Pres. Obama's visit.

Post by Philip »

I thought a separate thread for this important visit by the US pres.is required to discuss in detail the items on the agenda.

Barack Obama India trip: Mumbai ring of steel for Obama's stay in siege hotel
India will place a naval cordon around President Barack Obama during his stay in the Mumbai hotel where terrorists killed 32 guests in 2008.

http://www.telegraph.co.uk/news/worldne ... hotel.html
Unprecedented security has been put in place, including a flotilla of naval patrol boats, to prevent any repeat.

According to Indian security sources, the president will be protected by several rings of security, including local police, elite Indian National Security Guard commandos, and 500 American secret service agents. FBI and CIA agents have been working alongside local police and security services for weeks.

US military engineers are reportedly planning to install a bomb-proof, air-conditioned tunnel over half a mile long to protect Mr Obama on his visit to the Gandhi museum today.

Electronic surveillance and jamming equipment will be used to intercept and block mobile phone signals around the president's entourage.

The scale of the operation has been sharply criticised by politicians in Mumbai, including the state's chief minister and deputy, who were told to take their passport and tax card numbers for identification to gain access to Mr Obama.

The US consul-general in Mumbai apologised after several state ministers threatened to withdraw from the event.
Although there is great excitement about the visit, Mr Obama is not as popular as his predecessor, George W Bush, who signed a strategic partnership with India in 2005.

In an interview with the Press Trust of India earlier this week, Mr Obama welcomed India's rise as a "global power" which he said was in the "best interests of both the countries [India and US], of the region and the world".

But he disappointed his hosts by taking an equivocal position on India's bid for
permanent membership of the United Nations Security Council.

act high and mighty, try to bypass local govt and ride roughshod over local sensitivities, give little, take everything - thats always how POTUS visits go.

someone should write a piece comparing his visits to Beijing, where he goes hat in hand to the hall of the big panda begging for concessions.

perhaps that would shame our servile political overlords.

This takes the cake...sorry,coconut!
Welcome Pres.Obama to the world's first "coconut republic"!

Coconuts removed from trees in preparation for Barack Obama's India trip
India is preparing for Barack Obama's first visit to the country by removing coconuts from palm trees in Mumbai to protect the US president
But as well as the usual security measures that come with welcoming a a visiting dignitary, Indian authorities have decided to go one step further, by removing all natural threats to the president as well.

coconuts around the city's Gandhi museum, one of Mr Obama's stops in the city, are being taken down.

Mani Bhavan, where Mahatma Gandhi stayed during his freedom struggle against the British, is among five places the US president is visiting in Mumbai.

"We told the authorities to remove the dry coconuts from trees near the building. Why take a chance?" Mani Bhavan's executive secretary, Meghshyam Ajgaonkar, told the BBC.

That should be somebody from the Protocol Divsion of MEA.

The visit has already started with a major controversy after Obama's first speech at the Taj. Pakistan has tried to make the best use by sending the 13th dossier asking for permission to send its judicial commission to India to interrogate Kasab, magistrate et al. At the same time, it has warned Obama not to give any concessions to India that could alter the balance of power in South Asia.

Mods, please allow for posting photographs in this thread as well. I am sure there will be plenty of interesting ones.

Washington Post covers Obama's visit to the Taj Mahal Palace and Towers.

Obama, arriving in India, visits site of Mumbai attacks
Obama touched down just before 1 p.m. local time in a country whose leaders and people have high hopes for his visit.(?)

Much of the city has been cordoned off for security reasons, and Indian authorities have even imposed restrictions on the celebration of Diwali, the Hindu festival of lights, including a ban on firecrackers in areas where the president will be. (servile GoI)

Obama placed a white rose on a memorial to victims and signed the hotel guest book before telling the roughly 50 people gathered -- family members of those killed, survivors and hotel employees present at the Nov. 26 attacks -- what "an extraordinary honor it is to be here in India."

