The much vaunted WTO structure itself will see increasing strain and perhaps reformation away from the old 'globalized free trade' ideal in the coming yrs.

The Indi-chini trade is hajaar unbalanced, like Indo-BD trade.

Despite our efforts, the deficits continue to widen, our exports consistmainly of precious raw material that we should have instead processed in our own country in a POSCO or Gopalpur or Arcelor Mittal plant. Our imports OTOH are finished goods including high end turnkey type projects such as for power equipemt and large infra construction.

What a shame! Do whatever you have to, cook up records if necessary but move away from a close trade relationship with prc. Its pure poison as the khanate now discovers, to one's own industry, employment and other good middle class stuff.

Let prc sell to its cronies tsp, nepal, noko and the like if it soooo wants mkts.

All those folks dont have real money

If my premise is right then PRC for first time since its founding will have acted in its own interests and not the West's. As Kamraj always said Parklaam! Lets see.

Hari do you have my e-mail?

Anyway an anecdote. In 1987 talked to a tapered roller bearing seller in Patnam. He said PRC import was Rs 500 with life of 800 hrs. The Timken bearing was Rs 4000 with life of 2000 hrs. The Tata licensed version was Rs 1500 with life of 1000hrs. So its better for the consumer to get the Chinese made one.

We sell them raw materials in return for met coke which is a critical input for our steel industry. If the Aussies play ball the situation might change.

The Vultures in the PRC are scared of only two things:

1. The Dalai lama's presence

2. Indian industry's persuasiveness both in India and elsewhere.

More than what MMS and When discuss, it is the discussions going on between PRC vultures and Indian industry that are important.

The naval buildup we are embarking upon has nothing to do with Pannikar or the sudden remembrance of Mahan. It has to do with both push and pull factors for Indian industry. The push comes from China and the worldwide competition to secure resources. The pull comes from the profits to be made from making submarines and aircraft carriers, a nice percentage of which will probably be nuke propelled in the future.

The Chinese vultures on their part are dangling a few carrots in front of Indian industry as well. These are chiefly in the power sector where they are offering equipment at very alluring prices. Naturally international majors entering India in JV's with domestic producers are not very happy.

China's 'new front' on Indo-Nepal border
BAHRAICH: The Chinese clamour over Arunachal Pradesh has raised many eyebrows in India. Even as the meeting between Prime Minister Manmohan Singh and Chinese Premier Wen Jiabao in Thailand on Saturday was being looked at as an effort to cool down the tension between the neighbouring countries, the Dragon nation has opened another anti-India front. This time in Nepal.

Silently but speedily China is spreading its wings in the erstwhile Hindu kingdom, mainly to unleash anti-India propaganda. Besides acquiring some major construction projects in Nepal, the Chinese are also making their presence felt by opening language centres in Nepali cities on the Indo-Nepal border. These centres are teaching Chinese language. But, what raises suspicions on Chinese intentions is the fact that these centres are open only for Nepali citizens. { with a risk of sounding paranoid , there might be a sleeper cell angle to this i.e. for intelligence gathering , currency ,arms and drug trafficking }

The surge in Chinese activities in the neighbour country is a matter of concern for India which is already fighting terrorism being pushed into the country from Pakistan. It’s a known fact that China often uses Nepal as a buffer state against India. After the Indo-China war of 1962, the Dragon country has made constant efforts to increase its influence in Nepal. Though it did not succeed much till Nepal was under the rule of monarchy, the fall of monarchy and growing Maoist grip over Nepal has given a fillip to Chinese plans.

A clear indicator of this is the construction of Sikta barrage in Agaiya village of Banke district (Nepal). Its construction was delayed for almost three decades owing to Indian protest. But, once Maoists held sway over the Nepali government, the construction was given a go-ahead in 2006. Moreover, the contract for the project was given to Chinese firm — Sinehydro. In fact, a team of 40 Chinese engineers is engaged in the construction of the Sikta barrage in Agaiya district of Nepal. The district touches the Indian district of Shravasti. The distance from Indian border to the barrage is barely 14 kilometres. The possibility of Chinese infiltration in important zones of war on Indian border areas due to the presence of Chinese engineers cannot be ruled out.

