Mr ghafoor was fearful for his life, did not trust anyone and so was hiding out alone in the open thinking that it was the best protection.

Because of vote bank politics, this joker could not be served his just deserts which would have been being kicked out of the force in disgrace.

The Bombay police and the political leadership displayed the most atrocious leadership imaginable.

Thank god for the steadfast lower level guys.

It's because of them that we have an unhappy kasab to exhibit and proof of the dirty paki hand in the cookie jar.

BTW, the pakis are still instigating and directing kasab long distance. This unpad loser does not have the malum to tie his shoe laces without detailed instructions.

He alerted his men and waited. At midnight, Cabinet Secretary K.M. Chandrasekhar called to say there were foreign terrorists in Mumbai. At 12:50 a.m. on November 27, Chandrasekhar called again. The message was brief: Maharashtra chief minister Vilasrao Deshmukh had asked for NSG assistance.
....

So, 200 NSG commandos led by Dutt and Brigadier G.S. Sisodia, IG (Operations & training), reached Palam airport’s technical centre at 2:00 a.m. on November 27, 2008. .

This information is contrary to our information that JK Dutt delayed the IL-76.

Oh, yes, none of the weighty anchors/editors had asked the DG NSG why he delayed the take-off of the Special Action Group by 45 minutes. The former DG NSG (an ex-Army officer) was not forthcoming enough to confess that he delayed the aircraft because he wanted to be in the limelight.

If Dutt received call at 0050h and they reported at the technical area at 0200 - in the intervening 70 minutes they would have had to travel from Manesar to Palam.

What gives?

New revelations are coming each passing day from Headley. These are being released in bits and pieces. He has already said that the plans included BARC, National Defence College, PM's residence.

On the eve of Mr Hussain's ( OMBABA) visit to Mumbai Pakis hand over 13th Dossa to Deputy High Comm. in Islamabad
ISLAMABAD: Pakistan has handed over to India its latest dossier on the 2008 Mumbai terror attacks and a formal request regarding its proposal to send a commission to interview key witnesses in India in connection with the trial of seven Pakistani suspects linked to the incident.

Indian Deputy High Commissioner Rahul Kulshreshth was called late Friday evening to the Foreign Office, where Director General ( South Asia) Afrasiab Mehdi Hashmi handed over Pakistan's 13th dossier on the Mumbai incident and the formal proposal for sending the commission to India.

"During the meeting, (Kulshreshth) was handed over Pakistan's Dossier No 13 pertaining to the Mumbai terror attacks case and the detailed formal information on Pakistan's proposal to send a Commission to India," said a brief statement issued by the Foreign Office today.

"The government of India was requested to facilitate the visit of the proposed Commission," the statement said.
Pakistani's have learnt the fine art of Dossa making from our beloved Lungimaster and is serving the same to US at most opportune time. On the other hand Mr Hussain turned a blind eye to the perpetrators of 2611 and choose not to say P word. All he wants is B word.

New CCTV footage from the 26/11 Mumbai attacks shows the weapons and ammunition used by the Pak terrorists were already stocked up in room no. 551.
Note:
All 3 NSG were wearing green camouflage, and not black uniform.
only 1 has a helmet. they are using AK47 and MP5
it appears that a suited hotel employee is showing them around. No BPJ protection offered to the suited employee.

Here, they have lost a few of them in cold blooded terror and yet they are unable/unwilling to twist Pakistani arms. At least Bill Clinton called in Mrs. Rupin Katyal (widow of the Indian killed in IC-814 hijack) to his hotel in Mumbai and vowed to pursue the killers of her husband, though no US life was lost in that hijack (there was an American on board though).

Anita Joshua's report about the dossier - from The Hindu
With the Mumbai terror attacks case – being heard in an anti-terror court in Rawalpindi’s Adiala Jail – making no progress as the testimony of the lone accused nabbed alive in the attack, Ajmal Kasab, is not admissible here, Pakistan had suggested that a commission be set up to visit India to record the statements of the key witnesses.

Though Islamabad has been talking about setting up such a commission under Chapter XL of Pakistan’s Code of Criminal Procedure, it gathered steam after India rejected a request from Islamabad to send Kasab and other key witnesses to Pakistan for testifying in the trial court here.