"To those who ask if this is designed to send a message, my answer is simply: Absolutely," Obama said of his first stop. "In our determination to give our people a future of security and prosperity, the United States and India stand united."

Obama did not mention the role of Pakistan, an essential if unpredictable U.S. ally in the Afghanistan war. Indian authorities have accused Pakistan's intelligence service of training the gunmen, an allegation that Pakistan's government has denied.

India's economy is projected to grow more than 8 percent next year, and U.S. exports have found an avid market in the country's relatively youthful middle class with a taste for American style.

.....the country appeared eager for Obama's arrival.

Indian companies and business groups took out full-page adds in local newspapers welcoming Obama, and signs greeting the American president dotted the urban backdrop of India's most entrepreneurial city.

All channels are discussing the omission of Pakistan in Obama's speech at the Taj Mahal Hotel. I differ. While I agree that the speech could have been more strongly worded, there should have been no reference to Pakistan at all. Any reference to that country, or even discussions about omission of reference to TSP, would put us both in the same pedestal, an equation that we have been laboriously trying to delink for such a long time. While TSP must figure prominently in talks privately, there should be absolutely no mention of TSP in public speeches. That is degrading to us, to say the least.

Some breaking news.

$10 B business deals struck.
USA to support India in 4 nuclear groups (not sure which ones these are. NSG could be one of them).
US to ease export controls. (Not sure if it is a complete doing away with these restrictions or partial).

Yes , It is important to recognise that Pakistan is a non entity if US-India relations to be built. Let Pakistan guess what was being discussed in camera.Mr Hussain will not go back without getting earful from India in these matters.

On a side note, upcoming G 20 meeting in SK is where India would probably side with China and that is what would worry US and Mr Hussain.

It's idiotic to expect Obama to raise Pakistan in what was a solemn gesture of symbolism with India on 26-11. It's pretty obvious what Pakistan is upto. This was meant to be a symbolic statement at Taj..nothing else.

NSG is one of them. Others are MTCR, the Australian Group and the Wassenaar Arrangements.

DRDO and ISRO is off the hook while DAE continues. Think of Unkil, which turned blind eye to Pigs proliferation , dangling the easing of Export restriction list for Indian entities.

In terms of % of global trade, IN-USA trade is nominal as Mr Hussain pointed out in his speech at Trident hotel ( apt location, trident is Lord Shiva's fav weapon). Even with $10 Bn deals , it would remain nominal. USA needs to exorcise the Ghost of Tarapur and fly in the ointment i.e. gifting of US weaponry to Pigs before relation reaches next level.

NSG -Nuclear Suppliers' Group

The Australian Group-an informal forum of countries which, through the harmonisation of export controls, seeks to ensure that exports do not contribute to the development of chemical or biological weapons

MTCR-Missile Technology Control Regime

Wassenaar Group-Export Controls for Conventional Arms and Dual-Use Goods and Technologies is a multilateral export control regime (MECR) with 40 participating states.

from TV reports it is unclear to me where DAE is also in the to-be-exempted list (alongwith ISRO and DRDO). I think ISRO was managing ok via EU suppliers, DRDO might benefit to some extent (cheaper prices, more competition, some niche items not available elsewhere, easy import of mil grade semis?)

US to back India's membership of Nuclear Suppliers Group

NDTV Correspondent, Updated: November 06, 2010 17:45 IST
Ads by Google

New Delhi: The United States could back India's membership of the 45-member Nuclear Suppliers Group or NSG.

This membership makes it easier for India to get dual-use technology from member countries though it's subject to rules of individual nations. It's also means India has a say in framing export control rules.

In a statement, Mike Froman, the Deputy National Security Advisor for International Economic Affairs says, "...the United States will support India's full membership in the four multilateral export control regimes. These are the Nuclear Suppliers Group; what's called the MTCR regime -- the Missile Technology Control Regime; the Australian Group; and the Wassanaar Arrangement."

These are groups of multilateral, dual use export control clubs. The Australia Group deals with chemical and biological weapons, and Wassenaar deals with conventional weapons and dual use technology in it.

