Headley stayed two days in a hotel in Pushkar: NIA
Tracing the footsteps of Headley reaching up to Ajmer, the authorities have carried out quick checks on whether the terror suspect had also visited the Chabad House in the hill station of Manali.

Taking no chances, police in Manali have already strengthened the vigil around the Chabad House in this hilly district.

Superintendent of Police (Kullu) K K Indoria said that the Chabad house has been put under special security net after it was found that Headley had visited the Nariman house in Mumbai and the Chabad house in Pushkar.

The Chabad house in the tourist resort which is a favourite destination of Israeli tourists visiting the country is under a special security cover with hourly patrols.

“We have been giving the Chabad house special attention post the Mumbai terror attacks and we had also received orders to provide special security to the places frequented by Jewish tourists. Our personnel are on high alert,” he said.

Years ago, I had protested about Mahesh Bhatt and his soft corner for Pakistan. But nobody took notice. And see what’s happening now. I want to know why a thorough investigation hasn’t being carried out against the whole Bhatt family? How come no one else in the industry had any connections with US terror suspect David Headley except the Bhatt family? Why do they call Pakistani singers and actors to work in India when we have so much talent here? Both the brothers, Mahesh and Mukesh themselves travel to Delhi and personally get the visas of Pakistani artists made. Why?

Rana visa case gets curiouser
New Delhi, Dec 6 (PTI) The curious case of the Indian Consulate in Chicago issuing visa to Pakistani-Canadian Tahawwur Rana, arrested by the FBI for allegedly plotting terror attacks in India, appears to be getting curiouser.

Both Rana and his wife Samraz Rana had been issued multi-entry visas by the Consulate with the visa stamp clearly stating that this had been issued in the "discretion of the CG" (Consul General).

David Headley, born to a Pakistani father, was also issued a five-year multi-entry business visa in July 2007.

Under the visas, Headley and Ranas were also exempted from police reporting if their stay was less than 180 days at a single stretch.

However, responding to questions emailed by PTI, the Consulate said that "the question of discretion does not arise".

US has evidence linking Headley, Rana to Mumbai attack
New Delhi, Dec 6 (PTI) The US has indicated that the FBI has evidence linking American terror suspect David Coleman Headley and his Pakistani-Canadian accomplice Tahawwur Rana to the deadly Mumbai terror attacks.

A Federal Bureau of Investigation team arrived here today for discussions with their Indian counterparts during which it may share information on Headley's links with several people in the country, including those linked to the Mumbai terror attacks.

Sources said the FBI has promised a lot of additional material on the interrogation of Headley and Rana, who have been arrested in the US for allegedly plotting terror attacks in India and Denmark.

India is looking forward to the information the FBI is likely to share with Indian investigators but can't anticipate anything, they said.

New Delhi, Dec 6 (PTI) An FBI team arrived here tonight for discussions with their Indian counterparts during which it may share information on alleged links between US terror suspects David Headley and Pakistani-Canadian Tahawwur Rana with Mumbai terror attack and several people in India, including filmmaker Mahesh Bhatt's son Rahul.

The first batch of FBI officers reached Mumbai in the wee hours and interacted with Indian security officials associated with the probe into the 26/11 incident before they flew in here this evening. Some more FBI officials are expected to join their colleagues.

During their stay in Delhi, the FBI team will hold talks with officials of National Investigation Agency (NIA) and central security agencies, sources privy to the investigations said.

Jewish centres, synagogues in Headley-Rana crosshairs
There is emerging evidence to suggest that alleged Lashkar terrorists David Headley and Tahawwur Rana might have been planning a fresh 26/11-style attack in India, with Jewish synagogues and Chabad Houses as its prime targets.

India is sharing details of the investigations in the case with Israel’s counter-terrorism bureau. Headley and Rana were arrested in Chicago by the FBI in October, and charged with plotting attacks in India and Europe at the behest of the Lashkar-e-Toiba.

Government sources told The Indian Express that an FBI team, which landed in the Capital on Sunday, has brought data to fill crucial gaps in the Headley-Rana investigations.

