In 1962, Ayub Khan's Constitution (Fourth for Pakistan), ensured that only a Muslim can become the President. The 1973 Constitution by ZAB (Seventh for Pakistan) did not openly make s similar arrangement for Prime Ministership but he effectively achieved that through the Oath that a PM was supposed to take. The 18th Amendment of last week has simply formalized the hidden arrangement."The state in Pakistan from 1947 was a relatively secular institution, sometimes completely secular and at other times secular with a flavor of Islam here and there. The Constitution of 1973 changed all of this. It not only introduced a state religion and limited the Prime Minister’s office to Muslims, but created a positive obligation on the parliament to Islamise the country."

Naming the 'Establishment' - Nirupama Subramanian on the UN Report
Anyone who has been in Pakistan even briefly knows about the “establishment”. It comes up so often in routine conversations that despite being an English word, it is a part and parcel of the country's local languages. No Pakistani ever needs an explanation of what it means. {Just like, 'Angels', an euphemistic reference to the ISI agents}
But perhaps the most remarkable portion of the report, one that has been studiously ignored in media commentary and political reaction in Pakistan, is about the “pervasive” role of the “establishment” and how intelligence agencies blocked early attempts at investigating the assassination. It helps throw light on why the PPP never attempted to pursue Benazir's killers and may not be able to do so even now.
It is now part of the record of the world's highest international forum, of which almost all sovereign states are members, that Pakistan's intelligence agencies “severely hampered” the investigation into Benazir's assassination and thus “impeded an unfettered search for the truth”.
But does the report change anything on the ground? After all those encounters through 2008 and 2009 in which he steadily lost political ground and the Pakistan Army progressively regained political stature, this report finally gives Mr. Zardari a victory over the military. But coming at a time when the PPP government has pretty much accepted the supremacy of the Pakistan Army, the victory has nothing more than notional value.

Such protocols are useless as terrorism is openly exported. Its not like people in India would be wondering who the Taliban got their nuke from.
A far more likely scenario is an attack on a reactor by these exported terrorists. This is why India should not build nuclear power plants IMO.
Everyone already knows US attempts to reduce the nuclear proliferation from pakistan to the doings of one person (xerox khan) is a lie. An entire state apparatus is required to be shipping nuclear material in and out of a country.
One guy cannot export a sh&tload of nuclear stuff out of a country without anyone knowing anymore than the statue of liberty can be exported out of New York piece by piece without anyone noticing.

Rao Shakil Ahmad, a schooldays friend of Prime Minister Yousuf Raza Gilani, confirmed that he was under an inquiry of the NAB for misusing the public money. The controversial DG Haj, nephew of former IG Rao Rashid who also served as Minister Establishment during Benazir Bhutto’s first term, was inducted into the DMG from the Army during the PPP government. He is facing NAB inquiries for amassing assets beyond known means, abusing public money as DC Multan and has remained at center-stage of controversy on various occasions.

Military convoy ambushed in North Waziristan
MIRAMSHAH: Seven soldiers were killed on Friday when a military convoy was ambushed in North Waziristan, ISPR reported.
An officer and junior commissioner were among those killed.
Sixteen soldiers were also injured in the ambush, among which two are in critical condition.

Militants kill four 'US spies' in Miramshah
MIRAMSHAH: Militants have killed four men, beheading two and dumping the bodies in Pakistan's northwest tribal belt after accusing them of spying for the United States, officials said Friday.
The bodies were found by the side of a road in Khadi village, 25 kilometres (15 miles) east of Miramshah, the main town in the tribal North Waziristan region near the Afghan border, local police officer Kalam Khan told AFP.
He said that two bodies were headless, while the remaining two had multiple bullet wounds. Two of the men were Afghans while the others were local tribesmen who had been kidnapped from Miramshah three weeks ago.
A local intelligence official said that a note found near the bodies said “all those spying for the US and Pakistan will suffer the same fate”.

Two-day offs: notification issued. Pakis rejoice.
So, in a seven day week (168 hours), the faithful are only expected to legally work 36.5 hours (adjusting for power lunches and namazes). With most faithfuls taking Fridays off as well with no retributions, this work week will dwindle down to 30 hours or so. Throw in the mandatroy one day off (7.5 hours) to celebrate IED mubaraks every week (hopefully not on Fridays which could ruin everything), plus prolonged power breaks of 3 hours every day, one can look forward to a 13 hour work week. Ah, bliss! Good times!

Update:Pakistan army says militants kill 7 soldiers
This is the second time i have read when Military opened fire at people who came to help after a blast.The statement did not give many details. However, two intelligence officials in the northwest said tribesmen joined local Taliban fighters to stage the ambush after a 15-year-old boy in the area was allegedly shot to death by an earlier group of traveling soldiers.
The boy was killed when troops opened fire after a roadside bomb exploded near the convoy, the officials said on condition on anonymity because they were not authorized to speak to media on the record.

