's municipal Corp and citizens can do it then why can't every other city?
3. Safer food to eat and drink. We need to improve our food and drink safety standards significantly, I'm not saying go full EU and throw down a billion regulations but it is important to have certain standards.
4 Safer roads to drive and walk. One of the biggest reasons of people dying young in this country are road accidents, Our roads have always been a little lawless however it has reached a crazy new level. In several places speeds are unchecked, there is no real "license testing" and enforcement of helmet, belt laws are non existent.
These all sound very basic but if only once we improve on these can one say that being an average Indian living in India is just as good as the average American or European no matter the overall GDP

I wish these were from 1.0 itself, but nevertheless.
1. Incentivize private industry (through tax policy) for select manufacturing and especially IP related ventures.
2. Provide local administration jurisdictional, financial, law and order and judicial powers to third tier of governance, through an amendment of article 93/94, including implementing a federalized structure for courts with local accountability
3. An empowered commission to remove bottlenecks for seamless business transactions in logistics, exports, business setup, inter-state commerce and payments, including disputes between government bodies and reduce the burden on courts.
4. Labor laws to streamline multiple codes and more importantly allow business to grow or retrench without encumbrances on business decisions and a focus on "workers" rights to fair treatment (while employed).
5. Separation of powers act to separate the executive and legislature and federalize the courts. Provide for an electable President, Governor, Mayor, etc to drive better accountability and authority. Restore the sanctity of article 124 as regards appointment and restrict the supreme court to be a constitutional court as envisaged.
6. Bar ALL Governments at all levels not to be in the business of business except for control of prices of essential commodities and services, controlled in a decentralized manner. Disinvest ALL controlled units within 5 years, including banks.
7. Implement electoral reforms for local elections to be held every 2 years, state elections every 4 years and national elections every 6 years. Allow for Rajya Sabha to be an indirect elected body of non-politicians only. Bar the holding of wealth at a certain level for ANY elected office as a pre-condition to running for office.
8. Amend articles 25-30, with the objective to eliminate "special" privileges, promote equality and plurality and provide a Dharmic evolution to society. Enforce the equality provisions at local levels.
9. Reform the powers of the state to NOT be able to confiscate property or face detention without due process, in a court of law. Provide for safety of capital accumulation in private hands and the use of this capital for public good in private trust.
10. Work on a common market and defense framework for SAARC.
I can go on and on but the above is the "transformative" agenda to see India and Indians reach their maximum potential and rightful place.

India needs a lot of effective politicians and administrators, not just in the centre but also in all of the states.
Good leadership is also a scarce resource.
Is is worthwhile to have a thread to accumulate the names, not just of the well-known stars, but others that have shown huge potential? In running government, and significant institutions? In states and in the centre? In order to assess the talent pool?

If we’re dreaming freely here goes:
1. Scrap all restrictions on all industry except for basic 5-taxation, standardization, occupational safety, labour dues (EPF), environment. Make them uniformly applicable rather than any lower bound (which only encourages fragmentation). And except for environment, make them civil infractions rather than criminal
2. Extend Agniveer program to CAPFs as well
3. Extend Agniveer officers direct entry into All India Services at the batch equivalent level (for ranks pls see below proposal)
4. Get states to start their own Agniveer program for their police forces
5. Scrap Waqf Act
6. Implement NRC
IF we’re more ambitious, then these below involve amending the constitution
1. Make it unconstitutional for any state government to control temples especially their collections
2. Make it mandatory for each state government to implement three language formula- local language (school can decide), Sanskrit, and English from Class IV onwards. The curriculum taught in schools should be state specific but should have a minimum common curriculum nationwide
3. Create an All India Judicial Services to massively expand and ensure independence of judiciary………. It’s right now in the hands of the states and not really their priority
4. Given constitutional recognition to local self-government and direct right to GST collection in their territory (ideally, 30% should go directly to the local municipality/ panchayat- that will also spark a virtuous cycle of local civic improvement efforts)
7. Get the states to create a municipal cadre with direct entry to all Agniveer ranks after undergoing the appropriate training.. so the municipal cadre should ideally be populated by ex-Agniveers to ensure proper human capability

24. Most important to me, take over all tier-A and tier-B cities and make them under direct control of central govt for infra and taxes. I recently did a 10 day trip to South TN and was appalled that the quality of infra is so run down. I saw comparable Sri Lankan cities better than the Indian ones in terms of cleanliness and basic amenities. State Govts use cities to milk money with 80-90% corruption for infra deals and it shows. Crawling traffic, lack of basic hygiene and snarl-inducing enforcement of weak discipline. All new planned cities to be run on similar lines of central control.#21. Hindu protection law.
(Aim is to protect Hinduism from adverse demographic changes, crimes, conversion, divisive caste based politics etc.)
#22. Compulsory economic literacy for common man.
#23. Compulsory comprehensive education for common man on spiritual, religious and human nature so as to discourage religious fanaticism.
(For eg, birth based caste practice was non existent in ancient Hinduism, earlier Christians believed in reincarnation, Near Death Experiences proves personal morality matters in the quality of next life, hypnotic regression uncovers past life, modern science theory matches Hindu teachings on the nature of reality, etc..)

A question in this wish list:
Do you think there is a slim(however slim that maybe) of changing our electoral system to a Presidential Election.
At least this campaign was a quasi-presidential type and some were noises of presidential type debates etc.
Is this what Pappu is worried about??
Regardless of the peaceful population rise majoritarian opinion will prevail??

I think the highest priority should be to get a way to streamline the elections into one or two events. This plus fixing our judiciary and civil service ecosystem should be good enough. Our cabinet acting as the executive branch of government is good.
