- Coordinated attack in many locations
- Previous intelligence inputs from IM operatives

Does NIA collecting every bit of forensic information from a site of an incident also not deprive the local police from conducting their own forensic investigation & analysis and coming to a conclusion. There is no need for these guys to rush to the blast site with their own men and material, since in any case they are not capable of prosecuting due punishment to any criminal, they are also muddling the case of the local teams.
A small group of perpetrators and managers are running across the country on various names, & NIA is preventing local police from gathering evidence which could prosecute case against this group. This is clearly a case of botched/malevolent governance.
Diggy is giving political cover to NIA shenanigans. It feels like UPA has told ISI not to dirty it's hands in terrorist attacks, we'll manage on our own saar.

Habal, Local police were the ones arresting people with lost ID cards and spreading canards about Maoists attacking the Bodh Gaya complex while NIA is focussing on the real perpetrators.
By having the NIA it keeps the whole probe under tight leash of MHA.

When a case against accused comes up in court, who holds the evidence ? The forensic evidence is held with NIA. They are supposed to share their conclusions with the State Police & court in *full faith*. While NIA's motto seems to be 'selective faith', and it has become easier for GoI to implement 'selective faith' even in hostile state govts through NIA. This means there is endorsement for certain level of violence, provided it does not cross a specified red line.

What is potassium emulsion? Are they saying the three chemicals were mixed in an emulsion? But potassium by itself is pyrophoric and has to be kept in kerosene or some such liquid to prevent oxygen contact. Usually fire crackers use sulphur and potassium chlorate along with carbon.

Something odd. A clock timer will have to initiate a detonator to set off the charge. By packing in metal cylinders this is a analogue of the pzr cooker bomb of Boston marathon! And they added splinters aka shrapnel.The bombs that targeted the world renowned pilgrimage town of Bodhgaya and Mahabodhi temple complex had a mix of ammonium nitrate and sulphur and were neatly packed in small cylinders, a preliminary report has said.
A team of the National Security Guard (NSG), which picked up samples from the area, has sent a report to the Union Home Ministry, saying the low-intensity bombs worked like improvised explosive devices (IEDs) and were triggered through analog clock timers.
The NSG post-blast analysis also said that some splinters were put in the ammonium nitrate, sulphur and pottasium emulsion for causing damage in various locations in the temple complex. The explosives were packed and kept in small cylinders which are used for commercial purposes.
The NSG team, which reached the spot yesterday evening, will return only after collecting more samples from the area, a senior official said today.

The entire press is off on the wrong track,with the "Goz" and his T-Now channel attempting to get politicos to scratch each other live on telly. While probe agencies are still unable to make a substantial breakthrough in the sensational serial blasts in Bodh Gaya, the initial investigation has pointed the finger at the Indian Mujahideen (IM). The use of ammonium nitrate, timers in the blasts indicates the involvement of the IM. Sources informed that the make of the bombs was similar to earlier blasts triggered by the IM.
The police have also recovered papers near blast sites and these papers mention places where these bombs have to be planted. Specific mention was made either in Urdu or in English, informed Bihar DGP Abhayanand.
One person has been detained for questioning, while the probe agencies are trying to identify another person seen in CCTV footage making a quick exit out of the temple just before the blast.
Meanwhile, monks from Sri Lanka, Thailand and Myanmar and several other nations held a special prayer for peace on Monday at the temple.A special worship was performed at Mahabodhi temple where heads of various monasteries and other monks participated in the religious rituals on Monday evening. Later, the temple was opened to the general public too.
As the NIA and the NSG teams scanned the place for any clue, the police recovered a wreckage of a low intensity bomb 1.5 km from the Mahabodhi temple, thus bringing the number of bomb explosions to 10.
Four bombs had exploded on the Mahabodhi temple premises itself while rest six exploded at various other places, not very far from the temple. DGP Abhayanand told the media that bombs were triggered by analog clock timers.
The DGP was, however, tightlipped about the identity of the terrorist group involved in the serials blasts. He confirmed that ammonium nitrate was used in making these bombs, which were planted at some vital places — including Mahabodhi temple, 80 feet Lord Buddha statute and Tregar Monastery, belonging to the Karmapa, the second most important spiritual leader.
A source quoting a preliminary report said that bombs had a mix of ammonium nitrate and sulphur, neatly packed in small cylinders.The Gaya district administration released the CCTV footage of serial blasts at the Mahabodhi temple and adjoining areas on Monday.
A very brief footage shows the bomb blast below the Bodhi tree and people running in panic to save their lives following the blasts. The footage has captured the smoke billowing fromthe blast, showing severalpeople present on the temple premises when the bomb exploded. The footage also showed a young person walking inside the Mahabodhi temple and moving up to the blast site before making a quick exit. The NIA has detained a local, Vinod Mistry, for questining. His identity card was found on the temple premises.
DIG (Magadh Range) NH Khan told newspersons that some more people might be questioned soon after the analysis of the CCTV footages is complete.
Meanwhile, the separate bandh calls given by the BJP and the RJD in protest against the terror strikes allegedly due to the State Government’s security lapses evoked good response in Gaya district, disrupting normal life at several places. BJP president Rajnath Singh and senior party leader Arun Jaitley will visit Bodh Gaya on Tuesday to assess the situation following the bomb blasts.

