Guwahati, Dec 5 (PTI) ULFA leader Arabinda Rajkhowa today said there can be no peace talks with the Centre with handcuffs.

"Bangladesh has betrayed us. We have not surrendered. We want peace but not in this way," Rajkhowa, who was brought to Kamrup CJM's court handcuffed, told reporters after he came out.

"We should have been wearing the garland of victory but we had to come with handcuffs on," he said.

Bomb scare on Jet Airways Dhaka flight

A Jet Airways flight from New Delhi to Dhaka was called off on Saturday after a man claiming to be outlawed ULFA leader Paresh Barua threatened to blow up the plane.

The flight, which was expected to take off around 1.30 pm, was aborted following the phone call to the airline's call centre, a senior airport official told IANS.

"All 115 passengers were immediately evacuated and the aircraft was put at the bay. The search operations inside the aircraft have begun," said the airport spokesperson.

Police are yet to trace the caller, added the official.

Delhi airport bomb scare turns out to be security drill (Roundup)

The passengers were seated and the plane was readying for takeoff when the panic button was pressed - there was a bomb on board! Security agencies swung into action and passengers were made to disembark but in the end, it turned out to be a mock drill.
The bomb scare at Delhi’s Indira Gandhi International (IGI) Airport Saturday was staged to check the preparedness levels of the various security agencies, an official said.

The drill on board Jet Airways’ Delhi-Dhaka flight was conducted at the behest of the Bureau of Civil Aviation Security.

Around 1 p.m., a man claiming to be outlawed ULFA leader Paresh Barua called up Jet Airways threatening to blow up the plane, which had 106 passengers on board.

“All the passengers were asked to disembark from the flight and it was thoroughly checked,” said Rohit Katiyar, chief spokesman for the Central Industrial Security Force (CISF) - the agency responsible for airport security - told IANS after the all-clear had been sounded.

“We were initially not aware whether it was a mock drill. We had deployed the emergency procedures as per the book,” said Katiyar.

“The Bureau of Civil Aviation Security later informed us that it was a mock drill. Such drills are routine and are done to ensure and enhance security measures at the airport and to deal with worse situations if they occur,” he added.

The preparedness and response of all stakeholders like the CISF, the Delhi Fire Service, the bomb disposal squad, the Delhi Police, the National Security Guard (NSG) and the Airports Authority of India was closely monitored during the two-hour drill.

Govt may choke Baruah’s finances with Bangla help

The government apparently failed to make any headway informally with Rajkhowa before his surrender. Sources said Rajkhowa was given the choice of denouncing Ulfa’s demand for sovereignty and taking a safe passage or be arrested.

As widely speculated and even proposed by Assam chief minister Tarun Gogoi, the option of granting a safe passage to Rajkhowa and letting him walk to the negotiating table is over with his arrest. And if at all, talks are initiated, it would be likely on the lines on the National Democratic Front of Bodoland.

After the spate of arrests of ULFA terrorists with the help of Bangladesh and the tough message of 'behave responsibly' to China on the Paresh Barua issue, the Indian establishment must make sure that they don't mess it all up. There should be a few basic guidelines on how to deal with these people:

Any solution shall be only within India's Constitution and Sovereignty
All crimes will be punished
The remaining insurgents must surrender with their arms or otherwise they must be hunted down immediately when there is disarray and confusion among cadres
There shall be no linkage between criminal and political processes. The criminal justice system should not be made a platform for airing political views.

Already, one is seeing these ULFA leaders being able to meet relatives in the open and shout their messages out. I don't understand why the court hearings should be conducted so openly. There is a limit for public transparency especially when top terrorists are involved. Such open court proceedings are unsafe even for the terrorists.

Terrorists to be smoked out of Gulf

Extremist elements which were behind the Kozhikode and Ernakulam District Collectorate blasts and are now holed up in various locations in the Gulf countries will soon be fumed out with the National Investigation Agency (NIA) planning to ask the Centre to seek the support of the Gulf countries to nab the accused.

