CDS oversaw Op Sindoor. New term to be familiar with - MDO multi domain operations. DMA - operational preparedness is another. AI is back in conversation. Net centric, data centric to intelligence centric warfare. Lots of processing, models, past decisions and so on are being considered to get timely decisions. Drones are back. Defence acquisition is being talked about, the convenient emergency procurement too. Some discussion on Cognitive warfare - perception mgmt and kinetic operations during war. Sub conventional, conventional and nuclear warfare are being talked about.

Operation tiranga - operational joint theatre commands is another topic that Nitin brought about with CDS. There are differences but the resolve is there to get to joint theatre commands.

‘Total accord among chiefs on theaterisation, differences only on its execution’: CDS Gen Anil Chauhan
“There is no difference among the three services on this particular concept. There is total consensus. It is a big thing because, in some manner, the authority of the service chiefs gets diluted. And they are ready to do it for the larger good of the nation. It is an important part, much important than the manifestation aspect,” said Gen Chauhan.
The CDS was speaking during an interaction on the sidelines of the second edition of the ‘Ran Sanvad’ event, a marquee tri-services annual event being held at Bengaluru.


“There are hundreds of connected questions relating to the manifestation, those issues on which there is still some kind of difference. But I think these issues can be resolved when we are implementing this concept.

“When we set up theater commands, we would be looking at joint headquarters which will subsume tasks like operations, intelligence, logistics, etc. The work of intelligence will also get changed and redistributed. There will be some dilution in military intelligence, air intelligence or naval intelligence; they will all contribute centrally to an organisation. So, we will converge a lot of capabilities and centralise them,” Gen Chauhan added.

The prevalent regional or geographical commands will also be reorganised under the theater commands in matters of operations but in matters relating to raising, training and sustenance, they will be looked after by the service chiefs, he pointed out.

Envisaged as a process to transform the Indian military into a modern force capable of pursuing India’s national interest across multiple domains including traditional and emerging one, ‘theaterisation’ is premised on laying a strong foundation of jointness and integration at all levels among the three services.

The office of the CDS was created on September 30, 2022, with the core mandate of theaterisation, promoting jointness and integration of the Indian military.

With theaterisation, a single commander in a designated zone will command all the assets and resources of all forces be it from the Army, the Navy or the Air Force stationed in that zone.

‘Theaterisation’ aims to create two parallel and complementary streams for ‘force application’ and ‘force generation’.

The ‘force application’ component will become the responsibility of the theater commander, whereas the service chiefs, in their transformed role will be responsible for what is colloquially called the ‘Raise, Train and Sustain’ (RTS) function.

This system would be much similar to the military system devised in the US in 1986 after the concept of ‘warfighting commanders’ being responsible for conduct of operations whereas service chiefs were removed from the operational responsibility with the top focus being on RST functions.

Army generals will report to an IAF Air Marshal (three star officer) and will have service seniority over the Army General.

Army generals will report to an IAF Air Marshal (three star officer) and will have service seniority over the Army General.
The Theater Commanders and the newly created VCDS position will be 4 Star officers. This has been reported in the news.

Theatre command and its dynamics
Kargil – 1999, was the first major conflict the Indian Armed Forces fought since the victory of 1971, when Bangladesh was liberated. 1971 was an unquestionably overwhelming victory. However, the euphoria of victory often disallows the right lessons to be learnt. It was in Kargil, a relentless bloody contest to regain ground across snow clad mountains, inch by inch, that the Indian forces learnt a lot more. Amongst the seminal recommendations of the Kargil Review Committee report are its flagging the necessity of jointness and integration of the three services – Army, Navy, and Air Force.

Put together, the Indian armed forces have a total of 17 Commands. Seven each are of the Army and the Air Force and the balance three – Navy. Post the Kargil experience only two joint commands have been raised. These include the Andaman Nicobar Command raised in 2001, and the Strategic Forces Command raised in 2003, that has a very different function. Our nuclear assets are under this command.

The Indian government took a substantive step to energise theaterisation of our forces by the appointment of Gen Bipin Rawat as the first Chief of Defence Staff (CDS) in January 2020. Along with appointment of the CDS, the government also carved out a Department of Military Affairs (DMA). The CDS was to be supported by the Integrated Defence Staff. One of the major tasks of the CDS was jointness and integration of the services, which boils down to the creation of integrated theatre commands and function specific joint commands.

When viewed objectively, the six years that Gen Bipin Rawat and the current incumbent Gen Anil Chauhan have together been at the helm, is barely adequate to put in place a structure that will achieve the objectives of maximising capability, optimising force application and economising to get the best bang for the buck. Further, the three services have not necessarily been on the same page always. The Air Force has often offered options in variance with its sister services.

By 2025, the DMA had been able to finalise the structures of certain organisations and doctrines that would be essential to go ahead with theaterisation. These include formulation of the joint doctrines for Cyber Space operations and Amphibious operations. Other doctrines on employment of Special Forces, Airborne and Heliborne operations, Integrated Logistics, Military Space Operations and Multi Domain operations are being drafted.

