Exactly, there is no lapse by the IA. Western borders are in environment twisted by unfair policies of fourfathers of pakis and actual psychos in paki lands who live only to throw rabid dogs from across the border 24 hours - pakistaniyat. All of this is not normal.
Providing cover fire, finding gaps in defense preparedness, throwing rabid dogs across the fence, making arms available to rabid dogs etc - when these exceptions are nullified then we talk of any lapses on our side.
Not to talk of terror cover provided to pukis by fourfathers under excuses, allowing terrorism under arbitrary labels and combining that with other processes - these are all exceptions. The western border is abnormal.

The attack triggered calls in New Delhi for talks between the rival nations’ leaders at the weekend to be called.
Just a day before the attack, Singh said he would meet Pakistani Prime Minister Nawaz Sharif on the sidelines of the United Nations General Assembly for highly anticipated talks. They are expected to discuss rising violence in the Kashmir region.

Any democratically elected leader is/has/will no power over his/her armed forces is "democratically elected only in name" put in charges as FACE by the head of the armed forces (real power).
A democratically elected leader can and should fire any military leaders on will who are against his/her "democratically" elected wills. This is not the case in nPakistan!!!!

Proportionately, we have surrendered our position since the days of Mrs. Vijayalakshmi Pandit.The subject of Kashmir figured during talks between Mrs. Vijayalakshmi Pandit, leader of the Indian delegation to the United Nations, and Mr. Dean Rusk, U.S. Secretary of State, on September 25, according to American sources. The sources added, however there had been no forward movement towards the solution of the issue during the discussions. It was understood that Mrs. Pandit reiterated India’s viewpoint on the subject and told Mr. Rusk that while India had made strenuous attempts to reach an agreement with Pakistan, the latter’s hatred of India and her flirtations with China resulting from that hatred had made the solution more difficult than ever. The concessions India had been willing to make at one stage for amicable relations between the two countries could no longer hold the field.

According to Hunza Nagar police, a notification from the Chinese government said the Khunjerab Pass would remain closed from September 28 to October 7. Trade and traffic between the two countries will remain closed during this period. Police said the Chinese government has been expressing concerns about threats of terrorist infiltration through the Khunjerab Pass. Just one quick scan of Indian newspapers this morning, and the Paki attack is all but gone from the headlines. Some puke newspapers (not TSP, but disgusting Indian newspapers) cite yesterday's attack as a menace facing both India & TSP and the world. Can there be a more apt definition of cowardice that not only do you not confront your aggressor, but consider aggressor also as the victim. But oh, did I forget, India is a hard state when it comes to "secularism", MMS won't hesitate to send in his police to rough up Baba Ramdev or ask the UK officials to humiliate him. How much lower can India get. Sometimes, I feel that with a ruling elite like this, its understandable that TSP will only continue down this path of hitting India and at the same time pose as being part of the "international community" combating the "menace of terror". What an effective strategy to get concessions from India.
With US making Iran and Syria surrender under the guise of "talks", next you might start hearing rubbish from ToiLet, Hindustan(Paki)Times, Indian(Paki)Express, UnDyTV etc, that mighty US has agreed to talk to Iran and Syria, India must also talk to TSP on Kashmir and make concessions, as India has "global responsibilities" like US, and it is in India's interests to keep TSP happy. Mark my words, this could very well be the line of thinking in Delhi.

WASHINGTON : Seemingly undermined by the massive domestic flap over a Cabinet decision to shield criminal politicians, Prime Minister Manmohan Singh nevertheless pressed ahead with "widening, deepening and strengthening" India's ties with the United States, an enterprise that involved advancing agreements on civilian nuclear cooperation, trade, and security.
The Prime Minister also bluntly signalled, with President Obama sitting beside him, that India has had enough Pakistan inflicting terrorism on India and will not respond to overtures without contrition or correctives from Islamabad. Calling Pakistan the epicentre of terrorism, he called for a lowering of expectation from his meeting with Prime Minister Nawaz Sharif, who he will meet in New York on Sunday.
Earlier, President Obama had expressed commiseration for the latest terrorist attack in Jammu & Kashmir but had expressed the usual American hopes for a positive engagement between India and Pakistan, thanking the prime minister for his consistent push for peace.
In an oblique rebuttal to pressures from US corporations and industry for greater and freer access to Indian markets, the Prime Minister said his government's priority was to lift the masses of poor Indians.
Remarks by President Obama suggested the two sides had made further progress in advancing the civilian nuclear deal.
Singh went into the meeting with Obama scorched by having been hauled over the coals by the Congress party heir apparent over a Cabinet decision to shield criminal politicians.
The harsh criticism, coming hours before the Prime Minister was to meet President Obama, completely upstaged the bilateral dialogue, at least as far as the overwrought media was concerned, although the prime minister serenely continued with his engagements.

I don't know what the BJP would have done to prevent this particular attack, but that's not how things work, do they. A national government can set a policy in place, and then evolve and act upon that policy with various initiatives that either yield results or not. On the scale at which it's appropriate to judge these things, it's pretty clear that whatever the NDA was doing yielded results.
In contrast, we know what MMS' policy has been. Uninterrupted and uninterruptible dialogue, sell outs at Sharm-el-Sheikh and Thimphu, compromises on Siachen and Sir Creek, delinking talks from 26/11 and other terror attacks. Well, that policy has had its results too.

What I find funny and interesting is that Pakistan is having the same dilemma visavis the TTP as India is having with Pakistan. There is a section of the population arguing for aman ki asha with the Taliban, saying Peshawar attacks was by rogue elements seeking to undermine talks, immy suggesting a Taliban office etc. People are talking how Taliban are brothers, how moderate faction of Taliban should b strengthened ityadi.
The talibs are seeing such signs as weakness and are imposing preconditions like Sharia in Pakistan
As Pakistan and India both will find out, appeasement doesn't work.

In Paki-TTP scenario the public want TTP to take over and the minuscule leadership is trying to delay that.
In Indo-Pak scenario the public DOESN'T want Pakis but the minuscule leadership is trying to engage PKis.
