There are many , whose service before self , has brought peace in Punjab. We don't remember them now. Even GOI would not support. The courts and civil admin , who were cowering and cringing before the onslaught of terrorists, became custodian of human rights. When things go terribly wrong, many things happen. but one should not lose sight of wider objectives. Persons in uniform could very well have looked the other way, but they chose to do otherwise. Same is true of any person in uniform, from whom country expects supreme sacrifice, only to be forgotten later, many families get ruined with no succor coming.

So why do we expect that these mighty arms of India would take on maoists when politicians and intellectuals and bureaucrats etc play their orgy of effeminate action. Do they inspire confidence that once duty is done in the service of the people of this country, they would be ( or their families afterward) be treated fairly and not hounded by HRA.

Remember extraordinary maladies demand extraordinary treatment.

ps:I just followed k movement and how it was crushed. No connection to land of five rivers or whatever. Yet a part of my country being bled with thousand cuts, I did feel the anguish, still feel the pangs.

wonder what our Jholawala NGO’s and “human (meaning terrorists) rights (to kill, blow up, beat etc) activists (normally underemployed teachers in public funded universities, news papers, foreign funded NGOs) say about blowing up of passenger trains. They are all immediately seems to be not interested to come to grace the TV stations and be entertained by their fellow traveling TV editors and presenters. But soon I am certain we will see them pretending short memory and selective memory lapses and twisted arguments to counter any allegation of killing civilians.

It seems the communists terrorists of India became quite confident and now think that they it can do anything they want without any fear of bad publicity etc. This level of confidence and nature of activities shall clearly shows that they are to be crushed without mercy and any hesitation and vacillation will only result in further loss of innocent life.

I wonder if there is a pattern to all this. What kind of support they are getting from abroad and what is the role of our friendly neighborhood Nepali Maoists and their Chinese brothers?

I still remember SSP Govind Ram IPS who was killed in his PAP office at Jalandhar at the height of K movement. All his family perished in this fight before he fell. When I read his story I silently cried and prayed for him, still remember him.One of my friend died in Nagaland fighting ilks of Muiwah and his wife was made to run from pillar to post. There are umpteen stories many of us would be knowing personally.

There are several who can do the things. If we search we can find some great police officers from Chatisgargh, AP, WB or JHK. We will for sure find equivalants of KPS in CRPF. The real delay is the political will. Chidambaram is trying to build that with off and on statements. The rot is more in the ruling party's thought process but not in the police forces. But the time is coming up even for those in the party to take a hardline approach. I do not think they can afford anymore as far as Red Menace is concerned. Islamic terror is a ghetto thingy and they can afford to ignore.

A goods train rammed 13 derailed coaches of the 2012 UP Howrah-Kurla Gyaneshwari Express between the Khemashuli and Sardiha stations in West Bengal early on Friday, killing 79 persons and injuring nearly 150 people.

Both Railway Minister Mamata Banerjee, who visited the site, and the West Bengal government suspected the involvement of the Maoists in the tragic incident though they differed on the possible manner in which it was staged.
Look at how careful the terrorist supporting mornos put it.

Condemnable

The Maoist attack in West Bengal, killing 75 innocent passengers of a Mumbai-bound express train, should be condemned in the strongest possible words. Are the Maoists any better than the terrorists trained in Pakistan? The government should impose President's Rule in all naxal-infested States and use the Army to weed out the rebels from their forests hideouts. It should consider talks with them only after they give up violence. The train blast shows that the Maoists are not interested in negotiating peace.

TOI in a article today says @ peak of kashmir terrorism, the exchange ratio was 1:1.33 between (soldiers+civialians):(terrorists) and now its 1:4

but for naxals, the ratio highly skewed in the naxals favour because rarely have the security forces so far between able to bring to battle groups of naxal fighters, while they mostly trigger explosions, cause casualties and move away freely.

there is also no particular "border" where we can concentrate resources and technology to snag the fish as they move in and out.

