After years of vacillation and wrangling, India is now set to sign a $2-billion deal with Dassault to upgrade 51 aging Mirage 2000 fighters to the 2000-5 standard.

The deal is expected to be signed Dec. 6 when French President Nicolas Sarkozy visits India. Ahead of Sarkozy’s trip, Adm. Edouard Guillaud, French chief of defense staff, will be in India on Oct. 23 to discuss bilateral defense cooperation.

New capabilities for the Mirage will include longer-range detection and weapon firing against multiple targets, as well as an extended operating envelope that allows for border-protection missions using two Mirages instead of six.

The multitrack RDY-3 radar to be installed in the Mirage is the same generation the French air force is using on its M-2000D, with increased range compared with the existing Doppler multifunction system.


The Mirages, which have 20 years of life left, will not receive an engine upgrade. However, improvements in avionics, helmet-mounted displays, electronic warfare equipment, data links and mission computers will make it a multirole fighter, an official says. Weapons will include MBDA’s MICA heat-seeking infrared (IR) missiles and MICA RFs.

The Mica RF has an active radar homing head, and the Mica IR has a passive IR imagery homing head, making it a stealth missile. The target coordinates are transferred from the aircraft’s sensors to the Mica before launch. Once fired, target information can be updated from the launching aircraft. In the terminal phase, the RF/IR seeker is fully responsible for target acquisition and interception.


The Mica RF is in service with the air forces of Taiwan, Qatar, France, the United Arab Emirates and Greece. For air-to-air engagements, the Mica RF is fitted on the Mirage 2000-5, Mirage 2000-9 and Rafale aircraft.

IMO it is not mearly the equipment fit. but also the design of the aircraft it self. A tanker converted from a civillian jet will be a design that has recovered is design and development over a long production run. So the marginal cost of designing and development will be low for every additional new build aircraft.

But the military lifter by its nature is a speciality item build in limited numbers. So even though the cost of designing and development may be identical to that of a civilian aircraft. The marginal cost will be extreamly high as the number of units to be built is quite low as compared to a sucessful civilian aircraft.

India develops first Laser Guided Bomb

India has developed its first Laser Guided Bomb (LGB), a weapon that can hit a target with greater accuracy, with technological support from city-based Instrument Research and Development Establishment (IRDE). The development of technology for producing Laser Guided Bomb is part of ongoing research towards achieving self-dependency in the defence area being done in IRDE, a lab of DRDO, Scientist and Public Relation Officer of IRDE told PTI.

The LGB uses a laser designator to mark or illuminate a target. The reflected laser light from the target is then detected by the seeker which sends signals to the weapon's control surfaces to guide it towards the designated point, he said. Bangalore-based Aeronautics Development Establishment (ADE) has developed the guidance-kit for 1000-pound LGBs and these are designed to improve the accuracy of air-to-ground bombing by IAF.

The guidance kit of LGB consists of a computer control group (CCG), guidance canards attached to the front of the warhead for providing steering commands and a wing assembly attached to the aft end to provide lift. India had already carried out two successful flight trials of LGB for the IAF to test the effectiveness of the guidance and control systems at Chandipur integrated test range in Orissa early this year.

History was created at Air Force Station Gwalior with the inauguration of a new runway by Air Marshal GS Kochar AVSM VM, Air Officer Commanding in Chief of the Central Air Command along with Mrs Munmun Kochar, President AFWWA (R).

The Gwalior Air Base of the Indian Air Force now has a Unique Distinction of being the Only Operational Base in Indian Air Force with Two Operational Parallel Runways and Operating Top of the Line Fighters.

The Ceremony was also Marked by the Induction of Sukhoi-30 MKI at Air Force Station Gwalior.

During the ceremony, Air Commodore Neeraj Yadav VM VSM, Air Officer Commanding Air Force Station Gwalior and other senior Air Force officials of the air base were also present. A magnificent fly past by three Sukhoi- 30 MKI aircraft in VIC Formation was organized to mark this Historic Occasion.

These Aircraft Belonging to Tactics and Air Combat Development Establishment took off from the Bareilly air base and were the first aircraft to land on the newly constructed runway.

The chief guest also received Salute from Su-30 MKI, Mirage-2000 and MiG-21 Bison aircraft as they Taxied past the dais, Symbolising the Operationalisation of the New Runway with all Types of Aircraft Based at Gwalior.

The new runway was conceptualised in the year 2006 with work commencing in Feb 2009. A Mammoth engineering effort involving more than 200 engineers, supervisors and workers was achieved despite the Extreme Climatic Conditions and record breaking rains at Gwalior.

