Delhi Mumbai Industrial Corridor (DMIC) news and discussion

Post by Gaurav_S »

Feeling the need for this thread on BRF, I am starting this new thread. Indian Roads thread won't do justification to this mega project which is spanning 6 North Western states of India. These states are Delhi, Western Uttar Pradesh, Southern Haryana, Eastern Rajasthan, Eastern Gujarat and Western Maharashtra.

This corridor starts at Dadri, NCR and will terminate at JNPT Mumbai.

Below are the details from one of the website.
Delhi-Mumbai Industrial Corridor is a mega infra-structure project of USD 90 billion with the financial & technical aids from Japan, covering an overall length of 1483 KMs between the political capital and the business capital of India, i.e. Delhi and Mumbai.

A MOU was signed in December 2006 between Vice Minister, Ministry of Economy, Trade and Industry (METI) of Government of Japan and Secretary, Department of Industrial Policy & Promotion (DIPP). A Final Project Concept was presented to both the Prime Ministers during Premier Abe’s visit to India in August 2007.

Finally Government of India has announced establishing of the Multi-modal High Axle Load Dedicated Freight Corridor (DFC) between Delhi and Mumbai, covering an overall length of 1483 km and passing through the six States - U.P, NCR of Delhi, Haryana, Rajasthan, Gujarat and Maharashtra, with end terminals at Dadri in the National Capital Region of Delhi and Jawaharlal Nehru Port near Mumbai. Distribution of length of the corridor indicates that Rajasthan (39%) and Gujarat (38%) together constitute 77% of the total length of the alignment of freight corridor, followed by Haryana and Maharashtra 10% each and Uttar Pradesh and National Capital Region of Delhi 1.5 % of total length each. This Dedicated Freight Corridor envisages a high-speed connectivity for High Axle Load Wagons (25 Tonne) of Double Stacked Container Trains supported by high power locomotives. The Delhi - Mumbai leg of the Golden Quadrilateral National Highway also runs almost parallel to the Freight Corridor. This corridor will be equipped with an array of infrastructure facilities such as power facilities, rail connectivity to ports en route etc. Approximately 180 million people, 14 percent of the population, will be affected by the corridor’s development.

This project incorporates Nine Mega Industrial zones of about 200-250 sq. km., high speed freight line, three ports, and six air ports; a six-lane intersection-free expressway connecting the country’s political and financial capitals and a 4000 MW power plant. Several industrial estates and clusters, industrial hubs, with top-of-the-line infrastructure would be developed along this corridor to attract more foreign investment. Funds for the projects would come from the Indian government, Japanese loans, and investment by Japanese firms and through Japan depository receipts issued by the Indian companies.

This high-speed connectivity between Delhi and Mumbai offers immense opportunities for development of an Industrial corridor along the alignment of the connecting infrastructure. A band of 150 km (Influence region) has been chosen on both sides of the Freight corridor to be developed as the Delhi-Mumbai Industrial Corridor. The vision for DMIC is to create strong economic base in this band with globally competitive environment and state-of-the-art infrastructure to activate local commerce, enhance foreign investments, real-estate investments and attain sustainable development. In addition to the influence region, DMIC would also include development of requisite feeder rail/road connectivity to hinterland/markets and select ports along the western coast.

It is also envisaged that the alignment of the proposed corridor will have nine junction stations for exchange of traffic between the existing railway system and the DFC. The junctions are:

• Vasai Road: To cater to traffic to/from Mumbai, other than J.Nehru Port

• Gothangam: For traffic to/from Hazira Complex, Jalgaon-Udhna

• Makarpura (Vadodara): For traffic to/from Ahmedabad, Vadodara and Vadodara -Godhra Routes

• Amli Road (Sabarmati): For traffic to/from ICD-Sabarmati, ViramgamSabarmati Route, Ahmedabad, Rajkot and Bhavnagar Divisions of Western Railway

• Palanpur: For traffic to/from Kandla/ Mundra Ports and Gandhidham Area

• Marwar Junction: For Traffic from/to Jodhpur area (and lCD-Jodhpur)

• Phulera: For traffic to/from Jaipur- Tundla and Jaipur-Sawai Madhopur Routes'

• Rewari: For traffic to/from Rewari-Hissar-Ludhiana/Bathinda Routes'

• Pirthala (Tughlakabad): For traffic to/from Tughlakabad (and ICDTughalakabad)

Delhi-Mumbai Industrial Corridor is to be conceived as a Model Industrial Corridor of international standards with emphasis on expanding the manufacturing and services base and develop DMIC as the 'Global Manufacturing and Trading Hub'. The Government is considering this ambitious project to establish, promote and facilitate Delhi-Mumbai industrial corridor to augment and create social and physical infrastructure on the route which is world class and will help spurring economic growth of the region.