The information that the team is expected to share with their Indian counterparts is likely to clinch the involvement of Headley and Rana with the alleged planners of 26/11, including Lashkar founder Hafiz Saeed and commanders Zaki-ur-Rehman Lakhvi and Zarar Shah. The FBI is also likely to share information on whether the Lashkar’s Sajid Mir and Abdul Rehman were indeed the duo’s handlers. It is now clear that Headley and Rana carried out extensive reconnaissance of places frequented by Israeli tourists in India.
The mandatory C-form of Headley, and further investigations thereon, have revealed that this was the major reason for his two-day visit to Pushkar in March 2009. He stayed at the Oasis Hotel close to the local Jewish centre. Indian investigators have also found that Headley conducted similar reconnaissance on a trip to Pune, but are yet to uncover his local contacts. All these details are being shared with the Israelis, it is learnt.
New Delhi has been tight-lipped on whether the FBI tipped off Tel Aviv on the possibility of an attack on a Jewish establishment in India on the basis of the Headley-Rana intercepts. Security agencies, however, are learnt to have reasons to believe that the two travel advisories issued by the Israeli counter-terrorism bureau in September and October this year were rooted in evidence collected in the US.

On September 15, the Israelis issued an advisory saying there was high-level information to indicate that the group that carried out 26/11 was planning several strikes in India with Israelis and Westerners as targets.

On October 16, a second advisory was issued, saying that the “new danger has become stronger” with the possibility of terror attacks in India on synagogues, Chabad Houses, and popular Israeli tourist hotspots in Goa. The advisory also asked Israeli nationals to stay away from Jammu and Kashmir.

Feds Charge Chicagoan in Mumbai Attack

Federal prosecutors in Chicago have filed fresh charges against a Chicago man already accused of planning an armed attack on a Danish newspaper.

David Coleman Headley now is accused of conducting surveillance on potential targets in the Indian city of Mumbai before the 2008 terrorist attacks that killed 166 people. Prosecutors today charged Headley in a 12-count criminal information. The charges include conspiracy to bomb public places in India.

Prosecutors also announced charges against a retired major in the Pakistani military, Abdur Rehman Hashim Syed, for allegedly helping to plot against the Danish newspaper. That plot was allegedly revenge for cartoons the paper published depicting the Prophet Muhammad that sparked outrage in the Muslim world.

U.S. Attorney Patrick Fitzgerald says the investigation is ongoing.

American admits to helping plan Mumbai attacks
A U.S. citizen already under indictment on charges of plotting an attack against a Danish newspaper has admitted to helping plan last year's terrorist attack in Mumbai that left 170 dead, authorities said Monday.

David Coleman Headley, 49, faces charges including conspiracy to bomb places of public use in India, conspiracy to murder and maim in India, and murder in the deaths of six U.S. nationals in India.

The six Americans -- Ben Zion Chroman, Gavriel Holtzberg, Sandeep Jeswani, Alan Scherr, his daughter Naomi Scherr, and Aryeh Leibish Teitelbaum -- were killed when a team of Islamist terrorists armed with guns and grenades attacked several sites around Mumbai in November 2008.

Authorities say Mr. Headley made five trips to India in the months and years leading up to the attacks and took pictures and captured video footage of targets that were later attacked by members of Lashkar-e-Taiba, an Islamist group that aims to expel India from the disputed state of Jammu and Kashmir.

Mr. Headley was previously charged with plotting to attack the Danish newspaper Jyllands-Posten, which published a dozen cartoons in 2005 depicting the Muslim prophet Muhammad, including one in which he has a bomb nestled in the turban on his head.

The Justice Department said Mr. Headley has been cooperating with authorities since his arrest in October.

