GUWAHATI/TEZPUR, Nov 8 – After a brief lull, fresh violence rocked Assam yet again as at least 15 persons were killed in separate incidents of violence carried out by the militants belonging to the anti-talk faction of the National Democratic Front of Boroland (NDFB) in different parts of the State since this afternoon. The death toll is likely to go up since the condition of the injured is stated to be critical.
Police sources said that the attacks by the militant group are suspected to be in retaliation for killing of a hardcore militant this morning as the militant group had recently threatened to kill 20 Indians in retaliation to killing of one member of the outfit.
Police sources said that the first incident took place when the militants attacked a bus travelling from Itakhola in Sonitpur district of Assam to the Sijucha area of Arunachal Pradesh around 4.45 pm. Sources said that a militant, posing as a passenger, stopped the bus and as soon the bus stopped, heavily armed militants emerged from the jungles on both sides of the road. The militants first separated the male passengers of the bus from the women and children and later opened indiscriminate firing on the menfolk, killing seven of them on the spot. All those killed were employees of the Government of Arunachal Pradesh, sources added.
The second incident took place near Belsiri Railway Station between Missamari and Batashipur in Dhekiajuli area. At least six militants, who came on motorcycles, opened fire at a crowd of people killing five persons including a woman on the spot.
The third incident took place in Tamulpur area when two armed miscreants killed one Mohan Das at his residence, while, two others received serious bullet injuries and their condition is stated to be critical.
In yet another incident, two more persons belonging to the Nepali community were gunned down by the militants near Mazbat in Udalguri district.
Police sources said that only this morning, one hardcore NDFB militant, identified as Maheswar Basumatary, was killed by security forces in Naurengi centre near Batashipur and the attacks by the outfit are suspected to be in retaliation to the killing. It may be mentioned here that the NDFB has been creating havoc in the areas bordering Bhutan and Arunachal Pardesh by taking advantage of the terrain and launched a kidnapping and extortion spree in the area.
Meanwhile, Chief Minister Tarun Gogoi has strongly condemned the incident and issued strict instructions to the police and security forces to launch a manhunt to nab the culprits involved.

a gang of four dacoits who had robbed some passengers in BLR central railway station first stabbed a RPF jawan who attempted to stop them and then fatally stabbed a IA jawan of Sikh LI Satinder Singh who was in blr for training and rushed to help the victims. he died before reaching hospital.
and this is the state in the major railway station and nothing has changed in the 6 yrs I have been here. porters know of 'openings' even near platform1 where you can get in and out without platform ticket if you are in a hurry. the back side is a free for all and at ends of platforms you can cooly walk to a level crossing and so entry is not restricted there at all.

jawan lost his life due to stabbing not due to porous perimeter security of railway station

Princeton has been carrying out this research for a long time and in many Indian cities. It never caused any problem before, but this time, an over enthusiastic police officer took action against the survey executives. This survey was done in the same locality in previous years (AFAIK) and did not cause problems. This year, someone was over sensitive and took offence to some question(s).
It is not social engineering. Everything does not have to be seen as CT.
It is part of US mechanism where they keep track of public sentiment (across the world) to their policies. I wish Indian govt /political parties would do the same - approach public opinion in a scientific manner.
BTW, BJP is the first Indian party that is thinking about conduting a MR survey for its policies and public perception. A little birdy told me