Also, after the completion of the barrage the flow of river Rapti towards India will be diverted towards Nepal which will create acute water shortage in Indian area. Efforts have also been started to divert the flow of rivers flowing towards Indian area from Parchu lake located in Chinese area adjoining the state which may lead to floods in the borders districts of India during monsoon.

Not only this, if the and Sikta barrage ever breaks down due to technical reasons it will severely impact the security arrangements made on the India border. China, thus, seems to be working on these two projects under well-planned policy to tease India.

Similarly, China has established the office of ‘Maitri Sangh’ in Nepal adjoining Indian border territory.Meanwhile, a 10-member team comprising five Chinese and five Tibetan national recently visited Nepalganj headquarters of Banke district (Nepal). The team toured the Indo-Nepal border and secretly clicked photographs of the Rupaidiha main gate located on Indo-Nepal border.

The Indian intelligence agencies, however, learnt about this when the team had already left for Kathmandu.

Assistant army Nayak Devendra of Shashtra Seema Bal (SSB), when contacted, told TOI that he will report the incident to his senior officers.

well they are offering some supercritical technology on the thermal side. However they need to give more.

The Chinese on the other hand need to do a bit of quality control. especially for turbines.

Article from the yellow daily [ Global times ]
The fifth stand-alone meeting of foreign ministers of India, Russia and China in Bangalore takes place Tuesday – two days after India's prime minister called the Dalai Lama an "honored guest."
Besides discussing ways to expand cooperation in regional and international issues such as the global financial crisis, terrorism and UN reforms, the daylong meeting also includes bilateral talks between Indian External Affairs Minister SM Krishna and his Chinese counterpart, Yang Jiechi.
Though Chinese Premier Wen Jiabao and Indian Prime Minister Manmohan Singh had a "frank and constructive" discussion Sunday over the long-running border dispute and agreed at the ASEAN summit in Thailand to maintain peace and tranquility at the border, problems still remain.
After the meeting with Wen, Singh told reporters, "I explained to Premier Wen that the Dalai Lama is our honored guest and he is a religious leader. ... (But) we do not allow Tibetan refugees to indulge in political activities, and proof of that is that we took resolute action against some Tibetans during the Olympics (torch relay) last year following reports that some refugees might create problems."
Beijing has voiced its annoyance with New Delhi over a recent visit by Singh to southern Tibet (which India calls Arunachal Pradesh) and to a proposed November 8 visit to the territory by the exiled Dalai Lama.
In Friday night's appeal by the Chinese embassy in Delhi asking the ministry to prevent the Dalai Lama's arrival, Krishna told the Hindu newspaper that the countries had "become mature global players. We have to realize the responsibility cast upon us. We have to tread very cautiously."
Some Indian analysts have gone as far as saying that by allowing the Dalai Lama to visit southern Tibet, India is actually reclaiming sovereignty over the land.
An article titled "This is unnecessary provocation" published by The Times of India, on the other hand, pointed out that the only viable solution now for the Sino-Indian territory disputes is to freeze the status quo.
Many other problems facing New Delhi need to be solved, such as the radical left becoming increasingly active, and conflict with Pakistan and Bangladesh. In that regard, provoking Beijing is in no way constructive, the article said.
Ties between India and China have improved vastly since a brief border war in the region in the 1960s, but they remain divided over territorial claims that contributed to the conflict. In recent years, the two sides have held 13 rounds of talks on settling their border dispute but have made little progress.
"Becoming a major world power is the goal pursued by several generations of Indian politicians. No matter which party comes to power, the government sets 'world power' among India's strategic objectives," said Lin Fengjun, a professor of international relations from Peking University.
India's responde on CNN -IBN
Itanagar: Despite objections from China, New Delhi has cleared Tibetan spiritual leader Dalai Lama's week-long visit to Arunachal Pradesh, which will take him to the 300-year-old Tawang monastery among other places, from November 8.

Showing a copy of the External Affairs Ministry's letter to reporters, the chairperson of the state level reception committee, T G Rinpoche, said on Monday that the ministry had cleared the visit on October 19 and it was conveyed the next day.

However, Rinpoche explained, the files containing the ministry's clearance were not handed over to Chief Minister Dorjee Khandu because of the model code of conduct in force for the Assembly elections.