I think the people after next massacre should catch some ministers and MLAs and tear them apart limb from limb and hang them from nearest tree. only when the veneer of bulletproof cars and Z+ security is proven to be useless against angry people the political class will think about acting.

on one side we hear india has hardly any forests left and animals are all dying out. next we hear of dark territories of
100s of sq km for which not even GSI maps exist and last "expeditions" in these areas were in british raj days! so someone is lying - either the govt has no desire/plan to "retake" these "liberated" parts of the country or the environmentalists are raising false bogeys to get funds, visit foreign conferences and keep in limelight !

I see a lot of fingers being pointed at the central government. Question is what exactly do you expect it to do? Chidambaram's committed most of his reserves to anti-naxal operations and still left the option of committing the armed forces open.



The CRPF may be India’s largest reserve police force, but it does not have a single battalion in “reserve”.

With the surge against the Maoist insurgency in the country and the growing law-and-order commitments, the 60-year-old Central Reserve Police Force (CRPF), the largest paramilitary force with 210 battalions (210,000 personnel), has been compelled to deploy its entire strength of men and women.

“Today, we are left with just three companies (300 personnel) and one Mahila (female) company in our reserve. The CRPF’s strength is its versatility. No other force in the world does this,” said a senior CRPF officer.

The centre cannot go it alone. At best it can support state police forces. The real push has to come from the states. Intelligence gathering in particular needs to be improved at the local police level as well as basic training for the armed police battalions.

Also, these bombing or ambushed may give the impression that the Maoists are gaining the upper hand, but I believe there is a degree of desperation in the their recent acts of violence, especially those involving civilians. With half of the politburo behind bars, their strongholds under seige and the necessity of actually having to actually engage in firefights with trained troops, the futility is slowly sinking in.

reds are going after suspected informers strongly - esp cpi(m) workers and govt officials in WB. yesterday around 9 people were killed and a robbery took place of several lakhs from a govt office.

I still remember the politicos who called the Maoists as "our people". It seems the "our people" has killed the "other people" or "enemy people". Mamata, Digvijay, Iyer, Nitish and it seems even Modi was calling Maoists as "our people". Let them answer whether they stand with the ordinary people including the tribals or they side with the Maoists ideologists. For the politicians Our people are the Maoists ideologists and the other people are the poor tribals and the civilians who get butchered by the Maoists every day. :cry: :evil:

Exactly the plan, now the media can ask for talks with maoists since we cannot handle them with force.( not matter the security forces are fighting with 2 hands tied behind thier back with court cases and et all). Why does the media say we should talk to paki Generals( Killed 80,000 Indians in terrorist Incidents), ULFA (killed 10,000 Indians), Maoists (killed 4000 Indians). Why does the Indian Media, Intellectuals always align with Anti-national elements and ask for talks with them, to accomadate thier Interests? Are they Indians? Why is there a punishment for single murder while mass murderers like Musharaf are entertained?

IT is not the central government that is the problem. It is the division within COngress - a part of which do not support any strong activities against Maoists. This is what is the problem. Those who are in favour of inaction against Maoists (such as Pranab?) should step away from any intervention taken by strong minded Chidambaram in this regard. When there is violence the term for a government is to protect people at all costs and curb the violence and show that action is an all out war against Maoism and they cannot get up against the public at all. The inaction is ridiculous. What action? Make sure they are disarmed to many extent. Possibly every house hold in the Maoist area needs to be checked and disarmed. Those days the intelligence sneaked into these groups and so we often got information ahead of time and so many of these destructive activities averted. Heavy handedness on Maoists with less HR violatons (restraint) and also less common people causualities should be strategy. Our forces also need a moral support for such activities nationally. They are capable of clearing out things. Now even there is no statement from the central government against Maoists particularly from PM who should declare them as terrorists. They should hold everyone linked with Maoists as terrorists. Everyone who writes in favour of them are supporters of terrorists. Then take a strategical action against them.

While in theory that may hamper the government's actions, in practice except for refusing committing the aerial gunships(not necessarily a wrong decision), I see no indications government hasn't buckled down. Despite all real and imagined restrictions, Chidambaram's done better than any of his predecessors.