(Conspiracy to Bomb Places of Public Use in India)
The UNITED STATES ATTORNEY charges:
1. At times material to this information:
A. An organization known as “Lashkar e Tayyiba” (the “Army of the
Good”)(“Lashkar”) operated in Pakistan for the principal purpose of fighting to separate
from India portions of the Indian state of Jammu and Kashmir. Lashkar maintained training
camps in Pakistan, and trained operatives to carry out terrorist attacks against both military
targets and civilians in India. Lashkar was a group designated by the United States Secretary
of State as a foreign terrorist organization pursuant to Section 219 of the Immigration and
Nationality Act, and has been so designated since December 26, 2001.
B. First World Immigration Services (“First World”) was an immigration
services business with its principal place of business in Chicago, Illinois, but which also
maintained offices in New York City; Toronto, Canada; and elsewhere. In or about 2006,
First World opened an office in Mumbai, India. Individual A owned First World and
controlled its operations.
C. Defendant DAVID COLEMAN HEADLEY was a United States citizen.
HEADLEY attended Lashkar training camps in Pakistan which began in or around February
2002, August 2002, April 2003, August 2003 and December 2003.
2. Beginning no later than in or about late 2005, and continuing through on or
about October 3, 2009, at Chicago, in the Northern District of Illinois, Eastern Division, and
elsewhere within and without the jurisdiction of the United States,
DAVID COLEMAN HEADLEY,
defendant herein, conspired with members of Lashkar, Individual A, and others known and
unknown, to deliver, place, discharge and detonate explosives and other lethal devices in,
into and against places of public use, state and government facilities, public transportation
systems and infrastructure facilities in India, with the intent to cause death and serious bodily
injury and with the intent to cause extensive destruction of such places and facilities, and
where such destruction would likely result in major economic loss; and the offender,
HEADLEY, is a national of the United States and was found in the United States.
3. HEADLEY and his conspirators committed acts to effect the object of the
conspiracy, namely:
A. After learning from members of Lashkar in or around late 2005 that he
would travel to India to perform surveillance and other tasks for Lashkar, HEADLEY
changed his given name of “Daood Gilani” to “David Headley” on or about February 15,
2006, in Philadelphia, Pennsylvania, in order to present himself in India as an American who
was neither Muslim nor Pakistani;
B. HEADLEY traveled to Chicago, Illinois, in or around June 2006, and
advised Individual A of his assignment from Lashkar to perform surveillance and other
activity in Mumbai, India. HEADLEY obtained Individual A’s approval to open a First
World office in Mumbai, India, as cover for this activity. Individual A instructed an
employee of First World to prepare documents to support HEADLEY’s cover story and
advised HEADLEY regarding how to obtain a visa for travel to India. In applying for his
visa to travel to India, HEADLEY misrepresented his birth name, father’s true name and the
purpose for his travel;
C. HEADLEY traveled to Mumbai, India, for extended periods starting in
or about September 2006, February 2007, September 2007, April 2008 and July 2008.
Before leaving for each of these periods, HEADLEY received instructions from other coconspirators
to take video surveillance of locations in and around Mumbai, India;
D. During his stays in India, HEADLEY conducted extensive surveillance,
taking pictures and making videotapes of various targets in India, including, but not limited
to, the Taj Mahal hotel, the Oberoi hotel, the Leopold Café, the Nariman House, and the
Chhatrapati Shivaji Terminus train station as well as other places of public use, state and
government facilities, public transportation systems and infrastructure facilities;
E. Following each trip to India, HEADLEY returned to Pakistan, met
with other co-conspirators, and provided the results of his surveillance, including
photographs, videos and oral descriptions of various locations;
F. In or around March 2008, HEADLEY met with other coconspirators,
and discussed potential landing sites for a team of attackers who would
arrive by sea in Mumbai, India. In or around March 2008, HEADLEY was instructed to
take boat trips in and around the Mumbai harbor and take surveillance video, which
HEADLEY did during his stay in India starting in April 2008;
G. On November 26, 2008, and continuing through November 28, 2008,
ten attackers trained by Lashkar carried out multiple assaults with firearms, grenades and
improvised explosive devices against multiple targets in Mumbai, India, including attacks
on the Taj Mahal hotel, the Oberoi hotel, the Leopold Café, the Nariman House, and the
Chhatrapati Shivaji Terminus train station, killing approximately 170 persons;
H. At various times, HEADLEY conducted surveillances of other
locations in Mumbai and elsewhere in India of facilities and locations that were not
attacked in November 2008. Those surveillances included, but were not limited to,
surveillance in March 2009 of the National Defense College in Delhi, India; and
I. Beginning in or around late 2005, and continuing through October 3,
2009, HEADLEY and his co-conspirators concealed, misrepresented and hid, and caused
to be concealed, misrepresented, and hidden, the existence and purpose of the conspiracy
and the acts done in furtherance of the conspiracy;

The Document above shows that US has brought 12 counts of charges against Headley and its extensive. Whats surprising that the news reports all mention that prosecution says that he is co-operating with investigation! from the charges brought he should at minimum get 7-8 life term, Does look like least state department and FBI is going to show the paki terror string masters behind him and LeT by bring out his paki handlers in formal court proceedings.

Former Pak Army major made Headley pose as Jew; links to 26/11

A former Pakistan Army Major, who has joined the ranks of Lashker-e-Taiba(LeT), is emerging as one of the masterminds of the Mumbai carnage and was in direct touch with arrested US terror suspect David Headley.

The former armyman identified as Sajid Mir has turned out to be Headley's handler in Pakistan and was tasking the American to learn praying like Jews so that he could conduct a recce of Jewish Centre Nariman House in Mumbai and the premises of a newspaper in Denmark, official sources said here today.

The sources said Mir has been arrested in Pakistan but this could not be independently verified.

Headley aka Gilani should be allowed to remain in the USA under the tender mercies of US Justice, where his very presence is likely to be a millstone around the State Department's neck and those of other pakistan apologists. By all means, India should be allowed access to him, but extraditing him to India should not be attempted lest his trial becomes a circus like that of Kusab's.

