The arms dropped over Purulia in West Bengal in December 1995 were purchased on the orders of a member of the office of the then prime minister of Bangladesh, Begum Khaleda Zia, show documents accessed by Hindustan Times.
Two End User’s Certificates — mandatory for arms deals in the international market — issued by Bangladesh to Bulgarian suppliers were signed by this official, Mohammed Shubid Ali Bhuiyan, the then principal staff officer to Zia.
One of the certificates signed by Bhuiyan said the arms “will be used by the Bangladesh Army and will not be exported to any other country”.
But they landed up in Purulia.
Though the two certificates form part of the evidence submitted to a Kolkata court by the CBI, nothing was known of them till now because this part of the proceedings was not open to the press or public.
Despite the arrests and convictions, including that of high-profile British national Peter Bleach, the Purulia arms case remains unsolved 14 years later. Investigators still don’t know who was to receive the arms.
Bhuiyan would know. But several attempts made by CBI investigators to speak to him were stonewalled.
Bangladesh does not see it that way.
“If the Indian authorities make a request to us, through the official channels, to probe this individual’s role in the Purulia case, we will cooperate,” said Bangladesh deputy high commissioner in India, Mashrafe Binte Shams.
“We will have to see if there is any merit in their case (against Bhuiyan),” Shams added.
Sixty-four-year-old Bhuiyan, who served as the principal staff officer from 1991 to 1996 and retired in 1997, is related to Begum Zia’s husband, former president and founder of the Bangladesh Nationalist Party Gen Ziaur Rahman.
Bhuiyan has since changed camps and is now an MP from the Awami League, led by present PM Begum Sheikh Hasina.
The British police in raids on Bleach’s estate found the End User’s Certificates, which established Bhuiyan’s connection to the Purulia case.
This was confirmed by Stephen Elcock, a British Intelligence officer who assisted the CBI in the probe, at an in camera hearing before the court.
One of the certificates – issued on November 25 1995 – authorized Bleach’s front company, Border Technology and Innovations Ltd, to conclude the contract with the Bulgarian suppliers.

Around 1.15 the same night, policemen raided some of the houses at Hathila Plot, about 1.5 km away, suspecting that the accused were hiding there. But unable to find them, the police allegedly took away gold and cash from three houses.
Ms. Setalvad claimed that the police picked up only women and subjected them to sexual abuse and physical torture. They even snatched a 19-day-old baby from her mother’s lap and tossed her to the ground, she said.![]()

Later, eight women were arrested on charges of rioting and throwing stones at the police. They were taken to the Godhra sub-jail at 4 a.m. Even in the police van, the women were sexually harassed, she alleged.
The next day judicial magistrate M. Nalawala ordered the police to take the women to the civil hospital for treatment. She also ordered an inquiry into the incident.
But, Ms. Setalvad said, the police not only delayed taking the women to the hospital till the evening but also insisted on male doctors examining them. So the women preferred not to be treated, enabling the police to concoct a medical report showing no police atrocities.
Demanding that the National Women’s Commission visit Godhra for a first-hand account of the atrocities, Ms. Setalvad named a sub-inspector and three constables for the atrocities.
A CJP delegation later called on Sudhir Singh, Additional Director-General of police, law and order, demanding action against the erring policemen.
Panchmahals Superintendent of Police G. M. Muthalia, however, denied the allegation and claimed that the women were actually hand in glove with the accused. They tried to prevent the arrest of the accused by keeping the police party at bay. It was subjected to heavy stone throwing when it went to arrest Badam and the other accused, enabling them to flee, he said.