The investigation by the state police into the Kozhikode and Ernakulam Collectorate blasts was stymied after it was ascertained that the accused had fled to the Gulf countries, with whom India does not have an extradition treaty, and where pursuit of the investigation would have involved many legal hurdles.

“The main purpose of handing over the case to the NIA is to get the accused from the Gulf countries through proper diplomatic channels,” an official said.

the media circus in guwahati has to end. they need a special jail and courthouse in some secure location like
inside assam police camp. the current courts were smashed by car bombs just a year back. busy roads and colleges and hostels on all sides - cannot be secured. someone could even launch an attack by river boat as the back side is on the river.

GUWAHATI, Dec 5 – Assam Police’s Special Operation Unit has sent a list of the names of individuals and private firms based in Bangladesh, Myanmar, Pakistan and Nepal to the Government of India. The list was prepared based on the questioning of Sasha Choudhury and Chitraban Hazarika, the two senior ULFA leaders arrested recently.

These individuals and private firms, according to sources, are inimical to India’s interest and the listed individuals used to operate as ‘over-ground agents’ for the outfit and collected several crores of money annually on behalf of the outfit at the instance of Paresh Baruah, the outfit’s commander-in-chief.

The list also includes the names of individuals who used to facilitate other activities of the members of the outfit, especially Paresh Baruah.

“We have sent the list of individuals of the neighbouring countries to the Home Ministry for necessary action,” the sources stated.

However, sources stated that the arrested ULFA leaders revealed that bulk of the funds collection in Assam was done without the knowledge ofthe outfit ’s top brass and at times even by ‘fake’ ULFA cadres. “There were only a few occasions when Paresh Baruah had directly called up Hira Saraniya asking the latter to collect extortion money,” the two senior ULFA leaders told the security agencies during questioning.

“We are scouting for such names operating in the State and once we lay hands on that, we would crack down on them,” the sources conceded.

Sources further divulged that the two ULFA leaders during questioning stated that they hardly kept track of the status and activities of the outfit, be it a bomb blast or the death of any of its cadres in the State.

Of the two senior leaders, Sasha Choudhury, self-styled foreign secretary of the outfit, was the more important leader and had traveled to Pakistan, Myanmar and even Afghanistan at regular intervals.

I would say a guy has no real cards to deal when such straws are being clutched at. in 1971 the pakis managed
to save west pak while losing the east - another moral victory. GOI with BD help should freeze all his businesses (BD generals can take the loot if they are so inclined) and reduce him to a pauper, ridicule him
and ignore him. sitting in mandalay he cant do much - he will have to relocate to kunming or bangkok to move around better. if he goes to kunming we should send in people to photo him and embarass the chinese, if in bangkok we can catch him with thai help.

In an emailed statement to the media, Baruah said Rajkhowa had "showed his strength despite his mental and physical torture" when he told reporters at the Kamrup Chief Judicial Magistrate Court premises yesterday that he had not surrendered and would never do so.

He also said that Rajkhowa had categorically stated that talks cannot be held with him being in handcuffs and that prisoners cannot negotiate.

The scene at the CJM Court premises yesterday where the outfit's supporters shouted slogans in favour of the ULFA and its leaders, was also a moral victory for the outfit, "as it showed the people's support for us," Baruah said.

Claiming the ULFA has mass support, Baruah said, "ULFA is very much alive, our struggle will never end and the people of Assam are with us".

This can only be explained by one startling fact - no Indian or northeastern journalist has any real worthy source in Bangladesh {wow, }. I have many. One RAB colonel kept telling me - Aare Dada, ekhono amader hathe najarbandhi acche. And this friend told me on Thursday night that the whole group, including Rajkhowa and his family, were been moved towards Dawki. So on Friday morning, I alerted the BBC about the move to bring Rajkhowa to Assam. I instantly knew Rajkhowa had not agreed to start taIks on the terms of the Indian government by accepting to drop the demand for Assam's sovereignity - as indeed Chidambaram had suggested. That is why he was been moved towards Assam, so that he could be brought to trial. Or else he would have been taken to Delhi to start talks with a grant of safe passage.

