Skepticism, after euphoria
The question often asked in India, he {Lalit Mansingh} said, is: "Does America have a coherent view of what's going to happen in Pakistan, or is it lurching from crisis to crisis and finding ad hoc solutions?"

"We know Pakistan as the source of terrorism in India, but the US also knows Pakistan as a source of terrorism throughout the world," he said. "So, why is there that we still have a gap that when it comes to Pakistan, America talks about or assumes it is dealing with its terrorists, and when it comes to us we have to deal with our terrorists? In our view, there is no such thing as separate terrorist groups like Al Qaeda and Taliban and Jaish-e-Mohammad and Lashkar-e-Tayiba. They're part of the same franchise. They work together. It is a corporate enterprise, and I think India and the US have to look at it as one entity, not as separate entities."

In Afghanistan, he said, while India "has been patted on the back for a wonderful development aid program… America has to recognize that Afghanistan is rightfully important for India's security interests, and to exclude India from any kind of political solution, to give precedence to the sensitivities of the Pakistani army, is to not want India to be there… Because quite clearly if the (US) withdrawal takes place, it is the neighbors of Afghanistan who will have to deal with the emerging situation in Afghanistan."

With regard to Beijing [ Images ], Mansingh said, "Like it or not, the Bush administration had a clear-cut view of China. There was a global vision, and there was a certain rule for China. I think the present dialogue is missing out on China… China is intruding into our (Indian) security space in a big way, and it's an odd coincidence that China's behavior towards India has been at its worst in the last 65-odd years, coinciding with the first year of the Obama administration."

On Iran, Mansingh said, "My message to our American friends is don't push us too hard. Iran is in our neighborhood. Iran is an important supplier of hydrocarbons for India, which we desperately need. And don't ask us to join you in blanket sanctions against Iran nor commerce nor supplies. We need gas and oil from Iran. It is vital for our economy."

And, he complained that there is no big ticket item with regard to India in the Obama administration unlike the nuclear deal in the Bush administration. "Why can't the US say 'Yes, we think India is worthy of becoming a member of the (United Nations) Security Council'?"

Sibal was even more candid.

The hardcore issues, Sibal said, are China's proliferation activities especially in Pakistan and Afghanistan.

The trust deficit, he said, "Still remains. And, this is fueled by the fact that… large segments of the Indian public opinion still are not persuaded that the US has the right policy in terms of India, Pakistan, or Afghanistan."

^^ I am sure, once the current Foreign Sec and NSA and Amb. to USA/Chine will retire, they will also speak the same Language as Lalit Man Singh.
It is just that when they are in service they come across as servile's who have no option but to talk to Pakistan and plead with US to recognize us a legit and responsible player in the neighborhood.
I think we should hire retired Folks back as NSA or Foreign Sec.

Some years ago,I posted a report about the average American's ignorance ,especially that of its fighting forces.Many could'nt even identify the US on the map and illeteracy was such that the US armed forces were designing instruction manuals like comic books! When Texans consider themselves a distinct entity within the US and the north-south residue of the Civil War remains,India in the eyes of the US establishment is seen from an entirely different perspective just as we see the US.We are a billion people a huge market which was once considered a basket case nation of pinko socialists dependant upon PL-480 supplies of grain to feed our starving millions.Today,we have become rich through our brain power,leapfrogging many so-called developed nations.Having enriched ourselves,but still possessing selfish corrupt politicos at the highest levels of leadership,who can be bought,we are ripe for the "plucking".We are also seen as a convenient tool to use to counter China in America's interests,while the US uses Pak to counter India similarly! The O-team looks at us suspiciously as a nation that is stealing US jobs and is making it tugher for our IT corporate entities even as it pretends to be our "strategic partner",natural ally,blah,blah.It simply wants to sell us its defence junk and inveigle us nto fighting its wars and doing "constabulary duty" in Asia! Alas,"constabulary duty", is the highest level of vision that the good doctor of snake oil can imagine the nation achieving under his leadership and Obama's visit will see if he is able to "sell" India down the tube.

^ Only way we can get rid of uneducated corrupt politicians is by introducing educated and honest politicians. And, that is not going to happen if educated honest people do not show any interest in politics.

If you read the profiles of our MPs and MLAs, you wouldn't say they are uneducated. In fact they are too-much educated than the national average. It is nice to link honest with education but the reality is different.

Secondly if education means honesty, then the entire babudom must be corruption free.

Economic supremacy provides conditions for military supremacy to develop. If you put military supremacy first you get USSR and maybe Pakistan.

Economic supremacy just needs ability to defend itself and a safe neighbourhood.

The more important issue for US politicians was finding a convenient anti-outsourcing target in Indian companies that use H1-B and L-1 visas at a time when jobs are front and centre in the lead up to the November 2 mid-term polls. Even if the furore over this particular bill plateaus out, there will be enough rhetoric on these matters to keep the overall issue alive when Obama arrives in New Delhi just days after the elections are held.
Obama’s signature will further impair the administration’s credentials in India. As Scissors said, "It’ll be more complicated for the President. He says the right things but when it comes to trade, he is half way to bring a protectionist."

As far the India stopover is concerned, Puri said, "If the bill passes and is signed into law, it will definitely cast a shadow over the visit of President Obama."

I think the key thing here is your willingness to project power beyond your boundaries. Without this, economic and military strength is of no use.

