The practical NEZ for the PL15 should be around 50 kms at high alt and about 15-20km for low alt maneuvering targets. The initial ROE for IAF would've helped the PAF push for a higher probability kill shot (Taken at around 100 kms away), still gives room for evasive maneuvering and counter measures....
