Looks like some people here are not reading long posts with quotes and references to sources on this very same topic. We go round and round. Yes immigration reforms were talked about long before Dubya. Eve temporary bnan aids were applied in lieu of making reforms. Every POTUS tries to reform but ends up getting bogged down in the congress.

Omaha food plant owner who lost half his workforce in ICE raids says he followed rules for hiring immigrants
The owner of an Omaha food packaging company says his business has been unfairly hamstrung by federal immigration officials, who raided the plant and arrested more than half its workforce.
The raid took place despite the company meticulously following the government's own system for verifying the workers were in the country legally, owner Gary Rohwer said Wednesday.
Glenn Valley Foods now is operating at about 30% of capacity as the business scrambles to hire more workers, Rohwer said as he stood outside the plant.

On Monday, California sued Trump for using emergency powers to deploy National Guard troops to the Los Angeles area over the weekend. Trump, citing a statute that allows the president to activate the guard to repel a foreign invasion or quell a rebellion, accused Newsom and Los Angeles Mayor Karen Bass of failing to protect federal agents and property from demonstrators.
Newsom has slammed the step as escalatory and said existing law enforcement could have handled any violence or destruction. He argued that the move was “purposefully inflammatory and will only escalate tensions” and that there was “currently no unmet need.”

Even there you fail going by your efforts to find the missing Malaysian Airlines Aircraft by going through thousands or even millions of scans made by the mapping aircraft at that time. Please note that the aircraft had been found. a couple (?) of years back.