Better still extradite him to Israel, for the slaying of its citizens

New federal charges filed today allege that a Chicago man, who was arrested in October for planning terrorist attacks against a Danish newspaper and two of its employees, also conducted extensive surveillance of targets in Mumbai for more than two years preceding the November 2008 terrorist attack on India’s largest city that killed approximately 170 people, including six Americans, and injured hundreds more.

The defendant, David Coleman Headley, a U.S. citizen, earlier this decade allegedly attended terrorism training camps in Pakistan maintained by Lashkar e Tayyiba (Lashkar), and conspired with its members and others in planning and executing the attacks in both Denmark and India, federal law enforcement officials announced today.

Also today, a criminal complaint was unsealed in federal court in Chicago charging Abdur Rehman Hashim Syed (Abdur Rehman), a retired major in the Pakistani military, with conspiracy in planning to attack the Danish newspaper and its employees. Another Chicago man, Tahawwur Hussain Rana, a Canadian citizen and native of Pakistan, was arrested in October on federal charges filed in Chicago relating to the Danish terrorism plot.

Through his attorneys, Headley has authorized the Justice Department to disclose that he is cooperating in the ongoing investigation of both the Danish and Indian terror plots. He has remained in federal custody without bond since he was arrested in Chicago on Oct. 3, 2009. No date has been set yet for his arraignment in U.S. District Court in Chicago.

Headley, 49, was charged in a 12-count criminal information with six counts of conspiracy to bomb public places in India, to murder and maim persons in India and Denmark, to provide material support to foreign terrorist plots, and to provide material support to Lashkar, and six counts of aiding and abetting the murder of U.S. citizens in India.

The charges were announced by Patrick J. Fitzgerald, U.S. Attorney for the Northern District of Illinois, and Robert D. Grant, Special Agent-in-Charge of the Chicago Office of the FBI. The U.S. Attorney’s Office for the Central District of California and the FBI’s offices in Los Angeles and Washington, D.C., are also participating in the case.

"This case serves as a reminder that the terrorist threat is global in nature and requires constant vigilance at home and abroad," said David Kris, Assistant Attorney General for National Security. "We continue to share leads developed in this investigation with our foreign and domestic law enforcement partners as we work together on this important matter."

FBI Director Robert S. Mueller, III, said: "This case illustrates the importance of continued global cooperation to combat terrorism around the world. The FBI continues to strengthen relationships and to foster collaboration with our international partners to best ensure our collective ability to identify and disrupt international terror networks."

"This investigation remains active and ongoing. The team of prosecutors and agents will continue to seek charges against the other persons responsible for these attacks. I continue to express my deep appreciation to the FBI agents and other members of the Joint Terrorism Task Force for their extremely hard work on this matter," said Mr. Fitzgerald.


Mumbai Terror Attacks

According to the charges, after learning from members of Lashkar in late 2005 that he would be traveling to India to perform surveillance for Lashkar, Headley changed his name from Daood Gilani on Feb. 15, 2006, in Philadelphia, in order to present himself in India as an American who was neither Muslim nor Pakistani. He later made five extended trips to Mumbai — in September 2006, February and September 2007, and April and July 2008 — each time taking pictures and making videotapes of various targets, including those attacked in November 2008.

Starting Nov. 26, 2008, and continuing through Nov. 28, 2008, 10 attackers trained by Lashkar carried out multiple assaults with firearms, grenades and improvised explosive devices against multiple targets in Mumbai, including the Taj Mahal and Oberoi hotels, the Leopold Café, the Nariman House and the Chhatrapati Shivaji Terminus train station, each of which Headley allegedly had scouted in advance, killing approximately 170 victims.

The six Americans killed during the three-day siege are identified in the charges as Ben Zion Chroman, Gavriel Holtzberg, Sandeep Jeswani, Alan Scherr, his daughter Naomi Scherr, and Aryeh Leibish Teitelbaum.

Lashkar (the "Army of the Good") operated in Pakistan for the principal purpose of fighting to separate from India portions of the Indian state of Jammu and Kashmir. It was designated by the United States as a foreign terrorist organization on Dec. 26, 2001. Headley allegedly attended Lashkar training camps in Pakistan that began in February and August 2002 and August and December 2003.

After being tasked in late 2005 with gathering surveillance in Mumbai and changing his name in early 2006, the charges allege that Headley traveled to Chicago in June 2006 and advised a person identified in the charges as Individual A of his assignment. Headley obtained Individual A’s approval to open an office of First World Immigration Services in Mumbai in 2006 as cover for his surveillance activities, the charges allege. Headley allegedly misrepresented his birth name, father’s true name and the purpose of his travel in his visa application.