"Now, this membership will come in a phased manner. And we will consult with our regime members to encourage the evolution of a membership criteria of these regimes consistent with maintaining their core principles. So as the membership criteria of these four regimes evolves, we intend to support India's full membership in them. And at the same time, India will take steps to fully adopt the regime's export control requirements to reflect its prospective membership,
" Forman goes on to say recognising, "the nature of the strategic relationship we now have with India."

Three Indian entities will be taken off embargoed list - Defence Research and Development Organisation (DRDO), Indian Space Research (ISR0) and the Hyderabad-headquartered Bharat Dynamics Limited (BDL).

"The second element of the export control reform package being announced is that we will remove India's defense and space-related entities from the U.S. entity list. The entity list at one point had, I believe, 220 Indian entities on it. And there are only four left. And today we will be announcing a removal of three of them," the US statement says.

It is PSU NPCIL which gets to operate Reators or may be seperate PSUs are setup for each powerplants. But all of them would be under DAE control. Don't know if splitting would be done but DAE would be overall authority in Atomic energy field.
Nuclear Power Corporation of India Limited is a Public Sector Enterprise under the administrative control of the Department of Atomic Energy (DAE), Government of India. The Company was registered as a Public Limited Company under the Companies Act, 1956 in September 1987 with the objective of operating the atomic power stations and implementing the atomic power projects for generation of electricity in pursuance of the schemes and programmes of the Government of India under the Atomic Energy Act, 1962.
http://www.npcil.nic.in/main/AllProject ... splay.aspx
some plants are:-
TARAPUR ATOMIC POWER STATION (TAPS)
RAJASTHAN ATOMIC POWER STATION (RAPS)
MADRAS ATOMIC POWER STATION (MAPS)
KAIGA GENERATING STATION
NARORA ATOMIC POWER STATION (NAPS)
KAKRAPAR ATOMIC POWER STATION (KAPS)
Everything in Nook field in India is under the aegis of DAE and don't know how it could do business with USA still remaining under banned entities list. Who will explain those unkil morons. Perhaps at the time of floating tenders these issue would crop up and bar unkil from enjoying the fruit of its labor. Ultimately they would have to eat crow.

According to parliament sources, a technical team from the US has helped the Lok Sabha secretariat install textbook-sized panes of glass around the podium that will give cues to Obama on his prepared remarks to 780 Indian MPs on the evening of Nov 8.

Obama will make history for more than one reason during the Nov 6-9 visit. This will be the first time a teleprompter will be used in the nearly 100-feet high dome-shaped hall that has portraits of eminent national leaders adorning its walls.

Indian politicians are known for making impromptu long speeches and perhaps that is why some parliament officials, who did not wish to be named, sounded rather surprised with the idea of a teleprompter for Obama.

“We thought Obama is a trained orator and skilled in the art of mass address with his continuous eye contact,” an official, who did not wish to be identified because of security restrictions, said.
http://moodyeyeview.com/2010/11/06/obam ... who-he-is/

Much like the US passing the Health Care Bill to see what was in it, India invited Obama and will see whats in him…

Boss, I respectfully disagree. TSP generals must be laughing their ass off at this comical spectacle, and the looking askance at Indian military/security/intelligence are conveying to them, you chutiyas, there is nothing you can do to us, not even the Americans. Yes, there should be no hypen, but TSP could have been mentioned as the perpetrator of the attack. David Cemron did the right thing and see the takleef it caused TSP. Obama was a tragic comedy.

Looks like this is pretty much a business visit with US domestic politics in mind.

Based on numerous articles and Brajesh Mishra's interview, this visit is not going to meet India's expectations.
The Obama administration is fundamentally aligned with China/Pakistan.

Srikanth Kondapalli wrote about China dissuading US to be stiff on Pakistan.

BJP has alreday criticised the Obama's speech.