But even as Rajkhowa and the other ULFA men and women were been taken towards Dawki, all the morning papers were reporting the details of talks he has already had with Indian officials in Delhi. The entire media, except myself and a few others who reported details given by me, were proved wrong - and it also became clear manufacture news and let their imagination run riot. A Kolkata based English paper even quoted unnamed officials in the Intelligence as giving graphic details about Rajkhowa's secret parleys in Delhi. {This is a below-the-belt shot at telegraph}

Paresh Barua spoke to me early on Friday , rejecting any talk unless the issue of Assam's sovereignity was discussed. He was hopeful that chairman Rajkhowa would not fall into Indian trap. Now those who know Barua and Rajkhowa and the chemistry between them will find it difficult to accept that Rajjkhowa can take an independent initiative. In 1992, he did take the initiative to visit Delhi but when he and Anup Chetia returned to Dhaka, both were badly humiliated by Paresh Barua. Both Rajkhowa and Chetia were made to stand in the Buriganga and do penance for their sins (pap dubolei thio kari rakhichile Burigangat). This time on, Rajkhowa seems to have finally backed out again. Despite being in huge trouble in Bangladesh, much of their funds frozen by Hasina's government, Rajkhowa will perhaps not take the risk of dropping the sovereignty demand and start talks with Delhi.

Bangladesh wanted to hand him over on Day one after he was picked up. But Dhaka did not know where to send the ULFA chairman and his entourage: to Delhi or to Assam. Because Indian intelligence officials in touch with Rajkhowa in Dhaka were trying to cajole and pressurize him into agreeing to start talks with India by dropping the sovereignity demand. For three days, the drama was unfolding in a small house in Dhaka's Gulshan locality - and not in some intelligence safehouse in Delhi as was being reported by the Indian media. That is why Rajkhowa was allowed to retain his mobile phones so that he could speak to other ULFA leaders. But since he did not get a favourable response from them and all backed Paresh Barua, the ULFA chairman had to fall in the overall party line of not talking to India unless the issue of Assam's sovereignity was included in the agenda for talks. So Delhi finally told Dhaka to send the ULFA entourage back to Assam.

And all this while my RAB colonel kept telling me the truth - that the ULFA leaders were very much in Dhaka. Peace talks cannot be done by holding a gun to someone's head. You can interrogate someone that way but talk in such circumstances. Talks to succeed an environment of confidence. Also no talks have worked in Northeast if the group was split. I know some senior officials in Assam and Delhi have advocated to Chidambaram the minus one formula. Isolate Paresh Barua and start talks with Rajkhowa. They dont realise Paresh Barua still commands the ULFA - inspite of all the reverses and failures. By trying to isolate Barua, these great minds of Indian administration have actually ended up isolating Rajkhowa. No accord can work unless those who sign it are capable of implementing it. And split organisations pose greater problems for resolving conflicts as all our past experiebnce in the Northeast and elsewhere in India have shown.

Chief Minister Tarun Gogoi was right to say that the Naga talks happened without Phizo - so why not Assam talks without Barua. But Gogoi must look back to the fate of the 1975 Shillong Accord. It did not work. It did not lead to a settlement of the Naga problem. History have a bad habit of repeating itself.

My personal opinion of following Subir Bhowmick for the last two years: SB comes across as a man who would bat in different tunes for different people, so take this report with a giant loada salt. I have taken a brief exercept at his book, and it puts much of the blame for the crisis in the NE at GoI's feet, which IMO is what the goras {like his paymasters at bbc} would like to do. And if SB can have personal contact with PB, may be folks in the IB should interrogate SB and track PB using SB as the lead-in, which is what I assume would lead to IB statements such as "PB is in Kunming, Yunnan etc." SB previously {long back} reported the connection between the chinis and PB, so in that sense SB may have some inside scoop which PB may have wanted to openly declare to the GoI. PB's rants about how AR will not let ulfa down only makes me put the story in GoI's favor rather than on the side of "Mr. Ulfa," as "Mr." n.ram might say.