After each trip that Headley took to India between September 2006 and July 2008, he allegedly returned to Pakistan, met with other co-conspirators and provided them with photographs, videos and oral descriptions of various locations. In March 2008, Headley and his co-conspirators discussed potential landing sites for a team of attackers who would arrive by sea in Mumbai, and he was instructed to take boat trips in and around the Mumbai harbor and take surveillance video, which he did during his visit to India starting in April 2008, the charges allege.

At various times, Headley allegedly conducted surveillance of other locations in Mumbai and elsewhere in India of facilities and locations that were not attacked in November 2008, including the National Defense College in Delhi, India.


Denmark Terror Plot

Regarding the Denmark terror plot, Headley allegedly conspired between October 2008 and Oct. 3, 2009, with Ilyas Kashmiri, as well as a person identified as Individual A, members of Lashkar and others to plan and carry out terrorist attacks, including murder and maiming, against the facilities of the Morgenavisen Jyllands-Posten, a Danish newspaper, and two of its employees, Editor A and Cartoonist A. In 2005, the newspaper published cartoons depicting the Prophet Mohammed, to which many Muslims took great offense.

Mirroring the initial charges filed against Headley in October, today’s charges allege that he met with co-conspirators while he was in Pakistan in late 2008 and discussed planning for the attack, including extensive surveillance work that he would perform. In late December and early January 2008, after advising Individual A of the planned attack and his intended travel to Denmark to perform surveillance of the newspaper’s facilities, Headley obtained Individual A’s approval and assistance to identify himself as a representative of First World and gain access to the newspaper by falsely expressing interest in advertising the business in the newspaper. At the same time, while in Chicago, Headley exchanged emails with co-conspirators to continue planning for the attack and coordinate his travel to Denmark to conduct surveillance. Before departing Chicago, Headley obtained business cards that identified him as a representative of First World, according to the charges.

Headley allegedly traveled in January 2009 from Chicago to Copenhagen, Denmark, to conduct surveillance of the Jyllands Posten newspaper offices in Copenhagen and Aarhus, Denmark, and videotaped the surrounding areas. From January through May 2009, Headley met with co-conspirators, including Kashmiri, on multiple occasions in Pakistan to review his surveillance and discuss plans for the attack, the charges allege, adding that Headley traveled in August 2009 from Chicago to Copenhagen to conduct additional surveillance and made approximately 13 videos. On Oct. 3, 2009, Headley was arrested at O’Hare International Airport in Chicago, intending ultimately to travel to Pakistan to meet with, and deliver, the approximately 13 surveillance videos to co-conspirators, including Kashmiri.

The charges identify Kashmiri as an influential leader of Harakat-ul Jihad Islami (HUJI), an organization that trained terrorists and executed attacks in the state of Jammu and Kashmir under Indian control and other areas. Kashmiri based his operations from the Federally Administered Tribal Areas (FATA) of western Pakistan, and area which served as a haven for terrorist organizations, including al Qaeda and the Taliban. Headley allegedly was introduced to Kashmiri as early as February 2009, and understood that Kashmiri was in regular communication with the senior leadership of al Qaeda.


Abdur Rehman complaint

The two-count complaint unsealed against Abdur Rehman, which was filed on Oct. 20, 2009, charges him with conspiracy to murder and maim persons in a foreign country, and providing material support to that foreign terrorism conspiracy. Abdur Rehman allegedly participated in the planning of a terrorist attack in Denmark, coordinated surveillance of the intended targets, and facilitated communications regarding the surveillance and planning with a member of Lashkar and Kashmiri.

Abdur Rehman, who was not named previously but whose alleged participation was described in the initial charges against Headley and Rana, allegedly played the central role in communicating with Headley and facilitating contacts with other co-conspirators in Pakistan, including members of Lashkar. During Headley’s trip to Pakistan in January 2009, Abdur Rehman took him to the FATA region of Pakistan to meet with Kashmiri and solicit the participation of Kashmiri and his organization in the planned attack on the Danish newspaper, according to the complaint against Abdur Rehman. A search of Headley’s luggage when he was arrested revealed a list of phone numbers, including a Pakistani number that he allegedly had used to contact Abdur Rehman.

The count against Headley charging conspiracy to bomb public places in India that resulted in deaths carries a maximum statutory penalty of life imprisonment or death. All of the other counts against Headley carry a maximum of life imprisonment, except providing material support to the Denmark terror plot, which carries a maximum prison term of 15 years.

