Cobalt-60 can be used for making dirty bomb
Five people suffering serious burns were hospitalized in West New Delhi this week from contact with radioactive material in a Delhi scrap market identified as Cobalt-60 which may be used for making a dirty bomb. Indian police cordoned off the 200 market stores and sealed nearby establishments up to a one-kilometer radius. Scrap dealer Deepak Jain and his helpers lost consciousness when they cut a piece of scrap metal. A white fluid oozed out causing the burns, Jain's hair fell out and within minutes his skin turned black. His workers suffered and nausea.
All five are battling for their lives in hospital, setting off a security scare in the Indian capital, with prime minister Manmohan Singh briefed on the incident before leaving for Washington to attend the nuclear security summit which opened Monday, April 12.
Nuclear scientists from the Baba Atomic Research Center and Narora Atomic Power Plant identified the material and are working around the clock to investigate its source.
debkafile's sources report that German chancellor Angela Merkel has asked to talk with Obama about the dirty bomb terrorist threat when they meet Tuesday.
Cobalt-60 is used in radiotherapy for treating cancer and welding steel. A US report last year recommended monitoring this material along with Caesium-137, Strontium-90 and Plutonium to effectively counter nuclear terrorism. Unlike a nuclear bomb, a dirty bomb does not involve nuclear fission and can be used like a conventional weapon.
Ahead of the Washington conference, US president Barack Obama called nuclear terror "the single biggest threat to US security, short term, medium and long-term."
The day before the conference, the Indian prime minister met Obama and tackled him about Pakistan's inaction against Muslim terrorists and exhorted him to jointly combat terror emanating from Pakistan as the most dangerous source of potential nuclear terror. According to debkafile's military and intelligence sources, the Indian and US leaders failed to agree on whether Pakistan's nuclear arsenal was sufficiently secure. Indian leaders as well as their military and intelligence advisers have repeatedly warned Washington that al Qaeda and Taliban were moving in on Pakistan's nuclear facilities through their deep penetration of Pakistan's intelligence service and may soon be in position to take over.
In his previous conversations with Obama, Singh reported that Israeli intelligence shared India's assessment of the Pakistani nuclear hazard.
After his interview with the Indian prime minister, Obama discussed nuclear security with Pakistani prime minister Yousaf Raza Gillani, who also arrived for the summit. The US president said Islamabad must do more to combat the terrorists infiltrating India for terrorist attacks.
Pakistani officials said later that Gillani assured the US president that Pakistani takes nuclear security seriously and appropriate safeguards are in place. They reported that the US president said he was satisfied with those measures, but this was not confirmed by US administration sources.

Did you see the annual report on mha website. I checked it and the numbers are crap. I mean the previous year report had total a final figure of 2649.5 kms for the extent of border fenced. Now this year report says so far we have fenced 2709.9 kms on the Indo-bangla frontier. C'mon have you spent an entire year to fence 60.4 kms, while the summation of all the monthly border fence figures on the indo-bangla front (just in phase 2, excluding the phase 3 which is reinstalling some fence portions) comes to 288.3 kms.
The only explanation I can think of is the following. Since 861 kms of fencing needed to be replaced from the phase 1. Until last year only 367 of that 861 was fenced. Usually the 2650 figure these people state is the total (meaning the replacement is a separate project and the fence once laid, even if later damaged is added to reach the 2650 figure). But now they have decided to quote what is the actual length of fencing that exists (meaning functioning portion). So as of 2009, (861-367=494 kms was not functional). So 2650 figure translates to an effective 2156 kms figure. Last year 430 kms of fencing was done in the replacement part (phase 3) and 288 kms was done under new fencing (phase 2). That adds to 718 kms. Even if i add that 718 to the 2156 it should be 2874 kms.
So this 2709.9 kms makes no sense at all unless more fencing was damaged. But if the actual figure is 60 kms per year, chiddu has fared much more miserably than even shivraj patil.
Am I missing something here. Attached is my table that Has monthly stats anyway.