ULFA's Barua 'back in China'

Ulfa commander-in-chief Paresh Barua slipped back into China from Myanmar last week, sources said.

Barua was in touch with his contacts in Assam through a satellite phone while staying in Myanmar’s Kachin state till December 2, the sources said.

He moved into China’s Yunan province with help from his “contacts” which, according to the sources, may be from within the People’s Liberation Army.

Over the past year, Barua has been moving in and out of China, from which other insurgent groups like the National Socialist Council of Nagalim (Isak-Muivah) are said to have received help in the past.

But ironically, a senior NSCN (IM) leader today questioned Barua’s hardline stand. “If Paresh Barua continues to have contacts with other terrorist organisations, how will the government of India talk to him?” the NSCN leader said over phone from Dimapur.

“Violent methods are not good always, he should try something else,” the NSCN leader added.

perhaps he thought the intelligence agencies were on to him...

Bomb courier holds key to plot

The sources suspected Nasir to be involved in blasts at several other places. It's suspected that he executed the logistics for the perpetrators. "He is believed to have been involved in training sessions for the Indian Mujahiddeen. He was suspected to have imparted training to cadre at several places in Karnataka and Hyderabad also."

"We will be looking into the issue of funding to these LeT operatives and others in Kerala. They had received huge amounts from West Asian nations through illegal channels and we have a suspicion that several highly-placed personalities were involved in the funding," another officer said.

Bidari said that the nine cases pertaining to the serial blasts have now been clubbed into three in accordance with Section 219 of the CrPC. The section says that when a person is accused of more than one offence of the same kind, all committed within the space of 12 months from the first of such offences, whether in respect of the same person or not, he or she may be charged with a maximum of three offences and face one trial for the same.

Meanwhile, a man, identified as Arif, was picked up by the police Friday from Kochi after it was found out that Nazeer reached Bangalore in a vehicle rented out by him.

Police are also on the look out for Arif's friend Afsal.

Thadiyan's father says he is happy God is punishing his son

A day after Nasir, the prime accused in the Bangalore serial blasts case was brought to the city by the police, Majid, his father said he was happy that Nasir was being punished by God.

Majid, a farmer in Kanoor, had worked in Dubai for many years.

He is said to have returned from Dubai after learning about his son’s involvement in ‘antinational’ activities.

Sasha, Chitraban remanded to judicial custody

GUWAHATI, Dec 7 – ULFA foreign secretary Sasha Choudhury and finance secretary Chitraban Hazarika were today produced before the Court of the Chief Judicial Magistrate, Kamrup, which remanded them to judicial custody. The court also asked the Special Operation Unit of Assam Police to present its case diary pertaining to the January 1 blasts at Bhangagarh and Paltan Bazar – in which both the leaders are accused — to the court by December 14. Their bail petition would also be heard on that day.

Reconciliation & Political Outcomes in the Naga Problem

It should be noted that the current reconciliation process has produced several remarkable outcomes. Some of the positive political outcomes coming out of the reconciliation process are as follows:
• June 14-15, 2009—Isak Chishi Swu, SS Khaplang, Brig S Singnya sign historic covenant of reconciliation
• August 25, 2009—Joint Working Group (JWG) comprising of members from the three groups NSCN (IM), NSCN (K) and FGN constituted with main task of facilitating a meeting at the highest level
• September 10, 2009—Ato Kilonser (Prime Minister) of the Khaplang led NSCN Kitovi Zhimomi speaking at a public function in Suruhoto (Zunheboto Dist) clearly mentioning that they have no immediate intentions to start dialogue with the Indian Government till the Nagas unite and speak with one voice
• September 22-25, 2009—Declaration of Commitment by the NSCNs & FGN groups pledging to cease all forms of offensive activities in Toto.
• September 27, 2009—Commander-in-Chief of the Naga Army (NSCN-IM) publicly states that Nagas cannot afford another internecine war.
• September 28, 2009—JWG comprising NSCNs & FGN rejects any form of ‘conditional package offered by the Government of India to the Nagas.