The conspiracy to murder or maim persons in a foreign country charge against Abdur Rehman carries a maximum penalty of life in prison, and the count of conspiracy to provide material support to terrorism carries a maximum sentence of 15 years in prison.

The prosecution of Headley and Abdur Rehman is being handled by Assistant U.S. Attorneys Daniel Collins and Victoria J. Peters from the Northern District of Illinois, with assistance from the Counterterrorism Section of the Justice Department’s National Security Division. The investigation into the Mumbai attacks is continuing with the active participation of the U.S. Attorney’s Office in Los Angeles.

The public is reminded that criminal charging documents contain mere allegations that are not evidence of guilt. The defendants are presumed innocent and are entitled to a fair trial at which the government has the burden of proving guilt beyond a reasonable doubt.

This is getting murkier by the day.

In US Law schools there is a thing called "Conflict of Laws".

These guys are being charged with planning an attack in Denmark. Looks like it could have been timed for Copehagen summit.

The second count is planning the attack in Mumbai where 6 US citizens were killed.

And attending terrorist training camps in TSP.

Most likely they can be put away with violation of laws in the US.

Individual A seems to be still in TSP official ciricles. Hence the relcutance to name him yet.

Also curious is the statement of Headley that he is cooperating. To whom is the signal addressed to? His handlers in TSP?

A retired major in the Pakistani military, Abdur Rehman Hashim Syed, also was charged with conspiracy in planning to attack the newspaper in Denmark. So was Tahawwur Hussain Rana, whom U.S. authorities identify as a Pakistani native and Canadian citizen who lives mainly in Chicago.

OK lets take this slowly.

"Rehman Chacha" was referred to by the LeT piglets in Mumbai Transcripts.
Soon after the dossier the TSP arrested Zakiur Rehman Lakhvi who is a high up in the LeT chain.
To date it looks like the actual attack was by LeT. Most likely the ten terrorists would be in touch with this Rehman.

US indictment says Individual A.

This recent Abdur Rehman Hashim Syed is a retd TSPA major. Hence no need for US to display sensitivity to wards the guy by calling him Individual A. They would display it for someone still in service to manage the H&D of the TSPA.

ARH Syed was the contact for Headley that is why he is named here.

Nope, "Individual A" in most affidavits refers to Headley himself. The confusion is because the names were released one by one.

"Individual B" is this Abdur Rehman guy in some affidavits and Rana in others

Ilyas Kashmiri and Major Basit were named/outed already.

Therefore the only unnamed person so far in the entire set of affidavits is "LeT Member A"

I can draw a picture/map if I have the time. Basically, they have outed everyone who can be palmed off to the Deobandi or "bad jihadis" list. This Abdur Rehman will most likely become the Xerox Khan of the whole episode. Given the massive TSPA links that are likely to come out, both Unkil and TSPA cannot totally cover up all TSPA links. Thus they can blame it all of Abdur Rehman and Kashmiri and make them the scapegoats.

They have not outed those that are purely LeT, which is about half a step removed from ISI/TSPA and thus the need for shielding them.

This Abdur Rehman appears to be a fall guy / red herring. Be skeptical guys.

Remember that when the report of 5 TSPA officers being "detained" cam out, ISPR Bakwasi said something like - "It's not 5 officers, but one retired guy. We cannot be responsible for retired people" etc.

TSPA-LeT connections are at a much higher level, atleast Brigadier and above.

Remember Kasab's testimony and the intercepts referring to a "Major General" doing the training and giving "shabash" etc.

There was also a report in Daily Times that hinted that the training for Kasab and his 9 buddies was done under a Brigadier's leadership at an LeT camp at Sarai Alamgir in Pakjab. Sarai Alamgir is basically straddling the Pakjab-PoK border line and has a big TSPA facility (not base). It also has a cadet college...

Headley was in mainstream news (was watching CBS). More details were there, but still Paki connection was minimum. (for example it was not mention that he changed his name or was originally from Pak)

ABC News tonight very clearly said that Headly changed his name from Gilani to Headly, that a Paki Major was involved, and that Rana was a Paki. and also about the Danish paper. No question any buffoon watching ABC knew Pak was knee deep. Besides, most Americans knew, even from Kargil time before 911 that the Paki's were all lies. Bush didn't just turn pro India due to 911. The news media and ongoing/future GOTUS admins are going to be careful with lying to the American people, especially after Iraq WMD/Tarp/Bailout/Recession. I anticipate lots of political turmoil here until the US Govt. levels with its people.