What should be more worrying is the fact that this was in Bangalore, a teeming city of 8 million and at the central railway station that is packed 24 hrs/day. After 26/11, one would have expected RPF and local police departments to adequately arm and train their force to tackle any situation, what stops them from providing cops with guns ? Murder near railway station: 4 arrested
The reason given by RPF for the shortage of police in the station:The Upparpet police named Sathish (23) of Coimbatore, Anthony (21) alias Guru from Chitradurga, Kumarswamy (20) alias Pradeep of Hassan and Suma (25), a sex worker from Channapatna as part of a gang was quite active at the railway station, the Majestic bus stand and its surrounding areas for a couple of months.
N K Navtinder Singh of the 21st Punjab Regiment lost his life in an act of great bravery when he rushed in to save RPF constable Ramachandra who was attacked by two members of the gang. Singh died after he was stabbed in his chest by Satish, one of the suspects. Ramachandra is under treatment for multiple stab wounds.
The 31-year old Singh had arrived in Bangalore on Sunday for training at the Army Supply Corps. He reached City by the Karnataka Express and was waiting for a vehicle to pick him up from the railway station.
While the army man was awaiting his ride, at 3 pm, Ramachandra caught Sathish and Guru for allegedly robbing a passenger of her valuables. In an attempt to escape, Sathish pounced on Ramachandra and stabbed him in his abdomen. With action taking place in front of his eyes, Navtinder grabbed the duo in an attempt to save Ramachandra but was stabbed by Sathish.
Despite sustaining injuries, Navtinder, managed to snatch the knife and stab Sathish in his back. The murderers managed to flee.
The Upparpet police was able to garner some vital clue about the presence on the spot of Suma, a sex worker, during the incident, and traced her to her Chandrapura residence in Anekal. The police also arrested Guru, another gang member, from her house. Acting on information provided by Suma and Guru, police raided a house in Tulsithota area and arrested Sathish and Pradeep.
However, some RPF personnel feel that shortage of manpower helped the duo escape. “Recently, one battalion (nearly 90 men) of Railway Protection Special Force (RPSF) was withdrawn from the City railway station. With that battalion, we used to deploy two to three armed men at that particular point and such incidents could have been averted,”a senior RPF officer said.

Four people have been arrested in this regard, if I read today's The Hindu correctly. So looks like once the unfortunate soldier succumbed to the injuries, the Bangalore police knew the case was serious and went after the culprits. If I am not mistaken the Railway Protection Force (RPF) is the agency which is there to ensure the physical security at Railway stations (or on all railway properties). And the "Government Railway Police" (GRP), which is a sub-team of the local state police is to have jurisdiction in other law and order issues. For example, theft of say grains from a railway wagon parked in a railway property is investigated by the RPF. If I am not mistaken RPF sentries on the main entrance/exit points are armed with SLRs. But they generally carry it on their slings (slung across their backs). And I also feel that Indian policeman would be hesitant to open fire. That is because things are not like in the US. If the police fires uses the SLR, then it goes and hits some one else rest assured that people would bay for the blood of the policeman rather than the hooligans. And in a crowded place like an RS there is no guarantee that you can fire at a person accurately. Siblings' murder case accused Mohanraj shot dead in encounter
Coimbatore was shocked with the murder of two kids (a girl and a boy). More shocking was that the girl was s-exually abused. The police had nabbed the culprits. The driver who used to take the kids to school and a friend of his. Now today we find that the driver has been shot dead as he tried to escape from police custody.

Had the same feeling, but did not want to state that explicitly. Apparently Bengaluru police also had bumped of a known criminal (who was also a s-exual pervert) around 4-5 years back. It seems the fellow was such a hardened criminal, had escaped from prison (or jumped bail) and then went ahead and assaulted and murdered a girl. I would imagine north KT needs better infra more than vidhana soudha v2 and annual jamboree by the MLAs and their hangers on no? someone told me as a kid the building of vidhana soudha v1 long ago had put KT revenue under great strain then, not sure of truth value.

And if money was not wasted away in subsidizing IIMs, highway, flyways, skyways and and tax subsidies were not given to SEZs and instead used on police, courts etc, many things will be better off.

As of now, all fake encounters are approved by CM or at least HomeMin (when CM is too busy counting bribe money). IOW, IPS are following the procedure of "Fake Encounters by Approval of CM". So IMO, Encounter by CM's Approval is a bad solution. A better solution I propose is to enact DRAFTS of Executive Notifications such as Narco Test in Public by Majority Voting, Narco Test in Public by Jury, Imprisonment by Jury. Imprisonment by Majority Voting and Execution by Majority Voting etc. All this drafts are in The Book (see section 21.11 , chap-27) and are 100% Constitutional. If someone has better drafts of Executive Notifications (or Legislations) to reduce this mess, I welcome him to post those EN drafts.

