was it accidental or set on purpose.

By lighting a fire, the mines explode and it clears the area. Notwithstanding, some mines don't explode and so it is not that safe as one would like to believe.
That is why there is always a programme to resuscitate such minefields, but then it is a tricky affair!

do not worry the pay has stopped as unkil has stated monitoring the aid . without $$ no money to separatists and so this hangama and press meets.
Insurance companies and state Govt should refuse payment and compensation to the property affexted/damaged and should be charged from the separatists and from their personal property

Son of PoK spiritual guru in jail for militant 'nexus'
Last year, Peer Habib Shah, a highly respected spiritual leader from the Pakistan-occupied Kashmir, returned home with lakhs of rupees as 'nazrana' (gift) given by his followers in Poonch. But this year, he was not so lucky; he was forced to leave behind his young son, who landed in jail for alleged nexus with militants.
Last year, he took Rs.55 lakh with him, but this year he left sobbing. He was seen off by hundreds of his followers.

If one reads the above, one gets the idea of the extensive Pakistani terror network. It talks about the involvement of a Subedar-Major of the PA. Also goes to prove that Sufi Pirs are as capable of jihad, subversion, and terrorism as Deobandis and Salafists. It was the Pir of Manki Sharif who instigated the Pathan tribes to attack Nehru's cavalcade when he visited NWFP in 1946 and later also helped Maj Akbar Khan mobilize the tribes to invade J&K.

Those doctors from J&K really must hate India a lot to tamper with evidence. The whole chain of command inthe forensic department were anti-national.

Nope! They have been socially engineered to believe in whatever they are told by their "akas/bosses" across the borders. During the time of militancy in Punjab the judiciary and adminitration too used to take orders from Damdami Taksal before Indira gandhi stepped in and unleashed the Indian Army. The idea behind such movements is to subjugate the population by making them hallucinate about being different from rest of the "Indians" and they will go to any lengths for that! Let's not jump to conclusions. Forum challenges CBI’s Shopian report
Among the most glaring flaws, says the forum, is the contention that the hymen of one of the women was intact, which, the agency cited as proof to rule out rape. The CBI, which started the probe in September, exhumed the bodies four months after they were buried.
Medico-legal experts The Telegraph spoke to expressed similar views, saying an intact hymen four months after death was a “medical wonder”.
The forum has also questioned the CBI’s argument that the water level in the Rambiara stream, into which the women purportedly fell, was enough to cause drowning.
Jamwal, one of the co- authors of the forum’s report, said they had photographic evidence to prove that stream had ankle-deep water when the team visited the place in August.

A party leader close to her, referring to the suicide bombings and terror attacks across that country, said the visa was denied because of problems within Pakistan.

Not sure if it's the right thread. Please free to repost in any other more suitable thread.It's fashionable to get a Khan as a friend and portray his agony and pains and sufferings when he is asked by a US private to take off his shoes and show his socks. Natural and quite justifiable that Khan must feel insulted and enraged. Enough Masala to make a movie.
But unfortunately I am a Kaul. I am not a Khan.
Hence when my sisters and mothers were raped and killed, when six-year-old Seema was witness to the brutal slaughtering of her brother, mother and father with a butcher's knife by a Khan, nobody ever came to make a movie on my agony, pain and anguish, and tears.

Row over World Bank's Kashmir clause

NEW DELHI: Finance minister Pranab Mukherjee has assured a delegation of J&K MPs that the government will oppose a disclaimer clause put up by World Bank in return for a Rs 740 crore loan it has sanctioned for a watershed project in the state. The Bank has asked the state government to give an undertaking that the loan would not be treated as a certificate that the "disputed territory" was an integral part of India
This is not the first time an international agency has put up conditions to its sanctioned loan, Mukherjee told the delegation. He assured the state government that Centre will sort out the matter immediately, J&K forest minister Altaf Mian told TOI.