Also, letters signed by director of the External Affairs Ministry, Monica Jain, directing for adequate security arrangement were sent to the chief secretaries of West Bengal, Assam, Arunachal Pradesh and Himachal Pradesh, he said.

Khandu had told the media on Sunday that the state had not received the clearance of the External Affairs Ministry, though the deputy commissioner of Tawang had received a communication in this regard from Dharamsala.

Rinpoche welcomed all, including devotees, interested to attend the Dalai Lama's discourses at Tawang from November 9 to 11, at Dirang on November 12, Bomdial on November 13 and Itanagar on November 14.

The Dalai Lama will leave from Dharamshala for Japan on October 29 and arrive in Guwahati on November eight via Kolkata. He will leave for Tawang via a helicopter.

The state level committee and local committees are making arrangements for issue of inner-line permits for people coming from elsewhere in India and restricted area permits for foreigners.

The spiritual leader will deliver his discourses from Yidga Choszin Tawang where he will inaugurate a modern hospital for which he had donated Rs 20 lakh.

This will be his fifth visit to the town since he fled Tibet in 1959 to India via the Tawang route. He had visited the place in 1983, 1997 and 2003.

Overall, this will be his sixth visit to the state. During a visit in 2003 he had skipped Tawang and went to the western side, dominated by the Mahayana sect Buddhists, and again to the eastern part inhabited by people belonging to the Theravagda sect.

Meanwhile, Rinpoche, a close aide of the Dalai Lama from Tawang, described the clearnce of the spiritual leader's visit to Arunachal Pradesh as a 'right step'.

''We treat the Dalai Lama as the reincarnation of 'Avaloktaswara', the god of compassion, and even a glimpse of His Holiness purifies the soul which is the goal of every human being.''

''We have been holding mass prayers in the famed Gaden Namgyel Lhaste, commonly known as Tawang monastery, and in every household in the entire Mon region comprising three districts in western Arunachal since last one year for the clearance," Rinpoche, a monk turned politician, said.

Asked if Arunachalees are grateful to the Centre for taking a bold stand in the face of Chinese objection, Rinpoche said, ''If it were any other country, we should have expressed gratefulness.''

Asked why China is objecting to the Dalai Lama's visit to Tawang and other parts of Arunachal, Rinpoche, a former minister and a firebrand Buddhist leader, said China was using it as a bargaining strategy to resolve border disputes.

Rinpoche had led monks of the Tawang monastery to take out a procession violating prohibitory orders to express soliderity with Tibetans across the border during last year's movement at Lhasa.

The Dalai Lama is not the issue at all and the Indian side should be very cautious while dealing with China on the border row as Chinese Presidnet Hu Jintao having worked as chairman of the Tibet Autonomus Region for over a decade has thorough knowldge of the Sino-India border, Rinpoche said.

The yellow and the cirmson-clad monk, who was seen doing the services with the Dalai Lama at a local gompa here during his last visit in 2003, regretted that the Indian side, who are engaged in talks with China for solving the vexed border dispute, does not have any one having thorough knowledge of the border.

He said on one hand China refuses to honour the 1940 Shimla agreement between the British and Tibetan authoritites on McMohan line and on the other claimed 90,000 square kilometres of territory that stretches beyond Arunachal Pradesh to the northern bank of the Brhamaputra in Assam which was once taken over by soldiers of the 33rd King of Tibet Songtsen Gompo.

Once Mongolian soldiers had conquered China. But on the basis of that historical fact, can China be called a part of Mongolia now? Rinpoche asked to drive home his point.
Its time to see what happens after the Obama visit in November. As it goes now, its official that the Dalai Lama is going to visit Tawang. Great going GOI. For once you showed the spine.

Will this have repercussions? Will there be Skrimishes after november? These are the unanswered question.

I don't know how many have noted the choosing of the date of the Dalai's visit to AP/Tawang.The number "8" is considered the most auspicious to the Chinese and that number has not been picked at random!