Thanks for the information RamaY! They indeed seem quite educated. However, if some folks think that they are not educated enough then only way to change that would be to bring in more educated people. So, I urge educated folks to jump into politics. India, US hold joint counter-terror training
In the backdrop of terror warnings on the eve of India's Independence Day, Indian security officials are holding a counter-terror training exercise focusing on post-incident investigations and pre-empting blasts with US officials and the Federal Bureau of Investigation (FBI). The six day counter-terrorism training and exchange programme began Aug 9 in the Indian capital. Indian law enforcement officials are being trained to recognise and respond to improvised explosive devices.

The training, which also covers aspects of post-blast investigations, will continue in Bangalore till Saturday. "This exchange is a great example of how our countries are working together to combat the threat of terrorism in both policy and practice,” said US Ambassador Timothy J. Roemer Friday at the end of the Delhi leg of the joint exercise.

"Sharing techniques, expertise and information are all critical to our joint efforts to fight terror, and would not be possible without our strong and healthy bilateral relationship,” he said. The joint counter-terror exercise is taking place at a time the US State Department has issued a fresh warning saying it has "credible evidence" that terrorists may be planning terror attacks at places frequented by its citizens in India, Pakistan and West Asia and asked them to be alert and take precautionary measures.

"In India there is a continuing threat of terrorism as attacks have randomly targeted public places frequented by Westerners, including luxury and other hotels, trains, train stations, markets, cinemas, mosques, and restaurants in large urban areas," the State Department said in a Worldwide Caution issued on Thursday.

^ The visa fee increase is not a big issue IMO.

Assume a H1B holder goes to US for 6 yrs and renews his/her visa 3-4 times. It is $8K additional cost, less than 2-3% of his annual salary over six years. Many offshore vendors increase the billing rates by that amount to adjust for inflation.

Even as a total this amount is peanuts and symbolic in nature. Assuming there are 0.5 million visa holders, it is less than $1B per year compared to $40-60B annual ITES exports.

For many companies which offer low rates to the clients to win business, this will adversely affect them. And in these hard times, any increase in billing rates may not be acceptable to the clients. Many companies also work on the principle of having a large pool of H1b visa holders ready at any given time.

Agreed but india need to pick it's fights. I would rather focus on phirangi universities or security of Indian students or billions of missionary funds from US.

This issue impacts corporations, not I dividuals and most of Indian offshore companies are cash rich and can handle $1 cost increase or push for cost sharing with customers. This will be ome an issue IFF Nasscom is q figurehead org

It does affect individuals too. The offshore salaries will be definitely cut if they can't get enough billing rate raise from their clients. lot less people will be sent offshore which would otherwise be useful to learn more about the way things are done outside and build up capabilities within the country. The fact that many people save a bunch of money from offshore assignments and then spend it within the country will also have an effect :)

And this is plainly targeting Indian firms going by the statements of the author of the bill but making the language not country-specific.

Sure, let us pick our fights, but we need to make our displeasure known too. And not just by words, but making sure some US companies with large number of employees too have increased cost of doing business in India.

I think you meant on-site employees. I have come to mass on H1 ages ago and am in the AcctMgmt business for a long time. I know the markups and believe me this increase in visa fees is not much. It is a different matter if our most admired companies use this opportunity to cut onsite salaries ;)

the best india can do in this scenario is to recommend US to give min 3yr visas instead of 1 or 2 yr valid visas. Use math to reduce the impact while keeping massa ech-undee intact.

This will be good for indian companies as they push more value-added work to india, which is more valuable to the entire industry than having few thousands get massa-ettiquites. IMHO that phase is over.

The otherday I mathematically proved that my nephew is better off in India and visit US as a tourist than coming here on H1

Don't see how the visa fee has much impact. As it is India has an inflation problem, so any cut (more likely slower growth) in offshore salaries will help with that. In the US, a $2000 fee every year would translate to exactly a $ an hour in lost earnings. Barely noticeable considering the kind of bill rates these companies charge.

^^^ Guys, can I respectfully point out that this is a wrong thread for news about J&K, published in Yahoo, or about churlish comments posted there by pakis.

Also, wrt to dispute about the Sikh temple ..(after reading the case here, it looks like (at least in my opinion) they (Bain's) got poor legal advice. (It could have easily been check out before starting the construction).

Obama, who won the presidency on a platform of change, is now seeking to recycle that anti-Bush magic for the midterm vote. Yet, he is learning the hard way that it is easier to campaign against the Texan's legacy than to actually govern against it. It is Bush who, despite avoiding the post-presidential limelight (at least until his memoir is published in November), has continued setting the terms of the debate, so much so that his successor and opponents must adopt many of his ideas, however reluctantly.

We may live in the age of Obama, as many call it, but it's still Bush's world.

Clarifying his remarks branding Indian IT firms like Infosys as "chop shops", US Senator Charles Schumer has said that he meant to call them "body shops" even as he insisted the purpose of raising fee for H-1B visa is not to target Indian companies. Schumer, the Democrat Senator from New York said
said visa fees will only increase for companies with more than 50 workers and those who continue to employ more than 50 per cent of their employees through the H-1B programme.

"That was never even close to anyone's thought when H-1B was passed," he said.

Congress does not want the H-1B programme to be a vehicle for creating multi-national agencies where workers do not know what projects they will be working on or what cities they will be working in when they enter the country, the Senator said, adding it is solely based upon the business model of the company, not the location of the company.