The important role of the CNP will come in at this juncture when all out support of the Naga public will be required to push the case for an honorable political settlement acceptable to all Nagas. The point is, let us follow a systematic approach. For the moment let us nurture the ongoing Naga reconciliation process and encourage more political outcomes to emerge out of this process. The rest will follow in its own time. We need to remain patient.

Tripurainfo on December 5 reports that ban on the National Liberation Front of Tripura (NLFT) and All Tripura Tiger Force (ATTF) was extended. The ban on the two outfits was enforced in 1997 at the peak of militancy in the State. The report adds that a notification of the Delhi High Court's Unlawful Activities (Prevention) Tribunal in this regard was issued recently. The Tribunal comprised G. S. Sistani of Delhi High Court.

The Hindu reports that the Orissa Police have urged the State Government to ban the organisation Chasi Mulia Adivasi Sangh (CMAS) which is active in Koraput District for its violent activities as well as links with the Communist Party of India-Maoist (CPI-Maoists). Speaking to The Hindu, the Deputy Inspector General (DIG) of Police, south-west range, Sanjeev Panda, said they have recommended the State Government to ban the CMAS for maintenance of law and order in Koraput especially in the violence-prone Naraynpatna block of the District.

GUWAHATI, Dec 7 – The State Police Department had no prior information on the attack on the villagers of Bhimajuli by the members of the anti-talk faction of the NDFB. The attack on the villagers was part of game plan of the militants of the outfit to extort the people by terrorizing them. This was the answer given by Minister Rokybul Hussain to a question from Brindaban Goswami (AGP) on the floor of the State Assembly today.

SHILLONG: The Hynniewtrep National Liberation Council (HNLC), a banned outfit fighting for an independent tribal state, on Sunday slammed Chief Minister DD Lapang’s appeal to ‘surrender’ and rejected the offer for ‘safe passage’.

HNLC has charged the government for not being sincere by solving political problems raised by it.

"Mr Lapang’s statement was only to frighten us and dampen the patriotic spirit in the history of Hynniew-trep", the HNLC said.

In an e-mailed statement issued to a section of the media, HNLC said, "The organisation will not entertain the personal appeal of Mr Lapang for safe passage."

On Saturday Mr Lapang had appealed to HNLC leaders - ‘general secretary’ Cherishterfield Thangkhiew and ‘commander-in-chief’ Bobby Marwein to come over ground and also offered them ‘safe-passage.’

Stan, SB's main base is/was in Tripura where he hails from. Earlier he used to contribute to various NE media, and in the process developed deep contacts with many terror outfits as well as local security establishments. Later, seeing his depth of coverage, BBC picked him up
(the usual modus operandi). Anyway, the problem is that many such reporters in NE have deep contacts with the terror outfits, and as a result it goes both ways. Many a times, GoI uses them as intermediaries to maintain an open channel with the terror outfits. If a person like SB is squeezed too much overnight, then all hell will break loose in the media circle. ...

The parents allege they haven't seen their children for five months and the organisation, Comademat Charitable Trust, managed by a couple from Brazil Aldemir De Souza and his wife Darlene has been avoiding their attempts to contact the girls.

The trust's official documents say Aldemir, age 37, is a nurse by profession and his wife Darlene, 28, is a specialist in child education, childcare and welfare.

Kati, I agree with your assessment on handling of the journos. I do have one question - How do the journos handle it? I mean they do realise that they are the go-between. But do they try to maintain the neutrality and act primarily as intermediaries or do they end up taking sides eventually?