There is no 'shock and awe' solution to the Maoist problem. Nor should one hold out for news of a big turnaround. The Greyhounds and state administration kicked the Naxals out of AP without any hullabaloo or victory parade. We shouldn't expect any from the current operation either. Lets not assume that no action is being taken.

Rest assured, people handling the matter are professionals and while there is always a learning curve involved in formulating a COIN strategy relevant to the region, the Maoists are going to get their just deserts.

Suppiah ji, mamata di has answered your question on HT TV. The goods train rammed into the derailed train. The express train jumped the tracks due to explosion and rested on the second track. The goods train was coming in the opposite direction. The Maoists have timed the explosion so as the ramming by goods train happens.

Goods trains don't have fixed timings. From the pictures of goods train rakes it appears that empty rakes were returning rakes were full of coal and momentum would have been great.

Explosion part is not yet confirmed, but possible. Fish plate theory is more plausible though. Even on welded tracks fish plates would be there, albeit at longer intervals. Casualty resulted more from impact of goods train, rather than derailment

In derailment such possibility of collision exists and several cases have happened.
Nov 26, 1998: Over 200 people die as Jammu Tawi-Sealdah Express rams into three derailed bogies of Amritsar-bound Frontier Golden Temple Mail near Ludhiana.

Aug 2, 1999: Two hundred and eighty-six killed and 359 injured in a collision involving Awadh-Assam Express and Brahmaputra Mail at Gaisal in North Frontier Railway's Katihar division.

Dec 3, 2000: Forty-six killed and over 130 injured as the Howrah-Amritsar Mail rams into a derailed goods train between Sarai Banjara and Sadhugarh in Punjab.
Perhaps goods train driver had already crossed the last signaling before his track was obstructed by derailment which would have turned last signaling red.He may have no time to stop.

I agree with chanakya's version...IR passenger trains themselves run on their own wish & schedule, goods train have absolutely none, certainly not something that Maoists can base their strategies on...unless it is serendipity..

Though there must be fixed procedures in case of derailment, such as warning on coming trains well in advance etc., wonder whether the driver of the passenger train followed that or not. It may takes about 5 minutes or less to run a km and warn drivers or setup signals etc. Did the driver do it? Or was it so unlucky that moments after derailment, the good train hit?

^^ Either way its a fact.

I think Goods train r or passenger train drive may have no time for the procedure. Anyway momentum would be great for train to stop immediately. At full speed 70-80 kmph(reported) it would take 200-300 mts to stop. But driver may not have been as alert.

The incident has taken place in a remote area also. One thing is clear if any one has any illusions that these people can some how be reasond into stopping their terror should stop thinking like that even now

Little Shirin and Sharmin hardly knew who Maoists were or why they would target their train. On their first ever vacation, all that the mirror-image twins could think about was what they would do in Mumbai, pose for pictures in identical frocks, take the ferry to Elephanta... They went to sleep hugging each other. They died that way.

On Friday morning, even hardened CRPF men broke down as the bodies of the seven-year-olds from Kolkata were pulled out of the mangled S4 coach of the GyaneshwariExpress. Their parents — schoolteachers Sayed Javed Alam, 35, and Sabiya, 30 — had saved for years the hard way to give the twins a week of happiness. They, too, died.

Javed and Sabiya's bodies were recovered first, around 12.30pm. CRPF jawans, moving inch by inch into coach S4, then spotted a tiny hand, a cheek and a wisp of dark brown hair. The pace of work picked up instantly. The gas cutter sliced through twisted iron bars. A metal panel was pulled away. The first rescuer stepped in, and stood rooted in shock for a second.