It is a life from a Bollywood film - a penniless kid from rural India who rose to wealth beyond the dreams of most of his countrymen.
When Indian police raided one of Naresh Kumar Jain’s many homes this month, there was a Lexus in the driveway, next to a Land Cruiser and, just for amusement, two Honda City’s and a Hyundai I-20.
As the world’s largest money launderer, Jain, who had been based in Dubai for over ten years before fleeing three months ago, was used to dealing in massive figures.
Said by police to be very intelligent and a keen organiser, he is allege-dly the clean-cut face of the international drug trade.
“His house was very nice. It’s in a new part of Delhi where a lot of the new money has been moving,” said senior narcotics officer, Sanjah Ku-mar, adding it was “not too lavish”.
Naresh, true to form, went quietly with officers, despite being woken up by a police raid on the day that the eldest of his two daughters was getting married earlier this month.
With everything prepared, the wedding went ahead without him.
“His new son-in-law is from a very nice family who weren’t aware of any of this.
“The young couple have already left on their honeymoon but he never saw his daughter’s wedding,” said Kumar.
Indian police had raided several of his properties before catching up with him in a swank new area in the north of the city.
New Delhi Narcotics Bureau said international police were anxious to capture Jain before the wedding.
“Everyone was worried that he would be free from family obligations after the wedding and may leave the country. We raided him the night before the wedding. We had no choice,” said a senior Narcotics Bureau chief. “He missed his daughter’s wedding.
So how much is your money worth to you then?”
Jain was upset, but was calm and collected during interrogation, never denying that he was involved in money laundering in Dubai, but denying he was involved in the international drugs trade.
“He is very intelligent, very fluent and quick to comprehend,” said Kumar. “He has three children about whom he is quite concerned. Like most Indian men, he is a family man.”
His main line, according to Kumar, was that he had already been charged by Dubai police and therefore Indian police should leave him alone. However, Indian police have requested the charge sheet from Dubai police.
“We’re not going to believe him until we see the charges ourselves,” Kumar told 7DAYS.
Born into a “large, uneducated village family”, according to Indian police, he came to Dubai in 1995 to escape an Indian gold smuggling case.

In early 90s in my peaceful state of Haryana and in my own home distt. there was a robbery of tube well pump from a govt. farm and since the pump was heavy a whole group was involved and one of their members was caught by the farm employees and handed over to police .Policemen around 8-10 went to catch the rest of the gang from their houses where majority of the people belong to same caste & religion. To cut story short , policemen had to run for their lives , ASI lost his service revolver there and oh yes women were leading the charge against the policemen but apparently they were not Muslims , pure blood Hindus only and were Gujjars ( there's a saying in Haryana : Gujjar se ujjad bhala , heer se fakeer bhala ) . Not defending the Muslims but such behavior is very common among communities where there's high rate of crime . Make your own conclusions .

Terror suspects remanded to judicial custody
CCB?Thadiyantavida Nazir (32) and his brother-in-law Safiquq alias Shafaz Shamsuddin (28), the two main accused in the Bangalore serial blasts case, were remanded to judicial custody for 14 days by a City Court here on Thursday.
The CCB ? sleuths produced the duo before the 8th ACMM Judge Kiran Kini as the 1st ACMM Venkatesh R Hulgi was on leave. The accused, earlier, had been remanded to 14 days' police custody on December 18.
The two were arrested by Bangladesh Rifles along the Indo-Bangla border in Meghalaya and subsequently handed over to Border Security Force on December 2. They were brought to Bangalore on December 4 and have been in police custody since then.

Visa on arrival for tourists from 5 countries starting today
Those holding passports of Japan, New Zealand, Singapore, Luxembourg and Finland would be eligible to fly in without a visa. The scheme is being introduced as a pilot project for a year.
"The visas will be issued to citizens of the five countries irrespective of where they fly in from. Tourists will be charged $60 at the airport counters for the visa. They will also have to conform to a couple of rules and regulations. We will check whether the tourist has enough money to sustain his or her stay for the period shown in the itinerary," said an airport source.
The facility, which is offered by several south-east Asian countries, is expected to give a leg-up to the business community as well as tourists. With huge inbound investments coming in from Japan and Finland, easy travel norms are seen as a necessity for furthering business ties. Japanese automotive companies like Suzuki, Honda, Nissan among others have made substantial investments in India while Finnish investments have been mainly driven by Nokia and associate companies.

The latest on the list of countries that have issued travel advisories are United States of America, United Kingdom, Australia and Canada.
Such advisories are being issued in the wake of several reports by intelligence agencies against the rising threat in India from terrorist organisations.