People's faith in the judicial process would only increase if there is prompt and harsh judicial verdict is given and then executed swiftly. Ours is the most corrupt nation and even institutions like Armed forces, Judiciary are getting into the act because of the few rotten bad men.
In AP the Magistrate judges were caught copying in the departmental exams..
Now these guys (the Judges) have filed a suit that invigilators are not empowerd to police but just hand over question papers and aditional blank answers sheet...
Now the general are simply saying we will happly return the flats... thats it , no improprietry nor conduct unbecoming of officers
The UPA coalition is itself corrupt while it was concieved, how can Sonia G ji rule defacto with out accountability or resposibility...
Sham, Scam, Servitude has replaced Service to the nation.

SIT questions former Teesta aide Rais Khan
Ahmedabad: The Supreme Court-appointed Special Investigation Team (SIT), probing the 2002 post-Godhra riot cases, today recorded the statement of Rais Khan for nearly five hours, following a court order to probe the allegations made by him against social activist Teesta Setalvad.
Khan, a former coordinator of the NGO Center for Justice and Peace (CJP), headed by Setalvad, had alleged in affidavits filed in special courts hearing post-Godhra riot cases, that riot witnesses and victims were tutored, cheated and made to sign false affidavits by Setalvad.
He was asked questions with regard to his allegations made against Setalvad and his role while he was working as coordinator of CJP, sources in SIT said.
Khan's statement was recorded after Judge BU Joshi, hearing the Gulbarg society case, last week ordered SIT to record his statement and probe allegations made against Setalvad.
In his application Khan has said, "I am an important link which can throw light on how the victims and witnesses were tutored, cheated and made to sign false affidavits by Teesta Setalvad in the name of 'Interest of Community'".
Khan has further alleged that Zakia Jaffery, wife of former Congress MP Ehsan Jaffery, who was among the 69 killed in the Gulburg society riots in 2002, had lied in the court about not taking legal help from Setalvad or him.
"I correctly remember that Zakia took help of Setalvad in her entire legal battle and in fact Zakia was heavily dependent on Teesta for every legal action and I was closely associated with all activities," Khan said in the affidavit.
Khan also alleged that when witnesses of Gulbarg society were called by the Nanavati Commission for examination, Setalvad had instructed him to "ensure that they (witnesses) are not examined by the Commission".
"Hence, I immediately called all the witnesses and kept them in a flat in Shahalem, Ahmedabad. No one was allowed to go to the commission," he added.
Khan has also filed an affidavit in the court hearing the Naroda Gam riot case, in which he claimed that allegations levelled against him by some of the witnesses and riot victims, that he had manipulated their affidavits filed in the Supreme Court, were false.
Khan said his duty as coordinator of CJP was limited to managing the affidavits and handing the signed ones over to Setalvad or her advocate.

Sometimes I wonder whether the judiciary came up with the "rarest of rare" clause only so that capital punishment never really becomes a part of our CPC. If a person has committed N crimes each fetching punishment for K years, then person can be imprisoned for N * K years using serial sentencing. He gets out in K years because judges take bribes and give concurrent sentencing. I am anti-DP (except terrorism) because DP only increases bribes neta-babu-judges-policemen can extort and never reduces crime rates. Nevertheless, I will park that debate as we have more important things at hand than worrying about life of few low-lifes. But what I want to show is that it is possible to keep a person locked in prison for life if he has done several crimes. An evangelist marks Diwali with the Gospel in India
India (MNN/STM) ― Diwali means "fiery bunch" in Sanskrit -- an apt name for the festival of lights recently celebrated throughout India, symbolizing the victory of good over evil.
It was a 5-day celebration that ended on Tuesday, November 9. Evangelist Sammy Tippit marked it by proclaiming the Gospel of Jesus in the state of Punjab. Hundreds responded.
Tippit gave a simple but powerful Gospel presentation each evening. He told the audience, "God loves you and has a plan for you and your family. But we have a major problem - sin. God is holy, and our sin separates us from Him. That's why Jesus came to this planet: to take the punishment for our sins."
Rev. Nazir Masih, pastor of the First Baptist Church of Chandigahr, said, "The people are really hungry. They are coming with open hearts, and God is filling their hearts with His love and grace."
By the end of the week, news of the meetings had spread by word of mouth, and the crowds were so large that the tent constructed for the meetings could not contain all the people. One of the leading pastors said, "There is a spirit of revival here. God is doing something wonderful. God has given us a great harvest of souls."
Knowing that the Holy Spirit is at work in India, preparations were already in place to give the church leaders encouragement and tools to continue the work begun during the week through a pastor's conference.

