The European Union recalled that almost a year ago it tabled its request for tariff preferences for Pakistan to help the country recover from massive flooding. It has now submitted a revised request that takes into account the systemic concerns expressed by several members, and stressed that the measure is for two years only.
The United States and Norway supported the EU request. Viet Nam said its concerns had been addressed in bilateral talks, and that it was now ready to support the EU request. Morocco said it could support the EU request but would have preferred prior consultations with the EU since the waiver request covers textiles, a capital sector of its economy. Bangladesh, Indonesia, Peru and Argentina said they were still studying the revised request, and requested more consultations with the EU. Brazil expressed reservation about the request and asked the EU for consultations on possible effects on Brazilian exports.
Pakistan said the revised EU request made clear that this waiver would not be a precedent for the future, thus it had addressed the systemic concerns of some members. The EU said it has done its best to respond to the consultations, but it was clear that some complexity remained. It would like to consult with members, and hoped for a unanimous agreement as soon as possible.
The Council took note of the statements and agreed to revert to this matter at its next meeting.

Addu: Pakistan Interior Minister Rehman Malik, on Thursday, said that Ajmal Amir Kasab, who has been sentenced to death for the 2008 Mumbai attack, should be hanged.

WASHINGTON: The United States believes that Pakistan’s nuclear weapons are in safe hands, a State Department spokesman said Wednesday, rebutting a report that Islamabad’s atomic arsenal was vulnerable to theft.
Two US publications, The Atlantic and the National Journal, citing unnamed sources, last week said Pakistan had transported nuclear weapons in low-security vans on congested roads to hide them from US spy agencies.
State Department spokesman Mark Toner told reporters in Washington that the United States was not persuaded that safety had been compromised.
“We have confidence that the government of Pakistan is well aware of the range of potential threats to its nuclear arsenal and is accordingly giving very high priority to securing its nuclear weapons and materials effectively,” Toner told reporters.
“We continue to have confidence… that they’re taking appropriate steps,” he said.

Oh yes, information surely is not evidence. The UN included Professor saheb's name in the Terrorists List under UNSC Resolution 1822 based on what it termed as 'incontrovertible evidence.' Immediately after the UN ban, Professor saheb was house-arrested, for a period of one month. The Pakistani Government contended, before the full Bench of the LHC, that Prof. Hafeez Saeed was 'kept in confinement in pursuance of the United Nations resolution 1822 of 2008', a contention that was rejected by the LHC (Lahore High Court) later on because there was no such requirement in the UNSC notification. Instead of independently investigating the UN charges and indicting Prof. Hafeez Saeed, the Pakistani government blamed the UN for his arrest. The court held that there was no material to detain him under 'preventive measure' and the UN resolution did not specifically require an arrest. One of the judges pointedly asked the state prosecutor as to why Pakistan should be so concerned by a UN Resolution when India had not cared to implement several UN Resolutions on Kashmir. Anyway, the federal and the Punjab governments went to the SC (Supreme Court) in appeal against the release of Prof. Hafeez Saeed. Again, simply the UNSC Resolution was presented before the Chief Justice who demanded more compelling evidence. Then, the Punjab government withdrew from the case citing 'lack of evidence' ! WASHINGTON: The US has said India has adopted a "very responsible" approach towards Afghanistan and stayed away from taking up a major role in training security forces of the war-torn country so as not to exacerbate Pakistan's concerns.
"I think India has actually been very careful, very mindful of the fact that Pakistan is sensitive to the types of assistance it provides to the Afghans," Michele Flournoy, US under secretary of defence for policy, said.
"It has consciously chosen not to take a major role, for example, in the training and development of the security forces. They have a small police training programme for female police officers in India," she said in response to a question at the Council on Foreign Relations in New York, according to a copy of the transcript provided by the Pentagon here.

Keeping up pressure on Pakistan to strike at militant groups in North Waziristan, US has warned if Islamabad does not become a part of the solution, it could be branded as part of the problem.
Pointing out that a "sort of witches brew of militant groups" was sheltering in the rugged area, the Under Secretary of Defense for Policy, Michele Flournoy said US is engaged in a very "candid and intensive" discussions with Pakistan about how they can together deal with some of these groups.
"Insurgency continues to benefit from sanctuaries and support inside Pakistan. This has contributed to rise of cross-border incidents and the security situation in Regional Command East remains tenuous as a result," Flournoy said.
"Safe havens along the border between Afghanistan and Pakistan are a very serious problem, and they are at the top of our agenda in our engagement with the Pakistani government," she said.
The Pentagon official said even though the US has several billions of dollars of security assistance in the pipeline, very little of that is being delivered to Pakistan now because most of its equipment deliveries require training at the receiving end.
"Well, Pakistan, in the wake of the bin Laden raid and other things, asked us to pull all our trainers back. So we can't impart training on the equipment. So we can't deliver the equipment. So this is blocking the delivery of a lot of assistance that's already in the pipeline," she said.
The US official also said that some financial payments owed to the Pakistani government had not been released for the last two quarters because we need to see concrete progress on some of our counter-terrorism objectives together.
"I believe that we can be successful in Afghanistan even with some degree of continued safe havens in Pakistan, but it will be much more difficult and much more resource intensive to sustain that success," she said.