Basically, TSP is bidding its time. It knows very well that Kashmir is not going to fall in its lap anytime soon. It wants to keep the issue alive, put India on the dock, and launch a ferocious attack some time later and dare India to a nuke fight. 9/11 and 26/11 should have enervated TSP to a point where it is no longer a threat to India, but on the contrary, TSP is strengthening itself and helped along by US to fight another day. This is the trajedy for India.

Ex RAW chief says:

'Crying before Obama is not the solution'

http://news.rediff.com/special/2010/nov ... -alone.htm
"I find it strange when India acts as though it needs the US to solve its problems pertaining to Pakistan and Afghanistan. I agree that we face a huge problem from these two nations, but don't you think we should be the ones handing out information and helping the rest of the world solve this problem, considering that these two countries are our neighbours?"

"Even on the issue of terrorism, the world should be coming to India for information. I know at the moment it is tough, since the US has a stronger presence in Afghanistan and Pakistan."

"However, instead of waiting for Obama to come to India and address this issue, we should change our mindset and start fending for ourselves. I feel that this kind of dependence on the US is unjustified."

"Let us not expect Obama to come to India and address the issue of America's supply of arms to Pakistan. Do not expect Obama to solve this problem. Instead, let's increase our own defence preparedness to such a level so that we can deter any sort of misadventure."

Received by email.
Claim: President Obama's November 2010 trip to India will cost taxpayers $200 million per day.

FALSE

Example: [Collected via e-mail, October 2010]

I have no first hand knowledge of this, just passing along.

I could not believe this was true (but had also heard it on the air, thought was hype), but when you Google it and read a number of sites, it does appear to be true. Tell him to stay there !!!

Just in case some of you dont follow current events as closely as I do (yes, I am a "news-junkie") you may have missed the following information since it never appears in our wonderful newspapers or on most TV news.

The Barack Obama family is leaving tomorrow for a ten day trip to India . This is going to be an historical and incredible trip, mostly in the numbers of people going, costs, etc.

1) The entourage will include THREE THOUSAND people

2) FORTY aircraft will be making this trip

3) TWO marine helicopters are being dismantled, flown to India, put back together to fly the Obamas around the country

4) The entire 500 room Taj Mahal Hotel has been reserved for this group

5) Cost is estimated to be $200 million PER DAY for ten days

6) Keep this in mind when you get the next notice of an increase in your taxes!!!

No one should ever wonder why taxpayers are angry about this type of extravagance while most citizens are struggling with day-to-day costs of living, etc.

Origins: On 2 November 2010, the Press Trust of India published an article about U.S. President Barack Obama's upcoming 10-day Asian trip (scheduled to begin in India, followed by visits to Indonesia, South Korea, and Japan), stating that the American chief executive would be accompanied by a contingent of 3,000 people and would be taking over the entire 570-room Taj Mahal Palace hotel during his stay in Mumbai, at a cost to U.S. taxpayers of about $200 million per day. Another report from the same source claimed the President would be "protected by a fleet of 34 warships" during his time in Mumbai:
"The huge amount of around $200 million would be spent on security, stay and other aspects of the Presidential visit," a top official of the Maharashtra Government privy to the arrangements for the high-profile visit said.

About 3,000 people including Secret Service agents, US government officials and journalists would accompany the President. Several officials from the White House and US security agencies are already here for the past one week with helicopters, a ship and high-end security instruments.

[President Obama] will also be protected by a fleet of 34 warships, including an aircraft carrier, which will patrol the sea lanes off the Mumbai coast during his two-day stay there.

"Except for personnel providing immediate security to the President, the US officials may not be allowed to carry weapons. The state police is competent to take care of the security measures and they would be piloting the Presidential convoy," the official said on condition of anonymity.
The information from that Indian article was quickly picked up and repeated as fact by a number of media outlets in the U.S. and elsewhere, but its veracity is dubious. The only source for the claim about the mind-blowing $200 million per day expense outlay was a single foreign news report which quoted an anonymous Indian official and provided no detail whatsoever (or even a general explanation) about how the $200 million sum was derived or could possibly be expended.