I’ve noticed that a lot of people today who would formerly have referred to themselves as liberal or left wing, now prefer the term, “progressive”. Presumably because it sounds more, well, progressive. But there’s a difference between being liberal and being progressive. I like liberals but I don’t like progressives. Even lefties are okay if they are the right sort of leftie but progressives give me the creeps. Progressive sounds like a positive word, doesn’t it? Brimming with the promise of bright new tomorrows. In reality it means improving gradually, progressively, bit by bit, towards an ever more regulated, controlled and less free society, where group identity trumps all and every casual remark is a potential hate crime. We’ll have more and more equality and more and more fairness and when we’ve had all the equality and fairness we can stomach, and then some, we’ll have some more, whether we like it or not. It’s the same agenda as revolutionary Marxism, only they want to do it gradually, progressively. You know, like a disease.
A liberal is a person who will defend your right to free speech even when they disagree with you. A progressive is a person who will defend someone else’s right to shut you up because they find you offensive. A liberal sees the value in the free exchange of ideas and opinions. A progressive views these things as a threat to community cohesion. Liberals do what they believe is right. Progressives do what they believe is correct. Right and wrong don’t come into it. Liberals tend to live and let live. Progressives tend to regulate and censor and meddle and interfere because progressives always know best for everyone. It’s a gift they have. To a liberal, language is a tool. To a progressive, it’s a weapon. The actual meaning of words is irrelevant as long as they can be used as heavy blunt instruments to shut people up. Because progressives regard themselves as the sole arbiters of what people should and shouldn’t be allowed to think and say, and they feel perfectly entitled to shout down opinions they disapprove of so that nobody else can hear them. Progressive students are particularly keen on this. In contrast, a liberal is open to another point of view. To a progressive, there is no other point of view. If you’re not progressive, you must be far right and, if you take a dim view of Islam, you must be a racist. End of story.
So, which are you? Liberal or progressive? You can’t be both: the 2 words are opposites in the same way that sanity and insanity are opposites.
Multiculturalism is the ultimate progressive marquee word, of course, a rainbow-colored confection that, like all progressive words – including the word, progressive – means the opposite of what it says. There’s nothing multicultural about an Islamic ghetto and here, in progressive Europe, Islamic ghettos have been the principle fruits of multiculturalism. As a result, Jews can no longer walk around several European cities without being attacked by gangs of Muslim immigrants but nobody in the media wants to talk about it. It’s not progressive enough. Besides, a progressive journalist would describe an unprovoked attack on a solitary Jew by a gang of Muslim thugs, if they reported it at all, as a conflict between communities. Because progressive journalists are not interested in the truth if the truth is incorrect.
And this, particularly, applies in Scandinavia; whose media is impeccably progressive and therefore impeccably halal and full of the same kind of cultural hypocrites who got Pim Fortyun murdered in the Netherlands and who then pretended to be shocked about it afterwards.
In Sweden, the press is directly subsidized by their progressive government to hide the truth about the effects of their suicidally progressive immigration policy. They don’t want people to know that their formerly civilized and peaceful country is now the rape capital of Europe; a situation exacerbated by the media’s refusal to ethnically identify criminals because that information is not progressive. It might be helpful to the public and ethically right and proper to give people a true picture of reality, but it’s not progressive, so it must be wrong. The truth must be wrong if the truth is incorrect. As a consequence, statistically, 1 in 4 Swedish women will now be raped during their lifetime and every one of them can thank a progressive journalist.
But if you thought Swedish journalists were the progressive scum of the Earth and the absolute moral dregs of humanity, you would of course be correct. But say hello to a couple of new contenders from across the water in Denmark. You won’t have heard about this story anywhere in the Western media because, for all their bellyaching about free speech, they’re too busy digging up celebrity gossip to do anything real to protect it, while people who are doing something, at considerable risk to their own safety, are routinely depicted in the media as extremists and hate mongers. Yet who is the extremist? A man who expresses a non-violent opinion, or the so-called journalist who chases him through the streets hoping to pinpoint his location for a future Islamic assassin?
Recently, when Danish freethinker, Lars Hedegaard, was forced to move house after an assassination attempt at his front door by an Islamic fanatic, the removal van was followed by a pair of unprincipled pieces of human vermin masquerading as a journalist and a photographer who wanted to reveal his new location and who were only prevented from doing so when they were pulled over, twice, by the police. And they were most indignant about it too. As if the police had somehow prevented justice from being done. Am I the only one who thinks that these 2 goons should be in jail for what they tried to do? At the very least their mug shots should have been on the front page of every newspaper in the free world. Instead, we got nothing. Not a whisper. Not a peep. If not for the Internet, nobody would even know that this outrage had taken place. Yet we know all there is to know about every empty-headed celebrity.
Free speech is becoming a very dangerous business in Europe and the media are on the wrong side. Ultimately, however, what is there to say about such a spiteful and irresponsible mentality? Maybe there’s a word in Danish that would do justice to 2 such ugly-minded pieces of human trash but I can’t think of one in English. “Cockroach” doesn’t do it. That’s a gross insult to cockroaches who are noble in comparison. Scumbag, scuzzbucket, slimeball: none of these words even come close.