Integrated Corridor Development Approach for DMIC

High impact/ market driven nodes - integrated Investment Regions (IRs) and Industrial Areas (IAs) have been identified within the corridor to provide transparent and investment friendly facility regimes. These regions are proposed to be self-sustained industrial townships with world-class infrastructure, road and rail connectivity for freight movement to and from ports and logistics hubs, served by domestic/ international air connectivity, reliable power, quality social infrastructure, and provide a globally competitive environment conducive for setting up businesses. An Investment Region (IRs) would be a specifically delineated industrial region with a minimum area of over 200 square kilometers (20,000 hectares), while an Industrial Area (IAs) would be developed with a minimum area of over 100 square kilometers (10,000 hectares). 24 such nodes - 9 IRs and 15 IAs spanning across six states have been identified after wide consultations with the stakeholders i.e the State Governments and the concerned Central Ministries. It is proposed that 6 IR and 6 IAs would be taken up for implementation in the First Phase during 2008-2012 and rest of the development would be phased out in the next 4 years. The nodes identified for Phase-1 are:

Short listed Investment Regions (IRs):

• Dadri – Noida - Ghaziabad Investment Region in Uttar Pradesh as General Manufacturing Investment Region;

• Manesar – Bawal Investment Region in Haryana as Auto Component/ Automobile Investment Region;

• Khushkhera – Bhiwadi – Neemrana Investment Region in Rajasthan as General Manufacturing/ Automobile/ Auto Component Investment Region;

• Pitampura – Dhar – Mhow Investment Region in Madhya Pradesh

• Bharuch – Dahej Investment Region in Gujarat as Petroleum, Chemical and Petro Chemical Investment Region (PCPIR);

• Igatpuri – Nashik-Sinnar Investment Region in Maharashtra as General Manufacturing Investment Region;

Short listed Industrial Areas (IAs):

• Meerut – Muzaffarnagar Industrial Area in Uttar Pradesh, Engineering/ Manufacturing;

• Faridabad – Palwal Industrial Area in Haryana, Engineering & Manufacturing;

• Jaipur – Dausa Industrial Area in Rajasthan, Marble/Leather/Textile;

• Neemuch – Nayagaon Industrial Area in Madhya Prdaesh

• Industrial Area with Greenfield Port at Alewadi/ Dighi in Maharashtra, Greenfield Port Based

Maharashtra get Rs 18,500Cr boost to regain industrial glory

The state is all set to restore its fading industrial status.
Chief minister Prithviraj Chavan has embarked on mission Maharashtra through an ambitious Delhi-Mumbai Industrial Corridor (DMIC) project worth Rs18,500 crore.

The project will be a joint venture of the Centre and the state. Adopting the public-private partnership model, the project will give a major boost to Mumbai, Thane, Pune, Raigad, Nashik, Aurangabad, Ahmednagar, Dhule and Nandurbar.

The DMIC has plans to upgrade two-tier cities in the state and give it an overall growth.

While Nashik and Dhule will become the new industrial centres of state, Dighi will have international status port and Pune a world-class cargo hub.

The Dighi port and Shendra (Aurangabad) will emerge as industrial townships complete with world-class infrastructure. The DMIC project was approved at a meeting between Chavan and Union commerce minister Anand Sharma. The top bureaucracy of the state and the Centre was present in the meeting.

“We will construct a world-class industrial township in Dighi and Aurangabad in the first phase of the DMIC project. The projects will start immediately will be completed in 2019,” said Chavan.
Two major power projects will also be undertaken with the projects to meet the demand and supply which will rise with the industrial growth.

The development in Shendra (Aurangabad) will require Rs2,790 crore for industrial development and Dighi international port and infrastructure development will require Rs5,967 crore.

The Shendra township will cover 8,340 hectares and Dighi port will take up 25,000 hectares. Roads, drinking water, power, schools, hospitals, market centres, gardens, sewerage, storm water drainage will be built.

The state-Centre joint project will be one of the biggest in Asian countries. The state chief secretary will monitor the project’s progress to ensure it meets the deadline.