The cardinal mistake that the arrogant screeching monkeys of the Muddle Kingdom made was to object to the PM's visit to AP.That really "singed the beard" of our Lion of the Punjab and was the ultimate insult to him and India.Mild mannered Dr.Singh had to respond to save his and India's reputation and honour and his fitting statement about the Dalai free to go "anywhere in India" was the perfect riposte.Had the Chinese only howled about the Dalai visiting Tawang,it would've kept the GOI confused and in a quandary,as the focus of the attack would've been only on the "splittist" Dalai.Issuing chit visas to J&K citizens was another major blunder. It indicated that the PRC and the Pakis were hand in glove in the current mischief.

The eyes of the world will be watching with bated breath on the 8th of November what further mischief might come India's way from China as the Dalai makes his visit. To button their lip would be defeat for China and a huge loss of face.I predict much mischief might be unleashed, terror attacks by the Paki benamis or even an attempt on the Dalai's life from China's hired assassins. We could even see at the worst a Chinese "Kargil" in the offing. The GOI now needs to take maximum measures in the few days ahead of the Dalai's visit and prepare for mischief from the dragon. In the short, medium and long term, the Chinese threat to India is only going to increase and urgent defence decision-making cutting through the cobwebs of red tape in the MOD is the priority of our time.If we do not act now, history might repeat itself.

A request to posters:
Please do not address His Holiness the Dalai Lama as "the Dalai", thats what chini posters and propagandists do. If you dont want to use HH, call him "The Dalai Lama." You dont have to subscribe to his stream of Buddhism to call him His Holiness.

Philip saar, do you think that it could lead to such an extreme response as assasinating His Holiness Dalai Lama. I would like to understand the" Kargil" in the offing. Not many would agree to it.

But then again i had seen a news article wich stated that india was snding some regiments and T 72 battle tanks to sikkm finger point area. Why would the army bolster so much of its defences on the china broder so suddenly. Can you please shed some light on this.

Thank you

Hari ji,

I second you on this. Rinpoche couldn't have made a better comment to a stupid question from the reporter.

In fact, a kick up the Reporter's musharaff is in order. Are Arunachalees different from Indians? Why should they be grateful for New Delhi just doing its job?

In fact, I would be happy if Dalai Lama sets up a another centre at Tawang and uses that as his base for half of the year.

The foreign ministers of India and China will aim to defuse tensions further when they meet on Tuesday in Bangalore.

The meeting comes just days after the prime ministers of both countries met in Thailand on the sidelines of the ASEAN meet and stressed on peace and tranquillity on the border.

The one-on-one between the Indian and Chinese foreign ministers will take place after a trilateral meeting with the Russian foreign minister.

A day before the meeting, Foreign Minister S M Krishna said that nothing is off the table, which means that the two sides will take up all issues including Arunachal, visas for Kashmiris, the Dalai Lama's visit to Arunachal and several others over which the two sides have had a heated exchange of words.

Meanwhile, India's Deputy Foreign Minister Shashi Tharoor says there's nothing to worry about the meeting. "I think certainly things seem to be very good, the body language and the language used at the Prime Minister's meeting with his Chinese counterpart, and certainly all the signals before the foreign minister meetings would suggest that there is nothing really to worry about. I always felt in any case that minor irritants in any case have been blown out of proportion in our rather enthusiastic media," Tharoor said.

India essentially realises that Arunachal will continue to be an issue till the border dispute is resolved, as indicated by the PM while briefing the media after his meeting with Wen Jaiabao.

S M Krishna has restated India's position that Tibet is an integral part of China, while the PM told his Chinese counterpart that the Dalai Lama is an honoured guest of India.
Shashi tharoor says indian media is a rather enthusiatic media. Especially comes from a guy who says travelling by economy class is like a travelling in a cattle class.

hmm and the chinese objected to our PM going to arunachal

Tiger ji,

I think Tharoor's comment is in the context of those reports which came out about China attacking India - opening fire and troops crossing into India etc - that we had about a month ago.

It's not about the recent series of reports.

BTW I don't seem to understand you're comment linking up all this with Tharoor's cattle class comment. While it was really stupid on the part of Tharoor to have used that comment, the fact remains that the economy class in airlines is in general colloquially referred to as "cattle class". Tharoor hardly invented the phrase.

Ok I am sorry that I wrote it. Lets just stick to the discussion on the thread. Some inputs on future scenarios after dalai lama's visit would be valuable.