Kashmir autonomy ball in PM court
“The question of autonomy and its demand can be examined in the light of the Kashmir accord or in some other manner or on the basis of some other formula as the present Prime Minister may deem fit and appropriate so as to restore the autonomy to the extent possible,” the group headed by former Supreme Court judge Saghir Ahmad has said in response to a demand from, the National Conference (NC).
State law minister and NC leader Ali Mohammad Sagar said his department was examining the recommendations. “They have used the term Kashmir accord and it needs to be ascertained which the pact the group is referring to,” he said.
The autonomy resolution provided for complete autonomy and only four segments -- defence, foreign policy, currency and communications – were to be kept with the Centre. It also sought changing the nomenclature of chief minister and governor to Prime Minister and Sadar-e-Riyasat (President), respectively.
Jammu and Kashmir enjoyed these powers and privileges during the early 1950s but there was considerable erosion in the years that followed.

The functioning of the Ladakh Autonomous Hill Development Council has been very successful and it may continue its commendable work, it says. It, however, recommends a separate university and better financial allocations for Ladakh.
On the issue of discrimination against Jammu and other regions, the report rejects the demand of increasing seats of the legislative assembly saying the Constitutional provisions do not allow delimitation till 2026. The report says it did not find any substance in the allegation of discrimination against the Jammu region. It, however, recommends that a Dogri channel may be set up on the lines of Kashir channel of the Doordarshan.

The fact that Jammu is getting a raw treatment and is not acknowledged as getting one and Ladakh's right for autonomy has been suppressed becomes the achilles heel of this recommendation. Using this flaws one can bury this recommendations and it remains to be seen if Congress with its post telangana fiasco has enough b@all$ to even take this up or table in parliament. If everything is honky dory in J&K and if Ladakh and Jammu are enjoying the bliss of Kashmiri and INC leadership, then why this talk of autonomy. If 2 out of 3 regions are happy and all they need is a stupid channel on doordarshan which even doordarshan employees don't watch and few bread crumbs for Ladhakh (Of course the main loaf will goto Kashmir), then let the majority rule and the status quo be maintained.The report has rejected the demand of Union Territory status for Ladakh. If constitution can be amended to "restore" so called autonomy to J&K, why can't it be amended to bring Jammu at par with Kashmir in assembly.
Honestly Poor Ladakhi's must be cursing the day when they were won over by Zorawar Singh and clubbed with Kashmir and the Rs 1 crore that was paid to Britishers for J&K is going to haunt is for god knows how many years.
I still strongly believe that J&K should reorganised and split into 2-3 small manageable states with Ladakh as UT.

Here's where the KCR Rao and Raj Thackeray types can play a role by demanding autonomy for their states along the lines of Kashmir. Fits in right with their agenda.

Right from 1947, every PM or politician worthy enough to be on TV or radio has been harping on "Jammu & Kashmir Bharat ka abhinn hissaa hai" (J&K is an integral part of India).

What is this autonomy crap ? Indians would like to be full Indian citizens, not residents of some crap autonomous region
You can kiss concept of India as a state goodbye if this bill comes through. Muslim majority Kashmir gets autonomy first. What next ?, Sikh majority Punjab ? Bangladeshi majority Assam?. Are these guys thinking of any Indian dominated autonomous region too ? Bakistan and it's master China already snatched away half of the state and this stupid goberment is trying it's level best to sell out the remaining area and it's people too.

On second thought, isn't it one more round of Chai-cookies and getting knots in all of nanha Mujhaid's Knickers. Since the days of VP Singh/ PVNR, we have been hearing about Kashmir Autonomy and sky is the limit sort of Cr@p , and I guess we have to live with it for at least our generation. Nothing ever moves in GoI.
After all what does GoI/Kangress party get in return ? They still wont get power in J&K at least.

Reorganization of states does not required an amendment, a simple act will do. However, if this "autonomy" thing seeks to restore the original article 370, then it will require constitutional amendments. Will it require a 2/3 majority in Parliament and does it have to be ratified by the other States?