With the Ministry of Home Affairs (MHA) having failed to procure modern rifles and carbines for its state and central policemen from the international market, it is now looking to India’s private sector for providing police forces the weaponry needed to respond to Mumbai-style terror attacks.
On 21st December, the MHA promulgated a draft Arms and Ammunition Manufacturing Policy, which will allow the DIPP to issue licences to large private companies, which are capable of producing advanced weapons, and of investing over Rs 50 crores, for manufacturing arms and ammunition to be “primarily supplied to Central Para Military Forces, Defence and State Governments on tendering basis…” The draft policy stipulates an FDI cap of 26% on companies applying for licences.
The MHA had initially looked towards foreign suppliers for replacing the outdated weaponry of 15 lakh state policemen and 7.5 lakh jawans of the Central Police Organisations (BSF, CRPF, CISF, etc). It was envisaged that global suppliers like Singapore Technologies Kinetic (STK) and Israel Military Industries (IMI) would partner the Ordnance Factory Board (OFB) to produce modern rifles and carbines in India for the military and the police. That plan was stymied when STK and IMI were blacklisted by the MoD after the arrest last May of Sudipta Ghosh, the former OFB chief, on charges of corruption.
Nor was it possible for the MHA to procure weapons from the Defence Ministry’s suppliers, the two ordnance factories at Ishapore and Kanpur. With an annual production capacity of just 100,000 rifles, these factories barely met the annual replacement requirement of India’s 17 lakh soldiers, sailors and airmen.
With the foreign and PSU options foreclosed, now the private sector is being invited to pick up the slack. There are already 95 private companies with decades-old licences to manufacture arms, but those small companies are licensed to manufacture only shotguns of the kind used by bank guards and for hunting. The MHA, however, needs rifles and carbines, which can be aimed to longer ranges and are capable of automatic fire, i.e. emitting a continuous stream of bullets when the trigger is pressed.
For the private sector, this is déjà vu. In 2001, after a cabinet decision to allow the private sector into defence manufacture, the DIPP (vide Press Note No 4 of 2001) had permitted private companies to manufacture defence equipment, including arms and ammunition, subject to an FDI cap of 26%. Large industrial houses interested in defence manufacture, including Larsen & Toubro and Mahindra Defence Systems, had applied and obtained Letters of Intent (LoIs) for manufacturing several categories of defence equipment, including small arms (pistols, rifles, machine guns and carbines) and ammunition.
But in 2006-07, when Larsen & Toubro sought a formal manufacturing licence from the government, the MHA insisted that no licences be granted for small arms and ammunition. The reason, as the draft policy obliquely admits, was the MHA’s wish “to ensure total non-proliferation”; North Block apprehended that extremists might siphon off weaponry from private production units.
Now, clearly, that apprehension has been trumped by the urgent need for modern weaponry. The MHA, however, still intends to strictly control the grant of licences for manufacturing arms and ammunition; the draft policy stipulates that applications “may be considered by DIPP as per procedure in consultation with MHA.”
Manufacturing world-class arms and ammunition will be a challenge for Indian private companies, involving as it does expensive and closely guarded technologies. Admitting that a foreign partner would be essential, an industry source said, “Small arms manufacture is as much an art as an industrial process. We will have to tie up with a foreign partner like, perhaps, Heckler & Koch. An FDI cap of 26% means that they will be reluctant to transfer crucial technologies; we may be limited to licensed manufacture.”

Madhani's PDP still a thorn in the CPM flesh
The CPM state committee witnessed severe criticism from a section of members of the tactical understanding between the party and the PDP during the last Lok Sabha elections.
The unexpected attack, even from staunch CPM loyalists, is learnt to have stunned CPM state secretary Pinarayi Vijayan.
The state committee didn't discredit Abdul Nasser Madhani completely.
In a press note issued here after the meeting, the committee noted that the LDF had accepted the support of the PDP after Madhani professed his stand against terrorism.
The CPM clarified that it didn't have a responsibility to protect the past illegal activities of Madhani and his partymen. "Let the law take its own course," it said.
The CPM alleged that the UDF was promoting terror outfits in Kerala. When the PDP followed the path of terrorism, the UDF was aligned with it.

LUCKNOW: Four men were arrested from Uttar Pradesh's Meerut district for smuggling contraband, arms and ammunition, police said on Saturday.
The men, in their 30s, were nabbed ... with 33 pistols and 66 magazines...
According to police, though the firearms have markings of a foreign make, the weapons seized were manufactured in Mungeer region of Bihar.
"Taking into account, the quality of firearms and their impressive outer, anyone can be taken for a ride as they would think the weapons were genuinely imported and smuggled from abroad," police inspector Rakesh Singh said.
How come petty criminals manufacture world class weapons in their backyards while companies find it difficult to do the same inspite of having crores of money at their disposal? It would be better if these companies lower their recruitment standards and induct these legally uneducated but technically proficient people into their companies. There would be less trade in illegal arms and such people would get a legal source of income.

