FWIW Indian contracts act is also dated 1872. The act was passed by British and have continued on with amendments from time to time I guess.

There is a difference between the value of notes printed and the number of notes printed. Looks like RBI is saying that it doesn't have the count of notes at this moment. Something is not adding up.

All services will fall under GST. However healthcare is usually zero rated or there will be 0% tax applicable on the invoice. This will give rise to many tax related issues to the doctor or hospital in claiming back their input tax but then it is all off topic.