There could be a " Nothing will happen scenario" as well.
If that is the case then why have the belligerant attitude from the chinese foreign ministry.

Roy Saab,

Didn't know Wiki was used only in rarefied circles.
Economy class, (also called coach class, Steerage, standard class, or cattle class), is the lowest class of seating in air travel and rail travel.

Although it can have limited legroom and amenities, it is favoured by many travellers as it offers the cheapest seats.
WiKi Link

I travel cattle class most of the time when I spend money for my air tickets (that is when my company doesn't send me to various places).

I wouldn't take these "nothing will happen" statements nor the ones by the Chinese foreign ministry too seriously. Most of it is public posturing.

What is happening on the ground is more important. And as Philip saab has rightly pointed out it would be interesting to see what happens on and around Nov8 when the Dalai Lama goes to Tamang.

If China does anything funny or tries to do anything before, during or after the Dalai Lama's visit to Tawang, India should make it clear that then the issue will not be AP any longer but Tibet itself. India should recognize that tibet is disputed territory and seek following the 1961 UN resolution on Tibets self determination. If the Chinese know we are doing that, they'll clam up. With that wedge, then India should start negotiating on Kailash and Mansarover. Time India realized that defensive negotiation armed with all the truth in the world does'nt work well with totalitarian regimes. Take the 'disputed territory' crap within Chinese controlled borders. Discuss these peacefully with the Chinese during chai biskoot sessions..but make those territories disputed. India must learn this lesson now.

The paranoia of the PRC has been pointed out by many analysts, surprised by China's extreme measures taken on their anniversary celebrations, where common people were forbidden to look out of their windows,no guests in Beijing's hostelries, etc. It is amazing that as China has grown immeasurably richer economically,it has grown more insecure proportionately.I do not think that Comrade mao would've taken such hilarious measures to ensure a good show for a military parade! In this context, the PRC's paranoia of just one man,HH the Dalai Lama, has made people draw similarities to Mahatama Gandhi's non-violent campaign to free India and Nelson Mandela's struggle to liberate S.Africa.The fragility of the Chinese state and the brittlenes of the Party stands fully exposed.

I met not too long ago a leftist westerner who lived for a time in Mao's China in a Chinese commune. His stories of life in a commune were hilarious, the tentacle like grip of the party is all pervasive, which wastesespecially over little things like the loss of his light bulb, which led to a Clouseau like enquiry into the "theft" of the "foreigner's" bulb by the top party bosses which lasted several weeks. With no result in sight and his room in darkness,in frustration he stole a bulb ! later on his counter-revolutionary ideas were too m,uch for the mandarins and he was deported. This story illustrates the fatal weakness of the state, the inability for open thought and debate and total obedience to the party line.No amount of "pink" Socialism will be able to prevent the ultimate collapse of the Chinese system, due to its inability to handle dissent without force.

HH the Dalai Lama is in great danger from the PRC as he represents Tibet and its people in every sense of the word.He needs no army or party to hold the Tibetan nation in chains and the PRC fears his moral strength and right of cause in demanding Tibetan genuine autonomy or freedom.Should he name his successor,it would send the PRC into paroxysms of rage as it would prolong the Tibetan resistance for another generation.I do not also think that the GOI would not have sent SU-30MKIs and T-72s to defend the frontiers if they did not think that the situ was serious,or that a stern message that India would fight this time round if attacked is being conveyed to the PRC's mandarins.

Philip saab,

What according to you would china possibly do as a counter measure. I work in a German organisation which has a chinese subsidiary. We all know that the one thing that the chinese cannot withstand as per their tradition is a loss of face. Dalai lama going to tawang will be a slap on the face provided by India to China.

My questions about possible reactions from the chinese
1) Will it again be a more belligerant public posturing by the MEA of China?
2) Border Skrimish?
3) China trying to secure Arunachal? [ Looks long shot considering the current economic crisis]

Some pessimistic thinking
India asking HH Dalai Lama to postpone his visit to tawang stating personal grounds... Might happen through the backdoor. Have been through the website of HH Dalai Lama, in his schedules Tawang has not been mentioned as yet.

