Powgam Police Station Explosion

Joint Secretary in the Ministry of Home Affairs J&K Division Prashant Lokhande says,:

"Yesterday, on 14th November at 11:20 PM, in an unfortunate accidental incident, a massive explosion took place inside the Nowgam Police Station in Jammu and Kashmir. The Nowgam police cracked the case of a terror module... During the investigation of FIR 162 of 2025, a huge cache of explosive substances and chemicals were recovered. The recovery was kept securely in an open area of the police station. All the agencies involved in the investigation are working together in a coordinated and scientific manner. As a part of standard and prescribed procedure, the recovered chemical and explosive samples were being forwarded for further forensic and chemical examination. Due to voluminous recovery, the process was continuously attended for about last 2 days by following the said SOP. Owing to unstable and sensitive nature of the recovery, it was being handled very carefully under the expert supervision. However, during the process, an accidental explosion took place at about 11.20 PM yesterday night. In this unfortunate accidental incident, 9 people have lost their lives whereas 27 police personnel, 2 revenue officials and 3 civilians have received injuries. The injured were immediately rushed to medical care and attention. The building of the police station has received severe damages... The cause of the incident is being investigated however, any other speculation into the cause of this incident is unnecessary. The government stands in solidarity with the families of the deceased.

There's also a possibility that the perpetrators, once their explosives have been confiscated by the police, they layed back and waited until enough people were gathered around to inspect it and then they remotely triggered the detonation. The explosives were confiscated from Faridabad during raids on November 9-10 and later transported to Kashmir in a Tata 407 vehicle in small bags following full protocol, the top official said. On the reason behind transporting the explosives to Nowgam, the official said the original case was registered at the Nowgam police station and the explosives were the case property of that police station. Hence, there was a need to transport the explosives so far.

Makes zero sense to me. If RBI's gold can be held in vaults in England for years, why can't explosives evidence be stored in an appropriate nearby and safe place to where they were seized and in the custody of the local authorities? What matters is the forensic reports on the explosives. Unlike a gun or such, it is hardly going to be produced in court - "can you identify this ammonium nitrate?" Any specific labels or containers that can be identified can be sent, empty, to the original police station, if necessary. And personnel from Nowgam can be sent to the Faridabad vicinity to do whatever examination needs to be done in person.

I can understand the transport of other types of physical evidence; but not of explosives, chemical weapons, radioactive weapons, biological weapons and such. I hope the authorities change the rules/regulations/laws concerning these specific types of evidence.

Investigating agencies detained a doctor from Pathankot in Punjab for questioning in connection with the Delhi blast case. The 45-year-old surgeon has been working at a private medical college and hospital in Pathankot for more than two years.

He had previously worked at Al Falah University in Haryana's Faridabad district, to which the prime suspects in the "white collar terror module" case were also linked.

Two doctors from Nuh district of Haryana had been detained for questioning in connection with the case on Friday. A couple of thoughts.

1) The reason this particular set of terrorist plots was foiled from reaching its desired goal was a common one: too many people being involved in too wide a network makes op-sec faulty. Plots that rely on "lone wolf" actors-- or at the most, isolated sleeper cells of a handful of people-- are notoriously much harder to stop. However, what Pakistan wanted was something big and spectacular, synchronized to achieve mass casualties in multiple cities, as their "revenge" for the beating they took in Sindoor 1.0. This could not be achieved by piecemeal terrorist actions through isolated sleeper cells; it needed a relatively big network, which was easier to trace.

What now? Will Pakistan decide that the op-sec risk of mounting a large and spectacular series of attacks is not worth it, and go instead with a series of isolated sleeper-cell plots that are smaller in scale but harder to detect before they happen?

2) Regarding "Muslims" and "doctors" (or engineers, lawyers, and other educated middle-class professions). The key here seems to be urbanization, which has certain effects on people's notions of identity. The Muslim who lives in a 99% Muslim village is not just a Muslim; he is a man of that village, coming from a particular family in that village. There is a social structure of interdependence that imposes disincentives against taking up Jihadi terrorism in many cases.

This is true even for Muslim townships and "neighborhoods" in big cities, like Mumbra or Bhiwandi in Mumbai; they are essentially transplanted 'villages' in terms of their social structure, copy-pasted from actual rural areas, and the pressure not to do anything that would make earning a daily living difficult for your neighbours is quite significant.

Not that Muslims living in villages or urban "Muslim areas" can't be jihadis of a different sort. Of course they can. It is people from these groups that engage in rioting, arson, stone pelting, etc. which can amount to horrific mass-casualty attacks (the most notorious example being Godhra in 2002). But the whole dynamic of jihad-through-rioting is very different from that of jihadi terrorism. It can usually be handled through the bulldozer disincentives being applied to habitual offenders and ringleaders-- one particular house in the 'village' is razed as an example that everybody else talks about for years.