I don't think so it would be the oldies at PB or Karat. If this happened most likely it would be the local commie goons primarily from Kannnur district itself. The current ruling government has a sizeable number of ministers from this district which is noted for its law-lessness and political fights.

The local news channels were having a field day yesterday with their "News and Analsyis" programs. The latest charge is against Tomin J Thachankary, IGP Northern Range who is leading the K.P team at Bengaluru interrogating the Thadiyan. Opposition and BJP alleges that Tomin who is supposed to be close to the ruling commie gang has been sent there to ensure that Thadiyan does not reveal the names of the commie leaders.

Pro-talks men with us, claims NDFB

Kokrajhar, Dec. 8: The anti-talks Ranjan Daimary faction of the National Democratic Front of Boroland today said several members of the pro-talks outfit had left the designated camps and returned to its fold. The anti-talks faction of the NDFB also clarified that it was not against peace talks but would not surrender. The outfit also said over 70 cadres of the group have been sent on a new foreign mission.

Detection of foreigners in Assam is done by the tribunals constituted under the Foreigners (Tribunals) Order, 1964. There are 32 such tribunals in the state but often those declared foreigners do the vanishing act. The senior minister also told the Assembly that those declared foreigners would be detained immediately, unlike in the past when they were given seven days to leave on their own.

PTI reports that one more youth from Kannur Dt., Kerala has been taken into custody by Bangalore police. The youth is said to be a close associate of "Mr.Fatman" (thadiyan) Nazir. This fellow also helped Nazir find a home in Hosur Road, Bangalore.

Not to be left behind, Kerala Police have arrested two more people from Kannur on having links with terrorists; so says Mathrubhumi (vernacular newspaper).

The children of Ulfa chairman Aravinda Rajkhowa, who supposedly fought all his life for establishing an identity for his people, do not even know that they are Assamese.

Born in Bangladesh, they are not even aware that their father is a dreaded rebel leader wanted in India for terror activities. They think he is a businessman, a little different, though.

The story is similar when it comes to the children of other two leaders of the outlawed United Liberation Front of Asom, who officially surrendered to the Indian authorities in Meghalaya last Friday along with Rajkhowa — deputy commander-in-chief Raju Barua and ‘foreign secretary’ Sashadhar Choudhury.

Rajkhowa’s children know him by his ‘Bangladeshi identity’ — Mijanur Rahman Choudhury. Barua’s daughter knows her father as Anees Ahmed, while Shishirkana thinks her father Sashadhar Choudhury is actually Rafiqul Islam.

The children, however, will have to unravel many deceptions. For, the person who is now known as Aravinda Rajkhowa was Rajib Rajkonwar in his earlier life, while Hitesh Kalita turned into Raju Barua and Palash Phukan became Raja Bora.

While the three leaders surrendered, they had three women and four children with them. The women are Rajkhowa’s wife and head of Ulfa’s women’s wing Kaveri Kachari (42), ‘foreign secretary’ Choudhury’s wife Runima Chetia (41) and Raju Barua’s wife Nirola Neog (30).

The wives and the children — Rajkhowa’s daughter Khonsang Bohagi (13) and son Gadadhar (10), Choudhury’s daughter Shishirkana (8) and Barua’s daughter Pragati (10) —are being kept in a guesthouse of the Assam Police here.

“The children know each other and are used to being called by their Muslim names,” said Inspector General of Police (Special Branch) Khagen Sarma, “They speak Bengali and are not aware that they are Assamese. They are also not aware they are Hindus.”

“The children are convinced they are Bangladeshis. This shows the level of indoctrination by the ISI of Pakistan and the jihadi groups, which have been controlling the Ulfa and its subversive operations,” said an intelligence official on condition of anonymity.

The Assam Police have assigned Bengali-speaking officers to communicate with the rebels’ families.

On Monday, Kamrup Chief Judicial Magistrate Robin Phukan sent Ulfa ‘foreign secretary’ Sashadhar Choudhury and ‘finance secretary’ Chitrabon Hazarika to Guwahati jail. The Border Security Force arrested the two near the Indo-Bangladesh border in Tripura last month.