Earlier this week, India-bound U. S. President Barack Obama had urged Pakistan to expedite the Mumbai case trial. Responding to this, Foreign Office spokesman Abdul Basit had said: ``Pakistan is committed to bring the perpetrators of the Mumbai attack to justice. Nevertheless, we need India’s assistance and cooperation for a successful completion of the trial. At our end, we are sparing no effort.’’

Obama had a domestic setback. Now he is getting >50,000 jobs from India before he leaves. He will have something to talk about when he gets back home. Now,What will India get in return? Any person with even slight conscience would be sympathetic after visiting the Taj Hotel where people were murdered in cold blood. A few words in guest book will not do any good. If Obama has conscience he should suspend all defense supplies to Pakistan effective immediately. Anything less than complete reversal of weapons policy towards Pakistan is not going to be suffice. Only then will the deal be fair to all those who lost their lives to the Home Sapiens Terroristis aka Pakistanis.

We made a deal so that similar thing will not be repeated in India. Since we managed to ward off attack we are seeing the pakis going incestuous and scoring hundreds every weekend in mosques.Frankly I am happy our soldiers are not paying the price to kill pakis. I would rather see them kill their own ilk with khans providing the special effects.
We got the same deal what Americans got after 9/11. I have questioned myself hundreds of times what prevented another attack post 9/11 and what prevented another such attack on us post 26/11. I know both are similar and hence the price would be similar too. So,bottom line is that India did similar to what US has done post 9/11 with pakistan.

Rubbish. No state sponsor ever dare attack US after 9/11, he retribution will be vengful and instantaneous. In contrast, there is no deal here with TSP. There has been no attack since 26/11? Forgt the Pune attack? And in any case, TSP is still reaping the rewards of 26/11. What is all this talk about Kashmir? Asking India to make placatory gestures to TSP. Basically, TSP is bidding its time. It knows very well that Kashmir is not going to fall in its lap anytime soon. It wants to keep the issue alive, put India on the dock, and launch a ferocious attack some time later and dare India to a nuke fight. 9/11 and 26/11 should have enervated TSP to a point where it is no longer a threat to India, but on the contrary, TSP is strengthening itself and helped along by US to fight another day. This is the trajedy for India.

Some reactions to the US Presidents speech at the Taj Hotel which unsurprisingly was devoid of any mention of the role of the US‘ “Major Non NATO Ally“, The Islamic Republic of Pakistan in the 26/11 Islamic terrorist attack on Mumbai.

BJP spokesperson Rajiv Pratap Rudy:

"It was the first address by the US President at a place (Taj Hotel) which saw the biggest terror attack on India.... It was a complete disappointment as the world and the United States had proof that the attack was planned on Pakistani soil by its intelligence agencies. He had words which were not backed with action and intent,"

CPI National Secretary D Raja:

"It is not at all surprising. The US pursues double standards. When it is attacked, it takes one position. When any other country is attacked it takes another stand. Our government should take note of this."

ATC, Adiala court informed that India refused to hand over Kasab & Ansari. Next hearing on 23rd Nov
Generally, there is scanty information on the court proceedings. The case has been proceeding at snail's pace.
India has refused to hand over Ajmal Kasab, the Mumbai attack convict, and Faheem Ansari to Pakistan until the Indian High Court rules in their case, the counsel of Federal Investigation Agency (FIA) told an anti-terrorism court during a hearing of the Mumbai attack case.

The lawyer told the court that an Indian court has sentenced Kasab to death and had released co-accused Faheem Ansari. The latter has filed a writ petition in the Indian High Court requesting that his name be expunged from the case. The court has yet to rule on his petition. “India has refused to handover both Kasab and Ansari until a decision from the Indian High Court,” the lawyer told the court. The ATC set the next hearing for November 23.

'Pakistan unwilling to arrest 26/11 mastermind' http://www.zeenews.com/news668115.html

26/11: India’s terse reminder awaits Pakistan http://www.zeenews.com/news668078.html
New Delhi: Ahead of the second anniversary of Mumbai terror attacks, India is contemplating sending a blunt reminder to Pakistan that the perpetrators of the crime were yet to be punished with Lakshar-e-Taiba founder and mastermind Hafiz Saeed still a free man.