As a Strategic Asset, the New Runway will Assist the IAF in its Quest of being a Formidable Aerospace Power of the Century.

Two Parallel Runways would allow the Flexibility to Launch and Recover Multiple Aircraft Simultaneously Towards Large Operational Missions and also Enhance the Existing Air Traffic Handling Capability.

This will also Result in Considerable Savings to the Exchequer due to Reduced Fuel Consumption as Aircraft will be able to Launch and Recover at a Faster Rate.

Ex-Indradhanush Begins Today

The flying exercise missions of Indo-UK Air Exercise Indradhanush began today i.e. on 20 Oct 2010 at Air Force Station Kalaikunda. Elaborate briefings on standard operating procedures, rules of exercise and familiarization of the local flying area etc were carried on initial two days of the exercise i.e. 18 & 19 October 2010.

The Royal Air Force is participating with Typoon Eurofighters, the E 3 D Sentry, and VC-10 mid air refueller while the IAF has fielded the SU-30 MKIs, Mirage 2000s, Mig 27s and its AWACS ( for the first time in a joint Air Exercise). These assets would be combined along with the aircrew and then divided into the blue and red forces. The red forces are the agressors while blue forces are the defending side. The roles of the participants are changed through out the exercise. The degree of difficulty during the exercise missions is increased by random denial of mid air refueling, and radar silence etc. The major highlight of the exercise is large no of aircraft operating together and against each other in limited time and space putting the skills of the pilots and the fighter controllers to test. This is known as large force engagement operations (LFE).

Air Marshal L K Malhotra of the Eastern Air Command met the participants and addressed them today. In his address he said “apart from the pilots flying these missions, it is an excellent opportunity for the controllers who would be either controlling these missions or will be on board AWACS aircraft as observers. On the technical side too, there will be a number of areas where both the sides can learn from each others maintainance practices, procedures and management of resources with a view to support flying operations”. He urged the participants to make full use of the opportunity and wished them ‘happy hunting’

The commander of the Air Force base at Kalaikunda, Air Commodore DK Vashist said “Kalaikunda has the necessary infrastructure which is necessary for an international exercise of this magnitude. Operationally the station has the environment conducive for flying. Also, the airspace is fully available for such large force engagements.

He also said “the aim of the exercise is to enhance mutual understanding and refine procedures. During this exercise a specific emphasis will be laid on exposing the controllers (ATC & AWACS) to large force engagements and protection of high value aerial assets. Another area of emphasis would be the management of logistical needs to move large forces from one part of the world to another.

MRTT,C-17, IL-78MKI aside, IAF should seriously consider buying more C-130J and kitting them out for IFR. 6 is too less, we need at least 2 full squadrons of this versatile bird.

Multi-Function Displays (MFD), as these cockpit displays are termed, are ranged in front of the Su-30MKI pilots. They get digital signals from dozens of sensors on various aircraft systems and display these to the pilot on an easy-to-read screen. A quick glance across his MFDs tells the pilot how his aircraft is flying and fighting.

So far, a French company, Thales, has provided the Sukhoi-30’s high-tech MFDs. But Samtel has aggressively targeted this market, even choosing to go it alone rather than work through its joint venture with Thales. With Samtel’s price significantly cheaper than Thales’, Hindustan Aeronautics Ltd (HAL), which builds the Sukhoi-30 at its Nashik facility, has placed orders on Samtel.

Just the start
Puneet Kaura, executive director of Samtel, anticipates MFD orders for at least Rs 250 crore. So far, HAL has placed only a modest order on Samtel but Kaura says that is normal. In a programme like the Su-30, which involves building 280 fighters over a decade, the aircraft’s internal systems are ordered in small batches.

“The Su-30 MFDs are just the beginning,” says Kaura. “Samtel and HAL have set up a joint venture, Samtel HAL Display Systems (Samtel, 60 per cent; HAL, 40 per cent), to design and build MFDs for all HAL-built aircraft, including transport aircraft. With offsets applicable on all aircraft sales to India, Samtel will be offering them the capability to indigenously build MFDs for their aircraft.”


Samtel’s success with Su-30 MFDs seems likely to bring in another set of orders. When Samtel HAL Display Systems had offered to supply cockpit displays for the HAL-built Sitara Intermediate Jet Trainer (IJT), at a price significantly cheaper than the current foreign suppliers, HAL had responded with Yes, if your MFDs for the Su-30MKI pass the test.