The chief minister said the DMIC is part of the national development policy with a specific objective to attract major investments and growth in manufacturing sector. Apart from restoring the leading industrial status of Maharashtra, the project will also spill over its benefits to six states passing through the corridors. It will generate employment opportunities to 225 million people in the country.

One thing I do not understand is why are they going for further industrialization of one of the most industrialized parts of
the country (minus Rajasthan). Shouldn't they have done it with the eastern freight corridor first which is one of the poorest
regions in India?

The eastern seaboard is also naxal infested and hence unstable. The seed capital, parts of which come from risk averse phoren investors such as the japanese looking to park their seniors' savings (indirectly in the form of JGB proceeds) here. So the east was a no-no, IMO.

Japanese won't be investing in Eastern seaboard. Funds for Eastern side has to come from ADB or Worldbank.

IMO they must plan something similar between Delhi and Kolkata perhaps with a different source of funding. Otherwise the
eastern freight corridor will not meet its full potential.

More than naxalites , the major problem in implementing Eastern corridor(UP,Bihar and WB) would be Land Acquisition as all these 3 states primarily compose of extremely fertile farmland.

Doing some research on BIA - BIAPPA region for Bluru.
This kind of infr takes time and need basic regional development before they can do this.

Eastern corridor has to first get basic dev before there is any corridor

We will have to be careful in not making the same mistakes that the Chinese did in concentrating growth to a few areas alone and then realizing their folly and forcibly moving people across regions. Like the "transfer to Siberia" in the days of the erstwhile Soviet Union.

Lack of growth in eastern sector will only fuel more left-wing extremism and the Biharis in Mumbai phenomenons. As Trotsky said, where force is necessary it must be applied boldly decisively and effectively. We have to bring in growth in the east by crushing the naxalite scum ASAP. Our own people, my foot, these critters owe their allegiance to Mao not to an Indian leader.

we need a fairly assertive eastern seaboard policy - proper highways from chennai to kolkata and then transhipment across to burma and then up to the northeast. no need to be held to ransom by the bangladeshis and their chinese puppet masters

once this flow is underway, the bangladeshis will have to join in and then there can be a proper highway with massive causeways through bangladesh up into the bhramaputra valley

Govt to acquire land for Bawal project next month
The process of land acquisition for the proposed multi-modal logistic hub (MMLH) at the Haryana State Industrial and Infrastructural Development Corporation’s (HSIIDC) growth centre at Bawal, around 70km from here, is set to start in July. The logistic hub will be set up on 3,677 acres.

The Haryana government is likely to make an official declaration of its requirement to acquire the land under Section 6 of the Land Acquisition Act-1894.

The centre is one of the four early bird projects, to be developed under the Delhi-Mumbai Industrial Corridor (DMIC).

The hub will cater to the shipment needs of nearly 2,000 industries, which the HSIIDC’s Bawal growth centre can house in its industrial plots ranging from 450 sq metre to 25 acre.

Apart from the proposed freight corridor, facilities for customs clearance will also be set up. Double-decker trains will be introduced in the corridor for fast movement of goods.

The government is looking into the objections received from landowners under Section 5-A of the Act during the
prescribed one year, which will end in July.

While the district revenue officer (DRO) will finalise the objections, officials of the state industries and commerce department will visit the site, spread across 16 villages in the two tehsils of Bawal and Rewari next week.

The inspecting team will be led by the financial commissioner and principal secretary of the industries and commerce department and HSIIDC officials based in Gurgaon and Bawal.

“Inspection is being carried out to ensure that the DRO and the industries department are on the same page regarding objections and release of the land,” said a senior state government official on the condition of anonymity.

Meanwhile, several national and international companies such as YKK, Lumex, Atlas, Exide, Asahi India are already operating their manufacturing units from here. The companies store, pick and offload their goods.

Delhi-Mumbai industrial corridor project gets legup
“The detailed environmental impact assessment for all six cities is currently in progress and we are aiming to secure pre-clearances to ensure speedy implementation,” commerce, industry and textile minister Anand Sharma said.

He added that the ministry has completed perspective plan for the entire corridor that is spread across six states. Sharma was speaking at the parliamentary consultative committee meeting attached to commerce ministry on Wednesday.

The problem will manifest itself in west too because the level of urbanization is greater and most of these areas are pretty close to large urban centers. The market has already factored in the 'development' expected to come because of DMIC related investment and real estate development in SIR like Neemrana is already apace.