Government sources said New Delhi is preparing a report in which it will tell Islamabad that no one has been punished in Pakistan for the worst-ever terror attack in India despite India handing over enough evidence.

India will point out to Pakistan that the trial of seven 26/11 accused in that country was very slow and held up due to "unreasonable" demands made to India, including post-mortem report of all 166 dead victims and nine slain terrorists.

The report, which is likely to be sent to the neighbouring country in the next few days, will speak about Saeed, the mastermind of the attack, who is still a free man and is making provocative statements against India in ever public meeting he attends.

India will also remind Pakistan that its demand for voice samples of the handlers of the attackers was yet to be fulfilled despite repeated request.

New Delhi has been unhappy with the way Islamabad was handling the Mumbai terror attack issue and its "delaying tactics" as well as "casual approach" towards it.

Any more information about the speculation that vast quantities of ammo and explosives were stored in room 551 at the Taj??

The jehadis certainly did not carry in enough ammo
for the protracted siege without being able to replenish their stocks. Ditto for the Oberoi hotel.

New CCTV footage from the 26/11 Mumbai attacks has emerged, showing how the Pakistani terrorists created mayhem inside the Taj Mahal Hotel.

The footage - available exclusively to Headlines Today - shows the Pakistani terrorists repeatedly entering and leaving room no. 551 in the hotel. They not only have the keys to the room but are seen bringing a huge rucksack in and carrying it out fully loaded.

Yeah. That was the basis for the GOI tough stance on Blackberry who appeared oblivious of their technology being used by terrorists.

BTW, I heard a radio report on new guidelines in Uk beingg issued in caseof Mumbia type terrorist attack on hotels etc.

Its flee the place and not lock yourself up behind flimsy doors. Apparently some expert did a study and decided that majority of those killed in hotels were because the terrorists had access to victims hiding behind flimsy doors.

Has anyone seen similar reports?

This is why there was a huge halla gulla a few months ago about the use of Blackberrys across the region. UAE had threatened to ban its use from October 1, KSA and India had asked the telecom providers to provide them access codes to tap communications from these devices.

All the result of Pakistaniyat unleashed by the pakis.

26/11 attackers wanted separate state for Muslims: Nikam

http://timesofindia.indiatimes.com/indi ... 956379.cms
MUMBAI: Pakistani terrorist Ajmal Kasab and his companions were instructed by their Lashkar-e-Taiba handlers on telephone to hold as many hostages as possible during the 26/11 terror attacks to demand from the Indian government the creation of a "separate state for Muslims".

This was stated today by Government counsel Ujjwal Nikam to the Bombay High Court which is hearing confirmation of death sentence awarded to Kasab, who was captured alive after the terror attacks on the night of November 26-27, 2008.

To fulfil the demands for a separate state for Muslims in India and liberation of Kashmir, LeT advised the terrorists on phone to take VIPs as hostages to compel the Government to act on them, Nikam told the court to justify Kasab's conviction on the charge of "Waging war against the nation".

This is contained in the intercepts of telephonic conversations the handlers in Pakistan had with the terrorists during the 26/11 attacks, Nikam said.

He said LeT handlers had also advised the attackers to identify themselves as Indian Muslims belonging to Indian Mujaheedin and hide that they had come from Pakistan.

"With this objective in mind, Kasab and his team mate Abu Ismael had headed towards Malabar Hill area, where VIPs such as High Court judges, Ministers and Governor reside, to hold VIPs as hostages to fulfil their demands", Nikam told Justice Ranjana Desai and Justice R V More.

Referring to Kasab's confession, Nikam said that slain terrorist Abu Ismael had the knowledge as to where and why they were going to Malabar Hill. However, he told Kasab that he would disclose only after reaching Malabar Hill.

Kasab did not appear today on the screen for the video conference link put up in the court to hear the case.

The father of NSG commando Major Sandeep Unnikrishnan, who lost his life fighting the terrorists during the 26/11 attack, arrived here today leading a cycle rally to commemorate the memory of martyrs.