What is sad is that they turn US Generals C Powell, Zinni and now Petraues into Paki appeasers, just because it is in the short term financial interest of the US to outsource some work to TSPA. I believe turning TSP back into the stone age would have been cheaper in view of the past 9 years!

Per this report, Indian investigators say Sajid Mir is Zarar Shah
Sources say Headley had shot many videos of the city that run to several hours. He then left for Pakistan, where he met his handler Sajid Mir alias Zarar Shah and handed over the videos and maps.
It is now becoming clear that "Rehman chacha" is Zaki-ur-Rehman Lakhvi, who is the overall Operational Commander of the LeT. Sajid Mir, alias Zarar Shah, is the Communication Chief of the LeT. Both of them are likely Army officers.

This is a complete Pakistani Army operation.

Israelis urged to avoid Jewish sites, tourist spots throughout India

The Counter-Terrorism Bureau is recommending that Israeli tourists refrain from congregating at Jewish sites in India because terrorists may be planning attacks similar to those carried out in Mumbai on 26/11, with a focus on Israeli tourists.


People hold candles outside the Chabad House in Mumbai, India, on Thursday on the first anniversary of the terrorist attack which left six people dead at the Jewish center.

On Sunday, the team of FBI agents heading the investigation into two Chicago men allegedly involved in planning last year's attacks that killed 166 people, including the Chabad emissary to Mumbai and his wife, arrived in India for talks with security agencies there.

David Headley was arrested in October on charges that he was working for the Pakistani terror group Lashkar e-Taiba and was plotting a fresh series of attacks in India with a focus on synagogues and Chabad centers.

According to reports in the Indian press, the FBI team will share crucial data with Indian security forces regarding Headley's plans. Israeli officials said Monday that there were in direct contact with the FBI and the Indian security services and were receiving regular updates regarding the investigation.

"The threat against Israelis is still real," one official explained, referring to the travel advisory that the Israeli CBT issued in October, according to which the threat against Israelis was "concrete." The advisory recommended that Israelis refrain from congregating in synagogues, Chabad centers and other popular tourist spots.

Meanwhile Monday, IDF Chief of General Staff Lt.-Gen. Gabi Ashkenazi continued his tour of India, where he met with his Indian counterpart, Gen. Deepak Kapoor.


Ashkenazi is also scheduled to hold talks with the Indian Navy chief, national security adviser and head of the air force. According to Indian media reports, one of the topics on Ashkenazi's agenda is the possibility of holding joint Israeli-Indian counter-insurgency and counter-terror military exercises.
IMHO The Paki masterminds/Handlers that have been named so far and links that might be brought out in Main Stream American media (Never done before for terror directed against India), is a fall out of Chabad House atrocities. Unkil started allowing, the munna links in all terror attacks against India, to appear in main stream public news and starting to move against some in public main land court, IMHO has a lot to do with powerful Israeli lobby wanting to ensure punishment for ppl. responsible for Mumbai atrocity. Slowly all the major capitol in the world seem to align up to clip the paki terror factory and it remains to be seen how far the cleanup goes.

I really don't think this has anything to do with the Israeli lobby or the Chabad house; that would prove that the Paki's were always right about the GOTUS being run by the Israeli Lobby. Everyone would love to believe that.

I think it is more of desperation since the USA economy is a lot worse that we thought, and wars are very expensive. First time someone calculated what it costs to put 1 US soldier in a war. Never heard that being calculated before, it was not necessary before.

It is curtains for Obama if the US is attacked, and the Paki's are out of anyone's control. Thats the main dynamic. Hiding Paki behaviour is just very risky for one's political future.

Chicago, Dec 8 (PTI) The attorney for suspected LeT operative David Headley charged with criminal conspiracy in the 26/11 Mumbai attacks has said his client is cooperating in the investigation but declined to comment on "the substance of the allegation" in the charges filed by US prosecutors here.

"Right now we would not comment on the substance of the allegations made in the charges. We will continue to look at this and see what the evidence is," Headley's attorney John Theis told PTI here.

He said the government has indicated in the charges filed today that Headley is cooperating with the investigation and "this particular detail (that Headley is cooperating in the ongoing investigation of both the Danish and Indian terror plots), we will not dispute".
Does any members have any idea about how much of a concession in a criminal cases, including charges for murder, a defendant can get by co-operating with prosecution? Headley has worked undercover for DEA in the past and so might have tried the same again to get some concession! well I hope its only gets his sentencing from 300 years to 270 if at all!