Any presidential trip abroad (the purpose of this trip is official business, not a personal "vacation," as claimed by some sources) involves considerable expense to transport and house security officials and presidential aides and staffers, and those costs will likely be on the higher side for this trip since President Obama will be traveling to a city which was recently the target of terrorist attacks and will be
attending the G20 Summit in Seoul, South Korea, along with other world leaders (all of which requires heightened security, as well as the presence of additional numbers of U.S. government officials).

However, citing a cost figure of $200 million per day stretches credulity to the breaking point: That number would entail a total outlay of $400 million for the two-day visit (a whopping $2 billion if the cost were applied across the entire ten-day trip), and even if President Obama were accompanied by a prodigious 3,000-person entourage, with the U.S. government picking up the entire tab for all of them, the U.S. would have to be spending the unbelievably staggering sum of $66,000 per person per day to reach that figure.

And, as the the Wall Street Journal observed, the details of the report are "demonstrably incorrect," and it certainly isn't the case that the U.S. will be picking up the tab for everyone traveling with the president:
The report is demonstrably incorrect. It says the White House had blocked off the entire Taj Mahal Hotel in Mumbai — it hasn't — and that the press traveling with Mr. Obama will be staying there. We won't. Besides, the press pays its own way at considerable cost to the media outlets, not the U.S. taxpayer.
Additionally, U.S. officials disclaimed numeric figures cited for the President's Asian visit as "wildly inflated" and "absurd":
White House spokesman Tommy Vietor shot down the $200 million-a-day figure: "The numbers reported in this article have no basis in reality. Due to security concerns, we are unable to outline details associated with security procedures and costs, but it's safe to say these numbers are wildly inflated," Vietor said.

Pentagon spokesman Geoff Morrell also outright rejected the claim that 34 warships would patrol the Mumbai coast while Obama is in town.

"I think there has been a lot of creative writing that's been done on this trip over the last few days," he said. "We obviously have some support role for presidential travel ... but I will take the liberty this time of dismissing as absolutely absurd, this notion that somehow we are deploying 10 percent of the Navy, some 34 ships and an aircraft carrier in support of the president's trip to Asia — that's just comical.

"Nothing close to that is being done, but the notion that president would require security as he travels to India and elsewhere should not come as a surprise to anyone," he said.

A military official also [said] the warship claim was inaccurate. The official knew of no such plans and said, besides, a carrier strike group typically has 10-12 ships at most.
Moreover, CNN noted that the cost of similar trips undertaken by other presidents came nowhere close to the $200 million per day figure being claimed of President Obama's Asian visit:
While the exact cost of Obama's 10-day trip to Asia is not known to the public, an examination of similar presidential excursions in the past support the likelihood that the $200 million-a-day figure is exaggerated.

For example, an 11-day trip by then-President Bill Clinton to Africa in 1998 involving about 1,300 people cost $5.2 million a day, according to the federal Government Accountability Office, which adjusted for inflation.
The U.S. government isn't likely to be forthcoming with a cost breakdown for President Obama's Asia trip (particularly since a large chunk of the expenses necessarily involve security arrangements, which obviously can't be publicly outlined or detailed), but it's probably safe to say that the ultimate cost will be well short of the claimed $200 million per diem figure.

Some readers who inquired about this item amusingly garbled its details, mistaking Mumbai's Taj Mahal Palace hotel for the famous Taj Mahal mausoleum in Agra:
Is it true that President Obama rented the entire Taj Mahal and is bringing in the near future, thousands of people to a meeting there?

India Today
The two faces of Barack Obama
...President Barack Obama, battered at home, badly needs a break. The festive lights, however, might only expose a dubious policy as he winks at his wartime ally, Pakistan, with one face and smiles at his peacetime friend, India, with another. The text of his Delhi visit can be read only in the context of the Obama presidency's biggest foreign policy challenge: Pakistan and Afghanistan. Obama prepared for Delhi by giving Pakistan $2 billion, which means a fresh warehouse of arms.