K Unnikrishnan's month-long cycle rally, which started from Delhi on October 26, will culminate at Gateway of India in Mumbai on November 26, coinciding with the second anniversary of the terror strike that killed 166 people.

During his stay in the city, he would visit the National Defence Academy (NDA) of which Major Sandeep was an alumnus.

"This rally is to remind the countrymen of the supreme sacrifice made by our soldiers for the cause of the nation," he said.

Conspiracy theory in full flow. This guy normally writes fairly sane stuff though at times reveals his inner Pakistaniyat but it has gone way beyond in this. He still believes that Pakistan is not involved in 26/11. :rotfl:

Some hilarious excerpts
The log belonging to Khuber describes the duties assigned to each of the eight persons to carry out their routines on the trawler. Each person had specific duties. Ajmal Kasab’s name is not there! Four days later, on November 26, they arrived at the Mumbai coast at 4:00 pm and the main Mumbai area by 8:00 pm. The terrorists from Khuber split into two groups; six arrived at one point and two at another. Ajmal Kasab was in neither. Still, it is Ajmal Kasab on whose evidence the whole Indian investigation rests! The Indian investigation claims 10 terrorists. The photographs of the eight killed were published. How did the additional two get included? One of these ‘two’, Hemant Karkare, was killed on Rang Bhavan lane. Kasab survived. So, only Kasab was left to provide all the ‘evidence’. He was caught ‘injured’ from the same lane. But how did Kasab arrive on Rang Bhavan lane? Was he not fully covered by photographs implicating him at Taj Mahal Hotel?
This slander on ISI serves as the core reason behind the Indian propaganda machine that portrays Pakistanis as perpetrators of terror with ‘official’ backing. It also shifts the focus from the doings of Indian agencies.
On the other hand, the eight attackers arrived on the Mumbai coast on 26/11, passing through a large Navy in exercise at that time in the seas around Mumbai, without being challenged or stopped! Does this not sound a bit strange?

Six of the attackers met a woman, Anita Uddaiya, on the coast before going to Mumbai for the attack. This woman was mysteriously whisked away. David Headley also disappeared.

And then there was silence. The living remember the dead. The dead sleep innocently but not at peace. They ask what was our crime that our lives were ended in this way. The loved ones grieve for the ones who have not returned home. The second anniversary of this act of terror is approaching.

The nation must not forgive and forget countless the victims of this abomination. We must stand firm & undaunted. The State of Pakistan must pay the price for this brazen action. Normalcy of relations is possible until the planners of the diffrent acts of terror in India have been brought to justice.

A Norwegian couple's recollection of Cafe Leopold events
Even as Mumbai is preparing for the second anniversary of the 26/11 terror strike, a Norwegian couple who survived the attack at Café Leopold has come back on a “pilgrimage to express gratitude and share their feelings with other victims, volunteers and doctors.”

She was there at Café Leopold with her boyfriend Arne Stromme (55) on the fateful night. Mr. Stromme, a landscape designer, suffered a grave injury as a bullet grazed his face and right hand fingers. An Indian friend who accompanied them for dinner did not survive.

“When Arne was brought to the hospital, his face was bleeding profusely and three of his right hand fingers were dangling,” Dr. Keki Turel, a neurosurgeon at the Bombay Hospital who operated on Mr. Stromme that night, told reporters. He had instinctively covered his face with his hand to protect himself from the attack. The bullet grazed his face and forehead and blew off three of his fingers,”

Today Mr. Stromme can move all the three fingers and there is no trace of the bullet injury on his face except for a long scar. “It doesn't pain anymore,” he said.

Ms. Woldbeck said: “Those who were heroes should be honoured as heroes because not everyone was a hero that night.” She described how difficult it was to get a taxi to reach the hospital. “None of the taxi drivers would wait because probably our blood would spoil their seats. I tried to stop at least ten taxis. Then suddenly two Indian youths came to our help. They stood in the middle of the road and stopped a taxi. If anyone of them is reading this, we want to say thank you.”

She also expressed gratitude to four security personnel who evacuated them and a few others from Café Leopold. “They risked their lives to save us. They were true heroes.”