The device went off when a military convoy was passing through the area, killing a soldier and injuring a few others.
The villagers said they made several attempts to go to the site and shift the injured to hospital, but their attempts proved fruitless as they were fired by the troops each time they proceeded.

I don't know who this Jandal guy is except that he is a 'rocket-mard conqueror of India' somehow connected with Charar-e-Sharif. Just over a month back, the Indian Supreme Court ordered the release of a dozen or so Pakistani prisoners since they had completed their jail terms for various offences. When GoI protested saying that unless the GoP reciprocated they won't release, the Learned Judges chided the GoI for violating fundamental rights of human beings (though one wonders how it applied to Pakistanis) and ordered their release forthwith, reciprocity or otherwise. GoI was forced to implement the orders of the Learned Judges. We know that the Land of the Purest, after Islam was adopted as the State Religion through the 1973 Constitution by ZAB and especially after the Wahhabi General Zia-ul-Haq took power, became intolerant towards artistes of all hues and colours (except Calligraphists). Many artistes felt suffocated, their freedom to perform deprived and their art forms deprecated. Here is one more such story, a member of the Uday Shankar troupe. (from TFT)
After the institute {Uday Shankar's India Cultural Centre opened its doors in Simtola, 3km from Almora} shut down, Ghanshyam moved to Bombay and worked with the film industry, until a project took him to Karachi. While working on the choreography of the film Funkaar , Mr Ghanshyam had the opportunity to perform in Pakistan, and soon found a fan in no less a personality than the Prime Minister, Hussain Suhrawardy. He also met the head of the Archaeology Department Dr Ghafoor, who re-awakened Ghanshyam’s interest in history, especially in the iconography of the Indus Valley Civilization. In the dancing girl of Mohenjodaro, Mr. Ghanshyam saw the “mother” of dance in the region. In 1955, Mr and Mrs Ghanshyam set up the Ghanshyam Rhythmic Arts Centre in his home in Sharfabad. Over the years, the centre became a magnet for the daughters of Karachi’s society.
In those early years, when the country still struggled to establish its identity in the comity of nations, the Ghanshyams enjoyed state support; they were often invited to perform for visiting dignitaries such as the Chinese leader Chou-En-Lai. At that time Mr Ghanshyam was recognized as a promoter of Pakistani culture; his wife was asked to teach at the progressive schools of the city, and while the couple may not have prospered financially, they garnered a huge following of fans. Mr Ghanshyam was even awarded the Pride of Performance. But under General Zia, Pakistan’s identity was re-defined and dance no longer fitted with the country’s image. The Ghanshyam’s not only lost the patronage of the government, they soon found themselves vilified; the institute was often vandalized and they were threatened on a daily basis. Was it because they were Hindu, or because they taught dance? “It was one and the same thing for people; being a dancer and being Hindu was synonymous,” says Mr Ghanshyam.
In the early ‘80s the situation became intolerable for the Ghanshyams, who were finally forced to flee Pakistan. The only student of Mr Ghanshyam who had chosen to pursue a career in dance was Sheema Kermani, who was in India at that time. Mr Ghanshyam called her to tell her to take over the centre. By the time she returned, they had already left, as had the handful of other dancers. Sheema became the torch-bearer for dance in Pakistan. She has stayed here throughout, performing and teaching through the dark years of cultural suppression and through the somewhat more enlightened recent years.
Recently, Sheema and the Tehrik-e-Niswan organized the Second Tlism Theatre and Dance Festival- the festival was a tribute to Sheema’s teacher- Mr Ghanshyam, who has returned to Karachi after twenty-seven years of exile.
On the final evening of the festival, Sheema’s senior student Mani Chao, made a touching dedication to his teacher, Sheema. It was poignant to see Mani honouring the woman who taught him, who in turn paid tribute to her teacher. But while the audience watched Mani and Sheema and Ghanshyam Sahib, I watched my daughter looking at the trio. When she first started to dance, my daughter was enamoured by the glamour of dance – the costume, the jewellery, the makeup and the ghungroos . Then came the love of the stage; I watched my otherwise shy daughter confidently step up to the centre of stage, look the audience in the eye and dance, lost in her movements. That evening I saw my daughter begin to understand that she is part of something bigger- that she is the most recent link in a long chain of ustads and shagirds that has endured waves of new religions and even newer borders. “Let us read and let us dance,” said Voltaire, “two amusements that will never do any harm to the world.”