You have to go back to the Zacarias Moussaoui case where he pleaded guilty to essentially being the 20th hijacker on 9/11 or for another attack. Moussaoui is in a life sentence at a federal Supermax prison in Colorado. From what little I know, the Supermax prison is worse than death. You are in complete solitary confinement, denied all human contact and food provided from a slot. The cell is automated lighting and climate controlled, you never know what time or day it is, and you never see sunlight or touch the ground. The cost of housing such a high profile violent prisoner is over $50K a year.

Well if Headley implicates few serving Corps Commanders of TSPA then maybe we can live with him getting a reduced sentence of say 100 years in the Supermax prison! Looked up if the state of Illinois has capital punishment law and here is what I find:

India plans to try David Headley for Mumbai attacks

NEW DELHI (Reuters) - Indian officials said on Tuesday they were collecting evidence to charge a Chicago man with helping plan last year's militant attacks in Mumbai that killed 166 people and reignited tensions with Pakistan.

The move comes after a team of U.S federal investigators shared evidence with India this week against David Headley, an American national previously accused of plotting to attack a Danish newspaper for publishing cartoons of the Prophet Mohammad.

Headley was arrested in the United States two months ago. U.S. prosecutors charged him on Monday with scouting targets for the militant group Lashkar-e-Taiba, which is blamed for the November 2008 Mumbai rampage on hotels and a Jewish centre.

But Indian officials said they would prefer Headley be punished in India, and indicting him was the first step towards seeking his extradition for an Indian trial. India and the United States have an extradition treaty.

The top civil servant in India's home ministry said U.S. federal investigators had shared evidence and some details from Headley's interrogation, but more evidence was needed before the Pakistani-born Chicago man could be charged in Indian courts.

India has charged 38 people in the Mumbai attacks, including the lone surviving suspected gunman. A Mumbai court is hearing the case. Most of those charged are thought to be in Pakistan.

Headley, 49, travelled to Mumbai five times between September 2006 and July 2008, taking pictures and video of some places hit in the attacks as well as the port where the attackers landed by boat, according to U.S. court documents.

Headley travelled to Pakistan to turn over the results of his surveillance and, in early 2008, he took boat trips into the Mumbai harbour at the direction of his Lashkar contacts, U.S. court documents said.

In November 2008, 10 attackers launched their assault on various targets in Mumbai, including the city's main train station, two luxury hotels and a Jewish centre.

Nine attackers were killed. One was captured alive and is now in a Mumbai jail, facing trial.

India turned in evidence against what it said were plotters of the attack to help a separate Pakistani investigation into the raid. But a trial of seven Pakistanis accused of involvement is pending, straining India-Pakistan relations.

India, US working better to tackle terror: US envoy
New Delhi, Dec 8 (IANS) India and the US were working “better then ever before” to detect and prevent future terror attacks, US ambassador Timothy J. Roemer said Tuesday.
He made the remarks a day after a US court charged suspected Lashkar-e-Taiba (LeT) operative David Coleman Headley with criminal conspiracy in the Mumbai carnage. A Federal Bureau of Investigation (FBI) team briefed Indian officials on the case.

“The visit of this FBI and Justice Department team is a direct follow-on to the counter terrorism cooperation initiative launched during the historic first state visit of the Obama administration,” the US envoy said in a statement.

He was alluding to a crucial pact on expanding counter-terror cooperation inked after talks between Prime Minister Manmohan Singh and US President Barack Obama in Washington Nov 24.

“Both our countries are working closely together to share information on the Headley-Rana case and working to detect and prevent future threats,” he underlined.

“The US and India are working as partners better than ever before to facilitate information sharing, build capacity to prevent and respond to terror threats, and assist in the prosecution of those who commit terror,” he said.

The envoy’s remarks came even as Indian officials Tuesday indicated they were garnering evidence to charge Headley with plotting the 26/11 terror attack with a view to seeking his extradition from the US.

The breakthrough in the Headley-Rana case, the US envoy stressed, was “clear and concrete evidence that the US and India are fulfilling President Obama and Prime Minister Singh’s vision of unparalleled and unprecedented cooperation in the counter terror arena”.

A US federal court in Chicago Monday charged Pakistan-born American Headley with conducting extensive surveillance of targets in Mumbai for more than two years preceding the 2008 attacks and providing material support to LeT that allegedly masterminded the Mumbai attack.

Headley, along with Chicago-based Tahawuur Rana, were arrested in October by the FBI for planning terror attacks in India and Denmark.

Officials of the US department of justice and the FBI Monday briefed officials of India’s home ministry and the National Investigation Agency which is probing the links of Headley-Rana duo to the Mumbai killings.

The FBI team is understood to have left for Pakistan Tuesday evening to trace the links of the Headley-Rana duo to militant groups there.