Raising an accusing finger at the police, Ms. Woldbeck said that though the Colaba police station was very close to Leopold, the police did not turn up immediately after the attack. “The security personnel came to our rescue 45 minutes after the shooting. There was no response from the Colaba police station. We know they were not there. They didn't do anything.

She also wondered why the police failed to secure the scene of the crime after the attack. “I was appalled to see the footage of people walking though the café after the attack. So many amateur video clips were available on the internet as well. Why wasn't it closed?”

She said the attack on café Leopold was for much longer than two minutes or five minutes. “It was reported that the terrorists sprayed bullets from outside and did not come inside the café. The truth is they came inside the room. They were walking around and executing people one by one. They shot at people from a very close range,” she said.

Are any Indian American families thinking of filing charges like the Jewish Americans here.

Brooklyn Court issues summons to ISI Chief(s), Prof. Hafeez Saeed, Lakhvi & PA Officers
A U.S. court has issued summons to senior Inter-Services Intelligence officials including its powerful chief Maj. Gen. Ahmed Shuja Pasha, along with Mumbai attack masterminds and Lashkar-e-Taiba leaders Hafiz Saeed and Zakiur Rahman Lakhvi in response to a lawsuit filed by relatives of two American victims accusing them of providing material support for the 26/11 attacks.

The 26-page lawsuit accusing the ISI of aiding and abetting the LeT in the killing of more than 160 people was filed before a New York Court on November 19, following which the Brooklyn court issued summons to Major Samir Ali, Azam Cheema, the ISI, Major Iqbal, Lakhvi, LeT, Sajid Majid, Mr. Pasha, Saeed and Nadeem Taj.

Mr. Pasha, who has been director general of the ISI since September 2008, has been summoned, so is Nadeem Taj, the director general of ISI from September 2007 to September 2008.

Major Iqbal and Major Samir Ali are other ISI officers who have been issued summons.

I fail to understand the point of this civil suit. It's not like the ISI chief or Sayed and co. will show up to defend themselves.

In this entire episode, one understand's India's monumentally foolish dossier-baazi as a response from our babu-log in the hallowed corridors of Delhi.

But the Israelis and Americans lost their civvies too in this attack. How come they haven't taken any retribution whatsoever. I'm not saying it should be like the Grapes of Wrath exercise, but something, anything? It's just puzzling.

On 26/11 eve, India reminds TSP of its pledges
In a strongly-worded diplomatic note, issued on the eve of Mumbai terror attacks anniversary, India expressed “regret” for not receiving feedback on several issues raised by it, including information on seven persons involved in the attacks given by Home Minister P. Chidambaram during his meeting with his Pakistani counterpart in June in Islamabad, Government sources said.

The sources said New Delhi also reminded Islamabad that there has been no feedback from Pakistan on its request for voice samples of Pakistan-based “handlers” of the 10 terrorists who attacked Mumbai on November 26, 2008 in which 166 people were killed.

India also pointed out “lack of progress” in the trial of seven Lashker-e-Taiba operatives in Pakistan who were arrested in connection with the 26/11 attacks, sources said.

How India debated a war with Pakistan that November

PranabDhalSamanta Posted online: Fri Nov 26 2010, 05:02 hrs

New Delhi : The last of the 26/11 terrorists had been killed only a few hours back when Prime Minister Manmohan Singh presided over an urgently called meeting of the country’s security top brass. Present at that meeting on November 29, 2008, were Defence Minister A K Antony, the then National Security Advisor M K Narayanan, heads of both intelligence agencies and the three service chiefs — the Army was represented by its Vice-Chief Lt Gen M L Naidu as Army Chief Gen Deepak Kapoor was overseas — among other high-ranking officials. The key issue on the agenda — India’s response.

By then, there was no doubt among any of those present at this meeting, which lasted for over two hours at the PM’s residence, that the entire attack had been controlled, coordinated and plotted by the Lashkar-e-Toiba and its handlers in Pakistan. An undeniable body of evidence had already piled up from the calls monitored between the terrorists and their handlers in the course of the attack. More evidence was pouring in by the hour. There was no way any government in New Delhi could drag its feet — the Prime Minister knew he had to ask the dreaded question to all those responsible for the defence of India.