Choudhury and Hazarika will have three fellow Ulfa leaders for company in the jail — vice-chairman Pradip Gogoi, publicity secretary Mithinga Daimary and cultural secretary Pranati Deka.

Kerala High Court finds signs of 'Love jihad'
Now, it is time for the p-secs to dispute the court's observations and raise a chorus. Papers like The Hindu wouldn't even report, theough they have already allowed op-eds on how love-jihad was a figment of Hindu fundamentslists' imagination..

Observing that there are indications of "forceful" religious conversions under the guise of "love" in Kerala, the state high court today suggested the government to consider enacting a law to prohibit such "deceptive" acts.

"Under the pretext of love there cannot be any compulsive, deceptive conversion," the court said.

Justice K T Sankaran made the observations dismissing anticipatory bail applications by two accused in activities of 'Love Jihad', allegedly involving converting girls from other religions to Islam after enticing them to marry Muslim boys.

After perusing the case diary in 'Love Jihad' cases, he held there were indications of forceful religious conversions. From some of the police reports, it was clear there was a 'concerted' effort to convert girls of a particular religion to another with the 'blessings of some outfits', he said.

This should be of concern to people at large and government was bound to protect the fundamental rights of citizens, the court said and asked the legislature to consider enactment of law to prohibit compulsive conversion of religious faiths.

As per available information, the plan was to 'trap' brilliant upper caste Hindu and Christian girls from well-to-do families. Though there was no evidence so far to show 'Love Jihad' has operations all over India, it was said the programme was started in 1996 with blessings of some Muslim organisations, the court observed.

The court earlier dismissed the anticipatory bail applications of Shanshah and Sirajuddin, two youths who had eloped with girls belonging to Hindu and Christian religions.

According to police, the girls said they were persuaded to convert to Islam and were directed not to disclose the activities of Popular Front which was allegedly assisting the two accused. "Their religious faith was questioned and insulted, they told police."

The government, as a result, increased security spending 25% in the current fiscal year. This money is funding a massive shopping spree by homeland security agencies. These include the paramilitary forces, state and central police, and intelligence agencies, all of which are part of the Home Affairs Ministry.

Paramilitary forces received $4.3 billion for fiscal 2009-10, an increase of $1 billion from the previous year. Among the beneficiaries is the Central Reserve Paramilitary Force, which received $1.4 billion, a 26% increase. The Border Security Force--which guards the Line of Control in Jammu and Kashmir and the 6,622-km. (4,115-mi.) border with Pakistan, Bangladesh and Myanmar--received a 20% increase in funds to $1.3 billion. Allocations to the Central Industrial Reserve Force grew by almost 21.5% to $500 million. And the New Delhi police received $1.47 billion for security at the upcoming Commonwealth Games. Internal threats from Maoist insurgents in the northeast resulted in the Assam Rifles, the local paramilitary, receiving $470 million, an increase of 34%. Tenders are planned for 10,000 pieces of body armor, 10,000 new-generation helmets and at least 80 mine-resistant vehicles for the unit--this last a fourfold increase from the current fleet.

Six major cities also benefit from the higher security budget--more than 500 surveillance cameras have been installed in Bengaluru (formerly Bangalore) alone. Nevertheless, there is concern that the government has no integrated plan for security.

The difficulty of integrating a comprehensive security makeover is evident in one plan, mired in turf wars, to give the navy overall responsibility for maritime security. The plan calls for integrating 16 now-separate coastal and offshore agencies, including the coast guard, marine police, customs, shipping and fisheries, with joint operation centers in Mumbai, Vizag, Kochi and Port Blair. A proposal to appoint a maritime security adviser is also being considered, says Defense Minister A.K. Antony.