There was Cyclone Aila in May 2009 that resulted in HUGE infra damage in WB and BD. Much of the fencing could have been uprooted due to Aila and reinventing the wheel was the agenda for much of 2009. If that is the case, we have to address this issue that also gets mirrored in J&K (heavy snowfall and we reinvent the wheel putting a major stress on the system). Another conjecture is the BSF-BDR nexus. While we think that BSF and BDR are on each other's throats all year, that is really not the situation on the ground. There is a mutual give and take and some form of institutional understanding on the ground, which should not be entirely surprising. With CTG of BD days done, and SHW taking over, there might have been some form of "slow-down" in fencing in certain strategic areas. I do not know, so I can only conjecture (rightly or wrongly) about this. It could be a combo of the two also. But when MHA puts up monthly figures and throws a googly at the end, I am willing to place a bet on Aila being the culprit here.
So this 2709.9 kms makes no sense at all unless more fencing was damaged.
PS: I have nt read much of the report, so take my buruda with a load of salt.

No, my "wonderful" was intended for the way in which the MEA speaks in one way to the danish idiots and another way to ddm. At the end of the day, the danish folks are going to twist the ddm reporting to further delay the extradition process. Remember the Abu Salem episode where mea folks had to fly back and forth to "convince" the portuguese that abu salem wont be put to death. Why is it hard to maintain a uniform message to ddm as well as the danish idiots till extradition happens and then give a flying fck to the rules after that? In normal run of things the Danes would never have given access to India. Right now the EU countries are on moral high and want assurances that the convicted will not be sentenced to death even when the accused is a merchant of death. Need to wait till India gets bigger.

“As regards all earlier franchisees we know who the owners are. They come, they attend conferences and meetings but as far as the Kochi IPL is concerned we had a question mark.
“Even those who presented the bid documents do not know who they [owners] are,” he said replying to questions on the Kochi team ownership, following the controversy that Mr. Tharoor's friend, Sunanda Pushkar, has got a free equity of 19 per cent valued at about Rs. 70 crore in the consortium that owns the team.
To a question, Mr. Modi said that in the case of eight teams already in the IPL, everybody knew who the shareholders were but in the case of Kochi even the shareholders did not know. Calling it a “small issue, nevertheless an issue,” Mr. Modi said, “We will deal with it.”
To a question about his interest in the Rajasthan Royals team, he said: “I have no hidden agenda or hidden stake.”
Mr. Modi earlier told PTI that it was his job to seek details of every shareholder and authenticate the shareholding of every franchisee.
“It is my job as Chairman of the IPL to seek [the] details and authenticate the shareholding of every franchise...how would I otherwise know where the money is coming from,” Mr. Modi said in reply to Mr. Tharoor, who accused him of impropriety, by divulging the details of the shareholding of the Kochi franchise.
Wondering why any third party (Mr. Tharoor), who is not a shareholder in any of the franchises, should be exercised over the IPL seeking details, Mr. Modi said he did not know who Ms. Pushkar was till he read about her in the newspapers. Ms. Pushkar was given 19 per cent of the 25 per cent equity held by Rendezvous Sports World in the Kochi franchise.
Mr. Modi, who has been credited with the success of the IPL, also wondered why Ms. Pushkar should be given free equity and asked “whether she is bringing any value?”
Questioning Mr. Tharoor making a phone call to the IPL asking it not to disclose the identity of shareholders of Rendezvous, he said: “His call has been minuted and the entire conversation has been minuted by IPL.”
Asked about the Board of Control for Cricket in India president, Shashank Manohar's reaction to the Kochi issue, Mr. Modi said: “I will not comment on the issue, particularly when it is our internal matter. I will give a suitable reply.” — PTI
I would think that the "death threat" to Tharoor is basically a smoke-screen.
With so many politicians mixed up with the D Company, I don't expect Tharoor to be hanged for this.

Mr Tharoor has been seen at public functions in the company of Ms Pushkar and it is speculated that the two are planning to marry soon.
BJP has described this as a “case of copybook corruption” reasoning that Ms Pushkar has neither any relationship with Kerala or cricket has been granted the equity as quid pro quo for Mr Tharoor’s services to the Kochi consortium. Mr Tharoor’s “mentioning” claims are also seriously brought into question by his own assertion that “Rendezvous includes a number of people, including many I have never met, and Pushkar, whom I know well”. The question here would be, how did the minister push the case for a group of investors about whom he was himself in the dark?