How many remember Op. Black Thunder II? That was a very sleek operation that literally broke the back of millitancy in Punjab (after that it was all downhill for millitancy in Punjab).
I followed the above on day to day basis and had articles saved from India Today (sold when I needed some money to buy food)., several things caught my eye (during black thunder II).,
The very militants used antique and emotional utensils as chamber pots!
The millitants killed innocent pilgrims and buried them in a mound of dirt in the temple complex itself!
And several things more ...
Anyway, why relevant to this thread - I always wondered how precise information on Millitants state of mind came out during Op BT II! Now we have a name to one of the persons who helped break the millitancy for good - Mr. Doval. My many salutes to this brilliant officer.
We have ex-RAW, ex-IB coming out and basically offering a very strong counterpoint in this intra-agency fights. That is one good thing. Also hoping that the critically injured return back to normal health and live a very long normal life!
Of course, the bomb blasts have all the hallmarks off Gokul Chat blasts - and clueless foot soldiers were used. If only CCTVs were working properly - there is a modus operandi here too - CCTV does not work in Dilsukhnagar (my friends parents had just left the premises and a blast happened there)., and it is largely forgotten. Then came the B'gluru blasts and now this. In all cases (except the B'luru blast) the CCTV was not working. Further, a vehicle was targetted as a secondary incendiary. That shows the sophistication of the planning.

The bombs were more or less similar to the ones used in serial blasts in Hyderabad and Pune in the last one year, sources said. The main difference was the gas cylinder container in which the explosives were packed.
They said there were at least three spots, two outside the complex and one inside, where the bombs had been placed in pairs to explode early on Sunday morning.

Officers of security agencies said they had managed to defuse these bombs which were already defunct as their circuit could not be completed after the clock stopped working. The bombs were connected with a 9-volt battery to trigger the explosion and 'Lotus' brand clocks were used.
A senior National Security Guard officer said this was the first time since 2008 that analogue clocks had been used in bombs.