Down the line
Samtel is also eyeing a major role in developing advanced cockpit displays for the Fifth Generation Fighter Aircraft (FGFA), which India and Russia are building collaboratively. Cockpit systems and avionics, which can amount to 30-35 per cent of the cost of a modern fighter, fall within India’s work share in the FGFA’s Preliminary Design Contract, likely to be signed during Russian President Medvedev’s visit later this year.

Meanwhile, Samtel has partnered the Defence research and Development Organisation laboratory, Defence Avionics Research Establishment, and the IAF, in developing ‘Smart MFDs’, a new generation of cockpit displays for the IAF’s Jaguar fighters. In these, embedded software cards allow the display to do its own symbology, doing away with the need for a separate display processor. Puneet Kaura says Samtel Display Systems will produce a fully indigenous engineering prototype of the Smart MFD by March 2011.

Unsurprisingly, all six aerospace giants competing in the IAF’s tender for 126 medium multi-role fighters have signed memoranda of understanding with Samtel Display Systems for manufacturing cockpit displays in case their fighter is selected. While these are pure ‘Build to Print’ arrangements, aimed at meeting offset obligations, those foreign vendors, too, would consider designing in India and sourcing globally from here, provided offset benefits are clearly attractive.

Global helicopter manufacturer Eurocopter today said it has successfully performed in the trials for supplying 197 Light Utility Helicopters (LUH) to the Indian Army and the Air Force. "We have passed all the trials so far and our company is still in race and we remain committed to it (the deal)," Eurocopter''s senior Vice President Joseph Saporito said. He was speaking to reporters here after the launch of Eurocopter''s Indian subsidiary.

Eurocopter and Russian Kamov are the two companies in the race for the deal. Asked to comment on reports suggesting the possibility of the tender being scrapped again after one of the companies raised questions over its elimination, Saporito said, "It is not possible for us to comment because we respect the confidentiality clauses of the tender and wish that others would respect them as well."

The deal was scrapped earlier in December 2007 at the last moment when Defence Ministry was in the final stages of finalising the price of the choppers. Recent reports suggested that Italian defence major AgustaWestland has written a letter to the Defence Ministry questioning its elimination from the competition. Eurocpoter''s new India-head Marie Anges Veve said on the occasion that the company was committed to supporting the Indian armed forces as it did in the case of the French-origin Cheetah and Chetak fleet.

On the Defence Front, despite India’s Reluctance to Sign Three ‘Foundation Agreements’ being Pushed by the US, decks have been Cleared for the Signing of a Mega Contract to Procure 10 C17 Globemaster III Heavy Transport Aircraft through the Foreign Military Sales (FMS) route.

While the value of the deal will be revealed only after the formal signing, an official notification to the US Congress has revealed its potential value to be a massive $5.8 billion — well over double the value of the $2.2 billion deal that has been signed to procure eight P8I maritime reconnaissance aircraft, also under FMS, the government-to-government method for selling US defence equipment.

India is also likely to order an additional four P8I aircraft during Obama’s visit, pegged at $ 1.1 billion.

Another ‘FeelGood’ Deal that will be discussed during the visit is the procurement of nearly 100 GE 414 engines built by the US giant GE Aviation, to power the Light Combat Aircraft (LCA).

Defence Ministry sources, however, said there was No Change of Stance on the Two Defence Agreements the US is Pushing — CISMOA (Communications and Information Security Memorandum of Agreement) and BECA (Basic Exchange and Cooperation Agreement for Geo-spatial Cooperation).

While Defence Minister A K Antony told his US counterpart during his recent Washington visit that the Agreements are being Studied by Various Agencies, sources said there is Stiff Resistance from the Armed Forces, who see the Agreements as being Restrictive.

CISMOA is being Sold as an Agreement that will Give Access to High-End Communications Technology to India. “But the Armed Forces do not see Any Benefit in Procuring all Communications Equipment from a Single Source. They want to Diversify and not be Dependent on a Particular Source for Equipment that can be Easily Procured from a Variety of Nations,” said a Top Defence Ministry source.

BECA is seen as being Intrusive — Signing the Agreement would Mean Allowing US officials Access to Map Sensitive Terrain.

While Satellite Mapping is not a Concern, BECA would Entitle US Officials to use Ground-Based Equipment to Map Out Terrain.

The wording and intent is absolutely correct. Large Operational Missions from the middle of our country.

The Su-30's range (via IFR) and endurance (2 crew) will enable missions launched from CAC/SWAC airbases to support operations in WAC/EAC area of responsibility.

Not just that, CAC based aircraft will be able to project air dominance not just north, but east and west simultaneously. That is why our chiefs confidently state our ability to fight two front wars simultaneously.