This is with reference to the Outlook cover (May 31) which says “Arundhati Roy’s portrayal of Maoists as Gandhians with Guns comes under heavy fire”.
Here is what I said:

I cannot believe this army. As far as consumption goes, it’s more Gandhian than any Gandhian, and has a lighter carbon footprint than any climate change evangelist. But for now, it even has a Gandhian approach to sabotage; before a police vehicle is burnt for example, it is stripped down and every part is cannibalised. The steering wheel is straightened out and made into a bharmaar barrel, the rexine upholstery stripped and used for ammunition pouches, the battery for solar charging. (The new instructions from the high command are that captured vehicles should be buried and not cremated. So they can be resurrected when needed.) Should I write a play I wonder—Gandhi Get Your Gun? Or will I be lynched?
OMG! How can evil people twist her message?
Whoever infers from this that I have called the Maoists Gandhians with Guns is either a little slow or has no sense of irony or both

Just heard goods train driver on NDTV ( he is hospitalised). He tried to break when he saw the obstruction but breaking distance is more so could not stop. While crossing the engine of express train, the driver of passenger train showed red light. But ...


Normally goods train are not equipped with sophisticated brakes
Freight train brake systems have not changed in basic operation since the 1930's. They are controlled and actuated by compressed air. For those tempted to think that train brakes operate the same way as large truck brakes read on. You might be surprised.

Each power unit (locomotive) has an air compressor that supplies air for the entire train's braking system. A feed valve in the locomotive regulates the desired pressure that is supplied to remainder the train. This pressure must be at least 70 psi (although most modern systems use 90 psi). A "brakepipe" runs the full length of the train. The brakepipe carries the compressed air from the control unit to the rest of the train. Unlike truck brakes (and passenger train brakes for that matter) this single source of air carries both the air that powers the brakes as well as the signal to control them.
Hi speed Super fast trains are equipped with Power brake unlike goods train Air brake as elaborated above.

BBC seems perturbed at Indian press coverage
Indian press condemns train attack
Police blamed the incident - which happened in a known Maoist stronghold - on Maoist rebels. Most of the press accepted this assessment and lamented the fact that it appeared to indicate the insurgents had few qualms over targeting civilians in what one paper described as "systematic bloodbaths".

Driver has filed FIR, no mention of Maoist. Media crying foul
How could a driver know who the perpetrators are? Understood that FIR would have been seen and approved by Higher ups but how could they attribute it to any group. It is for the Police to investigate and find out. If need be supplementary FIR could be filed at a later date. Let WB police or Home Ministry (CBI might handle the investigation) tell who did this.
BTW FIR is just that FIR meaning First Information Report, rest is in the hands of Investigating agency to find out and make chargesheet, apprehend the accused, go for prosecution etc. Long haul.

It could be either explosion or sabotage or both? Common folks like you and I died in this. Let truth be out.

Some contradictory reports in the media are circulated from the mouth of blessed laloo,mamata,congress ,,that it could be an accident ..or some political sabotage ...psy ops as usual ....

If maoists are blamed straight ,then people will demand straight action,thats what these %$%% dont want to do, .watch psyops ON AIR ...

If track on the inner side was sabotaged or blasted then it may be correct to infer maoists deliberately timed whole thing to collide with some oncoming train which would have great casualty rate. Need to see if any other passenger train was to cross around that time towards Kolkata/KGP

WB Police says PCPA behind attack, umakant mahato and bapi.. They kidnapped two linemen and just before train was to pass , asked them to remove track locks. ImagePandrol clip

Another version says 20-30 people did the work of sabotage/explosion. This version will be confirmed only if linemen are stilll alive and not yet killed as police informer.

Can't believe WB Govt or MB either. Wait for more to emerge

How are freight trains scheduled?
Some goods trains are run as pre-scheduled or timetabled services (Link and Crack trains, Quick Transit Service, etc.). The majority of goods trains, however, are run as requirements arise. The process of arranging for a goods train to run is known as ordering a goods train. Ordering a goods train involves the issuance of written advice to the yard or station and loco shed that a certain train will run, starting from the station or yard at a certain time and running to a certain schedule. The written advice is known as the Train Notice. The train notice is normally issued at least 3 hours before the advertised departure of the train, so that the rake can be marshalled and the locomotives prepared for the trip. Once the train departs, it is under the control of the section controllers until it reaches the next goods yard (where the next section controller picks it up). Now the question is, in this mishap, was the Freight train a pre-scheduled one or not? If yes, then some degree of sophistication is present else it is one hell of bad luck for the passengers. Even if it is not a pre-scheduled one, did some one leak the information of the Goods train movement. I am sure asking the right person the information can be sought out. I do not expect the Train Notices to be confidential. This still shows a degree of sophistication and planning.