If Armed Forces officers are involved, the ferocity of the attack is worse because they can in addition sully the uniform and the institution, since the politician and the bureaucrat are impervious. No government, however magnanimous, would have allotted such a prohibitively expensive plot in a prime location to Kargil heroes or their widows
The Adarsh plot is not located in far away Yeotmal or Aurangabad but in tony South Bombay (So Bo, as it is called) where property prices are the highest in the world and there is little vacant land left. It is just a stone?s throw away from and in full view of the headquarters of the Maharashtra government, "Mantralaya", the BMC Headquarters and the Headquarters of the GOC, M&G Area. The building did not come up surreptitiously but grew in stature under the benign gaze of the worthies who occupy these hallowed premises and had their blessings.
The problems really started when the Revenue Minister (now Chief Minister) Ashok Chavan demanded 40% of the flats for civilians (read politicians and bureaucrats). A modest housing project of 6 floors slowly expanded to 31 floors to accommodate the swelling demand from these big wigs who high jacked the project and colluded with the builder to break every rule in the statute book with impunity.
his project never had any link to 'war veterans and/or widows of Kargil' who were the invisible pawns in the game. We have only been compelled by the media to think that way. In fact, membership was restricted to Maharashtrians and those who could prove domicile in Maharashtra - so much so even the two former Army Chiefs did not just walk in - they had to get exemption from the highest levels of the government, even though this is not a government project.
This is India, the country where the Armed Forces are just 'use and throw? commodities like "curry patha". This is Maharashtra which is one of the few states that does not have any sympathy or respect for the Armed Forces - the only state that charges the maximum taxes on goods sold through the CSD, including liquor. This is Mumbai which is the only city that does not exempt Armed Forces veterans from paying property tax on their houses even if it is ..self-occupied?.
This is a self financed scheme - not free houses. Their life-time savings (even if those martyrs had been alive) could not have enabled them to dream of possessing a house at the above location. The cost of land alone is in excess of Rs 60,000/- per sq. ft.
The Navy did not participate in the Kargil conflict yet there are several naval personnel amongst the members. The Air Force did participate but not one AF person is a member.
Security clearance from the Navy became an issue only in 2009 after the Navy was made responsible for coastal security in the wake of the 26/11 terrorist strike on Mumbai. The spot where the terrorists landed is only a few hundred metres up the road from Adarsh on Cuffe Parade. That is how the Navy raised a flag; but by that time the building was almost complete.
Because of its location, Adarsh is very visible but it is just the tip of the iceberg; what of the innumerable Adarshes across the country which is driven by the greed of the rapacious builder-politician- bureaucrat nexus? The armed forces personnel, serving and retired are guilty by association and of impropriety and collusion. They will definitely face justice of one kind or another but will the politician and the bureaucrat be touched?
55% of Mumbai?s population of 15 million live in slums or on the streets while 13 % live in ownership flats. 70% of the rest live in one-room tenements, some of which are crumbling. In a scenario of such abject deprivation, Adarsh is a monument of shame. Let us not drag the names of Kargil heroes into this filth even by association, which the media (Arnab Goswami and Rajdeep Sardesai) insists on doing. I cannot ask retired officers to stop appearing on TV talk shows, but I wish they would because they make asses of themselves.