They also demanded a ransom of $10 million to allow the journalist to “walk into a free world”.
Regarded as pro-Taliban, Mullah Shah Abdul Aziz – a Karak-based JUI leader of the Samiul Haq group – held talks with senior Taliban leaders in Mir Ali town of North Waziristan on Monday, while the sons of the two former spies are also using other channels to secure the release of Colonel Imam and Khalid Khawaja. Javed Ibrahim Paracha – a PML-N leader with close links to jihadi organisations – said Shah Abdul Aziz made contact with the Taliban in Mir Ali to negotiate the release of the kidnapped men.
Notwithstanding the optimism, there is worry for the two former ISI officials: the country’s secret services are trying to ensure that the hostages are not “sold out” to another group in Afghanistan, because Kabul might harm them for their support for the Taliban when the ultra-conservatives were ruling the country from 1996-2001.
The fear emanates from a “sell-out” of the past: a Peshawar-based Iranian diplomat was kidnapped from Peshawar and later rescued from Afghanistan after a deal.
“The two men will be in real danger if they are taken across the border, where they are hated for their views and role about the Taliban,” said the security officials.
Khalid Khawaja’s wife told Daily Times over the phone from Islamabad that “Usman Punjabi” was the mastermind of the kidnapping. “He is leading a group of about 50 to 60 criminals, and we believe he is behind the whole affair,” she said.
Col Imam’s son, who is a one-star general in the Pakistan Army, and the sons of Khalid Khawaja, believed to be in the defence forces, are also using “other channels” to negotiate the return of their fathers.
The official sources said it was unlikely that the government would set free the three Afghan Taliban leaders. However, they said it was likely that the ransom would be paid to bring the journalist back.
Col Imam is a respected figure among the Taliban, as he is regarded as a teacher of Taliban spiritual leader Mullah Mohammad Omar, and Col Imam was a frequent visitor to Kandahar when he was stationed in Herat. Col Imam’s abduction by the very same people who he holds in high esteem has come as a shock.
The mystery surrounding the disappearance of the two high-profile former spies is likely to clear when the two face the media and narrate the real story.

The bad (and the very bad) Taliban are attacking the very same people who were very intimately involved with them. The suicide bombing of the JI meeting a few days back, the threats to Maulana Fazl-ur-Rehman and now Col. Imam are pointers. Shouldnt other avenues be explored? Was Col Imam bumped off so that Mullah Omar loses his "brains" and becomes irrelevant? If so, Unkil might be behind it. Or did Col Imam rat out a few and got bumped off - then it might be the taliban? Or was he bumped off by ISI because he knew too much? Or has he just gone underground?

Anujan, the situation is very murky. It is not clear if Col. Imam and Khalid Khwaja are really dead or not. They may be faking it as well. It now appears that the abduction of the Pakistani Ambassador to Afghanistan last year and whose release was obtained after releasing Mullah Obaidullah Akhund, the ex Defence Minister of the Taliban, was a drama. So, anything is possible in Pakistan where the military decides these things based purely on its tactical exigencies. No one can rule anything out or in when it comes to the Land of the Purest. However, if the deaths are true, whether in the hands of the Punjabi Taliban (most likely) or at the hands of the ISI, it is Muslim killing Muslim. The Punjabi Taliban may be more pious than Imam & Khwaja or the ISI may be less pious than these two gentlemen; nevertheless it is Muslim Vs. Muslim. If it is the US or the RAW, it becomes Brahminic-Tulmadic-Crusader conspiracy, an entirely different matter altogether. Even then, the kafir could not have killed them without the support of some Belivers, right ?

Most probably Hamid Karzai was getting too big for his shoes and negotiating with Mullah Baradar.A senior U.S. military official in Kabul described the arrest as part of a power play by Pakistan to ensure it has a major role in any Afghan reconciliation process.

The central message of Col Imam's interviews have been that World needs to talk/negotiate with Taliban *thru* Pakistan; With that kind of message, I don't think this jihadi is going to renegade or separate from ISI.
We all know ISI/Paki Army tried fissures among the Mehsuds; about an year ago or so, some of you may recall that Paki Army started public campaign to calm and recruit Mehsuds even as it was throwing flyers saying Mehsud leadership has aligned with forces who are against Islam.
Soon after Baituallah gets killed(/removed from the scene) and Wali ur Rehman/Hakimullah tussel emerges. IMO that was media play; WaliurRehman to me is a result of that strategy above; We are hearing reports that this Imam guy is spotted in S.Waziristan and is meeting with WaliurRehman.
I have no doubt that this is ISI media play. It will be interesting if this $hit gets killed so to review some assumptions.

A question - Why would the TSPA need to train a special group of LeT terrorists separately to do a JDAM attack on Indian soil? Like Kashmiri, I'm sure there are enough majors and colonels in the tspa who would gladly take on this task and carry it through. It would make more sense for them too, given that these are military trained men and can carry out such missions better than the average ak-toting jihadi like kasab. And unlike Kargil, we wont find even ashes of their id cards or ration cards if they are succesful. This would make operational security much easier too. So, I guess we should keep our eyes preened for such an initiative from the higher ups of the tspa?

It's a bad paper. There is much stuff in it that I can rip apart. The author sees Pakistan as a whole and talks as if parts may become OK. He is unable to see a nation as the sum of its parts.
Unfortunately a nation is the sum of its parts.

But there are many in Taliban who want to use it against US and other western interest and there are as many in Taliban who want to use it on Pakistan itself. There are reports that Talibani forces inimical to Paki and US/Western interests may already have some kind of dirty bomb via their contacts in Paki nuclear establishment and are looking for opportune time to unleash against their intended target.Brad Goodman wrote:The title says it all
