This is most plausible theory we can deduce based on open source information.TSP is the only country which has advanced missles with no satellite launch capability. Main problem appears to be legal issues for Al Hooti as he is already convicted in Oman. India is still trying for access and working out modalities, the main barrier is legal issues. Its going to be too difficult to extradite him.

Looks like they are still talking about how to go about it. To be honest, this has been going on for a while now(since July). Oman gave telephone records, financial details, interrogation reports and other evidence etc. They infact worked together according to Home ministry who went on record to describe it as a "model partnership for other global agencies".

Two days after Spain’s police made public the arrest of eight persons with links to radical outfits in Pakistan and the 26/11 Mumbai terror attack, they have backtracked on their claim.
The Mumbai police, too, have expressed doubts over their statement.
There is little possibility of the fake documents and identity cards seized from the terrorists being prepared in Spain, sources in the Mumbai police said. The quality of the cards is poor.
It indicates that these have been made by someone who does not know the English language. Also, their physical condition is such that they must have been prepared in a hurry and on very ordinary computers, they said.
“I-cards were seized from all the 10 terrorists (involved in the 26/11 attack), including Ajmal Kasab, and a look at them gives a clear indication that the cards were duplicate. They had the name of a Bangalore-based college. The I-card recovered from Kasab had his name as Sameer Chaudhary, while his father’s name was mentioned as Dinaish Choudhry. You can clearly see the spelling mistakes in the surname,” a police officer pointed out.
Interestingly, there has been no communication from the authorities in Spain.
“Looking at the seriousness of the issue, we were expecting some communication, but the ministry of external affairs has yet not received any correspondence ,” the officer said.
Meanwhile, in a communication to the CBI through the Interpol, the Spanish authorities have now claimed that investigations so far do not indicate links of the arrested persons with the Mumbai attack. They have, however, maintained that they eight belong to the Lashkar-e-Taiba and had handlers based in Pakistan.
The Indian government had earlier sought details of the accused from the Spanish government shortly after the arrest of the accused on Wednesday. The Spanish police, in their earlier statement, had also claimed that the gang was also supplying documents to erstwhile Sri Lankan terrorist group Liberation Tigers of Tamil Eelam (LTTE). The module was led by a Pakistani citizen living in Thailand. He directed the cells in Europe which decided the features of the passports.

The government may allow a Judicial Commission from Pakistan to record and verify the statements of judicial and investigating officers who had recorded the confessional statement of Ajmal Kasab, the lone surviving gunman of the Mumbai terror attacks.
The government had written to the Bombay High Court seeking its opinion on this aspect. The reply is expected early this week. Officials said the government would then inform Pakistan of its decision.
The panel consists of prosecution and defence lawyers involved in the case against Pakistan-based conspirators of the Mumbai attacks. The two-lawyer commission will be accompanied by a coordinating officer.
India is willing to allow the lawyers to talk to the then Additional Chief Metropolitan Magistrate and the Chief Investigating Officer of the Mumbai attacks case and not Kasab. It is not clear whether the commission will also speak to doctors who performed the post-mortem on the nine gunmen killed by Indian security forces.
On Saturday, the public prosecutor at the Rawalpindi Anti-Terrorism Court said he had received indications of India agreeing to the request.
India sought clarifications on the law under which the commission will be set up and its composition, nature and scope. It was also made clear that no cross-examination would take place.
The Centre sought the Bombay High Court's counsel after Pakistan conveyed that the Judicial Commission has been asked not to cross-examine the prosecution witnesses.

He said Pakistan is wary of cracking down on top militants, for fear they will "sing" and implicate Pakistani government officials in the attacks. "They just can't do it," he said.

I don't know what GoI plans to do. But America is protecting Pakistan. Pakistan will fall when America falls. Unelss there is some drastic change of mind in the US. I don;t see that happening and I don't see how GoI can do anything to change the mind of the US establishment on Pakistan.
In short, no near term hope.

That (bolded part above) is where I have always differed with you. My contention is that
(i) Pakistan can fall even if the US does not fall and despite US support.
(ii) Conversly given the other two benefactors in China and Saudis, it can survive even if America falls -sounds contradictory to (i) but is also true.
(iii) Further, it is not necessary for the GOI to do nothing and only try convincing the Americans about the futulity of maintaining this artificial state and asking them to withdraw their support.
That will be too costly for India. It is inevitable and imperative therefore that Pakistan should cease to exist. The sooner it happens the better.

- What is the source of American insecurity (or of their movers/shakers) vis-a-vis India (it is not even a doubt that India is the target of American perfidy)

Either Digivijay singh apologizes for this openly mouthing of paki propaganda or is officially removed from his post and membership of congress party

It should not be difficult to prove. If Karkare used his home, office or cell phone number to call Digvijay sahib, it must be on record with the phone company. In the same way, Mr. Singh's phone records can also be looked up for any calls received from Mumbai on 24/11. DS sucked the juice out of MP when her was the CM for two consecutive terms by giving out free electricity etc. to his vote bank and when the public finally had enough of him they threw him out and ever since he has been trying to fit into the center, to make himself "useful" to the Hon. Rajmata and Rajbaba.

That some parties would go to any extent to garner Muslim votes is getting conclusively proved in Digvijay Singh's foolish utterances. That other countries are also beginning to understand this ulterior game makes this whole episode very shameful. I am sure patriotic Muslims of this nation see what this is worth for. To add to scam after scams with the ruling party maintaining a stoic defence of the culprits, we now have this extremely revulsive statement from the senior member of the ruling party.

Digvijay Singh is tying himself into knots here. What is this business of 'as of now evidence suggests . . .'. He is doing total disservice to the brave police by depicting them in bad light and is also doing total service to anti-India forces especially Pakistani terrorists and conspiracy theorists. The earlier the INC gets rid of him, the better. As a former Judge has rightly said, Digvijay Singh must implead himself in the Kasab case and explain the telephone conversation he claims to have had with Shri Karkare and any other material he may have. As poll prospects become dimmer, we can expect to see such nonsense from politicians like Digvijay Singh and his comrades.