The Defence Space Agency, Defence Cyber Agency and Armed Forces Special Operations Division have been created. However, the theatre commands are yet to take shape.

The fundamental conceptual premise of the Theatre Command model is the separation of force generation and force application. Force generation, to include the aspects of raise, train and sustain would remain the responsibility of respective chiefs of the three services. Theatre Commanders will be responsible for all operational aspects and report to the CDS, directly. Among the theatre commands, the Maritime Command will be led by a Naval officer, while the Northern and Southern Command will have either an Army or Air Force officer in the lead. A post of VCDS will be created and take on certain functions of the CDS like procurement, capability development, and a few other aspects to leave the CDS free to attend to operational issues. Theatre commanders and the VCDS will also hold four-star ranks.

Regarding the architecture of theatre commands, quite a few models have been considered. Apparently, there would be two integrated theatre commands along our land borders; one each spanning the length of our borders with China, and Pakistan. There will be a Maritime command covering the entire coastline. In addition, there would be joint commands to manage certain major functions like logistics, training and Information Warfare.

Lucknow and Jaipur could be the locations for the Northern and Western Commands, while the Maritime Command is likely to be at Thiruvananthapuram.

One of the reasons for delay in implementation has been a lack of congruence between the three services, with the Air Force not quite aligned in favour of integration. There is a certain logic to the Air Force’s stance, of course. With the IAF’s huge deficiencies in squadron strength and the possibility of further depletion before the slide can be reversed, the IAF will prefer to employ its resources centrally. However, in the recently concluded Ran Samwad seminar in Bengaluru, the CDS, while acknowledging the fact of some differences still existing, informed that discussions on the issues have concluded and he would be forwarding his report to the government within a week, or so. The Cabinet Committee for Security, Chaired by the Prime Minister, will need to review the recommendations of the CDS and approve these for implementation.

If we have to optimise application of our forces in a battlefield environment transiting from being network-centric to data-centric to intelligentized warfare,

we need seamless integration of our forces. To be able to fight in multi-domain operations, capabilities have to be merged to achieve decision superiority. Not only is a transition to Theatre Command concept mandatory, but with technologies progressing, the requirement to restructure the armed forces needs to be continuously assessed.

Who will control India’s nuclear weapons after military theaterisation?
With the recent culmination of Operation Tiranga or the process of closed door deliberation between the Chief of Defence Services (CDS) and the three chiefs of the Army, Navy and the Air Force, it is now left to the political leadership to take forward the historic transformation of India’s military.

Headed by the CDS, Operation Tiranga entailed the hectic discussions among the top military brass to propose and execute the plan to transform India’s 17 geographically-based command structure to three to four theater commands.

But going forward, there is still no clear cut status of the Strategic Forces Command (SFC). This begs the question as to who will exercise control over the nuclear weapons and the sensitive responsibility of their handling, storage and upkeep after India’s military is transformed into theater commands.

While there is no opposition to the concept of theaterisation, certain discord prevails over the process of implementation and execution.

Reports say the theaterisation plan proposed to the political leadership has suggested three theater commands—a Pakistan-focused Western Theatre (headed by an Air Force officer), a China-focused Northern Theatre (headed by an Army officer) and a Maritime Theatre (headed by a Navy officer).

After being set up in 2003, five years after testing a nuclear device in Rajasthan’s Pokhran in 1998, the SFC has evolved into a large organisation. The SFC is not a separate ‘service’ but a joint strategic command.

Currently, the SFC is placed under the Prime Minister-headed National Command Authority and commanded by a commander-in-chief level officer who is equivalent to vice chiefs of services in protocol.

Although making the SFC into a theater command is a definite option in order to maintain parity within the new framework and to enhance India’s strategic relevance, what other nuclear nations follow make for an interesting study and may point at a direction that the government may choose to follow.

When China underwent its transformational reforms in 2015 which included creating theatres, the nuclear forces were upgraded to the level of a service like the PLA Army, Navy and the Air Force and renamed as PLARF (People’s Liberation Army Rocket Force) thereby enhancing the nuclear deterrence.

In the US, STRATCOM or Strategic Command is responsible for the nuclear forces that is headed by a four-star General.

Similarly, in Pakistan, post Operation Sindoor, a national strategic commander under a four-star Army General has been created which would take control of Pakistan’s emerging nuclear triad.

So it is entirely possible that India’s SFC can be upgraded to a service level organisation.

India’s nuclear arsenal, and how much of the stockpile has been mated with delivery systems that include a wide range of air-based, water-based and land-based delivery platforms is a closely guarded secret.

The strategic delivery platforms includes the Agni and the Prithvi series of missiles of varying ranges. Although nuclear-capable, the Brahmos is seen as a conventional missile. The strategic submarines include INS Arihant, INS Arighat and INS Aridhaman while most fighter aircraft from the air fleet can deliver the nuclear payloads.