He started with the words that the people of India “will not forgive us” for what had happened and that the government had indeed failed them. This was not an empty comment. About 10 days before, US intelligence had intercepted a phone call from “somewhere in the Arabian Sea” to Pakistan-occupied-Kashmir. The input with coordinates of the boat’s position had been passed on to Indian agencies and then disseminated but not with the immediacy and urgency it deserved. Coast Guard authorities carried out reconnaissance sorties but by then it was too late. They found nothing on those coordinates except for scores of fishing boats that looked alike. The boat had obviously moved on. The Coast Guard filed a report that it needed the latest coordinates. And that’s where matters lay until the night of November 26 when the 10 terrorists surfaced in the heart of Mumbai.

Yet, the Prime Minister kept his calm and turned to the three service chiefs. He asked them whether they had any options in mind. In the same breath, he preemptively made it clear that he did not favour another Operation Parakram. That option was off the table from day one, recall sources. The then Navy Chief Admiral Sureesh Mehta chose to remain quiet. After all, the Navy was carrying out exercises in the area when the 10 terrorists slipped in without raising an alarm. The Army Vice-Chief wanted to wait for Gen Kapoor to return before they could crystallise their thoughts.

It was Air Chief Marshal Fali Major who eventually spoke up and suggested striking terror camps in PoK. The Air Chief was sure that his planes and pilots could do the job but the intelligence agencies would have to provide the coordinates. There was no further discussion on the subject that day, but it was also not the last conversation.

So, how close did India and Pakistan come to war? The views range from “very close” to “fleetingly close” but the fact which all key players confirm is that the military option was indeed on the table. It was subsumed by only a larger question of how would Pakistan react?

LIMITED STRIKES

IN the days that followed, the military top brass went aboutnworking on the options. The Air Force, in particular, did go into the finer aspects of conducting a limited air strike in PoK but the political decision-making never moved any further.

However, the Defence Minister did hold a meeting with the three service chiefs after the PM’s first meet. At that point, the Army Chief was asked whether limited ground strikes could be carried out. Gen Kapoor is said to have responded that an operation was possible but he would need a week’s notice and that it would be a “highly risky” affair. He is said to have added that any political approval on this must include flexibility for the Army to respond anywhere along the LoC or for that matter, even the international border. In the Army’s assessment, any strike would definitely lead to an escalated military conflict and the government ought to prepared for it. The Air Force agreed that a strong Pakistani reaction was certain but was not willing to predict the levels of escalation.

F-16 scramble

WhileHILE this continued, the Army proposed that it would like to prolong the stay of two of its brigades involved in a scheduled peacetime military exercise on the Rajasthan border. The go-ahead was given and the two brigades overstayed for about two weeks.

Much later, in early January, when then Foreign Secretary Shivshankar Menon, who is now the National Security Advisor, visited the US, his eloquent assertion in all his meetings about how India had not provoked Pakistan was only once challenged. Gen David Petraeus is learnt to have told him that this was not true because Indian troops had overstayed after finishing their military exercise. To Pakistan, he felt, this was a provocation to which it gave a disproportionate response by placing troops on alert and moving its fighters closer to the border.

There was also another incident about an Indian plane violating Pakistan airspace which apparently led to a F-16 scramble on the Pakistan side. Islamabad lodged a strong diplomatic protest. India denied with equal conviction. But at the same time the Air Force was asked to carry out an investigation.

The result was that there was indeed some violation by a reconnaissance plane of the Aviation Research Centre, RAW’s air wing, that was conducting a sortie along the LoC. This aircraft, perhaps, went too close to the LoC, violating the rule that both sides will not send their aircraft that near.

The n-threat

A few days later, a meeting was held in the nuclear bunker where the top leadership of the government is to be rushed in case of a nuclear strike. This was not provoked by 26/11. It was scheduled much before the attacks with the objective of familiarising the PM and other ministers of the emergency drill. But in the backdrop of the Mumbai attacks, the meeting could not have ignored the security environment of the day.