You are quite right. Some goods trains do run on pre scheduled timings, but really very few. Mostly they run on trunk lines such as between Mumbai-Delhi, Mumbai-Chennai Chennai-Delhi and Delhi-Kolkata. However , this particular section carries mostly minerals, coal and have no fixed timings. But one really needs to confirm with railways if that Goods Train was a pres cheduled one or not. If you want I can get it confirmed.

yes , it is a very likely possibility, but shows crudeness in selection of targets. It can cause backlash very quickly from public.

Possibly every nation on earth that has some form of insurgency and practically every guerilla outfit worth its salt is now reading up just how the Sri Lankan state annihilated the Tamil Tigers.

The causes of the downfall of the Tigers are too many and have been dealt with at length by experienced military analysts so I will recount them briefly-the inability of the Tigers to convert their military gains into legitimate political capital, the breakaway by its erstwhile Eastern commander Karuna and, finally, their fatal inability to read the resolve of the government.

Prabhakaran was, to quote Adolf Hitler in his last days, a gambler who staked everything and lost. The Sri Lankan military succeeded because they were given a clear objective by the political leadership; the IPKF failed because it lacked this political clarity.

Yet, even clear political directives are not enough. No one can fault the Israelis on political resolve. Yet, their month-long incursion into southern Lebanon to punish the Hezbollah in 2006 was a fiasco.

In the face of international pressure, the wounded Israeli military machine had to pull back unable to even disrupt Hezbollah's command and communication network.

Despite the youtube videos of push-button 'clean surgical strikes' war is essentially a dirty business. A state is supposed to play by the rules. The guerilla is not obliged to follow any. There exists an inverse relation between the severe collateral a state inflicts on a non-state action in pursuance of its military goals and the international opprobrium that follows such action.

The opprobrium is magnified by the mass media and the ability to resist it naturally varies with the size and the global clout a country wields.

The US for instance can get away by invading a sovereign country on the specious claim that it possessed WMDs; Sri Lanka could not move against a guerilla force holding nearly a third of its territory without the support of major powers like the US, China and the regional one, India.

The ability of the state to disregard international pressures in a conflict will allow it to act as the non-state. It can cite larger goals of national interest to disregard the responsibilities imposed upon it by international warfighting conventions. Sri Lanka threw away the rulebook and fought the Tigers like guerillas.

It allowed only the state-owned media into the conflict zone. In such a controlled environment the military triumph of the state is a certainty.

The Lankan army may have dealt with surrendering Tigers questionably and the clamour for a war crimes trial is only going to grow. It isn't the first time that a state has put down a non-state without playing by the rules.

The Malay insurgency was similarly put down in the 1950s. As was our own Sikh insurgency in the 1990s by the redoubtable KPS Gill and Beant Singh and more recently, the Chechen insurrection by Moscow.

In such a scenario, the attraction of such out-of-the box solutions is only going to grow. I'd like to be proved wrong on this one.

This section is especially sensitive. Similar attempt in March was carried out by Maoists, and Patrolling party averted the mishaps.
Timing was 2340 hrs.This time Maoists did this after 0100Hrs.They must have noticed timings of security patrol
EXPLOSION BETWEEN JHARGRAM AND GIDHNI (Kharagpur Division, West Midnapur, West Bengal)





While security Patrolling Special comprising RPF and GRP jawans were patrolling tracks, they heard sounds of blasts between Jhargram and Gidhni stations about 163 kms from Howrah at 23.40 hrs on 22.3.2010. On reaching the site it was noticed that there has been blasts in Up and Down lines causing extensive damage to rails, sleepers, ballasts, etc. In the down line, overhead equipments were also damaged for almost a length of 1 Km. After the security clearance was obtained, the restoration work started in full swing and the up line was made fit at 4.20 hrs on 23.3.2010 and the down line was made fit at 7.25 hrs on 23.3.2010. Traffic over this point has resumed.