Some gains are being made. A coastal surveillance radar station was commissioned in Karwar, Karnataka, last month by Vice Adm. Anil Chopra, director general of the coast guard. He says 14 more will be set up to fill the security gap along India's western coast. Speedboats are also being procured for them. Chopra recently launched an offshore patrol vessel designed and built by Goa Shipyard. The vessel has an automated bridge, room for a light helicopter and range of 4,500 nm. The coast guard plans to buy 12 twin-engine helicopters and 12 Dornier surveillance aircraft to police India's 7,500-km. coastline. The service has also ordered 204 interceptor boats from foreign suppliers, some of which have been delivered.

According to prison officials, the four ULFA leaders were allowed to share a common cell so that they could exchange views and talk amongst them for the larger interest of peace in the state. There are also moves to shift ULFA’s octogenarian political adviser and ideologue, Bhimkanta Burhagohain, now in jail in the northern town of Tezpur, to the Guwahati prison. Burhagohain, popularly known among the ULFA’s rank and file as ‘Mama’ (uncle) and captured by Bhutan in 2003 during Operation All Clear, could be another key player in pushing the peace process forward. Security and legal experts said the government might very soon try and complete the interrogation process of arrested ULFA chairman Arabinda Rajkhowa and the deputy commander-in-chief Raju Baruah and also send the duo to the Guwahati jail.

“This is part of a broad strategy to facilitate meeting of the seven top ULFA leaders inside the jail and then work out a formula for holding peace talks minus the elusive commander-in-chief Paresh Baruah,” a senior intelligence official said. Rajkhowa and Baruah, along with eight more, were handed over to Indian authorities by Bangladesh last Friday and three of them were later shown as arrested.

There is nothing surprising.

Suspected Lashkar-e-Tayiba [ Images ] operative T Naseer, who is in the custody of the Bangalore police, has made a stunning disclosure that fugitive gangster Dawood Ibrahim is the primary financer for the Lashkar-e-Tayiba and also the Indian Mujahideen. Naseer says every terror strike carried out in India is funded by the D-gang (as the Dawood gang is known).

Naseer, who was initially proving to be a tough nut to crack, has slowly started opening up and among the many sensational disclosures he said that the Lashkar depends very heavily on Dawood for funds to carry out terror strikes.

Naseer told interrogators that C A M Basheer is a key man in the Dawood gang. Naseer said he was introduced to the LeT by Basheer.

Naseer's role in the Coimbatore blasts in 1998 -- which targeted Bharatiya Janata Party leader L K Advani -- is also getting clearer after he admitted that he was a member of the Al-Umma in Tamil Nadu.

He is also said to have told them that he masterminded the Bangalore blasts to avenge the encounter deaths of Imam Ali and his four aides.

It may be recalled that Madurai police and Karnataka police, surrounded a house in MSR Nagar in the wee hours of September 29, 2002 and in a shootout, killed terrorist Imam Ali and his four aides Basheer alias Anwar (35), Mohammed Ibrahim (28), Seeniyappa alias Saifullah (30) and his wife Yasmeen (23), all from Madurai.

They had taken shelter there after escaping from TN.

Ali was a member of Jihad Committee, an outfit founded by the late Palani Baba in TN and was the prime accused in the bomb blast at RSS building in Chennai in August 1993, in which 11 people died. He was allegedly trained by Pakistan’s Inter- Services Intelligence (ISI) and Hizbul Mujahideen.

Al Umma was responsible for the Coimbatore blasts. Abdul Nasser Madani, the chief of People’s Democratic Party in Kerala was named in that case. Nasir had close links with Madani too and it is possible that he was involved in the Coimbatore blasts.

Ali had planned blasts at ISKCON temple and Vidhana Soudha and in TN. He had plans to assassinate BJP leaders like L K Advani and Murli Manohar Joshi.

However, the death of Ali and his aides made Nasir pressurise Sarfaraz Nawaz, the LeT man, to trigger blasts in Bangalore. Nasir would have been arrested or killed at the time of the shootout had he visited Ali’s rented house