"The bomb-makers had drilled holes into mini gas cylinders after taking out all the gas. Around 200-300 grams of ammonium nitrate was packed with ball-bearings, nails and shrapnel in each container and they were timed to explode between 5.25 am and 5.30 am," one officer said. "The cylinders also had the names of locations where the bombs had to be planted written in English, Hindi and Urdu."
"Two cylinders had been placed on the Buddha statue outside the temple complex, which is as high as 16 feet. It is strange nobody noticed the movements," he said. Another bomb was fitted next to the fuel tank of an ambulance. It had instructions in English, saying: "Below tourist bus used by monastery." Although it exploded it did not impact the fuel tank of the ambulance.
A monk's robe and an empty rucksack have also been recovered from the temple area, sources said.
Investigators are also exploring if the blasts had any link to the visit to Bodhgaya by Myanmarese Science and Technology Minister Dr Ko Ko Oo a day before the attack, sources said. The minister visited the temple on Saturday and security agencies are not ruling out the possibility that he may have been the target and the bombers got the timing of his visit wrong.![]()

"Till Sunday night there was information about only nine blasts that had taken place in Bodhgaya. But as per the information on Monday, there were 10 blasts and a total of 13 IEDs were kept in the premises," Home Minister Sushil Kumar Shinde said in Pune. "Investigating agencies have specific leads on which they are working."
Security agencies suspect that the module that carried out the attack consisted of four or five people who carried the cylinders to the spot. The writing on the cylinders in Urdu suggests that the attack was planned to precision and those who planted the bombs were not familiar with the area.
"It could be for these reasons that directions were written on these cylinders. It is also possible that the attackers wanted to mislead investigators," claimed an official.
As reported by The Indian Express on Monday, the 16 CCTV cameras installed inside the complex have not been of much use to investigators as only one camera was able to record the explosion and the movement of a possible suspect.
The other CCTV recording released by Bihar Police only shows the melee after the explosions. "The footage obtained from the temple authorities have not been of much help so far," said a NIA officer.
The agency also said that it is too early to blame any group but added that the timing of the blasts have taken them by surprise as it is possible the attackers wanted to convey the message that they can carry out a bigger attack at a time of their choosing.
Security sources said it was difficult for the local administration to identify suspects due to the large number of foreigners visiting the holy centre.
The union home ministry said that it has so far not received a request from the Bihar government to deploy CISF at the temple and that it would consider the request when received. No religious place in the country has been given CISF cover while the CRPF guards some historically important places, said an official.
"Based on inputs from intelligence agencies, police had carried out a security check of the same premises. We cannot call this a lapse as of now. A further inquiry into the matter would reveal if anyone is to be held responsible," Shinde said.
The home minister also denied the NSG and NIA teams had reached Bodhgaya late.
"They did not take that long. The NSG and NIA teams had started from Delhi but their plane had to return to Delhi due to bad weather. They were sent again sometime later. We also must keep in mind that in every individual state, NIA teams are stationed. The teams from Bihar rushed to the spot immediately after the incident. The experts and higher ranked officers who are stationed in Delhi, reached later. BODH GAYA, 9 JULY: Six suspects, including a woman, have been spotted in CCTV footage by investigators probing the 10 bomb explosions at Bodh Gaya's Mahabodhi temple in Bihar, police officials said Tuesday.
"We have detected six suspects, including a woman, since their movement close to the temple gate and wall, hours before the blasts, were captured in the CCTV footage," said a police official involved in looking at the footage.
According to police officials, the CCTV footage shows three people entered the temple premises through unspecified entry points and two others stood near the gate close to the car they came in. One of them, who is the tallest, carried a bag on his shoulder.
But officials are facing a problem since the footage from the 16 functional CCTV cameras installed in the temple is of poor quality.
"The poor footage has complicated the matter as despite identifying some clear movement at around 4.10 a.m. close to the Bodhi tree, we are unable to see the face," an official said.
The officials of the National Investigation Agency (NIA), Intelligence Bureau as well Bihar Police are busy analysing the CCTV footage in slow motion at the Bodh Gaya Temple Management Committee office here.
Police have issued a look-out notice for six people who had been working with the Bodh Gaya's Mahabodhi Temple Management Committee for the last six months and are absconding after the serial bomb blasts, a police official said.
"The look-out notice was issued on the information from the committee," a police official said.
The investigating agencies officials strongly feel that some of them are the suspects spotted in the CCTV footage.
"Three suspects arrived near the temple in a tempo (auto-ricksaw) Sunday early hours followed by three more suspects (who) arrived at the same place in an Indica (car). Among them is a woman, who is also spotted in the CCTV footage," a police official said.
Magadh range Deputy Inspector Generel N.H. Khan said the police had got some clues, but would not disclose these till the NIA completes its probe.
The NIA has questioned Vinod Mishtri, a suspect in the Bodh Gaya temple serial blasts.
Mr Mishtri was taken into custody late Sunday evening from a village under Barachatti police station in Gaya district. "Police took him into custody and interrogated him as his identity card was found in the temple, but nothing came out of him," said a police official.
Meanwhile, the CRPF and Bihar Military Police (BMP) have taken over charge of the security at historic Bodh Gaya temple even as the person detained on the basis of his voter card continues to remain under NIA custody today.
A meeting was called by Bodh Gaya Temple Management Committee (BTMC) in which top district police and civil officials and heads of various monasteries participated to discuss better implementation of security arrangements after the serial blasts that left two monks injured.
Head of monasteries of Sri Lanka, Myanmar, Tibet and other nations participated in the meeting, member BTMC Arvind Singh told PTI.
He said CRPF and BMP have taken responsibility of the temple security in their hands. BTMC private security guards are assisting them inside the temple.
Visitors are allowed inside the temple only after proper frisking, he said.
During the meeting, the officials urged the monks and BTMC to cooperate with them for strict implementation of security exercise.
Meanwhile, one Binod Kumar Mistri, who has been detained by the NIA on the basis of his voter I-card found inside the temple during search after the explosions, continues to remain with the NIA.
The man who is a resident of Barachatti, a hot bed of Maoists, is engaged in wooden work. His parents Rambhajju Mistri and Matia Devi have pleaded that he is innocent.
The BTMC member said there has been no let up in the enthusiasm of the visitors to the temple, thousands of whom continue to stand in queue to go inside the temple. “There are more visitors than usual days,” Mr Singh added.