That an Arundhati Roy is allowed to preach secession in India, whereas on the other hand the Congress government has been going after the army, the last body in India to uphold the time-honoured values of the Kshatriyas — courage, honour, devotion to the Motherland. They alone today practise true secularism, never differentiating between a Muslim or Hindu soldier and who for a pittance daily give their lives to their country. First it was the attempt of a caste census, a divide-and-rule ploy if there is one; then there are the first signs that the government is thinking about thinning down the presence of the Indian army in the Kashmir valley, which will suit Pakistan perfectly. And now there is the Adarsh housing society scam in which the army officers, at the worst, were innocently dragged into it. We know now that it was the politicians of the Congress who benefited the most out of it.

Abdullah Inquilabi, a self-styled divisional commander of the outfit in Jammu and Kashmir''s Rajouri, was caught by Delhi Police''s Special Cell, the elite anti-terror wing, last night from Deer Park near Indian Institute of Technology soon after he alighted from a bus.
"As soon as he alighted, we tried to catch him. He tried to escape and went inside the park and we chased him.
In a bid to escape, he opened fire. Three-four rounds were fired," a senior police official said.
Inquilabi, who was arrested after a brief exchange of fire, has been staying in the country for the past 10 years and had reached the capital five days ago, the official said. The suspected militant told the investigators that he had come to the capital to find a hide-out as Jammu and Kashmir police was searching for him, the official said, adding there are about ten cases registered against him there.
Inquilabi is suspected to be involved in several Hizbul operations in the country besides collection of funds for the terror outfit.

In an interesting development in the probe into the Taliban-model Islamist attack on Prof TJ Joseph of Muvattupuzha, the newly constituted Internal Security Investigation Team (ISIT) of the Kerala Police on Wednesday questioned a police official, who was suspected to have destroyed crucial evidences.
The ISIT questioned MA Muhammad, Sub-Inspector at the Oonnukallu police station in Kothamangalam, on the basis of a report of the Intelligence wing of the Kerala Police that he had caused the loss of crucial evidences unearthed from the residence of Yunus, one of the key accused in the case.
Islamists belonging to the Popular Front of India (PFI) had cut off the right hand of Prof Joseph on July 4 for preparing a question paper which allegedly blasphemed Prophet Muhammad. Joseph, a Malayalam professor at Thodupuzha’s Newman College, was later suspended from service by the Catholic college management.
According to the Intelligence report, Muhammad had not handled the CDs and other materials seized during a raid at the house of Yunus at Nellimattam, Kothamangalam, with the required seriousness. It is also said that he had advised the policemen who had recovered the materials during the raid not to consider them seriously.
It Muhammad was in charge of the investigation into the charge against Yunus that he had organized mobile SIM cards used in the coordination of the attack on the professor using false documents. The Intelligence wing is said to have found hat the SI had caused lapses in this probe also.
The investigation team headed by PN Unnirajan, Superintendent of Police, Crime Branch, had arrested Yunus on July 21 from Palakkad while he was returning to Kerala from Nagoor in Tamil Nadu. Yunus was the president of the Nellimattam unit of the Popular Front and member of the outfit’s Ernakulam district committee.
The ISIT, which had taken over the probe into PFI-related aspects of the case of the attack on the professor in September, questioned the police inspector by calling him to its office in Kochi. Allegations of efforts by certain police personnel to derail the investigations into the case were there from the very early stages.