He went on to add: “Twenty five per cent of Kochi team is given free to Rendezvous Sports for life. The same equity is non-dilutable in perpetuity. What does that mean? Why? Wait.” He then tweeted again: “Will disclose those details soon.”

Minutes later, Mr. Modi tweeted again in reply to a query from a fellow tweeter. “A big? I was told by him not to get into who owns Rendezvous. Especially Sunanda Pushkar. Why? The same has been minuted in my records.”

NEW DELHI: The Lalit Modi-Shashi Tharoor slugfest took a curious and dramatic turn on Wednesday, with the latter's aide receiving a "death threat" on SMS, directed at the junior foreign minister, demanding that he immediately apologize to Modi.

The SMS was direct if somewhat amateurish. "Lalit Modi se maafi mangne ko bol nahi to jaan se maar denge. IPL ke taar D company se hai (Tell Tharoor to apologize to Modi or else he will be killed. IPL is linked to D-company)," said the message signed by 'Shakeel'. The police doubted any real link to the mafia but the minister's security has been stepped up.

The party would also keep in mind reports that two NCP ministers - Sharad Pawar and Praful Patel - also reportedly tried to get the Kochi consortium to back off.

GOI seems to have decided to go after Modiji. I-T officials have been sent to dig up dirt on his transactions for IPL. there is talk of BCCI appointing another co-chairman for IPL and a meeting today where Modi is the only director not invited.

A bomb was found on the Manikpur-Hazrat Nizamuddin Sampark Kranti Express at Mahoba in Uttar Pradesh on Wednesday night.
The bomb was detected in the toilet of the S-2 sleeper coach when the trained pulled up at the station around 8.30 p.m. The train left for Hazrat Nizamuddin after the bogey was detached by personnel of the Government Railway Police.
Director-General of Police Karamveer Singh said on Thursday that the bomb was defused with the help of Fourth PAC battalion, Allahabad, and a bomb disposal squad.
The police have launched a check in Mahoba, Manikpur, Karvi and Banda.

Police Commissioner: There is no cause for panic. A security check will be done and the match will go on. The explosion was a minor one. The suspected bomb was placed behind the plastic board that was stuck to the wall.

The past week’s events have been a revelation, and here one is not referring to Mr Tharoor’s female friends and controversial recipients of ‘sweat equity’. Rather, the conduct of Mr Tharoor’s Officer on Special Duty in the Ministry of External Affairs has been remarkable and telling in terms of just how seriously he, and presumably his boss, take their duties.

Next, when a text message reached Mr Tharoor, purportedly from the Dawood Ibrahim gang, warning him to steer clear of the IPL business, the OSD rushed to the media and announced his boss had been threatened with assassination. Finally, the aide released the Kochi team’s recruitment policy: “We will bid for Pakistani cricketers to nullify … threats from Modi. The Kochi consortium is strongly determined to ensure that this event no longer remains a one-man show.”

The problem with this country is exposed here. Everyone is hunky-dory and there are no alarm bells ringing just because there weren't causalities. If the same bombs had killed 50 people, we would have screaming headlines for 2 days and the GoI would be forced to atleast react.

Setting four bombs for the different times doesn't sound "crude". Thank god that a major tragedy was averted. Am thinking this could e a trail run of some B'luru based IM sleeper cell.A major tragedy was averted at the Chinnaswamy stadium in Bangalore on Saturday when two bombs, which were timed to explode at 8 pm, went off at 3 pm.
A third bomb, which was found later, was defused by the bomb squad of the Karnataka police.
The police also found another bomb near gate number 7 of the stadium, which was timed to explode at 4.30 pm.
Sources confirmed to rediff.com that all three bombs had been timed to explode at 8 pm, when thousands of spectators were leaving the stadium after the end of the match.
Two explosions had rocked Bangalore minutes before the Indian Premier League match between the Royal Challengers Bangalore and the Mumbai Indians at 4 pm on Saturday.
The two bombs, planted at gate number 12 and near the Anil Kumble circle close to the stadium, went off at 3 pm instead. Fourteen people, including three policemen and one security personnel, were injured in the blast. The security guard's condition is reportedly serious.
Sources point out that if the bombs had exploded at 8 pm, they would have caused chaos and panic among the thousands of spectators, and might have led to a massive stampede.
The problem with this country is exposed here. Everyone is hunky-dory and there are no alarm bells ringing just because there weren't causalities. If the same bombs had killed 50 people, we would have screaming headlines for 2 days and the GoI would be forced to atleast react.