But the classic 'fidayeen' terrorist Muslim is a different breed. As we have seen, he is often relatively well-off, and even if not highly educated (like the Al-Falal University brigade) he is at least earning a decent lower-middle-class living (like the Mumbai '93 bombers, who had small businesses in machine shops and auto repair garages). He has disposable income. He has time on his hands, and these days, he fills it with internet and social media content from his smartphone. Most importantly, he is often someone who is physically displaced from his traditional social 'village'-- a Kashmiri living in some other part of India is a classic example. This being the case, he isn't overly concerned what might happen to his neighbors, or what shame he may bring on his family-- they are living somewhere far away and only in contact via WhatsApp for 11 months of the year.

When you leave the home of your ancestors and live among near-strangers, experiencing a social structure whose norms and morals are very different than what you grew up with, that's when you are prone to fill your displaced emptiness with some idealized, manufactured version of what your identity "authentically" should be. Instagram videos about the struggles of Palestinians start to matter more, and to seem more 'real', than the welfare of your neighbour.

I am not saying any of this to encourage sympathy for the people who go down this route-- I have none. But understanding what makes their psychology tick will be useful in predicting and apprehending their behaviour before it endangers Indian citizens.

British took power from Marathas, not from Mughals. The Mughal Emperor Shah Alam was receiving a pension from Marathas till the Battle of Patparganj with the British in 1804. So the battle for Delhi was fought b/w Marathas and British. Mughals were nowhere in picture.

A Pakistan politician has claimed his country had a direct role in the car bomb that exploded outside Delhi's Red Fort on November 10, killing 15 people and injuring over a dozen. Chaudhary Anwarul Haq, 'Prime Minister' of Pakistan-occupied Kashmir till two days ago, told the PoK Assembly, "I said earlier, if you (India) keep bleeding Balochistan, we will hit you from the Red Fort to the forests of Kashmir. By the grace of Allah, we have done it... our brave men have done it."

Pakistan has not formally commented on this statement, though Defence Minister Khawaja Asif declared Islamabad cannot discount the possibility of “all-out war” with India; Islamabad said Pak remains on 'full alert' amid escalating regional tensions.

Pak has repeatedly accused India of fomenting unrest in its Balochistan province, a tactic New Delhi says is used to divert attention from Islamabad-supported cross-border terrorist activity. India has always denied any role in violence in Balochistan.

However, intelligence agencies have linked the car that was detonated outside the Red Fort - a Hyundai i20 stuffed with ammonium nitrate fuel oil, and the terrorist cell behind the plot, to the Jaish-e-Mohammed, one of several Pak-backed groups.



Officials investigating the blast told NDTV the 10-member 'terror doctor' cell was set up by an Islamic cleric from Jammu and Kashmir's Shopian - Maulvi Irfan Ahmed - with direct links to the Jaish; he reportedly arranged meetings with JeM terrorists.


Ahmed and a Pak-based terror operative, Umar-bin-Khattab, alias Hanjullah, were the cell's handlers, NDTV was told.

Ahmed identified and indoctrinated doctors from the Al-Falah Medical College in Haryana's Faridabad, including Dr Umar Mohammad, the suicide bomber. The remaining members of the cell, including Ahmed, have been arrested.



Meanwhile, intelligence sources also told NDTV Jaish leaders has issued calls for 'donations' to fund more 'fidayeen' attacks on India. PKR 20,000 has been sought from people in the remote Khyber Pakhtunkhwa province, where the JeM is located.



The Jaish already has a 'women's wing'; terror boss Masood Azhar's sister, Sadiya, was tasked with leading that unit, which was set up after Op Sindoor, India's military response to the Pahalgam attack, wiped out JeM camps in Pak's Bahawalpur.


One of the key suspects in the Red Fort blast - Dr Shahina Saeed, whose codename was allegedly 'Madam Surgeon' and may have been responsible for financing the attack - is reportedly a member of that unit, which is called Jamat ul-Muminat.


Earlier this month fresh intelligence accessed by NDTV suggested an alarming escalation in Pak-backed terrorism in J&K. The inputs indicated major groups, like the Jaish and Lashkar-e-Taiba were mobilising for a new wave of coordinated strikes.

Both are prominent terrorist groups that are financed and supported by the Pak Army and that country's deep state, and have made headlines in India over the past six months, each for an attack that claimed the lives of civilians.