This was noted in this same thread a couple of pages back. But it is good that this chap is identified. This is not the first time such incidents have been reported from within the Kerala Police ranks. There were intelligence reports that some of the NDF, PDP folks have already joined the police (after qualifying all the tests etc.). There was a case of some pistols missing from the Armoury/Quarter Guard in an Armed Police camp. There was a SIMI organised camp at a place Panayikulam (?) and the local police had got wind of it and even rounded up the organisers. Security forces are drawing up an elaborate plan to cut off NDFB’s escape routes to Myanmar by surrounding the militants in their bases deep inside forests on the Assam-Arunachal Pradesh border.
( good show by BD. Hope they keep the pressure and India provides support to BD in its development )A source said the NDFB had set up camps in Myanmar with help from NSCN (Khaplang) and Ulfa after the Bangladesh government began putting pressure on anti-India outfits.
“Our objective is to encircle them within our territory by choking their routes of escape in order to prevent them from crossing over to Myanmar,” he said.
“For this to happen, close co-ordination between army and police forces of Assam and Arunachal Pradesh is a must. There are, however, areas of concern like non-availability of sufficient police and central forces with the state governments for deployment in the NDFB-infested areas,” the source said.
He said these issues were discussed threadbare at yesterday’s meeting of the strategy group of the Unified Command, which was chaired by Union home minister P. Chidambaram.
“The home minister has assured us that all these issues will be addressed,” he said.
“According to information available with us, of late, the anti-talks faction of the NDFB has forged an alliance with the NSCN (K) and relocated its camps and cadres from Bangladesh to Myanmar,” the source said.
Ceasefire should be made void if they help other militant outfits.no mercy shown to these vermins who kill and maim people.There are several militant bases in Arunachal Pradesh, bordering Nagaland, where NDFB and Ulfa militants take shelter with Khaplang militants.
“So far we have refrained from mounting a full-scale attack on the NSCN (Khaplang) camps since the outfit is currently in a ceasefire with the government but now we will have to do something about it,” he said.

The police officer who pursued the witch-hunt against the Shankaracharya and hoisted false cases and arrested him died today. His name was Premkumar and he was 55 years old.
For those who followed this news closely, premkumar's name was synonymous with evil. He famously declared this to be a personal fight with the Seer and event appeared in all SC proceedings. He was given a free hand to arrest and harass anyone , and he did that including making the police enter the mutt in shoes.
The seer who is 75 years old, was able to live to see this day!!!

into India.
This came to light after the recent arrest of a gang of seven people who were to offload Rs1 crore in fake notes in India. Then, a phone call made by someone in Pakistan was intercepted, asking Indian contacts to collect fake currency notes of Rs40 crore from various destinations in India and neighbouring countries.
With all this evidence in its bag, the Indian government decided to launch a diplomatic offensive to expose Pakistan’s involvement in printing fake Indian currency notes at its mints.
“The forensic tests done on Rs500 fake currency notes have confirmed that these were printed at a high-tech and costly printing presses, the ones countries use to print their own currencies. We will send this evidence to certain international agencies so that they can carry out investigations. After this, they can approach the World Bank and the International Monetary Fund to get Pakistan blacklisted,” the official said.
He pointed out that the first step in this direction will be to contact the Financial Action Task Force, an international agency set up to curb money-laundering and terror financing. India became a signatory when home minister P Chidambaram visited America sometime ago.
According to the official, the fakes were of a high quality. “The quality of paper, printing and security features on the notes confirmed that these cannot be printed by non-state actors. Plus, we have clear evidence that these counterfeits are coming from Pakistan,” he observed.
This time, the Indian government is serious about getting Pakistan to stop pushing in fake currency into India. This is the reason New Delhi has decided to approach the international community, instead of speaking to Pakistan, which lives in a state of denial.
“As a strategic move, we have decided to do something to shame Pakistan on the international stage and provide them evidence to further investigate the matter. This is the only way to pressurise Pakistan’s ISI to stop printing and pumping fake currency into India,” he added.

Pak national accused of recruiting Kerala youth for terror in Kashmir
The National Investigation Agency on Tuesday named Pakistan national 'Wali' Abdul Rahman as an accused in the case of recruitment of youth from Kerala for terrorist activities in Kashmir.
He has been named as 24th accused in the case which hit the headlines after the death of four Malayalee youth in an encounter with security forces in the valley in October 2008. The dead were identified as Mohd Fayaz of Kannur, Abdul Rahim of Malappuram, Rimon alias Mohd Yasin - a convert from Christianity - from Ernakulam and Fayeez of Kannur.
Subsequently, it came to light that Faisal was one of the main recruiting agents for Lashkar-e-Toiba and is believed to have taken at least 300 men, mostly from Kannur, to Bangalore and Hyderabad for induction in terror. But the state government claimed that the figures were exaggerated.