Alerting US citizens, the Department of State said: "The US government continues to receive information that terrorist groups may be planning attacks in India."

case tonight and sending teams to the usual burrows in north karnataka and parts of kerala where these sleeper cells use as training/fallback positions.

Its defineltly a dry run of sorts. I distinctly remeber that just a few days before the Pune blast some explosives were found in Kolkata station. These IM pigs have surely been blunted off late but not completly crushed and they must be under immense preassure from TSP to execute something.
Hockey World Cup, IPL and CWG 2010 were always targets and since hockey WC and CWG are localised in a city and of much lesser duration and crowd pull capacitythen IPL becomes the obvious targets, we need to ensure that the rest of the matches go off the calender without even a small hitch.

Hackers wrecked 900 Indian sites in MarMALE: A Maldivian was detained in Thirivananthapuram, India, suspected for terrorist connections, Indian media has reported. Abdul Aleem, 28, was detained by the city police on Wednesday morning following an input from the Intelligence Bureau. It is learnt that there is a look-out-notice of the Interpol was pending against him. He would be deported to Male on Thursday morning since he was not involved in any cases here, said sources. Officials of the IB, RAW and State Intelligence wing quizzed him for several hours in order to examine whether he was involved in any anti-national activities here. However, no information could be obtained from him.
He is suspected to be involved in cases pertaining to anti-national activities in Male, said sources Aleem is said to be in Thiruvananthapuram since June 2009 along with his family, including wife. They were residing at a portion of a multi-storied house at Kallatumukku near Manacaud on rent. He had come on student visa and was undergoing a course at a leading multi-media institution in a leading private institute in the city.
Police sources said that his family members were holding valid tourist visas and hence they would not be deported.
Meanwhile, the city police have noticed that the owner of the house in which Aleem was staying had not submitted the mandatory Cform.
Hence a case would be registered against the house owner, said sources.

New Delhi, April 17: Shashi Tharoor is expected to relinquish office by Monday, Congress leaders suggested today, basing their assessment on the contents of some files that reached the Prime Minister today.
“He may resign tomorrow, if not tonight,” a senior leader told The Telegraph, adding that the dossier given to the Prime Minister contained damaging information.
Sources said a two-paragraph note by finance minister Pranab Mukherjee was delivered to the Prime Minister’s Office, along with a six-page report by the Intelligence Bureau and preliminary results of other investigations, including that of the income-tax department. Mukherjee could not meet the Prime Minister, who returned from abroad this afternoon, as the finance minister had prior engagements in his home state and was scheduled to return only on Sunday night.
Sources said the dossier would limit the options of the Prime Minister, who handpicked Tharoor for the foreign ministry.
Asked about the furore triggered by the junior foreign minister, the Prime Minister said today: “In politics, ups and downs keep happening.”
Although the Prime Minister can speak to Mukherjee on the phone, some sources did not rule out the possibility of Singh asking the Congress veteran to return early on Sunday. In that case, the Congress core group will formally meet.
If such a meeting takes place, the Prime Minister is expected to be alerted to the possibility of a larger racket in the IPL. Protecting Tharoor under such circumstances would involve a huge political risk if a planned multi-disciplinary probe throws up dirt, the sources said.

Tharoor’s dearth of friends — other than the Prime Minister — in the Congress is also adding to the perception that he is being isolated. The junior minister’s own bold assertions are being viewed with concern by the leadership.
“He is creating an impression that he was trying to change the dirty political culture of this country and that the future of India will be made by brighter people like him,” an AICC office-bearer said.
The government’s priority is the Finance Bill and it would not like to carry an additional weight around its neck to that battle.
The Tharoor issue is most likely going to be settled tomorrow as the government would like to go to Parliament on Monday with a clean slate. Tomorrow, the Prime Minister may meet Tharoor.

I did some digging and figured out she sold investment plans in the real estate sector in Dubai.A lot of black money had been pumped here since the boom in 2002.Now the market is dull and they want their money back and hence had to get it back in the country on some legitimate grounds by avoiding tax.In her position as a 'sales manager' at TECOM,she would have got paid AED 30k-40k max including commissions.So obviously she has had a bunch of ppl come up to her and told her we want to put our money elsewhere.Rest as they say is history.The INR70 cr is simply a commission for bringing in large sums o money or probably even someone else money who can't be having their name on paper.

