^^ the issue is that PM Modi ji and BJP selectively implement progress, and many believe that Gujarat is the beneficiary of largesse from the Center.

There are many things that have to be replicated nation wide. Things like biogas, solar, river cleaning, finding gas & oil resources and much more. The center has to push these goals. For example they can have 1 GW per state per year in solar energy and finance with soft loans low interest rate. Biogas is another and connect this generation into piped gas supply. Urban reforms are pending, most cities do not have proper garbage collection, recycling, disposal. Sewage treatment is another. Delhi for example does not treat sewage effluents but releases them right into Yamuna river. Ganga is another issue with many states. Electricity supply is another wherein there are frequent cuts instead we need 24x7x365 steady supply. All of these are to be uniformly implemented across India. Road signage is another joke in India and safety norms are overlooked.

Biggest stumbling blocks are the babucracy reform and judiciary reform, both blocking true progress for India.