You'll find most Su-30 deployed at CAC and SWAC. The CAC birds will provide defense in depth for WAC and EAC, in addition to own area of responsibilities. The SWAC birds will provide defense in depth for WAC. Relatively smaller legged birds (MiG-29, Mirage-2000, Tejas, Jaguar, Bison, MiG-27) will be deployed closer to the border.

Just Two Weeks ahead of US President Barack Obama’s visit, New Delhi has Visibly Firmed Up its Stance and said that It Sees No Use in Signing any “Binding Down” Military Agreements. Top Sources in the Ministry of Defence said New Delhi was Studying what Washington Calls the “Foundation” for Transferring High-Tech Communications Equipment. India is Buying or is in the Process of Buying several US-made platforms, including medium lift and heavy lift military transport planes, long-range maritime reconnaissance aircraft and VVIP business jets. Users of Planes -- the Indian Air force and Navy -- have told the MoD that these agreements serve Little Purpose and were “Binding Down” Rather than being “Enablers”.

Defence Ministry Sources today Confirmed: “…We do not want to be Tied Down with One Type of Technology… India is not keen on the Agreements.” Still, Technical Persons are Studying the Benefits of These. The two agreements are Communications Interoperability and Security Memorandum of Agreement and Basic Exchange and Cooperation Agreement For Geospatial Cooperation.

The US says these were Technology Enablers and would make military platforms Technically “More Potent”. Last Friday, Air Chief Air Marshal PV Naik had, in a reply to a question on the benefits or drawbacks of not signing these agreements, said “…it will not make any substantial difference to our operational capabilities”.

However, the US claims that the communications interoperability and security agreement will enable Interoperability between air forces of both countries.

Senior Functionaries See this as a Needless “Prop” and India Sees No Benefit in the IAF Being Interoperable with the US.

My my, and balancing that on one skid onlee. But this is easy compared to what the IAF Heli pilots are doing up on the siachen glacier.

There they touch the few square foot woth of landing pad barely with one skid, in howling winds and with their rotor blades within a feet or so of ice walls. No one should doubt the courage that the siachen heli pilots engage in day in and day out. No other airforce does that in the world.

Now waiting for the Dhruv to be a regular feature up on the glacier.

After years of vacillation and wrangling, India is now set to sign a $2-billion deal with Dassault to upgrade 51 aging Mirage 2000 fighters to the 2000-5 standard.

The deal is expected to be signed Dec. 6 when French President Nicolas Sarkozy visits India. Ahead of Sarkozy’s trip, Adm. Edouard Guillaud, French chief of defense staff, will be in India on Oct. 23 to discuss bilateral defense cooperation.

New capabilities for the Mirage will include longer-range detection and weapon firing against multiple targets, as well as an extended operating envelope that allows for border-protection missions using two Mirages instead of six.

The multitrack RDY-3 radar to be installed in the Mirage is the same generation the French air force is using on its M-2000D, with increased range compared with the existing Doppler multifunction system.


The Mirages, which have 20 years of life left, will not receive an engine upgrade. However, improvements in avionics, helmet-mounted displays, electronic warfare equipment, data links and mission computers will make it a multirole fighter, an official says. Weapons will include MBDA’s MICA heat-seeking infrared (IR) missiles and MICA RFs.

The Mica RF has an active radar homing head, and the Mica IR has a passive IR imagery homing head, making it a stealth missile. The target coordinates are transferred from the aircraft’s sensors to the Mica before launch. Once fired, target information can be updated from the launching aircraft. In the terminal phase, the RF/IR seeker is fully responsible for target acquisition and interception.


The Mica RF is in service with the air forces of Taiwan, Qatar, France, the United Arab Emirates and Greece. For air-to-air engagements, the Mica RF is fitted on the Mirage 2000-5, Mirage 2000-9 and Rafale aircraft.

The capaign has already begun for the A400.

Sigh.................

I would prefer if India works with the Russians and the Ukrianians for the completion of the AN 70 and MKI it. But no chance of that taking place.

JuggiG, The whole saga of which aircraft is narrated very clearly in Raj Chengappa's Weapons of Peace. The final qual trial was flown by ACM Krishnaswamy. The Jag didnt fit the bill.


AdityaM, the S-I tested in POK II was of that yield.

KersiD, Could that double runways be for the new SFC planes expected later?

Are we looking at specific COIN/observation aircraft, also for EXTREMELY judicious use in naxal areas? maybe the super tucano? would work well against these asymmetrical threats, no?