Lots of raids on the "usual suspects" might be happening.
This was a definitive dry run and seems to have had the same problem as last serial blasts in B'luru, the timer circuitry not working well enough and miscalculating time of explosion. So, it means they havent been able to get a decent electronics guy in their tema yet ( the previous tronics "whiz", Abdul Sattar(??) is anyways enjoying R&R with the Karnataka police).
Hope that bigger events are nipped in the bud after this wake up call.

The same company TECOM also had a major role to play in the notorious "Smart City" deal in Kochi city, Socialist Republic of Kerala. The initial deal was that the "Smart City" was a kind of special zone (with tax holidays etc.). TECOM would be given the land, they would develop it and lease it out to companies (softwar co.s were the preferred ones). Sooner reports started leaking out, which said that TECOM wanted lots of one sided clauses in their favour. They would get full ownership of land, and also had rights basically to do what ever they want in that land. The current C.M Achuthanandan flatly refused to give in (and he was also accused for being anti-development here). TECOM also was not prepared for any agreement in which they were not given full rights over the land. Even at them critics had mentioned that TECOM was like a real estate company, and what kind of a business then can bring in. I think TECOM's whole idea was to get government owned land at cheap rates, and then make profits out of it. If what I read in papers is true, 2 bombs blasted while the one was diffused. The bomb diffused was set to blast at 8PM, a time in which the cricket match was planned to end. So dont know if any of the circuits had problems in it. The police have already let out some initial clue. Hands of a "Coastal Karnataka & Kerala" criminal/terrorist outfit is supposed to be behind it. Then most likely these would be the new comers/left overs of the Thadiyan (Thadiyantavida Nazir and Party) gang. I wouldn't go as far to formally associate any connection with the fiasco and TECOM.Yes they ahve had a murky past but association with this is unlikely.Sunanda quit TECOM over 45 days ago.Besides TECOM is owned and operated by DH which is the personal fortune of the royal family of Dxb.They wouldn't want to get involved in shady deals minus the pride.
Its really about the back channels of funds being used to hold money.Money gets wired to Mauritius from where the foreign players are paid in foreign exchange hence attracting attention from IT in regards to FEMA breaches as the contracts were subject to Indian jurisdiction.Also interestingly a massive Hawala scheme has to be in place for IPL organisers to pay off for these massive shows of glamour and parties.
At the end of the day i think Tharoor was scapegoat compared to the bigger fish like Pawar and company so the uglier & bigger picture doesn't come out.Hence he was a victim of politics which he was to naive and inexperienced to decipher.A diplomat will always be a diplomat.

Tharoor has resigned and his resignation has been accepted by The President after being forwarded by PM.

I understand that the intel reports were very critical about her and said she influenced him or something off that sorts? Hope Lalit Modi stays too, he has done a lot for Indian cricket.

Terror alert for flights to West
India’s security agencies have warned that terrorists are planning to attack flights going to western countries from the country’s airports.
After receiving this input from intelligence agencies, the Bureau of Civil Aviation Security (BCAS) has issued a nationwide alert and directed heads of civil aviation security in different parts of the country to mount security preparedness at all the airports.
Besides asking airline operators to be vigilant, the agencies involved in airport security have been directed to carry out “100 per cent search of passengers and manual checking of carry-on baggage”.
The security agencies have also been asked to carry out "secondary security checks at the ladder point of aircraft in respect of all flights from India to western countries,” the alert said.
A BCAS official said the government had taken the latest input seriously as the terrorists had been planning for a long time to break into India’s aviation security in the run up to 2010 Commonwealth Games.
Some of the airports are already on the radar of the terrorists as their objective is to tarnish the country’s image before the Commonwealth Games, he added.
In January last, the government had put all Air India planes operating in the country’s neighbourhood on high alert after the intelligence agencies warned that the Lashar-e-Tayyeba and other terror groups were planning to hijack a plane.
In view of continuing threat to the civil aviation security, the Union home ministry had conducted a series a review meetings and issued directives to be more vigilant to prevent any terrorist attack.