The PM is believed to have asked how would one distinguish a nuclear strike from any other non-nuclear, yet devastating attack. This was important because like many in the bunker, he too wanted to be sure that sufficient safeguards were in place to prevent a mistaken response. A long explanation was given. The PM then wanted to know if there was a chance Pakistan could misjudge a conventional strike by India and trigger a nuclear response.

There was near silence. Pakistan, by then, had already created “war hysteria” which many felt was unprovoked. The larger consensus was that you could not be sure about Pakistan’s response. It’s reliably learnt that it was this uncertainty which halted Indian strategists from fully backing any military response.

Under considerable pressure to show some response, the Prime Minister had independently tasked Menon to draw up a list of India’s options. Menon did carry out the exercise like a professional and gave an unsigned note that started with extreme measures like a limited military strike to less effective but dramatic steps like scaling down diplomatic relations, stopping cricketing ties, visa restrictions among others. He and Narayanan met regularly, at the PM’s instructions, to discuss the question of options in the days and weeks after the attacks.

Deniable option

In the wake of all the uncertainty over how Pakistan would respond, there was also talk about the “deniable option”. One which would involve covert operatives carrying out a sensational strike in Pakistan or in PoK. It’s learnt that RAW and the Army were specifically asked this question. RAW’s response to the NSA stunned all except, perhaps, Narayanan himself who is among the doyens of Indian intelligence. India’s premier external intelligence agency admitted that it had no assets in Pakistan to carry out such an action. It was explained that India lost all the meagre local support it had in pockets of Pakistan after the Babri Masjid attack and what little was left, was shut down by a prime ministerial diktat during I K Gujral’s tenure.

The Army said it had the ability to carry out commando operations but the government had to be clear what would be the approach if anyone was apprehended. Also, the Army let it be known that it was not sure how Pakistan would react if it found out.

This discussion headed nowhere after this because the ground realities were clear that India had consciously not cultivated this option. Some others felt it was pointless to discuss the “deniable option” because the whole idea of a response should be that the “other side” should know who did it.

Us role

JUST as Singh deliberated these issues here, on November 29 itself, then US President George W Bush held a meeting with his security advisors and also on the video link with his missions in India and Pakistan. He told them that the last time something like this happened in the United States, “we went to war”. Prime Minister Singh, he added, was also under immense pressure and that the United States must do all it can to help him so that he does not go to war.

That eased matters a bit as Bush made it clear to Pakistan that it needed to “roll up and crush” the terror outfit behind the attack. US assistance was unprecedented, forcing Pakistan to accept that the attack was carried out from its soil.

But when the dust settled, all agreed that the unpredictability on the Pakistan side and the fear that its decision makers could opt for a disproportionate response, including the nuclear option, stymied any possible chance of military action on India’s behalf after 26/11.

After the first two weeks following the attack, the question that overtook everyone’s mind was what if there is another terror strike? Would India be able to hold back then?

Two years later, when asked if that phase is now over, a high-ranking security official remarked: “I can’t say, but I think that the question is still as serious. Can we keep quiet if there is another Mumbai? No, this question is still relevant.”

Ministry of External Affairs statement on the eve of the second anniversary of the Islamic Terrorist attack perpetrated by the Islamic Republic of Pakistan on Mumbai:
India reiterates request to Pakistan to act on its commitment to bring perpetrators of Mumbai terrorist attacks to justice

November 25, 2010

Government of India has conveyed to Pakistan its regret that despite the repeated assurances given by Pakistan’s leadership at the highest level and the extensive cooperation extended by India in connection with the ongoing trial and investigation in Pakistan on the Mumbai terrorist attacks, substantive and verifiable progress has not been made on bringing all the perpetrators and masterminds of the heinous attacks tojustice.

India has once again called upon Pakistan to fulfil its stated commitment to bring all the perpetrators of the Mumbai terrorist attacks to justice and unravel the larger conspiracy behind the attacks. A time-bound fulfilment of its stated commitments by Pakistan would not only go a long way towards building trust and confidence between the two countries but would also be a reflection of Pakistan’s commitment to combat terrorism comprehensively.

Lack of tangible progress in delivering on this vital commitment is increasingly being viewed in the Indian public opinion as dilatory and lacking in seriousness.