Tiger..,one possibility is for the PRC to make large scale arrests of Tibetans in Tibet, claiming that they have unearthed "splittist" agents of the DL and a massive propganada campaign against the DL.We might still see the PRC embark upon Gen.Bandicoot's strategy of a "kargil" winter ,with this difference that the PRC can supply and sustain their troops in the region far better than the Pakis were able to do.The PLA might even try and capture some Indian troops in a sneka attack to be held up as "intruders and invaders" for the world's media.

I simply cannot see the PRC taking this major loss of face without resorting to mischief. They will strike at the "splittist,HH the DL and Indian territory which they claim. The only fly in the ointment for them is the fact that Pak is in sh*t street right now, unable to coordinate attacks, unless Pak abandons its offensive against its ungodly species on the pretext of a crisis on the border with India, engineered by the Chinese in Aksai Chin and J&K,which could explain why our J&K nationals have been issued with chit visas.

Nothing will happen as if Chinese loose the shooting match they will further loose face and real instability on domestic front . Attack oh HH Dalai Lama will create huge cry at international level and provide good oppertunity to boycott Chinese products. Holywood world will be happy to spread the world and WEST will have perfect excuse to put restrictions on Chinese export which is destroying local industry. ITs silppery slope for them and they are smart enough to know this as they dont want to become UKesque power but hope to match USA. They gain nothing from conflict at this stage. Let them secure their energy corridor in Indian Ocean and onlee then we might see some action .

Dalai’s Arunachal visit from Nov 8

PTI | Itanagar

Ignoring objections from China, the Union Government has cleared Tibetan spiritual leader Dalai Lama’s week-long visit to Arunachal Pradesh from November 8 that will also take him to the ancient Tawang monastery.

Showing a copy of the External Affairs Ministry’s letter, the chairperson of the State level reception committee TG Rinpoche told reporters on Monday it had cleared the visit on October 19 and the same was communicated to authorities here the next day.

The November visit is the fifth to the State by the Dalai since he fled Tibet in 1959 to India taking the Tawang route. The visit comes in the backdrop of the recent diplomatic bickerings between India and China including over Arunachal Pradesh.

PRC has realised that anything more than rattling sabers will lead to breakout and hence are quite happy with market access. Hence I say nothing more will happen for now. Watch the unravelling in the West.

i have said before, a full scale war is not in China's interest - not in India, not in Taiwan. they are on record as stating that their goal is now primarily economic (i am sure scholars can find it). that does not mean that they will not push the limits... proper cold war style

Back in 1975 when Mao was dying, and the power struggles were swirling Chou En-Lai and Deng spelled out a programme they called the 'four modernisations'. It wasn't officially adopted until 1978-80 when Deng beat both the 'Gang of Four', and after them the less extreme Hua Guofeng and consolidated power.

It placed defence 4th in priority after agriculture, industry and technology. Deng's goal was to make China one of the world's top economies by 2000.

The CPC has more or less maintained Deng's direction ever since, although Deng unlike Chou switched from the growth as a self-sufficient economy, to growth as part of the global economy.

There's no hesitation to use force to hold on to what they already have, but they've relied on a combination of intimidation and diplomacy to make sure what they claim doesn't get too far out of reach.

The CPC is not yet complacent or desperate enough to think it can risk its internal and external position by taking its eyes off growth and fight a war instead.

A Tense Meeting for China and India's Premiers

Check out this Xinhua picture of Chinese Premier Wen Jiabao and Indian Prime Minister Manmohan Singh at their meeting over the weekend. Wen has a wan smile, and Singh can’t even manage that.

IMHO MMS has an honest smile on his face. The pained expression is on Wens face. Whats your take?

Agreed. But what if the CPC knows that it's growth figures are going to plunge drastically. The present stimulus package has resulted in a sort of nationalization of industries in China. 88% of the GDP growth was because of state expenditure. 90 % vehicles sales increase was not consumer buying but the State buying. What if they know the economy might just be collapsing. Maybe a small skirmish on the border might set things right, if not by getting additional land and resources at least by diverting attention.

IMHO India should be very well prepared. My take though is they will play up suppression in Tibet to try and blackmail the Dalai to save face for the Chinese.