A police officer said the four people were being questioned at an unknown location. The identity of the four were immediately not known.
Police said that Binod Kumar Mistri, who has been detained by the NIA on the basis of his voter I-card found inside the temple during search after the Sunday explosions, continued to remain under custody. Police, however, were not able to ascertain his role, if any, in the attack on Buddhism's holiest shrine.

WANTED: Rehman brothers for Bodh Gaya blasts
Investigators probing Sunday’s serial blasts at Bodh Gaya are hot on the trail of two brothers named Sahidur and Saifur Rehman.

Based on the closed circuit camera footage, the Bihar police has released sketches of the Rehman brothers.
The police and the National Investigation Agency have gathered some information on the duo based on Intelligence dossiers. Following an alert issued in 2011, the agencies have been on their trail and it was learnt through investigation that they were residing in Scotland and Saudi Arabia.
According to the investigators, Sahidur arrived in Bihar on May 6 from Scotland and joined a team of youth in Darabanga who were plotting the attack.
Saifur arrived in India on June 7 from Saudi Arabia.
Claiming that the duo was called in specifically for the Gaya operation, an investigator told rediff.com that the brothers had two plans in their mind.
“The first was to carry out a major attack in Patna. However, that plan fizzled out as there was not enough planning done to carry out an attack in Bihar’s capital. On the second target, Bodh Gaya, the team already had data available on the site.”
“During his two month stay, Sahidur is said to have surveyed the Mahabodhi several times along with his accomplices. The planning continued after Saifur’s arrival. Some local module members were also part of the planning. A day before the blast they did a dry run of the place. While planting the bombs, they were accompanied by several other persons.”
Intelligence Bureau officials say that the Rehman brothers have had links with the Indian Mujahideen. Saifur was in Saudi Arabia and was in touch with some of the operatives from the Darabanga module and this is how the information regarding him and his brother came out. Moreover, those interrogated by the Delhi Police had also mentioned Saifur.
Meanwhile, the agencies are also interrogating a person named Vinod whose identification card was found at the premises. The interrogation of detained Kolkata-based operative Anwar Mullick is also underway.