New Delhi: Three Pakistani terrorists who were involved in the Red Fort attack case escaped from the GB Pant Hospital here sources said on Saturday.
All three terrorists named, Razzak, Rafaqat and Tariq had served jail-terms and were under the custody of Special Branch of Delhi Police and were to be handed over to the Foreigners Regional Registration office (FRRO) for deportation to Pakistan. They made an escape on their way to hospital on Friday.
Delhi Police is now preparing a fresh case against the trio for violating the restraint order of the Foreigners Act, the sources said.
The three had been arrested in 2000 along with 17 kgs of RDX and 50 kgs of heroin and the court had sentenced them to a jail term.
The Meghalaya Police personnel, who were escorting the three, were being questioned by security agencies, the sources said.
On December 22, 2000 three people were killed in Red Fort terror attack. A Delhi court later held Mohammed Arif alias Mohammed Ashfaq, a Lashkar-e-Toiba (LeT) militant, and sentenced him to death which then upheld by High Court.

India sucks and sucks big time when such dreaded terrorists are handled in this manner. I am pretty sure that they were not handcuffed when they escaped.

I am being a bit optimistic here. What if these three bozos were allowed to "escape" on purpose? I would nt be surprised if the concerned folks released em only to catch down the line and file one more case against these folks. Anything is possible...

Pehle sapne dikhana fir bhagana fir dobara case banana fir jail main dalna simple. 10 yrs sentence served but they tried to run and its a very serious crime

Thats even my spider sense told me. This is because they were anyways about to be sent home which would mean they would be back to anti-India activities within a few months. What better way to keep them in Desh or try to use them as bait/double agents to trap other Pakis in Delhi than to say that they escaped ( or were allowed to escape)?Sachin wrote:I am being a bit optimistic here. They might even be rotting in a underground cell far away from all the WKKs/Human rights wallahs for all we know with a red herring of them having escaped helping to keep them from any court appearance. The DP chief sounded unusually cool when Ms. Suhasini Haider was badgering him about the Pakis which creates more doubts.

Mumbai ACP denies partying with Chhota Rajan gang
Since Chotta Rajan is known to be a "patriotic" gangster who lends his hand to Mumbai Police/IB/RAW from time to time, could it have been that the officers were actually attending to keep good relations with their informers or were there on a info gathering mission?
Its just that the DDM brainlessly jumped into the picture without thinking of the reason after the clip was leaked by some random dude or a D-company man( whom the officers might be targeting) to get those officers removed. Is this a possibility?

"The clips and photographs published in the media are doctored and it seems to be a conspiracy against me," Wani said.
Maharashtra home minister R R Patil on Friday directed an inquiry into the photographs of senior police officials purportedly attending a Christmas party thrown on Christmas eve by gangsters and has sought a report.
"It is irresponsible on the part of the media to have published the clips without verifying it," Wani said.
"The truth will come out after the inquiry has been conducted. My statement would also be recorded," the senior police official said.
He further claimed that "such allegations" would put a blot on his 33-year service in the police department. The party was reportedly organised to celebrate Christmas and the release of some of the gang members. The chief guest of the party was D K Rao, an alleged Chhota Rajan gang member, who was released after 13 years of imprisonment after being acquitted in 30 cases of murder and extortion.
Other guests in the party reportedly included Farid Tanasha and Sunil Poddar, both close aides of Chhota Rajan.
Meanwhile, Mumbai Police Commissioner D Sivanandan has recommended suspension of DCP V N Salve, an IPS officer, and ACP Prakash Wani, and three other police personnel.
The Maharashtra government had on Friday ordered an inquiry into allegations that besides Salve and Wani, senior police inspector Tulsidas Khakkad, a police inspector of anti-extortion cell and a constable from Chembur police station had attended the party.

Isn't it possible that the terrorists sympathizers a.k.a TOIlet did this to undermine the police close to this gang? They have a motive. Getting these guys out will help Pakis and their terror cells. 3 Pakistani ultras escape from Delhi
Couldn't the DP atleast confirm the cover story before releasing the soundbytes?
Confirms that this is a Chankian smoke and mirror show onlee...Initially, the Delhi Police claimed the three were being treated at G B Pant Hospital but had to withdraw it within minutes after the hospital’s Medical Superintendent Dr Shashi Gururaj said the three had not come to the hospital.![]()
“We have screened the list of patients who visited our hospital for treatment. Neither today nor yesterday nor in the last one month, any of those terrorists was found to have been brought to our hospital for treatment,” the Hospital’s Medical Superintendent said.
Later, Delhi Police clarified that the three were being taken to Guru Nanak Eye Hospital.![]()
FRRO denied it had anything to do with the three Pakistanis saying the custody of such prisoners was always with the Special Branch of the Delhi Police.
After the escape, the police registered a fresh case against the trio for violating the restraint order of the Foreigners Act, a senior police official said.
Home Ministry officials said a red alert was sounded in Delhi and adjoining areas to nab the fleeing terrorists.
