No. Delimitation is a constitutional mandate under Articles 81 and 82, it is not a political choice, but a legal obligation.

For decades, the number of Lok Sabha seats has remained frozen even as India’s population has grown significantly, from about 55 crore in 1971 to nearly 140 crore today.

Today, each MP represents a much larger population, impacting effective representation and accessibility.

Delimitation is therefore not just necessary for better governance, but a constitutional duty, one that the Government led by PM Shri

The biggest narrative being created is that these three bills, the Constitution Amendment Bill, the two laws on delimitation, and the changes to constituency election laws, will harm the power of the #South.

Karnataka has 28 seats, which is 5.15% of the 543 seats in the House. After the passage of the bill, the number of MPs from Karnataka will increase from 28 to 42, and its share in the Lok Sabha will rise to 5.44%. Karnataka will not suffer any loss at all.

Andhra Pradesh has 25 seats, which is 4.60%. After the passage of the bill, the number of MPs will increase from 25 to 38, making it 4.65%.

Telangana has 17 seats, which is 3.13%. After the passage of the bill, the number of MPs will increase from 17 to 26, making it 3.18%.

Tamil Nadu has 49 seats, which is 7.18%. After the passage of the bill, the number of MPs will increase to 59, and its share in the new House of 816 will be 7.23%. Tamil Nadu will also suffer no loss.

Kerala has 20 seats, which is 3.68%. After the passage of the bill, the number of MPs will increase to 30, and their share in the new House will be 3.67%.

If we consider the entire narrative about the South, currently, 129 MPs from these states sit in the House out of 543 seats, which is approximately 23.76%. In the new House, 195 MPs will represent these states, and their share will be 23.97%.

Facts over misinformation.

*Hon'ble Home Minister Shri Amit Shah* clarified in Parliament that there will be no injustice to southern states in delimitation. Their share will rise from 23.76% (129/543) to 23.90% (195/816), a proportionate increase, with the same pattern holding for each state.

What happens if delimitation is delayed or not undertaken?

If nothing is done, Articles 81, 82 and 330A will automatically trigger after the next Census, leading to the redistribution of the existing 543 seats purely based on population.

Take Kerala, from 20 seats today, it could drop to 14 if seats are redistributed based on projected 2027 population.

The Modi Government’s proposal ensures the opposite, protecting existing representation while increasing seats.

This is a clear case of gain, not loss.

In a significant setback for the central government, the Constitution (131st Amendment) Bill, 2026, failed to pass after it could not secure the mandatory two-thirds majority in the House. With this failure, the Women’s Reservation Act will not be implemented, and the seats of the Lok Sabha will not be increased.

Here are some consequences of the sabotage done by Congress and its allies in Lok Sabha today.

1) Women Reservation will NOT be implemented in 2029 elections:

Current Article 334 (A) of Constitution says women reservation will be come in effect AFTER delimitation is done AFTER first census is done post the commencement of 2023 bill.

Modi govt's Constitution Amendment bill 2026 (defeated today) was to amend 334 (A) and drop the requirement of first census AFTER commencement of bill and immediately do delimitation. Defeated by Congress and allies.

Hence original 334(A) stands.

So those saying just divide 543 seats into 1/3rd for women DO NOT KNOW THE LAW or are INTENTIONALLY MISLEADING. It cannot be done without census completion.

2) Actual Delimitation Will Still Happen
Current Article 81(1) fixes total Lok Sabha seats to 550 maximum.

Current Article 81 (2) says that population proportion for number of seats allotted to each state should be same for all states (except very small states / UTs with population less than 60 lakhs).

Current Article 82 mandates to readjust seats allotted to each state as per first census done after 2026. It is a constitutional requirement to do it.

Modi govt's Constitution Amendment bill 2026 sought to do a few things
a) Increase 550 max seats (operating 543) to max 850 seats (operating 816)
b) Do delimitation basis 2011 census
c) Promise to maintain current proportion of seats for each state.

Congress and allies defeated all of the above amendments.

So what happens now?
a) Delimitation would start from 2027 after census data published.

b) Total Seats would be fixed at 543 (as Constitution Amendment bill to increase it is defeated)

c) Seats to states would be allotted basis 2027 population and Modi govts idea of maintaining CURRENT proportion WOULD NOT APPLY because that bill which promised it has ben defeated.

Hence, delimitation would still happen, but as per current population and Southern States would lose out on their proportion.

In summary what has Congress achieved:

1) Sabotaged Women's Reservation bill immediate implementation and pushed it to 2034 or even beyond.

2) Delimitation would happen but without increase in overall seats and without safeguarding southern states proportion of seats.

Just a glance of what Congress has enabled by defeating the delimitation proposals of Modi Government.

Now delimitation would happen on 543 seats only and as per 2027 census data (mandate of Constitution so would happen).

Here is how Southern states lose out on 2011 census itself. Imagine what would happen basis 2027 data!

This is what Congress has enabled.

Perhaps the opposition thinks they should concentrate their forces and fight on smaller numbers, which may require lower finances.

The Reason why SP opposed the bill. Will reflect in the UP elections. And the Padma Vibhushan was given to him by Shriman Modi himself.
